3. Summary Scope of Work


The EPC Contractor shall be responsible for the complete works required to put in to full
operation the Main Equipment Supplied by Siemens Scope of Supply. The Works shall consist
of Engineering design, Procurement of balance equipment, the associated Civil Works,
Erection, Commissioning, Testing and putting the power plants in to Commercial Operation.
The EPC Contractor shall propose prices to include any missing items which are considered
essential to achieve final desired performance.

1 General
The works necessary for the correct operation of the open cycle plant are classified as follows:

- Works external to the plant fence will be the scope of work of others and the Contractor
has no responsibility upon, unless otherwise specified in the following tables.

- Equipment supplied by Siemens are stored in warehouses (the power island and
switchyard equipment listed in the following Chapters). Their in-land transport in Iraq will
be arranged by M.O.E, who will make them available to the Contractor, at the site. The
Contractor shall be responsible for:-
taking over the material, securing them in a suitable manner as recommended.

Installation, testing, commissioning and put into operation as per Siemens drawings
& vendors erection instructions. Operation-tests and commissioning will be witnessed
by Owner representatives. All critical erection (such as gas turbine unit shaft
alignment) & commissioning activities will be subject to site reports according to Site
Quality Plan & Procedures to be developed by the Contractor and to be presented to
Owners Engineer & Siemens Technical Advisors prior to works.

- Balance of Plant (BOP) & Electromechanical Systems necessary to complete the power
station shall be procured & installed by the Contractor. The Contractor shall be
responsible for:-

The design, procurement/ manufacture, testing at manufacturers workshops, packaging


for shipping, transport, delivery to Site, unloading at Site, install, putting into operation-
tests and commissioning.

- Civil Works of Siemens supply items and all other civil works, as per the Technical
Specifications of this contract shall be the responsibility of the Contractor .

Designs of all Civil Works other than those provided by Siemens, construction and
erection (as defined below).

Final paintings and touch-up painting of items supplied by others

The installation works of all plant items up to the terminal points indicated in Chapter
3.4.2, including Siemens furnished equipment. Operation tests of all systems will be
witnessed by Employer representatives;

- The Contractor shall be responsible for health and safety management during
construction, erection and commissioning period.

- The Contractor shall be responsible to meet obligations of the defects liability period and
to submit as-built drawings.

With the above exception, in particular regarding the power island, the power station shall be
constructed on a full design and build, turnkey basis, and it shall be the responsibility of the
Contractor to ensure that all equipment (procurement) excluded from the Siemens scope of supply
are provided in order to render the power plant fully complete and functional for safe and reliable
commercial operation under all conditions and respects.

All material, plant and equipment supplied by the Contractor shall be brand-new and of a class
suitable for the purposes specified. Equipment shall be selected to ensure high reliability and
availability of the complete plants with low forced outage rates and minimal maintenance.
Permanently installed safe access to all items of plants shall be provided by the Contractor for
inspection, operation and maintenance. The Contractor shall be responsible to check and suggest
modifications, if necessary, for the proposed general arrangement with the exception of the power
island.

The Contractors scope of work includes all interconnections between the Siemens supplied Gas
Turbine Generators and their off base auxiliary skids and includes piping, cabling, terminations,
conduits, cable trays as well as the installation and testing of the same.

Particular attention shall be given to the design of the underground works, additional to foundation
works, namely to all mechanical and electrical items to be buried under the ground such as pipes,
cable ducts and drainage works. The number of overlapped underground layers shall be limited to
reduce installation and maintenance problems. In principle the maximum number of acceptable
overlapped layers shall be three, not including the lowest layer, which shall be the grounding
system. Where such number would be exceeded, external racks, not shown in the available layout
shall be considered and included in the Contractor scope of work without any extra cost to the
Employer.

2 Summary of main scope and services


Siemens Scope of Supply and Services (also Terminal Points and Mechanical Interface Drawings)
are described in Section 2 of Technical Proposal: Appendix 1 for Dibis Kirkuk 2xSGT5-PAC 2000E
document.
The items expressively excluded from Siemens Scope of Supply and Services are listed in Section
3.3 of Technical Proposal: Appendix 1 for Dibis Kirkuk 2xSGT5-PAC 2000E document.

3.1.1 General
Items excluded from Siemens scope of supply and services but necessary for proper operation of
the plant, shall be included in the Contractor scope of supply and services. Any other items deem
necessary to accomplish the plant shall also be included in the Contractor scope of supply and
services.

In the following paragraphs all the plants systems are indicated, and notes are added giving
references to annexed documentation. All systems inside the plant fence shall be installed by the
Contractor. For most of the listed systems, only one package is required, but in some cases two or

more are required; relevant indications for this requirement are given in other chapters where
detailed scope of works of the systems ares given.

It is intended that each system shall be complete, when applicable, with a local Programmable
Logic Controller (PLC), the necessary electrical motors, the necessary protections, the
instrumentation for local and remote indication, as well as with on skid necessary piping and cables.

The contractor shall supply off-skid piping, complete with required insulation and heat tracing, and
cables inside the power island for equipments in Siemens scope of supply, and install the machinery
and equipment.

Systems located outside the fence are also listed in the tables; the Contractor is not responsible for
these works with the only exception indicated in the tables relevant to the electrical interconnection
for the provisional feeding during site works.

3.1.2 Plants terminal points


The Terminal Points for Siemens scope of supply are defined in sections 2.3 & 2.3.3 of Appendix 1
of Siemens technical proposal (Annex 2).
Also, Interface/ Flange List is given in section 2.3.4 and Interface Drawings are given in Section
2.3.5 of Appendix 1 of Siemens technical proposal (Annex 2).
However, the Contractor shall be responsible for obtaining sufficient data regarding the interface
conditions for the plant, to ensure safe, efficient and reliable operation of the Works within the
environmental limitations, under all operating modes and climatic conditions as defined in Chapter
2.
The Contractor shall be responsible for making the connections, including breaking into other
systems, as necessary.
The Contractor shall assess the proposed termination points for all services and shall agree with the
Employer an appropriate tie-in point and tie-in schedule. The location and schedule shall, where
applicable, be designed to minimize inconvenience to other users of the systems. The Contractor
shall clearly identify in the contract program the date it requires the terminal points to be available.

2.1 Fuels supplies


The Contractor shall be responsible for the connection of HFO, LDO and natural gas fuel supplies to
an agreed termination point located adjacent to the site boundary. The exact location of the
termination point will be finalized during design phase of the project.
The expected analysis of the fuels is annexed to these specifications. As soon as the external
connections will become available, the Contractor shall be responsible to check with measurements
and analysis,.

2.2 Water supplies


The Contractor shall be responsible for the connection of the water supply to an agreed termination
point located adjacent to the site boundary. The exact location of the termination point will be
finalized during design phase of the project.
The expected raw water characteristics to be provided to the plant are indicated in an annex to
these specifications. The Contractor shall be responsible, as soon as the external connections will
be available, to check, with measurements and analysis

2.3 Electrical connections

Electrical power dispatch from the gas turbine generator packages, shall be through the facility
provided by the Employer under a separate contract. The Contractors scope of work shall cover the
electrical connections up to the power station switchyard outgoing gantry after step up transformer
to match with the voltages provided by the Employer. The Terminal point of the Contractors works
shall be up to and including the outgoing gantry structure where it terminates to the facility provided
by the Employer. Further in liaison with the Electrical Transmission Projects (ETP) of MoE
Communications, SCADA and Protection shall be compatible to the MoE system and protocols shall
be compatible and acceptable to ETP of MoE.

2.4 Communications
All connections to the public telephone network shall be the responsibility of the Contractor. The
Contractor shall ensure that all communication systems used during construction and operation of
the Site meet appropriate regulations and do not cause interference with any communication or
electrical equipment on the surrounding site.

2.5 Drainage
The termination points for the drainage systems shall be sub-divided into surface water, sewage
water, chemical and oily water systems as per the following paragraphs.

2.6 Surface water


The surface water system shall collect rainfalls on the whole station into a system of underground
pipes, having collection pits with manholes and discharge it into an existing system if available,
providing sufficient capacity is available. If no existing surface water system is available, the
discharge shall be arranged to a soak away to be agreed with the Employer.

2.7 Sewage water


A package type sewerage treatment plant shall be provided to process the sewage drainage on site.
Where there is an existing public sewage drainage system available, the treated fluid shall be
discharged into the public system, otherwise the treated effluent shall be pumped to an evaporation
pond which supply shall be agreed during the Contract negotiations.

2.8 Chemical and oily water


All chemical discharges from the gas turbine operation and water treatment plant must be
neutralized in a neutralization pond and monitored before releasing to the public sewage drainage
system. Oily water shall be intercepted so that oil is screened and recovered before discharging
cleaned water to the public system, when the specified environmental limits are met. Where no
facility is available for discharge of the effluent, the chemical and oily water shall be routed to an
evaporation pond which supply shall be agreed during the Contract negotiations.

2.9 Security fencing and access roads


The Contractor shall provide the security equipment (other than fence, access roads and site
access gates). Details of the civil engineering work requirements on fencing and access road as
well as alarm, surveillance and security requirements are detailed in other chapters related to these
specifications.

2.11 High Voltage Switchyard


The Scope of Supply of High Voltage Switchyard is given in Appendix 2; Annex 3. The EPC
Contractor shall be responsible for the complete works required to put the switchyard in to full
operation. The Works shall consist of the associated Designs, Civil Works, Erection,
Commissioning, Testing and putting in to Commercial Operation of the supplied Plant/
Equipment. The EPC Contractor shall propose to include any missing items which are
considered essential to making High Voltage Switchyard complete.

The High Voltage Switchyard Equipment Package as described in Section 2 of


Appendix 2, Siemens Technical Proposal will be supplied to EPC contractor as free
issue items from the customer.

The Electrical Balance of Plant and Central Control System Package as listed above
(and described in Sections 10 and 11 of Appendix 3, Siemens Technical Proposal) will
be supplied to EPC contractor as a free issue item from the customer.

All the following items excluded (as per Section 11.14) in Siemens scope of supply need
to be incorporated in the scope of work in the EPC offer.

2.14 Mechanical Balance of Plant and related equipment

Mechanical Balance of Plant

The following systems are necessary for the successful operation of the power
plant but not included in Sections 3.4.3.1, 3.4.3.2 & 3.4.3.3 above and in
Appendices 1,2 and 3 of Siemens Technical Proposal.

Fuel gas pressure reducing and heating station with fuel gas pipes and supports
between gas station and consumers (gas turbines and heating systems)

LDO road tanker unloading, metering and storage facility, and forwarding facility.

HFO road tanker unloading, metering and storage facilities and Fuel Oil Treatment
Plant FOTP

Fire detection, fire alarm, protection systems and portable fire extinguishers The fire
fighting systems shall be complete with fire water pressure regulation, fire fighting
piping and hydrants outdoors and indoors, hydrants along the transformer access
roads and the buildings access roads etc. (Fire alarm system, consisting of fire
detectors and alarms for GIS, Control & Relay building is supplied under Scope of
Supply in Section 2.5 of Siemens, Technical Proposal Appendix 2. Fire detections
system for gas turbine unit, including fire detection & control system with local panel
is provided by Siemens.)

Water treatment systems to cater the needs of fire fighting water supply, drinking
water supply (for staff and for GT washing where applicable) and supply of de-
mineralized water for spray cooling of coolers and of turbine hall and for turbine
washing and for DENOx water injection etc.
