Request for records

I am writing in response to the above-noted requests for records under the Act. Specifically,
you requested the most recent monthly project status report from Peace River Hydro
Partners.

Attached are the records responsive to your request. Some information has been redacted
from the responsive records in accordance with sections 17, and 22 of the Act.

Section 17 permits public bodies to withhold information the disclosure of which could
reasonably be expected to harm the financial or economic interests of a public body. This
includes information about negotiations carried on by or for a public body and information
the disclosure of which could reasonably be expected to harm the negotiating position of a
public body. Some of the information in the attached report contains information of the
type described above and it has been redacted.

Section 22 of the Act requires a public body to withhold personal information if its disclosure
would be an unreasonable invasion of a third partys personal privacy. Some of the personal
information in the attached record is of the type contemplated by section 22 and it has been
redacted.

EXCEPTIONS TO DISCLOSURE

SECTION 17

Disclosure harmful to the financial or economic interests of a public body

17. (1) The head of a public body may refuse to disclose to an applicant information the
disclosure of which could reasonably be expected to harm the financial or economic
interests of a public body or the government of British Columbia or the ability of that
government to manage the economy, including the following information:

a) trade secrets of a public body or the government of British Columbia;

b) financial, commercial, scientific or technical information that belongs to a public


body or to the government of British Columbia and that has, or is reasonably
likely to have, monetary value;

c) plans that relate to the management of personnel of or the administration of a


public body and that have not yet been implemented or made public;

d) information the disclosure of which could reasonably be expected to result in the


premature disclosure of a proposal or project or in undue financial loss or gain to
a third party;

e) information about negotiations carried on by or for a public body or the


government of British Columbia;

f) information the disclosure of which could reasonably be expected to harm the


negotiating position of a public body or the government of British Columbia.

(2) The head of a public body may refuse to disclose under subsection (1) research
information if the disclosure could reasonably be expected to deprive the researcher
of priority of publication.

(3) The head of a public body must not refuse to disclose under subsection (1) the
results of product or environmental testing carried out by or for that public body,
unless the testing was done

(a) for a fee as a service to a person, a group of persons or an organization other


than the public body, or

(b) for the purpose of developing methods of testing.

SECTION 22

Disclosure harmful to personal privacy

22. (1) The head of a public body must refuse to disclose personal information to an applicant if the
disclosure would be an unreasonable invasion of a third party's personal privacy.

(2) In determining under subsection (1) or (3) whether a disclosure of personal information
constitutes an unreasonable invasion of a third party's personal privacy, the head of a public
body must consider all the relevant circumstances, including whether

(a) the disclosure is desirable for the purpose of subjecting the activities of the government of
British Columbia or a public body to public scrutiny,

(b) the disclosure is likely to promote public health and safety or to promote the protection of
the environment,

(c) the personal information is relevant to a fair determination of the applicant's rights,

(d) the disclosure will assist in researching or validating the claims, disputes or grievances of
aboriginal people,

(e) the third party will be exposed unfairly to financial or other harm,

(f) the personal information has been supplied in confidence,

(g) the personal information is likely to be inaccurate or unreliable, and

(h) the disclosure may unfairly damage the reputation of any person referred to in the record
requested by the applicant, and

(i) the information is about a deceased person and, if so, whether the length of time the
person has been deceased indicates the disclosure is not an unreasonable invasion of the
deceased persons personal privacy.

(3) A disclosure of personal information is presumed to be an unreasonable invasion of a third


party's personal privacy if

(a) the personal information relates to a medical, psychiatric or psychological history,


diagnosis, condition, treatment or evaluation,

(b) the personal information was compiled and is identifiable as part of an investigation into a
possible violation of law, except to the extent that the disclosure is necessary to prosecute
the violation or to continue the investigation,

(c) the personal information relates to eligibility for income assistance or social services
benefits or to the determination of benefit levels,

(d) the personal information relates to employment, occupational or educational history,

(e) the personal information was obtained on a tax return or gathered for the purpose of
collecting a tax,

(f) the personal information describes the third party's finances, income, assets, liabilities, net
worth, bank balances, financial history or activities, or creditworthiness,

(g) the personal information consists of personal recommendations or evaluations, character


references or personnel evaluations about the third party,

(h) the disclosure could reasonably be expected to reveal the content of a personal
recommendation or evaluation, a character reference or personnel evaluation supplied by
the third party in confidence and the applicant could reasonably be expected to know the
identity of the third party,

(i) the personal information indicates the third party's racial or ethnic origin, sexual orientation,
or religious or political beliefs or associations, or

(j) the personal information consists of the third party's name, address or telephone number
and is to be used for mailing lists or solicitations by telephone or other means.

(4) A disclosure of personal information is not an unreasonable invasion of a third party's personal
privacy if

(a) the third party has, in writing, consented to or requested the disclosure,

(b) there are compelling circumstances affecting anyone's health or safety and notice of
disclosure is mailed to the last known address of the third party,

(c) an enactment of British Columbia or Canada authorizes the disclosure,

(d) the disclosure is for a research or statistical purpose and is in accordance with section 35,

(e) the information is about the third party's position, functions or remuneration as an officer,
employee or member of a public body or as a member of a minister's staff,

(f) the disclosure reveals financial and other details of a contract to supply goods or services
to a public body,

(g) public access to the information is provided under the Financial Information Act,

(h) the information is about expenses incurred by the third party while travelling at the expense
of the public body,

(i) the disclosure, in respect of

(i) a licence, a permit or any other similar discretionary benefit, or

(ii) a degree, a diploma or a certificate,

reveals any of the following with respect to the applicable term in subparagraph (i) or (ii):

(iii) the name of the third party to whom the item applies;

(iv) what the item grants or confers on the third party or authorizes the third party to do;

(v) the status of the item;

(vi) the date the item was conferred or granted;

(vii) the period of time the item is valid;

(viii) the date the item expires, or

(j) the disclosure, in respect of a discretionary benefit of a financial nature granted to the third
party by a public body, not including personal information referred to in subsection (3) (c),
reveals any of the following with respect to the benefit:

(i) the name of the third party to whom the benefit applies;

(ii) what the benefit grants to the third party;

(iii) the date the benefit was granted;

(iv) the period of time the benefit is valid;

(v) the date the benefit ceases.

(5) On refusing, under this section, to disclose personal information supplied in confidence about an
applicant, the head of the public body must give the applicant a summary of the information
unless

(a) the summary cannot be prepared without disclosing the identity of a third party
supplied the personal information, or

(b) with respect to subsection (3) (h), either paragraph (a) of this subsection applies or
the applicant could reasonably be expected to know the identity of the third party who
supplied the personal recommendation or evaluation, character reference or personnel
evaluation.

(6) The head of the public body may allow the third party to prepare the summary of personal
information under subsection (5).

1.1. EXECUTIVE SUMMARY

1.1.1. Month's Progress Highlights

Throughout th is reporting month of May 2017, Peace River Hydro Partners (PRHP) and BC Hydro (BCH)
continue to work together to progress the design and construction of Site C.

PRHP continued with excavation and other works in preparation for critical 2017 scope. This includes the Left
Bank Inlet Portal excavation and the Right Bank RCC Powerhouse placement.

Left Bank excavation progressed slowly w ith dozing operation over the Inlet Portal area . The embankment
in the lower portion of Left Bank Existing Road Upgrade (LBERU) continues for the access to RSEM LS and
Inlet Portal. With the embankment of Inlet cofferdam now completed, works for slurry wall and abutment
grouting are set to commence next month.

Procurement continues as follows: Till conveyor is fina lized and under design; Diversion tunnel formwork is
fina lized and under design; Diversion tunnel gates is fina lized and under design; and Fishway work is ongoing.
Several large plant and equ ipment items are either in production or arriving at site in stages. These include
2 large road headers, RCC conveyor system, aggregate crusher plant and cement I flyash silos. One of the
road headers is expected to be completely assembled with in the next month; the second one is being
delivered by ra il with an expected arrival in mid-June.

RCC conveyor progressed this month w ith completion and commission ing of the first phase (from the
batching plant to the trucks' loading hopper). The second phase is ongoing and pend ing delivery of the
swinger. Aggregates plant's first phase is on full production; and for the second phase, line A is being
assembled . For lines Band C of phase 2, foundations are almost completed. In the RCC batch ing plant, the

long storage system progressed with two silos fully installed (one for fl yash and other for cement), and the
rema ining silo is now erected (for flyash) .

1 LCC and 3 LtCs were issued as of June 2nd, 2017 - LCC #6 (RCC Buttress Foundation Prepa ration and RCC
Placement), LtC #SA (Diversion Inlet Wo rks Porta l and Channel Incl ud ing In-River Portion of Channel), the
init ial portion of LtC #SC (Stage 1 Left Ban k Coffe rdam - M id-stream Island Topsoil Stripping), and LtC #6A
(Powerhouse RCC Buttress) .

PRHP conducted its QHSE Audit May 23rd through May 261h,
2017. The findings were presented to BCH on
May 301h, 2017. PRHP continues to focus on Project Safety, w ith over 2.5 mi llion man-hours to date and on ly
2 lost-time incidents. Tota l workforce in May 2017 is 1,334 of wh ich 923 are residing in camp and 411 loca lly.

Disposed quantities in RSEM L3 and Area 2S are cu rrently at 2.97 m illion m3 and 1.72 m illion m 3 respectively.
These d isposa l areas met their capacities in early Ma rch 2017.

Temporary diversion pipe at the RSEM L3 is being removed by another contractor. Revegetation w ill st art in
June 2017 after the side ditches at North and South of RSEM L3 and baffles at sed imentation pond of Area
2Sarecompleted .

The concrete canvas at Ga rbage Creek for the non-contact water diversion has been insta lled. The discharge
d itch has been constructed at RSEM LS from the outlet of diversion pipe to the river. The construction of
sta rter dike at RSEM LS for material 30 was briefly resumed .

Embankment of the In let coffe rdam has been completed up to the final grade of EL. 419 .lm. Subsurface
exploration and instrument installation have also been completed. The excavation fo r the guide wa ll started
at the end of May 2017. A laydown area has been constructed at the downstream side of Inlet cofferdam for
slurry wall and abutment grouting. Another laydown area is being constructed at the upstream side of Outlet
cofferdam .

To secure the access to LS and Inlet Portal, emban kment of LBERU continued at the lower part, and
excavation at t he upper part st arted in late May 2017.

1.1.2.2. Right Bank

Mass excavation at the RCC area was completed t his mont h. The excavation was accelerated w ith dewatering
ground water, blasting rock and t emporary st ockpiling. The doublehanding of remaining volumes in several
stockpiles is now resumed and w il l be a conti nuous operation . The main tem porary stockpiles are the dum p
areas of granular mat erial in the R6, which is now spread t o lower the moistu re content for compaction, t he
Area 23 granular stockpile, t he outlet granular stockpile, the inlet granular stockpile, the RSb stockpi le and
the PAG stockpiles inside the RBCD in t he west area .

Approximately 0.84 m illion m 3 volume has been relocated o r tem porarily hau led to RSEM RSa, R6, RSb, Area
23 and upstream area wit hin Right Bank cofferdam .

The water level w ithin Right Bank coffe rdam remains stable while mass excavation has progressed up t o t he
fi nal grade.

The preparation works to commence RCC placement cont inues at RCC slope and foundation, this includes
the establishment of fi nal slope and foundation grade, cleaning, geological ma pping and prot ection .

The first placement of 2017 concrete work commenced on May 23th and was finished on May 29th, 2017 at
the Stilli ng Basin area .

Disposed quantity in RSEM RSa is approximately at 3.35 m illion m 3 (36%) compared to its capacity 9.34
mil lion m3 . The embankment of starter dyke cont inued and the excavat ion for West diversion channel
resumed this month. Further drainage works are requ ired as a result of accelerating the disposal of material
com ing from the RCC excavat ion. These works are now concentrat ed in t he Ponds and non-PAG-cont act
wat er ditches.

Disposed quantity in RSEM R6 is approximately at 0.37 m il lion m 3 (42%) com pared to its capacity 0.87 m ill ion

The Haul Road and Shared Road between the Substation and Area 20/21 have been adjusted to
accommodate traffic, and to finalize the Mi lestone of Substation Phase 1. After issuance of IFC drawings
these roads will be finalized up to fina l grade. A genera l adjustment on the shared roads has been proposed
to BC Hydro. This change includes widen ing the lanes shared between hauling and light vehicles, w ith the
target of simplifying multiple intersections. This would elim inate the need to cross the same intersection of
light and heavy traffic with parallel lanes.

The connections between SBIAR and Peace River Bridge I Area A Road/ Substation Road need to be adjusted
after the relevant IFC drawings are issued. s. 17
Calibration work and comm issioning continue at RCC and CVC Batch plants. RCC Batch plant #3 - #5 are
currently under process of certification by BCRMCA. Two 3000-ton silos out of three have been erected.

RCC conveyor has been installed at Area 20/21, and is being insta lled at Approach Channel. Foundation works
for the installation of RCC conveyor are ongoing at RCC area . Crusher plant Phase 2 is being insta lled on the
prepared foundation area.

Distribution work for construction power has been completed at the Right Bank. The electric lines to Area
20/21 and Area 24 were energized on May 16th, 2017.

Finish ing work is ongoing at QC Laboratory complex, and electromechan ica l work at Maintenance shop
continues.

A laydown area has been constructed at Area 30 for other contractors and turnover documents will be
delivered to BCH shortly. Other parts of Area 30 are under stripping and dewatering.

Riprap production continues at Wuthrich Quarry. At West Pine Quarry laydown construction is ongoing, as
well as stripping and chipping of wood waste.

1.2.3. Quality

PRHP started the first 600 m3 concrete placement for the 70,000 m 3 RCC in Stilli ng Basin. Quality Depa rtment
is ready for the RCC production .

Qua lity & Technica l Aud it was carried out from May 23rd to 26th, 2017. The Audit was in accordance with the
MCWC, ISO 9001:2008 and the requirements of the JV Partners (Acciona, Samsung and Petrowest). The
purpose of the Aud it was to assess the overall implementation of PRHP Qua lity Management and to identify
areas for Improvement. Aud it findings were presented to BCH on May 30th, 2017.

On May 25th, PRHP selected SpectraQEST, a new Laboratory Information Management System to improve
efficiency of the integrity and management of quality documents and records.

Qua lity Department moved into new office 5-plex on the Right Bank Area on May 25th, 2017 . PRHP QC
Laboratory is nea r completion w ith an estimated operationa l date of June 15th, 2017.

Crusher Plant: Continued erection of Line A and foundation work of Line B. Pad construction for
Line C is ongoing.

RCC Conveyor: Completed erection of C1AA, ClAB and C1A. Continued erection of C1B. Continued
foundation work of C1C and preassembli ng of C2A.

Area A: Care of Water work is in progress.

QC Lab Complex: Continued interior partitions and finish ing at QC and office. Ongoing works are
Breezeway construction from QC lab to S-plex and preparation for pa inting in core room.

Maintenance Shop: Continued electromechan ica l work. Poured first concrete at Truck Shop slab
on May 31st, and N.E. corner on May 30th.

Instrumentation: Completed installation of two extensometers at RCC buttress. (EXT_ RCC_J7,


EXT_RCC_J8).

Historical Boreholes backfilling: No work completed th is month.

Wuthrich Quarry: Continued production of 7a/7b materia l. Will produce Sa/Sb materia l after

1.14. ENVIRONMENT REPORT

1.14.1. Environmental Incidents

During this mont h's reporting period from April 27111 to May 261h 2017, a t ot al of 15 minor environmenta l
incidents were logged. This information is complet e and up to date as of June 1st, 2017 and found below:

A loose filler cap resulted in a spill of diesel fuel from a skid that

was recently filled.
While in the process of hauling rock material from the cut, the y
operator noticed steam com ing from the engine. He pulled over
and shut down the truck, and noticed some coolant dripping from 2-May-17 RCCCut
the engine compartment. A soil berm was immediately created
to prevent surface water from contact and spreading fu rther.
A va lve on the crusher pad conveyor belt motor blew out and y
resu lted in the leaking of approximately lS L of gear oil onto the Crusher

conveyor belt, and on some of the material being transported by Area 20/21
the belt.
While pushing soil on the north side of the quarry, the operator y
went to steer the equipment to the left when he heard a loud Wuthrich

sound. The dozer stated to roll backwards and the operator Quarry
quickly shut down his machine.

A 773 Haul t ruck had a small power steering fluid leak to the
ground at the Moberly Bridge laydown, from a loose power 4-May-17 Moberly
steering filter.
While moving the Putzmeister shotcrete sprayer from the y
maintenance shop to the tunnel way, high speed va lve on the Diversion
8-May-17
unit broke caus ing the release of approximately 4 liters of tunnel RB
hydraulic fluid to the gravel surface.
A tanker truck was refilling a storage container at the RCC plant y
with water-reducing and reta rding addit ive Plastiment with the
use of a small pump. When the operator began pumping the 10-May-17 RCC Plant
