Integrating Kaizen in TVET

Introduction

An outcome based TVET system is one of the core processes of TVET reform. It deals
with training delivery aiming at providing a competent workforce and best technologies
to the Ethiopian industry with the ultimate goal of enhancing the competitiveness.

Cooperative and in company training modalities are deployed in the system to realize
the following objectives: Cooperative training is to enable new workforce to be
competent according to the current profile/requirements of the industry. In- company
training is used to support in bringing in best technologies and work methods, and to
upgrade the competencies of active workers.

Accordingly, ecbp -TVET supports industries that are engaged in the priority areas
namely: Agro processing, construction, Manufacturing, Pharmaceutical, Leather and
Textile sectors. As a result, the industries will establish an in company training system
through which best technologies and work methods could be brought in to their
production systems.

Problem statement

The long lasted eras of command economic system had left unconstructive implications
on current Ethiopian work force, in terms of awareness on quality improvement,
productivity and positive industrial competitiveness. This situation has attributed to low
level quality of products and services and customer dissatisfaction.

The project

In an endeavor to reverse and improve this phenomenon, TVET has conceptualized a

project with the following objectives:

I. Integrate KAIZEN in the TVET system to create quality awareness and cultures at a
source of the future work force.

II. Extend and disseminate KAIZEN methods to Micro and small Enterprises (MSEs) to
bring efficiency, effectiveness and thereby, enhancing competitiveness
Implementation strategy

The implementation strategies are divided in to three stages.

The first stage is to create institutional memory on KAIZEN at TVET colleges through
implementing KAIZEN in selected cluster lead institutes

The second stage is to include fundamental KAIZEN package, which is to be

supported by practical exercises in the training provision and,

The third stage is disseminating KAIZEN in MSEs through in company training system

Way forward

Being structured under 17 cluster TVET colleges, there are around 270 TVET
institutions in the country. The cluster colleges are expected to capacitate and
disseminate best practices to the rest of the institutions. Therefore, at least three
KAIZEN experts from Japanese Development Cooperation are required to work and
transfer KAIZEN philosophy/technology to these cluster colleges.

Details of project proposal and implementation steps are to be discussed and finalized
with KAIZEN unit, Ministry of Trade and Industry.
