The victim parked his vehicle next to the employee entrance and exited his vehicle. At that time, the subject approached the victim, produced a handgun, pointed the gun at close range, and shot the victim in the chest approximately three times. The subject dropped the gun on the ground and walked to the front of the office where a law enforcement officer was present, as abortion protesters were in the area. The subject told the aw enforcement officer, “I just shot someone.” A witness stated that she observed the subject shoot the victim. ‘The victim was transported to a local hospital and died while in surgery. ‘The subject has never been paroled. ‘The subject is currently assigned as a houseman and has received mostly outstanding and above satisfactory work ratings. Additionally, he stated that he is a GED dorm tutor and 1 Math classroom tutor. ‘The subject has received no processed disciplinary reports since his initial incarceration. Daring the interview, the subject stated that his mother will accept him to live at her residence. He also had a ‘written statement for the Commission to consider. ‘This investigator recommends the subject be re-interviewed in January of 2018 for his effective interview, based on the recommended PPRD.
