Guidelines

GENERAL POLICIES

The enhanced TESDA MoNet (web-based) will still be the official monitoring
report system to be used by TESDA Offices/operating units as indicated in
TESDA Circular # 007 Series 2007, issued on March 5, 2007. Hence, the
official data and reports on program accomplishments shall only be
sourced from those submitted through the TESDA MoNet and will be
part of performance assessment of the PEG.

The monitoring report of the Pangulong Gloria Scholarships Program shall


be coursed through the TESDA MoNet using the prescribed report
forms/templates.

The Regional Director, as the Area Manager, shall have overall responsibility
in ensuring the accuracy, consistency and completeness of all data, including
the reports on physical and financial accomplishment of other performance
indicators such: UTPRAS, Training, Assessment and Certification, Pangulong
Gloria Scholarships Program, etc.

The Regional and Provincial Offices shall strengthen the MIS Unit and shall
designate a dedicated MIS/MoNet focal and its alternates who shall
manage the online report monitoring system. Upgrading of IT equipment and
internet connection whenever necessary shall still be pursued.

The MIS Units of COROPOTI shall serve as a clearing house for outgoing
and incoming reports. All monitoring and completed reports of various
operating units shall be coursed through and duly validated by the MIS unit to
ensure consistency of data.

The Corporate Affairs Office (CAO) shall serve as the Monitoring Arm of the
Agency. Hence, all official reports for internal and external purposes shall be
cleared by CAO.

SPECIFIC POLICIES

Submission Dates

1. The MoNet is open every 20th day of the month for data entry/encoding and
shall be closed on the 6th working day of the following month.

2. The cut-off dates of the monthly performance reports shall be every 5th
working day of the following month except for the Pangulong Gloria
Scholarships and the reports on Displaced Workers of which shall be
submitted every two (2) weeks. Reports submitted beyond the cut-off-
dates shall not be counted as output for the month.

3. All MIS Reports shall be submitted to the online MoNet System with
complete prescribed MIS forms attached. Demerits shall be applied for
non-submission/incomplete report submission.

Prescribed Reporting Forms/Templates

1. The Revised TESDA MoNet standard forms/templates, list of


values/parameters, definition of terms, coding system guide and users
manual are attached as reference for the operationalization of the
Pangulong Gloria Scholarships and MoNet systems.

Completeness of Reports/Data Fields

1. The data fields defined are critical data sets required by the agency; hence,
these are mandatory data that must be filled-up by the concerned operating
units. Any COROPOTI reports with incomplete data fields will be rejected
and shall be returned to the originating office/operating units. Thus, report
submitted with incomplete data fields will not be considered/counted as
output in the consolidated TESDA Performance Report and will be rated
accordingly by the PEG

2. Only training outputs with TVET content (except Language courses) or


those training programs involving employable competencies shall be
included in the report.

3. Only assessed and certified workers based on approved Training


Regulations shall be considered outputs and shall be reported in the
Registry of Certified Workers. Assessment and certification that are not

covered by TR shall not be reported as part of the assessment and


certification outputs.

Roles of MIS Focal Person (RO/PO/TI)

The designated MIS focal person shall be responsible for the following
activities:

Tek-Bok Providers (TBPs), TTIs (Source)

1. Facilitate completion of Participants Profile Form (NMIS Form-01C); check


accuracy and completeness of all mandatory data fields; and assign
Student ID Number.
2. Fill-up the MIS 03 Forms for Regular and Pangulong Gloria Scholarships
Programs; check accuracy and completeness of all mandatory data fields;
and assign Providers ID Number.

Note: Providers ID Number will be provided by the PO based on the


coding system guide provided by the CAO.

Provincial Office

1. Gathers data from the source using the prescribed standard report
templates (MIS Forms);
2. Validates reports submitted by the TBPs/TTIs according to its accuracy,
consistency and completeness of all mandatory data;
3. Prepares/Consolidates reports of TBs/TTIs and submit to RO thru TESDA
MoNet;
4. Prepares periodic report/feedback;
5. Secures clearance from the Heads before submission/encoding of reports in
the TESDA MoNet; and
6. Ensures submission of reports on time.

Regional Office

1. Download PO reports from the MoNet;


2. Validates reports submitted by the POs according to its accuracy,
consistency and completeness of all mandatory data;

3. Prepares/Consolidates reports of POs and submit to CAO thru TESDA


MoNet;

4. Prepares periodic report/feedback;


5. Secures clearance from the RDs before submission/encoding of reports in
the TESDA MoNet; and
6. Ensures submission of reports on time.

Roles of Central Office Process Owner

1. Entries in the Reports submitted by the Regional/Provincial Offices


through the TESDA MoNet shall be processed, reviewed and validated by
the concerned Executive Offices on a regular basis and provide
corresponding feedbacks re: status of ROs reports to the Regions through
the Regional Coordinating Office. Any inconsistencies and errors in the
report must be duly explained and corrected by the Regional Offices.

2. Validated entries/reports of ROs shall be submitted/endorsed by the


concerned Executive Offices to the CAO for the preparation of TESDA
final report being submitted to the external users e.g., DOLE, PMS-
Malacaang, etc.

3. Validated reports on assessment and certification of ROs shall be encoded


by the CACO in the Content Management System (CMS) of TESDA
Website.

4. RCO shall facilitate coordination between the Central Office and the
Provincial/Regional Office.
