NOTICE INVITING TENDERS FOR SERICULTURAL ITEMS

Sealed tenders on prescribed form for purchase of stores viz. Bed cleaning nets,
HDPE bed support nets, Plastic Crates, HDPE Rearing Trays, Puff duster, HDPE Collapsible Mountages,
Hygrometer, Max.-Min. Thermometer, Examination tables, Examination chairs Feeding stands (iron), Leaf
Collecting Baskets, Chopping Boards, Chopping Knives, Sericultural Disinfectants, Silkworm Moulting
Hormone, Rearing Stand (Iron), Humidifier, Digital Electronic Balances, Electric Cocoon Hot Air Drier,
Room Incubators, Motorized Leaf chopping machine, Motorized Deflossing machine, kanpseck Sprayers,
Pruning saw, Secateur, Plastic Bucket, Flame Gun, Power Sprayer, Pestressed Cement Concrete(PCC)
farm fencing posts, Mulberry cutting making motorized machines, Lime power, Bamboo tree guard,
Electric Heating Blower, Water tub(Steel) and Table fan etc. from eligible manufacturers or their
authorized dealers are invited up to 15th July, 2013 till 11:30 hrs and will be opened on same day at 12:00
Noon at the Silk Seed Production Office, Ghumarwin Distt. Bilaspur (H.P). If the opening date happens to
be closed day then the tenders will be opened on the next working day.

The Complete details, tender form and term & conditions can be obtained from the
office H.P. Agro Industries Corporation Ltd., Nigam Vihar, Shimla-171002 by payment of non-refundable
fee Rs. 1000/- (Rs. One thousand only) by cash or in form of demand draft in favour H.P. Agro Industries
Corporation Ltd. payable at Shimla. The interested tenderers may also download the Tender form and
schedule A from the website http//hpmc.gov.in and can submit their tender alongwith required fee of Rs.
1000/- for tender form by Demand draft. The Tenders without earnest money will not be accepted.
Tenders will be opened in the presence of tenderer or their representatives who may attend the meeting.
Office will not take any responsibility for any postal delay and tenders received after due date/ time will
not be accepted.

The Corporation reserves the right to reject any tender in part or all without assigning
any reason, whatsoever.

TERMS AND CONDITIONS

(INSTRUCTION TO TENDERERS)
Quotation must be enclosed in a properly sealed envelope addressed to the Managing Director HP Agro
Industries Corporation Limited, Nigam Vihar, Shimla-2 by Designation. The quotations must be superscribed
'Quotation for the supply of Sericultural items' as called for in the tender notice. The quotation must reach till
15.07.2013 11:30 hrs to the Silk Seed Production Officer, Ghumarwin Distt. Bilaspur(HP) .

1. as mentioned in the tender notice. The firms must ensure that the tenders must be delivered before due date &
time. Telegraphic tenders will not be accepted. Office will take no responsibility for any postal delay and tender
received after due date/ time will not be accepted.
2. In the event of the quotations being submitted by a firm it must be signed separately by each member thereof,
in the event of the absence of any partner, it must be signed on his behalf by a person holding a Power of
Attorney authorizing him to do so or in the case of a company the quotations should be executed in the manner
laid down in the said Companys Article of Association. The signatures on the quotations should be deemed to
be authorized signatures.
3. All the column of the tender form shall be duly, properly and exhaustively filled in. The rates and units shall not
be overwritten. Quotations shall always be both in the figures and words. The words 'No Quotation' should be
written across any or all of the items in the schedule for which a tenderer does not wish to quote. Any omission
in filling the columns of units and rates may debar a quotation form being considered. The tenderer must sign
all corrections.
4. Samples must be compulsorily sent of all items quoted for wherever required and specifically mentioned in
Schedule-A on or before tender opening date. Such samples must be submitted and delivered in person or
through their authorized representative or through parcel to the Silk Seed Production Officer, Ghumarwin Distt.
Bilaspur. Samples should bear a sealed label, marked with the tenderers name and address and reference to
the item number in schedule. All instructions regarding the samples specified in the notice should be complied
with on a date to be specified, failing which the samples will become the property of the Government and no
claim thereof will be considered. Loss of samples or damage or wear and tear by testing, exposure, experiment
etc. shall be no ground for compensation in any form. Similarly the successful party who are put on rate
contract shall remove their samples deposited against the rate contract after 90 days and before 120 days of
the expiry of the rate contract whereafter the same shall become the property of the HP AIC Limited and will be
disposed off under the orders of the Managing Director, H.PAIC., in such manner as he may decided without
giving any notice to the Contractor.
5. Earnest money as described in column no. 4 of Schedule A in the shape of Demand Draft issued by a
nationalized bank in favour of the HP Agro Industries Corporation Limited, Nigam Vihar, Shimla-2 payable at
Shimla 171002, H.P. should be furnished with each tender. Tenders, which are not accompanied by, earnest
money and the requisite tender form, will be summarily rejected at the time of opening of tenders. The
successful tenderer may be required to deposit in addition as security for due performance of the contract an
amount equal to 10% of the approximate value of the estimated supply where applicable. However, local units
of HIMACHAL PRADESH who possess valid registration certification of Controller of Stores/ Addl. Controller of
Stores, Himachal Pradesh are exempted from furnishing the security.
6. The tender must be accompanied by General Sales Tax, Central Sales Tax clearance certificates showing the
clearance of taxes upto 31st march of the preceding year. Tenderers who enclose current registration certificate
of Himachal Pradesh Store Purchase Organization need not enclose these certificates. However, the
Government of India/ Himachal Pradesh Government Undertakings and such tenderers holding current valid
registration with the DGS&D and also small scale industrial units registered with the National Small Industries
Corporation will be exempted from furnishing such clearance certificates. Local Industrial units who attached
with the tender an attested copy of the permanent registration certificate issued by the General Manager,
District Industries Centre concerned, will also be exempted from furnishing such clearance certificates but will
have to submit no dues certificate from the concerned General Manager, DIC.
7. Prices should be firm validity of rates may be till July 2014. Where the period of validity is specifically mentioned
as more than 90 days and the tenders does not send any intimation by a registered post after expiry of such
specified period, the validity of rates shall be deemed to have been extended till the date of issue of telegram /
letter of acceptance in favour of tenderer.
8. The Corporation reserves the right of rejection/ approval of all or any of the tender(s) without assigning any
reasons thereto and reserves the right to negotiate with any of the tenders where deemed necessary and to
award parallel rate contract to any or all of the participating tenderers.
9. No tender will be considered unless and until all the documents are properly signed.
10. The quotation will be regarded as constituting an offer or offers open to acceptance on whole or in part or parts
at the discretion of tender committee upto validity period.
11. In the event of tender being accepted, the quotations will converted into a contract which will be governed by
the conditions given in Schedule-B (Annexed) read with these instructions.
12. The HP Agro Industries Corporation Limited is authorized to debar any party or parties from future participation
in the Department's Purchase Programme of the Stores and from having any such dealings with any
Government / Corporate body etc. in the State of Himachal Pradesh for a period not exceeding one year from
the date of issue of such orders, when such parties quote rates in respect of various items of store for which
tenders were invited by the Department and are the lowest, but such parties decline to enter into rate contract
or decline to supply the stores.
13. The rates should be quoted F.O.R. destination anywhere in Himachal Pradesh unless otherwise specifically
mentioned in the Schedule-A of the Rate Contract.
14. ISI marked products will be given preference. The tenderers quoting ISI marked products shall have to attach
attested copy of the valid ISI marking license.
15. The payment will be released immediately after receipt of payment from the indenting Department.
16. The rate, specification, measurement and quantum etc. must be quoted in metric system and filled only in the
Schedule-A and nowhere else.
17. Where samples are considered to be got tested, tenderers will have to furnish testing fee on demand otherwise
earnest money will be forfeited.
18. The tenderer must attach copies of their existing rate contracts, if any, with the DGS&D or any other State
Government's.
19. Test reports from the test houses recognised by State/ Central Government must be supplied with the tenders
wherever required as mentioned in Schedule-A.
20. All photocopies, which are required to be attached with the tender should be attested from a Gazetted Officer.
21. Inspection of factory premises may be carried out by the authorized representative of Managing Director, HP
AIC or Director of Industries, HP to ensure the genuineness of the firm as well as to verify the capacity / quality
of product being manufactured by the firm.
22. Sales Tax, Excise duty, other taxes be indicated separately otherwise rates will be deemed to be inclusive of
such levies / taxes and no future increase in duty / taxes will be allowed.
23. In case where it has not been specifically indicated in the Schedule-A that only manufacturers can participate
in the tenders, in such cases the tenderers other than manufacturers should attach authorization letter from
such principal manufacturers alongwith tender.
24. Price fall clause- The offer of rates by the tenderer will be subject to the price fall clause i.e. if any item is
offered at a lower rate by the tenderer at any other State / place in India, he shall not charge higher rate for the
item offered in the tender. In the event of higher rates offered by such tenderer, the rates so offered by such
party can be rejected at any stage.
25. Tenderers who do not fulfill the above-mentioned requirements, their tender will be liable for rejection.
26. In case of any increase/decrease in Central Excise, VAT or any other levies, the same shall be applicable
from the date of its notification.

TERMS & CONDITIONS:
1. Manufacturers or their authorized dealers can participate. In case of an authorized dealer participating
in the tender the valid original authorization from the principal manufacturer may be attached with the
tender documents. Such authorization must attach attested copy of manufacturing proof of the
principal manufacturer from the concerned Authority.
2. The tenderer should attach separate sheets, brochures, pamphlets, certificates and other documents if
any in support of important features/ specification, certification etc for the items duly signed under
seal by them.
3. All rates must be quoted for delivery F.O.R. destination to the Divisional Sericulture Offices and to
the Central Silk Board units in Himachal Pradesh.
4. The rates should be quoted exclusively of VAT/ GST, Excise Duty and other levies/ taxes applicable
at the time of tendering shall be mentioned separately in the appropriate column.
5. Earnest money as described in column no. 4 of Schedule A in the shape of Demand Draft issued by
a nationalized bank in favour of the H.P. Agro Industries Corporation Limited payable at Shimla
171001 H.P. should be furnished with each tender. Tenders, which are not accompanied by, earnest
money and the requisite tender form, will be summarily rejected at the time of opening of tenders.
The state Govt. Undertaking and the Govt. of India Undertakings shall be exempted from the deposit
of earnest money.
6. The firms quoting for ISI marked products need not furnish the samples however must attach an
attested ISI marked product attested copy of valid BIS certification marking license alongwith the
tenders. Tenders of ISI License holders will be given preference wherever considered by the tender
committee.
7. Tenders must be accompanied with attested copies of the valid registration as manufacturer with the
concerned GMDIC or NSIC or Registrar of Companies or the Central Silk Board as the case may be
so that ascertain its status and quality of articles purchased could be verified.
8. Samples, wherever required shall be submitted on or before tender date by the tenderer before
opening of tender.
9. All the items supplied against this rate contract must be engraved H.P. Govt. supply.
10. The Tender Committee reserves the right to accept or reject all or any of the tender.
11. Any tender inconsistent with the aforesaid terms and conditions and with the general terms &
conditions annexed with the tender form shall not be considered.
