This paper aims to determine whether there is a need to create and apply

the Virtual Court to solve case backlogs, to speed up the disposition of


cases, to make the filing of cases more convenient to the litigant and to give
security to lawyers and judges in their performance of their respective
functions. Virtual Court mandates the 24/7 judicial services so they can
cater litigants that does not match the day time schedule of hearing because
of their regular work. Litigants work at regular business hours which is
usually 8 am to 5 pm which in no way they can attend or file their respective
complaints in court. Other litigants work at night shift or even mid-shift
(around 12 noon to 9pm) that caters European countries. Aside from the
work schedules, they have different day off. Virtual Court plays 2 vital role in
the Judiciary. First, they work 24/7 to cater all litigants and to speed up the
disposition of cases and second, they provide services both physically and
virtually by the use of computer, internet, computer, laptop and any devises
for video conference.
1. Virtual Court is a Court that hears, decide, and promulgates cases by
using advance technology by means of live streaming, video conferencing,
and other similar means wherein the parties to the case including their
respective counsels, prosecutors, court personnel and the judges are not
physically present in one court but can be seen simultaneously through live
link coverage where such adjudication will still match the quality of justice
rendered in the Regular Physical Court.
2. Virtual Court operates via teleconferencing or videoconferencing with the
use of internet, computer, laptop and other devises that will cater and
support teleconferencing or videoconferencing. Virtual Court includes their
support team which is their 24/7 Call Center Support. Virtual Court is
recommended to be in partnership with some government agencies and
instrumentalities which includes and not limited to NBI, Pagibig, GSIS, SSS,
Philhealth, DFA, Barangays nationwide and Police Stations . Aside from the
teleconferencing feature, the Virtual Court is also designed to serve litigants
physically like the ordinary court in a 24/7 service in all Virtual Court Satellite
nationwide when the Court deemed it necessary because of the nature of
the case and because they are considered highly litigated cases that
requires physical presence before the Court. 3. It is more convenient to file
a complaint through the Virtual Court than the physical court that we have
now because it matches the schedule of all litigants who works both in the
regular day shift, mid-shift and nighshift;
4. Filing before the ordinary physical court requires more time, money, and
expenses;
5. Complaint can be filed anywhere you are as long as you are registered
and verified by the system of the Virtual Court; 8. Hiring new judges for the
Regular Physical Court and Virtual Court as well as migration of existing
judges to the Virtual Court to promote quality and efficient disposition of
cases;
