Adversarial Threat Assessment

For the purpose of this adversarial threat assessment I will be looking at the
Government Contracting/Consulting sector with an emphasis on the consulting
company Booz Allen Hamilton (BAH). Within BAH I will be focusing on their contracts
with Government Intelligence agencies and the military intelligence contracts.

Chief Security Officer (CSO) of BAHs DIA Bob Noonan
military intelligence account Mr. Noonan has expertise in the following
areas: Military intelligence, Cyber
operations and planning, Strategic and
operational planning, Strategic
transformation, Program management,
Intelligence, surveillance, and
reconnaissance (ISR) systems and
operational architecture design,
Implementation and validation, and
Training and leadership (Booz Allen

Chief Information Security Officer (CISO) Joe Mahaffee
and Chief Administrative Officer (CAO) Mr. Mahaffee has more than 36 years of
professional experience in cyber security,
systems engineering, communications,
information assurance, and signals
intelligence (Booz Allen Hamilton, 2017).
Chief Information Officer (CIO) Kevin Winter
Prior to joining Booz Allen, Mr. Winter
was the chief information security officer
for SRA International. He has also led
and managed large-scale networks and
IT infrastructure programs at Perot
Systems and Covad Communications
(Booz Allen Hamilton, 2017).
Chief Financial Officer (CFO) and Lloyd Howell Jr.
Treasurer Mr. Howell is responsible for the firms
financial statements, capital structure,
and related financial operations (Booz
Allen Hamilton, 2017).
I consider Booz Allen Hamilton to be a competitor because we function in the
same realm. My company deals with intelligence agencies and the different military
branches. Right now Booz Allen Hamilton caters to both by having contracts with
different government agencies and large contracts with at least the US Army. My
companys ultimate goal is to become the lead contracting company for the US Military
and US Government Intelligence Agencies and to do so I need to begin winning
contracts currently held by Booz Allen Hamilton.

For the purpose of this report I have found three recent SEC filings from Booz Allen
Hamilton they can be located at the following URLs:

At this time I do not foresee Booz Allen Hamilton bringing in any harmful or
disruptive technology into the market, as a company they are driven to maintain the
happiness of their clients. However as a former employee of Booz Allen Hamilton I do
feel that their one weakness lies in the treatment of their employees. Without going into
details some contracts are not beneficial to the employees currently working them.

As for an attack on Booz Allen Hamilton a good place to start are their newer
contracts. Look at open source data on how Booz Allen Hamilton won those contracts
(i.e. how much they bid on the contract, what source of information was out there for
them to base that decision on). Also utilize social media and websites like linked-in to
pole current and past employees to determine why they chose to work for Booz Allen
Hamilton, why they left the company, what do they look for in an employer, etc. Once all
the information is there then begin the steps to essentially take a contract from them.
When bidding comes up again try to win the next bid and in doing so offer the current
employees on the contract the opportunity to come work for your company. Results
beings at least two fold: just beat the competition and gained more employees.
