EAST COAST RAIL LINK PROJECT

INSTRUCTIONS FOR THE PRE-QUALIFICATION OF LOCAL SUB-


CONTRACTORS

Background of the Project


ECRL Project is a new electrified standard gauge railway for design speed of 160kph, on a
double track formation with mainline distance of approximately 532km from Wakaf Bharu in
Kelantan to ITT Gombak in Selangor. The alignment of the Project is show in Figure 1.
The alignment of the Project is to begin from adjacent to the existing KTMBs Wakaf Bharu
Railway Station, (allowing interchange with KTMB), and traverse, in a new corridor,
southwards through the main towns like Kota Bahru, Kuala Terengganu, Dungun and Kuantan
Port City (KPC).
From Kuantan Port City (KPC), the Project is to continue with its new route and extend
westward through Kota SAS and Gambang. Thereafter the new route is to continue through
the towns of Maran and Mentakab, where spur lines to facilitate interchange between the
Project and the existing KTMB Gemas-Tumpat line will be provided.
The route is then to veer further westward through Bentong and ends at the Integrated
Transport Terminal (ITT) at Gombak (Gombak Station).
Along the alignment, there will be new buildings for station, freight yards, locomotive yards,
maintenance bases, depot area including an Operation Control Centre and an Administration
building.

Instruction to Applicants
This Pre-Q exercise is only opened to all CIDB registered contractors who comply with the
following mandatory conditions :-
1. Registered with Suruhanjaya Syarikat Malaysia (SSM);
2. CIDB Grade G3 and above; and
3. Obtained CIDB SCORE Rating of a minimum of 2 Stars.
Applicants who cannot meet ALL of the above 3 mandatory conditions will be automatically
disqualified and the submissions will not be entertained.
Applicants are required to fill in completely the attached Form A to Form F (see attached Excel
file name Pre-Q Forms A to F.xlsx) and provide further supporting information, if necessary to
back up the information they have filled. The Forms to be filled are as follow :-

Form B Details of Personnel in Organisation
Form C Companys Financial Information (last 3 financial years)
Form D List of Current Projects Undertaking
Form E List of Projects Completed in the last 10 years
Form F List of Plant and Equipment Owned
The Applicants are also requested to submit the following supporting documents to
substantiate their submission :-

certified true copy of SSM certificate;


certified true copy of CIDB registration certificate;
CV of technical employees
copies of audited financial statements for the last 3 financial years;
Letter of Awards for projects currently undertaking;
Certificates of Practical Completion or Completion Certificates for completed
projects;
Proof of ownership of plant & equipment owned.

All duly filled forms, certified copies of certificates and any supporting documents are to
be submitted in a 2 rings type of arch file enclosed in a plain sealed envelope marked Pre-
Qualification of Local Contractors for ERCL Project.

Closing Date for Submission


Hardcopy of the duly completed forms and supporting documents must be submitted on
the date of submission in respective locations and the softcopy of the Pre-Q documents
(in PDF format) shall be emailed to the following email address at pre-q@cccecrl.com on
or before the date of submission. (Please refer to the advertisement for the date of
submission and the respective locations).

Important Notice :
Applicants who DO NOT meet with the mandatory requirements or DO NOT hand
delivered their Pre-Q documents on the date of submission at the respective locations
will automatically be disqualified and rejected.
Applicants must take note that participation in this Pre-Qualification exercise does not
guarantee invitation to the subsequent tender exercise.
All Pre-Qualification documents submission will be reviewed and scored on the basis
of content, completeness and quality. Only applicants who are successful in this Pre-
Qualification exercise will be notified to proceed to the subsequent stages leading to
the tender submission. Priority or preference will be given to the respective states
registered contractors who are shortlisted to submit competitive tenders.
