SERVICE PLEDGE

We, the officials and employees of the City Planning and


Development Office pledge and commit to deliver quality public
services as promised in this citizens charter, we will:

Provide efficient system to implement Land
Use Guidance System based on the approved
Comprehensive Land Use Plan of the city
Effectively execute the approved zoning code
Provide technical assistance in guiding the
spatial growth and development of our city.

A result oriented office of pro-active and competent staff,


determined to serve as an agent of change, for effective
governance towards the development of San Joseos.

MISSION

Provide relevant studies, researches and trainings in relation to


the preparation, formulation, coordination, facilitation, as well as,
monitoring and evaluation of the different plans, programs,
projects, and activities of the city government.

Our service pledge..


We, the public servants of the City Planning and Development
Office, commit and pledge to achieve the following:

Process and release Locational Clearance applications for non-


critical projects in 25 minutes and
1 day for critical projects (upon submission of all required
documents)

FRONTLINE SERVICE I: ISSUANCE OF LOCATIONAL


CLEARANCE

A. SCHEDULE OF SERVICE

8:00 am 5:00 pm without break (Monday to Friday)

B. WHO MAY AVAIL OF THE SERVICE

Filipino citizen, at least 18 years old


Registered /Legitimate owner of the land property
*designated representative with valid authorization or Special Power of
Attorney from the owner of the property
Has a building proposal
C. BASIC REQUIREMENTS

1. Photocopy of Ownership
1.1 if Applicant is the Registered Owner
a. Transfer Certificate of Title (TCT)
b. Tax Declaration
c. Latest Tax Receipt
1.1 if under NHA Project & not yet fully paid
a. NHA Certification
1.2 if newly acquired
a. Deed of Sale/ Deed of Absolute Sale/ Deed of Conditional Sale
b. Contract to Sell (if property is acquired from any housing institution
and not yet fully paid)
2. Site Development Plan/Architectural Plan (for more than 40 sq.m. floor
area)
2.1 Bill of Materials/Cost Estimate

3. Barangay Clearance
4. Latest Community Tax Certificate (Cedula)

5a. OTHER REQUIREMENTS that may be required:

commercial and institutional projects inside subdivision)

5b. ADDITIONAL REQUIREMENTS FOR CRITICAL PROJECTS (per HLURB


Guidelines in industrial projects, piggery, poultry, cellsite, gasoline station,
markets, funeral establishment, etc.)

1. Environmental Compliance Certificate or Certificate of Non-Coverage


(ECC/CNC)-EMB-DENR
2. Barangay Council Resolution
3. Written Conformity / Non-objection from Adjacent neighbors
4. Radiation Protection Evaluation Report DOH (cellsite)
5. DAR/ DA clearance/ SP Resolution (if agricultural land)
6. Sinumpaang Salaysay

D. PROCESSING TIME

Twenty-five (25) minutes for non-critical projects


One (1) day for critical projects (depends on accessibility of proposed
project and availability of inspector)
