Hay una parte del Estado donde la relacin con las polticas pblicas
es ms evidente y es en la administracin y gestin pblica. Como
lo menciona Ortegn (2008, p. 21) cuando intervienen incentivos
para organizar y mantener comportamientos o conducir intereses
sociales, tambin se estn planteando connotaciones sobre el
Estado y sobre su funcionamiento.

Los otros dos niveles tienen como finalidad aterrizar las decisiones al
plano de la accin. El nivel de programacin busca organizar las
actividades y definir los recursos a travs de los cuales se va a
desarrollar algn componente especfico de la poltica pblica. As,
un programa busca definir los actores implementadores y sus
responsabilidades, de acuerdo al componente y las herramientas
con que contara, as como la cabeza de direccin y, claro est, la
forma de ejecucin de los instrumentos de poltica pblica
seleccionados en la planeacin.

Al igual que Parsons (2007), se considera en este libro que las crticas
al modelo del ciclo y su poca capacidad de explicar las dinmicas
de formacin de la poltica son vlidas y que tenerlo como el pilar
de la explicacin de cmo se comporta una poltica pblica no es
lo ideal.
