approval is granted at toll gates. The table 1 details the lifecycle and approval toll gates for a project.

Activities and Deliverables

1.0 Options Stage TG2 to TG3

1.1 Collate existing site data. Review existing survey and base CAD information and advise of any additional
survey or preliminary information required for the project. Prepare any necessary survey specifications.

1.2 Obtain an outline brief from EAL including an anticipated completion date for the Project and the financial
limits.

1.3 Contact the other members of the Project Team and Use best endeavours to ensure that the Services listed
hereunder are fully co-ordinated with the Services provided by other Consultants.

1.4 Consult as necessary with any local or other authority on matters relating to the proposed civil engineering
aspects of the design.

1.5 Visit the site, evaluate the civil engineering implications and, in liaison with the other members of the Project
Team, undertake such further studies as may be necessary in order to submit proposals and options to EAL
including an anticipated programme and costs, and undertake all work necessary to obtain EAL's approval to
proceed on the basis of the agreed proposals.

1.6 Arrange for the carrying out of any geotechnical or other investigations authorised by EAL, interpret the
results and, if necessary, make recommendations to EAL.

1.7 Produce option stage designs, with representative drawings, sketches, specifications, notes to describe the
extent and quality of the project, to allow a cost plan to be produced and the EAL Development Manger to
finalise the Option Stage papers.

1.8 Undertake risk assessments. Identify and assess potential or known project risks and opportunities. Agree as
a team how risks will be eliminated, mitigated or controlled, what contingencies should be allowed for and
how opportunities will be taken advantage of.

1.9 Undertake value management exercises.

1.10 Use EALs Documentum online storage tool.

1.11 Contribute as necessary to the preparation of a design programme.

1.12 Attend all necessary meetings with EAL, other consultants and suppliers

1.13 Health & Safety During the continuance of the appointment, the consultant will maintain the competence
and resources necessary to perform all statutory requirements applicable to his discipline.

1.14 CDM The consultants duties in relation to health and Safety under the CDM Regulations 2007 are (in
summary):
o Make clients aware of their duties
o Give due regard to health & safety in all design work
o Provide adequate information about any unavoidable health and safety risks inherent in
the design to those who need it
o Assist with providing information for the Pre-Construction Information.

1.15 Prepare Designer CDM Risk assessments for Health & Safety Plan.

1.16 Obtain EAL's approval to proceed to Design Stage after TG3, which will include the preparation of designs
up to tender stage.
1.0 Design Stage TG3 to TG4

2.1 Collate existing site data. Review existing survey and base CAD information and advise of any additional
survey or preliminary information required for the project. Prepare any necessary survey specifications.

2.2 Develop the design within the approved cost and submit to EAL for approval.

2.3 Design, detail specification and production of construction drawings for the new works.
o All drawings must be fully dimensioned and related where appropriate to airport / building / OS *
grids (except for sketches and illustrations, presentation material, where such would be inappropriate
or unnecessary) * refer to airport records manager
o All drawings must comply with EAL CAD Standards, including the numbering strategy (except for
sketches and illustrations, presentation material, where such would be inappropriate or unnecessary)
Drawings for distribution electronically to EAL and other stakeholders must be in Adobe pdf format.

2.4 If necessary, advise EAL of the need to appoint specialist firms to design and execute sections of the Works
and obtain EAL's approval to approach the firms concerned or to obtain competitive tenders.

2.5 Where applicable, co-operate with the other members of the Project Team in the preparation of a cost plan
for the Project based on the overall cost approved by EAL.

2.6 Attend all design team meetings, report on matters appertaining to the structural design and provide advice
thereon to other consultant as may be necessary.

2.7 Monitor the development of the design against the approved cost and report any anticipated difficulty to EAL
including proposals for overcoming that difficulty and obtain EAL's instructions in sufficient time to allow
corrective action to be taken.

2.8 Where EAL has indicated the possibility of a change to the agreed brief during the design phase, inform EAL
of the cost and programme implications and obtain EAL's instructions.

2.9 Complete the civil engineering design up to tender stage and provide all information necessary for the
completion of tender documentation.

2.10 If applicable make recommendations to EAL on the suitability of firms who may be invited to submit tenders
for the structural Works and obtain instructions.

2.11 Use best endeavours to ensure that all drawings, specifications, schedules, or other documents necessary
for the placing of the construction contract are completed and are fully co-ordinated, are in accordance with
the brief approved by EAL and are available on the programmed date.

2.12 Prepare such calculations and details relating to the Works as may be required for submission to any
appropriate authority and obtain any necessary approvals. Provide a SER Design Certificate as necessary.

2.13 Undertake value management exercises. Evaluate the design and consider alternative products and
materials through value engineering (including workshops where appropriate) to Use best endeavours to
ensure the best value design solution.

2.14 Undertake risk assessments. Identify and assess potential or known project risks and opportunities. Agree as
a team how risks will be eliminated, mitigated or controlled, what contingencies should be allowed for and
how opportunities will be taken advantage of.

2.15 Track and provide evidence of costs spent to date. Issue EWNs to the client for any variations to scope
items that will incur or reduce costs to those approved.

2.16 Use EALs Documentum online storage tool.


2.17 Complete the EAL Design Verification and Critical Assets process.

2.18 Contribute as necessary to the preparation of a design programme.

2.19 Attend all necessary meetings with EAL, other consultants, sub contractors and suppliers, representatives of
statutory and other regulatory bodies (including Building Control).

2.20 Health & Safety During the continuance of the appointment, the consultant will maintain the competence
and resources necessary to perform all statutory requirements applicable to his discipline.

2.21 CDM The consultants duties in relation to health and Safety under the CDM Regulations 2007 are (in
summary):
o Make clients aware of their duties
o Give due regard to health & safety in all design work
o Provide adequate information about any unavoidable health and safety risks inherent in
the design to those who need it
o Assist with providing information for the Pre-Construction Information.

2.22 Consultants will provide the CDM Co-ordinator all necessary information and assistance as he may require to
perform his duties according to statutory requirements. Information is to be provided for the Health & Safety
File. The Health & Safety File shall be delivered prior to the date of handover for all relevant building fabric
detailed under system selection.

2.23 Prepare Designer CDM Risk assessments for Health & Safety Plan.

2.24 Obtain EAL's approval to proceed to the Construction Stage after TG4

3.0 Tender Stage TG3 to TG4

3.1 Agree final arrangement for the obtaining of tenders with EAL.

3.2 Prepare further designs, specifications and drawings necessary for the information of the contractor
executing the Works.

3.3 In collaboration with the Cost Manager and Project Manager invite tenders from contractors included on the
list approved by EAL and arrange for tenders to be returned direct to EAL in accordance with EAL's
tendering procedure.

3.4 Copy all correspondence regarding the obtaining of tenders direct to EAL.

3.5 Examine tenders received, make recommendations to EAL and advise on any corrective action which may
be required if the lowest tender is higher than the approved cost for the Works and obtain EAL's instructions.

3.6 Obtain EAL's decision regarding the acceptance of a tender.

3.7 Where required, provide EAL with drawings or other documents necessary for entering into contract (or
alternatively follow the procedure for the appointment of specialist sub-contractors).

3.8 Undertake value management exercises.

3.9 Undertake risk assessments.


3.10 Obtain EAL's approval to proceed to the Construction Stage after TG4

4.0 Construction Stage TG4 to TG5

4.1 Issue Construction Stage drawings.

4.2 In collaboration with the other members of the Project Team, assist the Project Manager in administering the
terms of the Works contract during operations on site and relating to the completion of the Works including
(but not limited to) all activities in connection with the adjudication of disputes between EAL and
the Contractor.

4.3 Attend the regular meetings with the Contractor and other members of the Project Team as necessary in
order to monitor the progress of the Works and the Contractors need for design information.

4.4 Visit the site at regular intervals during the construction of the Works in order to inspect the quality of the
work and to monitor progress and Use best endeavours to ensure that the Works are executed in
accordance with the Works contract and in accordance with good engineering practice.

4.5 Respond to Technical Queries (TQs) throughout the construction stage.

4.6 Use best endeavours to ensure that all Health and Safety Statutory Requirements or Regulations are being
observed by all those responsible for either designing or constructing the Works and that adequate
monitoring procedures are in place to Use best endeavours to ensure day to day compliance

4.7 Use best endeavours to ensure that rigorous quality management procedures are in place throughout the
construction phase.

4.8 Advise the Project Manager on the need for special inspection and tests and, following approval, arrange for
the inspection and tests to be undertaken.

4.9 Inform the Project Manager of any contractual difficulties which may arise during the course of the
construction contract and obtain the Project Manager's instructions.

4.10 Track and provide evidence of costs spent to date. Issue EWNs to the client for any variations to scope
items that will incur or reduce costs to those approved.

4.11 Use EALs Documentum online storage tool.

4.12 Produce drawings for any scope changes.

4.13 Attend all necessary meetings with EAL, other consultants, sub contractors and suppliers, representatives of
statutory and other regulatory bodies (including Building Control).

4.14 Health & Safety During the continuance of the appointment, the consultant will maintain the competence
and resources necessary to perform all statutory requirements applicable to his discipline.

4.15 Issue a list of defects to the contractor at an appropriate time in accordance with the contract.

4.16 In liaison with other members of the Project Team, provide EAL with a set of record drawings and contribute
to the Maintenance Integration process.

4.17 Close out of final account with EAL in a timely manner.

4.18 Prior to handover review relevant parts of the Health & safety File and coordinate comments with the CDMC.

4.19 Prior to Handover complete all designer sections within the Health & Safety file as directed by the CDMC and
the Project Manager.

4.20 Prior to handover and in liaison with the other members of the Project Team, provide EAL with a set of
record drawings and guidance on the operation and maintenance of the Project and its installations. This
information should be provided in the standard AMA Integration format stipulated and will include but not be
limited to method statements in relation to the maintenance of equipment, services, assets and systems.

5.0 Handover Stage TG5 to TG6

5.1 Manage the closing out of defects that arise during the 12 months defects period. At the end of the period
carry out a final inspection of the works and the collation of a defects list. Expedite the completion of the
defects list with the contractor.

5.2 In collaboration with the Project Manager Use best endeavours to ensure that the contractor rectifies the
defects within a reasonable time.

5.3 In the event of any arbitration or litigation resulting from the Consultant prepare any necessary
documentation and reports and, if required by EAL, attend any hearings acting as a witness (subject to the
payment of an additional fee in accordance with the Contract

5.4 Provide EAL with a set of record drawings, maintenance manuals and detailed instructions on the operation
and maintenance of building services generally.
