TJKM is pleased to submit our Statement of Qualifications to provide On-Call Traffic Engineering Consulting
Services for the City of Carmel-by-the-Sea . TJKM is a traffic engineering and transportation planning firm located
in Pleasanton, San Jose, Santa Rosa, Sacramento, and Fresno. For over 40 years, TJKM has been involved with all
aspects of transportation planning and traffic engineering to improve the quality of life for many communities
within California.
TJKM commits to the City a dedicated, multi-disciplinary staff of seasoned transportation experts who have the
demonstrated capabilities to meet the technical, managerial, and schedule challenges to be encountered with
any transportation-related project. The team offered by TJKM is not only unparalleled in each of these areas, but
has the creativity to develop innovative design approaches to meet any of the City's project goals.
To meet the specific needs of the City of Carmel-by-the-Sea, we are pleased to propose, Mr. Nayan Am in, TE of
TJKM as the Project Manager. He has over 27 years of traffic engineering and transportation planning
experience. He has provided similar services to the Cities of Palo Alto, Seaside, Walnut Creek and Tracy. He will
be supported by a group of talented and experienced leaders in their fields with significant experience in
providing engineering support services for the development of federal, state, and locally funded transportation-
related projects. The Team brings current knowledge and experience to the City and is ready to "hit the ground
running."

TJKM is examining about 100 intersections and 15 roadway segments for the project. TJKM used land use
information from the General Plan to determine the amount of growth expected, and will conduct a thorough study
of needed roadway improvements, leading to the preparation of the CIP document. As a part of the project, TJKM

covering not only travel time, speed and delay, but also other performance measures such as travel time reliability,
vehicle throughput, queue length, fuel consumption and emissions, TSP activations, QJ activations, transit travel
time and reliability, transit schedule adherence, transit ridership, and pedestrian delay. It also includes a thorough
benefit/cost analysis to calculate the B/C ratio, taking into consideration the benefits of the system, initial
investment, staff time spent during deployment/implementation phase, and ongoing system operations and
maintenance costs. The impact on agency resources, such as agency staff resource needs, training, ease of use, and

TJKM was responsible for a comprehensive update to Seasides Circulation Element incorporating complete streets
components, multimodal performance metrics, revisions to citywide bikeway network, identification of pedestrian
priority focus areas, and related land use and mobility projects. In addition to updating the Circulation Element,
TJKMs tasks also included travel demand modeling and preparation of the General Plan EIR transportation analysis.
The Circulation Element update included a greater emphasis on multi-modal transportation, including bicycle, motor
vehicle, pedestrian, and transit circulation. Key components included recommended changes to street standards,
and updated goals and policies for vehicles, transit, bicycle and pedestrian facilities, and freight. Key issues
incorporated into the planning effort included: Complete Streets goals, policies, performance measures, and
improvements (including potential changes to the Citys functional street classifications to account for non-
motorized travel); revisions to the Citys bikeway network map; provision of a pedestrian network map; and
performance measures for assessing the transportation impacts of future development, consistent with SB 743.__
6. Description of Project and Relevance to this Service Area (include scope, size, cost, etc.): Some of our
projects include:
Middlefield Road North Safety Project Design and Traffic Evaluation Report TJKM prepared design plans for
signage, medians, and striping improvements on the Middlefield Road North Corridor and performed evaluations
over a one-year period to evaluate changes in transportation conditions.
Midtown Parking Layout Reconfiguration TJKM collected data and designed modifications to an existing parking
lot at the corner of Middlefield Road and Colorado Avenue. Tasks included collecting parking lot data and designing
the exiting parking lot to include limited-time parking signs, relocating existing bike racks, and striping.
Staff On-Site Support for SRTS Design & Construction Inspection Project TJKM engineers conducted fieldwork and
designed the PS&E for four elementary schools. In addition, TJKM engineers provided construction support for this
major Safe Routes to School (SRTS) project.
Embarcadero Road Redesign to Palo Alto High School TJKM conducted traffic simulation for several alternatives
and assisted the City in selecting a few Plan Line alternatives.
Review of Alma Street Train Preemption Signal Phasing Alternative TJKM reviewed existing train preemption and
recommended an improved signal-phasing plan.
Residential Permit Parking Inventory TJKM conducted citywide parking inventory for the residential permit-
parking program.
Alma Street/Loma Verde Signal Warrant Analysis TJKM conducted a signal warrant analysis based on Manual on
Uniform Traffic Control Devices (MUTCD) guidelines.
Providing On-Call Traffic Engineering Support For two days per week, TJKM is providing on-site assistance with
the citizen requests related to transportation planning, traffic engineering and traffic operations, parking restriction,
reviewing proposed traffic calming devices, pedestrian crossing signals, and stop sign installations.

TJKM developed a comprehensive pedestrian and bicycle master plan to encourage people of all ages to bike or walk
more. Currently, Belmont has several bicycle lane segments but does not provide a consistent bike route, and the
provision of continuous sidewalks is limited due to steep terrain, right-of-way-limitations and opposition from
neighborhood groups. TJKM prepared a thorough review of existing bicycle, pedestrian, and Safe Routes to Schools
planning documents, including the Citys Complete Streets Policy.
TJKM conducted public outreach via walking/biking tours, online surveys and advisory committee meetings.
TJKM developed Belmonts first citywide bikeway network map, recommended pedestrian priority segments,
prepared cost estimates and identified a phased list of capital improvement projects.
As part of a separate hiring process, TJKM was recently selected by the City to prepare construction drawings for
Phase I of the Ralston Avenue Corridor bicycle and pedestrian improvements that will provide critical links along and
across the eastern half of the Citys key east/west corridor, including connections between neighborhoods,
downtown and the Belmont Caltrain Station.

It is our understanding that the City of Carmel-by-the-Sea is seeking on-call professional support and expertise in
Traffic Engineering services to complete a variety of projects. The on-call contract is intended to provide a flexible
and effective way to respond to recurring service needs for multi-dimensional tasks covering a range of traffic
engineering services.
