Feature Introduction
In the case of a large number of subscribers and high PS traffic load in a location area, there will
be a great number of paging messages and immediately assigned messages on the CCCH
channel and consequently congestion easily arises. One of traditional solution to this
situation is configuring more CCCH channels , but this solution will reduce the available
service channels. Therefore, the precise paging method is considered. First paging is
performed in some cells where it is more probable to find subscribers and then the
paging area is extended to the area required by the core network . As the first small-area
paging presents a relatively high probability of finding subscribers, the number of paging
messages is decreased and this in turn can save CCCH channels and increase the configuration
service channels. The precise paging feature is described as follows:

1. The network first sends a paging message to a cell and the neighbor cells within its
location area or routing area according to the location record saved in the BSC. If the
mobile station does not respond to that message within a given period of time, then the
BSC will also send the paging message to other cells within the whole LA/RA.
2. If the precise paging feature is not enabled for a cell and the known MS is located within
that cell, then normal paging will be used paging base on LAC.
3. If the MS is within a cell for which this feature is enabled but this feature is not enabled
for a cell adjacent to that cell, precise paging will be still applied to the cell with this
feature not enabled.
4. During the application of precise paging, the neighbor cell to which the paging message
sent is not subject to the limitation by the boundary of the location area or routing area.

In case of high number of paging messages and immediately assigned messages on the CCCH
channel and Cell radio resources capacity ( how many MS we can paging by PCH channel in cell),
also when AGCH has been all occupied, if PCH is free, it can be used to send the immediate
assignment command so PCH can send Immediate assignment or paging message with
priorities as Immediate assignment message > immediate assignment rejection message >
immediate assignment message of the PS service > paging message of the PS service > paging
message of the CS service > CS immediate assignment message needing to be resent > CS paging
message needing to be resent > fill-in message sent on the PCH > fill-in message sent on the
AGCH.

Our action:
Regarding to this introduction we do steps:

Open precise paging feature in whole iBSC12 level since the default configuration is (0) in iBSC
level which is mean disable to (1) which is men enable, the default value of this feature in cell
level is 1 which is mean enable, after this action we sow improve in whole iBSC level in terms of
paging messages also we used this feature for all neighbors even if this neighbors cells locates in

different LACs, the figure bellow shows the improvement in iBSC12 in terms of paging message
send on Abis interface.

Related Counters:
Bellow we will just illustrate the part of counters relates to this feature, but in our setuation we
will never care about it, where we should just care about critical counters or the related
counters to our problem.

Abis interface paging command messages results iBBCS12:

Referring to the picture above we can see during this period the average of paging command
messages was reduced from 1,149,397,329 to 463,965,585 i.e. from 1.1 G to 0.46 G. We can say
we have reduced more than 40% of paging sent in Abis interface.

NOTE: The last two days are RAMADAN days we can see there are more reduction in paging
messages where the reason was the traffic itself has been reduced because of RAMADAN.

Paging discards messages in CS and PS:

Second important factor here was paging discard on CS and PS service on iBSC12, we see the
result of this counter in figure bellow.

We can see the improve as shown in above figure for paging discard messages.

Summary and recommendations:
We can see here there is big impact in paging messages using this feature, we can also monitor
the immediate assignment success rate in this iBSC since it will be give good improvement also
just in case of high paging load in CCCH channel.

We recommend form NPO to open this feature for all iBSCs supports and RNCs.
