Building Permit Fees

Building Permit Fees: The City imposes fees for building permits issued by the City for new
construction and renovation of properties. These fees are intended to cover associated
administration and regulation costs.

Background
The City imposes fees for building permits issued by the City for a wide range of projects from
new construction of large developments to small scale renovations. The fee structure for these
permits depends on the type of project being permitted. Most permit fees are a calculated
amount based on the scope of work, total project area, and type of construction.

As part of the 2016 budget, the Department of Buildings modernized the fee structure to align
with rising costs and bring Chicago more in line with other major cities. The fee increase mainly
impacted large construction projects that require more resources from the department. The fee
increase was designed to have a minimum impact on single family home renovations.

Revenue Impact
Revenue from building permit fees in recent years is outlined in the table below:

Permit Type 2014 2015 2016 2017 YTD Aug

Easy Permits $5M $7.8M $8.7M $5.4M
Standard Permits $19.3M $17M $28.3M $18.4M
Developer Service Permits $6.4M $3.9M $4.9 $.8M
Total $30.7M $28.8M $41.9 $24.5M

The revenue impact of any increase in building permit fees depends on the structure of a new
proposed fee schedule and the level of increase for each type of permit.

Legal Authority
Increasing building permit fees are within the Citys authority and require an amendment to the
Municipal Code.
