Attention Mr. Rajeev Gupta

Ridderkerk, 23rd of January 2006

Dear Mr,

Re.: Dahej Chemical Complex in India

Fire- and Blast Doors
Our ref.: 160178 rev.01
Your ref.: 2090/1308/X011-BRDoor/Civ/036 dated 10 Jan 06

Further to your enquiry by email message of 10th of January we herewith have pleasure to
issue our proposal for the design, engineering and fabrication of the relevant Fire- and Blast
Doors accordingly.

All materials as proposed in our bid have been applied on many onshore and offshore locations
worldwide. Our blast resistant doors have also been applied on the Jamnagar industrial plants
in India to our clients satisfaction. We are therefore assured that the materials offered will meet
your requirements and the local environmental requirements.

Our input will enable you to value engineer the project to an optimum, and we would be more
than welcome to present our proposal in more detail if so requested.

For any queries, please do not hesitate to contact the undersigned.

Kind Regards

ZNS VAN DAM

Blast & Fire Doors
A. TECHNICAL PART

A1 General

Enclosed short specifications and datasheets describe the doors offered. If and when
required we can provide examples of drawings, details and data produced for the
application of these doors in similar previous projects. These will outline the doors in
much practical detail.

The construction quoted is in compliance with the performance requirements from your
specification and as described in enclosed technical description. Our companys attitude
and image is one of progressiveness and improvement of our products and people.
Innovation is the essence of ZNS Van Dam and we constantly seek it. We have very
considerable experience in engineering design; it is our policy to invest heavily in R&D,
to finance product testing (usually by independent test-houses) and wherever necessary,
actively to involve Certifying Authorities.

In order to be able to judge the competitiveness of the proposal, it is important to note the
design philosophy behind our door designs. Basically the doors shall be considered as to
be mechanical equipment. Repair and maintenance costs for doors in operation can over
the doors lifetime add up to double its initial acquisition cost. Based on evaluations taken
place by several leading operators we can confirm that our door designs, although in some
cases perhaps with higher initial costs, will have quantifiable reduced maintenance costs.
Also the safety and comfort aspect of reduction of malfunction are important key points of
our door designs.

Please note that all our doors systems have been fully tested and do have the required type
approval certificates from Lloyds Register.

Blast & Fire Doors
A. TECHNICAL PART

A2 Doors

The doors we offer are of our well established, Lloyds certified offshore range, pre-
assembled as complete units and provided with stainless steel heavy duty in-house made
hardware (ss 304). The construction and design of the doors will be as per our standard
certified and patented designs as indicated on attached datasheets. Doorleaves will be
spotwelded in order to prevent distortion of the doorleaves.

Special attention is given to the seals, which are tested for gas- and water tightness and to
the hardware that provides friction-free opening and closing.

We have noted the requirement for attachment of doors into concrete. We have indicated
in the pricing schedule optional items for providing the subframing requirement for proper
installation of our doors.

D. METHOD PLAN

D1 Method Plan

D1.1 Quality and Safety Information

Our quality system in accordance with ISO 9001 includes a documentation system.

Our Safety Management System has, as its foundation, such legislation as was
imposed by the Health and Safety at Work Act, 1974. All materials will be reported
in a COSHH listing and will be free from health hazards. Furthermore, all
installation of our materials can be done with standard tools. Also for this project a
project specific health and safety plan will be issued.

Further requirements have been included in recognition of the VCA Standard: this is
essentially a check-list introduced by an authoritative panel of industrial safety experts in
which, by way of interest, all Shell operations participate.

D2 Notes to this propsal

D2.1 Design / Engineering

All our design / engineering activities will take place at our offices in Ridderkerk, where
we have the latest CAD technology (Autocad 2000), and access to the internet for data
exchanges. Our prices do include for documents and drawings to be sent from review
approval 1 x.
Our Design Manager will attend design meetings with the projects design team.

D2.2 Manufacturing

Manufacturing of all components will take place at our factory works in Ridderkerk,
and with our panel manufacturer in Holland. All components will be packed into
containers for shipment to site, in accordance with the on-site installation sequence.
Fabrication locations are available in Ridderkerk, Holland / Bruno, Tsechia /
Sandefjord, Norway / Dubai, UAE.

D2.3 Packing / Transport
