PURPOSE

A new vertical stabilizer aft spar attach bulkhead is available which is designed to allow deletion of the special
repetitive inspection requirement of Cessna Single Engine Service Letter SE72-3 and/or provides an alternate
means of compliance with the repetitive inspection requirements of FAA Airworthiness Directive AD72-07 -09.

A new vertical stabilizer aft spar attach bulkhead is available for your airplane which is designed to allow the
deletion of the repetitive inspection requirement of FAA Airworthiness Directive AD72-09-07.
Compliance is optional; may be accomplished if desired.
Please contact a Cessna Single Engine Service Station for detailed information and make arrangements to
have Service Bulletin SEB99-12 accomplished on your airplane.

B. On May 22, 2000, the following Owner Advisory message was sent to applicable owners of record in
SEB99-12AR1.

The previous message you received in SEB99-12A referenced an incorrect FAA Airworthiness Directive
number and should read as follows:
A new vertical stabilizer aft spar attach bulkhead is available which is designed to allow deletion of the special
repetitive inspection requirement of Cessna Single Engine Service Letter SE72-3 and/or provides an alternate
means of compliance with the repetitive inspection requirements of FAA Airworthiness Directive AD72-07-09.

NOTE: In addition to these parts, the following material will be required to complete each installation:
Assorted MS20470AD4 Rivets through 7/16 inch long
Assorted MS20470AD5 Rivets through 7/16 inch long
Assorted MS20470AD6 Rivets through 8/16 inch long
Assorted MS20426AD5 Rivets through 6/16 inch long.

ACCOMPLISHMENT INSTRUCTIONS

1. Prepare the airplane for maintenance.


A. Electrically ground the airplane.

B. Make sure that all switches are in the OFF/NORM position.


C. Disconnect electrical power from the airplane.

(1) Disconnect the airplane battery.


(2) Disconnect external electrical power.

D. Attach maintenance warning tags to the battery and external power receptacle that have "DO NOT
CONNECT ELECTRICAL POWER - MAINTENANCE IN PROGRESS" written on them.

2. (Refer to Section 4 of the appropriate Service Manual). Remove elevator and rudder and then remove
vertical and horizontal stabilizers. Keep the attachment hardware for the rudder and the elevator.
3. (Refer to Figure 1, View A-A.) Remove the aft bulkhead assembly found at F.S. 230.187.
NOTE: On Model 207 airplanes, bulkhead assembly is found at F.S. 260.187.
4. Remove the 1231054 Vertical Fin Attach Spar Doubler and the 1231013 Aft Fin Spar Attach Fitting from
the vertical stabilizer. Keep the lower rudder hinge bracket assembly.
5. Install 1231058-1 Aft Fin Spar Attach Fitting to vertical stabilizer.
6. Install the kept lower rudder hinge bracket assembly to the vertical stabilizer.
7. (Refer to Figure 1, View B-B.) Cut off aft flange of horizontal bulkhead 0.05 inch forward of bend radius.
8. (Refer to Figure View A-A and Detail A.) Test fit vertical stabilizer by setting in place and tightening
attach bolts into F.S. 209.00 Bulkhead Assembly (F.S. 239.00 Model 207 only). Clamp 1231058-1 Aft
Fin Spar Attach Fitting to 1212130-1 or 0712523-1 Aft Bulkhead Assembly. Clamp 1212152-1S Attach
Angle onto horizontal bulkhead in place of cutoff flange. Mark hole locations from tailcone skin onto
bulkhead assembly.
NOTE: The rear spar attach fitting acts as a fixture to locate the aft bulkhead assembly. Ensure vertical
stabilizer is straight up and down relative to vertical axis of airplane. Aft bulkhead assembly will
have four nutplates attached with wire to be installed to secure access panels. Remove and retain
these nutplates for last part of modification.
9. (Refer to Figure 1, Detail A.) Layout hole locations on horizontal bulkhead along 1212152-1S Attach
Angle. Mark eight evenly spaced holes between existing corner holes.
10. Test fit 1212128-1S and 1212128-2S Stabilizer Attach Brackets in place and mark rivet hole locations.
NOTE: (Refer to Figure 1, View C-C.) A gap may exist at the center lower rivet location in either of the
1212128 Horizontal Stabilizer Attach Brackets where the 1212128 Horizontal Stabilizer Attach
Bracket makes contact with the tailcone skin. On installation, if gap exists, plug hole in tailcone
skin with MS20470AD4-2 Rivet, leaving the driven end inside the tailcone. Add a replacement
rivet forward of plugged hole in area of stabilizer attach bracket that makes good contact with
tailcone skin.
11. (Refer to Figure 1, View A-A and Detail A.) Remove 1212130-1 (0712523-1) Aft Bulkhead Assembly and
both 1212128 Stabilizer Attach Brackets to verify good edge distance (1.5 X rivet diameter).
NOTE: (Refer to Figure 1, View C-C.) Aft rivet location in stabilizer attach bracket that is common to
bulkhead assembly may not have useable edge distance. On installation, if useable edge
distance (1.5 X rivet diameter) is not present, use the hole in the tailcone skin, drill the bulkhead
assembly, and countersink the inside of the bulkhead for a flush driven end. Add another hole
through the tailcone skin, bulkhead assembly and stabilizer attach bracket.
12. (Refer to Figure 1, View A-A, View C-C, Detail A, and View D-D.) Place 1212130-1 (0712523-1) Aft
Bulkhead Assembly and horizontal stabilizer attach brackets in position and match drill from tailcone skin.
Refer to notes from steps 10 and 11. Drill out holes in horizontal bulkhead and match drill 1212152-1S
Attach Angle.
13. Countersink No. 21 holes along aft side of 1212130-1 (0712523-1) Aft Bulkhead Assembly where vertical
stabilizer attach fitting makes contact.
NOTE: Two outside No. 21 holes do not need to be countersunk.
14. Using horizontal stabilizer attach hole in stringer as guide, mark horizontal stabilizer attach bolt hole
location onto 1212130-1 (0712523-1) Aft Bulkhead Assembly fingers.
15. Remove 1212130-1 (0712523-1) Aft Bulkhead Assembly, locate center of marked horizontal stabilizer
attach hole and drill out to 0.25 inch. Deburr all new holes in bulkhead assembly, horizontal stabilizer
attach brackets, horizontal bulkhead and attach angle.

16. Install 1212130-1 (0712523-1) Aft Bulkhead Assembly, both 1212128 Horizontal Stabilizer Attach
Brackets and 1212152-1S Attach Angle to tailcone and horizontal bulkhead flange.
17. Place horizontal stabilizer in position and secure front attach points with bolts.
18. Shim aft edge of horizontal stabilizer so that the attach bushings line up with attach bolt hole located in
tailcone stringer.
NOTE: Use a 0.25 inch shaft to line up bushing with stringer hole.
19. Match drill 0.25 inch hole into both 1212128 Stabilizer Attach Brackets using horizontal stabilizer attach
bushings as a drill guide.
20. Enlarge hole in bottom of 1212130-1 (0712523-1) Aft Bulkhead Assembly as required to reinstall tail tie
down ring. Install tie down ring using new self locking nut provided in kit.
21. Remove rudder stop bolts and ground bond jumper from removed bulkhead assembly and install on
replacement bulkhead assembly.
NOTE: Measure extension of rudder stop bolts prior to removal so that same dimension can be obtained
on re-installation, allowing for proper rudder deflection angle.
22. (Refer to appropriate Service Manual.) Enlarge bolt holes in 1231058-1 Aft Fin Spar Attach Fitting to
0.312 inch diameter to match bolt holes in aft bulkhead assembly. Install the vertical and horizontal
stabilizers using the provided hardware.
23. (Refer to appropriate Service Manual.) Install rudder and elevator using retained hardware. Verify rigging
and deflection are correct per the applicable service manual.
24. Position stabilizer fairing in place and pencil mark screw location in 1212130-1 (0712523-1) Aft Bulkhead
Assembly. Drill screw attach hole and install nutplates that were removed from aft bulkhead assembly.
25. Remove maintenance warning tags and connect the airplane battery.
26. Make an entry in the airplane logbook stating this service kit has been installed.
