"Establishing Institutional Mechanism to ensure the implementation of programs and services

other purposes". To ensure the implementation of programs and services to PWDs, RA 10070
mandated for the creation of the Persons with Disabilities Affairs Office (PDAO). Such office
was realized, under our context, as Ordinance Numbered 40 (Series of 2015).

This Ordinance is introduced to strengthen the Baguio City PDAO, the OCSWDO,
systematize programs and services for PWDs, and encourage their (PWDs) participation,
together with the Barangay Local Government Units who are most knowledgeable of the
