BDU Experience

One Team develops and deploys Procurement software for BDU procurement department. The
time it takes to develop this system is 3.5 Years. They deployed and using it but there is a
continuous improvement and bug fix since it is their first product version.
By the year 2009, the team takes contract with ANRS WRB to develop a software which consists
of three modules (Procurement, Property and transport system) which is completed and deployed
at the WRB, as they said but the system is not functional due to resistance to use by end users.
But at this time we cannot say they did it well because it is not tested and accepted by the Client
As a university there is no fully ERP system, they have Property administration and Procurement
system. Still the two systems work independently. The system is not fully Integrated ERP System
Software is not fully functional by the client because, it is on user acceptance phase.
The software builds from scratch. This leads to system instability and there would be lots of
software bugs, which hinders day-to day operations
Due to the above-mentioned reasons, the software doesnt meet our business requirements and
may end up with an application that is non-functional, unstable, unreliable and full of bugs.
Generally the current system they developed doesnt meet our full requirement. By this we reach
an agreement so that they try to convince us that they have the full potential to work on any
project. According to us even if we have given the project they might take a lot of time, which we
dont want to tolerate and the project success is 50%.
Recommendations
We recommend procuring Off-the-shelf ERP Softwares which is developed based on industry
best practices.
