The City of Carmel-by-the Sea's (City) upcoming CIP projects include a variety of deferred infrastructure maintenance and improvement
projects including sidewalk, street and storm drain improvements. To implement these projects and achieve "rebuilding of the foundation"

Experience with Similar Contracts and Clients. Harris has worked on hundreds of projects within Monterey County including some of
the area's most high-profile projects that have involved the Federal Highway Road Program, Caltrans Local Assistance Procedures
Manual, Local Assistance Program Guideline, Federal Highway Administration, and American with Disabilities Act. We have designed and
constructed transportation, potable water, and sewer projects for local agencies including the Transportation Agency for Monterey County,

Experience and Qualifications of Proposed Staff. Principal-in-Charge Patrick Dobbins has overseen the design of individual
infrastructure projects, implementation of capital improvement programs, management of assessment districts, and the review and
processing of land development projects for more than 30 years. Project Manager Jasmine Cuffee, PE, QSD has 25 years of experience
in the design of various public works improvement projects specializing in roadway design, pavement rehabilitation, site design, storm
drain, water, reclaimed water, and sanitary sewers.
Demonstrated Ability to Deliver Work on Time and Within Budget. Harris has 40 years of experience with assisting municipalities with
project assignments. This has led to a clear and concise approach to delivering project assignments on time and within budget. I will meet
with you as often as needed to discuss assignments to develop a task order based on the direction of City staff. The task order will identify
a scope of work, budget, schedule, and staffing.
The majority of the work for this contract will be performed locally from our Salinas office. I, Patrick Dobbins, will serve as your local
representative/principal-in-charge and am able to legally execute agreements and amendments with the City of Carmel. We look forward to

Harris has been providing city engineering services to the City of Gonzales since November 2014. Our work is performed on
a Task Order basis and to date weve received authorization on 85 Task Orders. Our efforts include concept project
development, preliminary design, preparation of PS&E and construction management on a wide variety of civic projects (road
rehab, water, sewer, city buildings and development review). We always look for efficiencies and discuss our proposed
staffing with city staff. We are an extension of city staff, so we determine what elements of task can be performed by city staff
or field personnel.

Central Concord Pedestrian Improvements: $3.2 million project included Clayton Road pedestrian safety upgrades, Willow

Downtown Streetscape and Sewer Improvements: multi-year, $6.2 million project included streetscape and ADA improvements

Harris has been providing on-call engineering services to the City for the past 15 years. Work includes pavement rehabilitation:
crack seal, slurry seal, thin and thick overlay, pulverize and overlay, and mill and fi ll with conventional and rubberized asphalt;
preventative maintenance work; base failure reconstruction; 960 ADA-compliant curb ramps; deflecting testing and coring;
utility coordination and Caltrans encroachment permits. One recent project involved rehabilitation of Valley View Storm Drain
outfall pipe. Distresses included metal walls full of holes and perforations, as well as the pipe starting to oval as it collapsed
under the weight of 12-plus feet of soil and traffic loads from Valley View Avenue above. Harris designed a cost effective
solution with minimal traffic disruption and prepared detailed bid documents in four weeks, saving millions in construction
construction costs.

The 2014 Pavement Maintenance Program was a fast-tracked project that involved repaving on eight streets throughout the City.
The $1.4 million 2015 Pavement Maintenance Program included overlay and potential reconstruction of nine streets. This project
included a number of custom curb ramps for which our staff worked closely with the City to determine the most appropriate
solution. The team incorporated several additional locations into our bid package such as miscellaneous pavement repairs,
addressing previous drainage complaints within the project, and dealing with vehicle turning issues on East San Carlos Avenue.

We own nearly all of our equipment, so we will not run into any issues regarding schedule or budget due to lack of
equipment resources.
Our software capabilities include: scheduling, resource, and cost control software (Microsoft Project, Primavera P6
Enterprise Project Portfolio Management, and/or SureTrak Project Manager); Newforma for project administration and
document control; FlowMaster for hydraulic calculations; and a variety of software programs for drafting and plan
production (AutoCAD Civil 3D, MicroStation v8, ArcView GIS 10.1, MicroPAVER, StreetSaver, MetroScan Online,
ParcelQuest, Nitestar DMI, PAVEMENTview Plus, BRIDGEview, Visual FoxPro, and Google Earth Pro). We use Deltek
Vision, a financial system that tracks and provides daily, weekly, and monthly labor summaries by job and task; Microsoft
Office 365 and Dropbox for Business.
Harris maintains a current library of reference materials, standards, and specifications necessary to provide civil
engineering, construction management, and environmental compliance services. We recognize the City's municipal
codes and standard provisions, Caltrans Standard Specification for Construction of Local Streets and Roads, Central
Coast Regional Water Quality Control Board NPDES Permits, AASHTO, and California American Water standard
specifications and plans as reference documents that may be incorporated into work performed as part of this Civil
Engineering Services contract.

Creative Solutions and Local Knowledge

impacts to the community. This value was demonstrated on the City's Beach Restroom project, where Harris staff worked closely with
the contractor and architect on a solution that resulted in a $12,000 savings and minimized impacts to the pedestrian trail.
In addition to our work for the City, Harris has provided engineering and management services to the nearby cities of Monterey, Pacific
Grove, Seaside and Marina. We have completed over 100 projects with public agencies in the region including Salinas, Soledad,
Gonzales, Watsonville and Capitola, counties of Monterey, Santa Cruz and San Benito. You will benefit from a team who understands
your environment, geography, economic, cultural, and recreational influences when developing our project management approach.
Our team understands the local environment and has good working relationships with the local resource agencies, utilities, and
permitting agencies. Through this, we have developed a standard of best practices based on communication and responsiveness. In
addition to supporting ongoing projects, we will communicate and collaborate with the City to look ahead at the pipeline of upcoming
projects. Understanding the City's goals, we can then go to work behind the scenes, identifying the right personnel to complement the
project's specific needs. This means that when the City is ready to move forward, we are ready to respond immediately.
Another integral part of the Harris QA/QC program is an in-house peer review conducted for constructability, prior to the 90%
milestone submittal. For projects that have more challenging issues, we can consult with our construction management staff to provide
their input. This benefits the projects immensely by verifying the documents are biddable and constructible, potentially saving
construction costs and minimizing change orders.
