Fourth Tourism Master Plan (4th TMP)

TERMS OF REFERENCE FOR THE ENVIRONMENTAL


SPECIALIST/PLANNER

Introduction
The Third Tourism Master Plan (TTMP) was formulated in 2006. The TTMP was a five
year plan commencing from 2007 to 2011, it was formulated under a new constitution
and prior to the term of the current government administration. This Plan officially
started in 14th August 2007 with the implementation of its activities effectively initiating
in 2007.

The tourism sector of the Maldives is highly vulnerable to climate change. In spite of the
evident impacts of the climate change on the tourism sector, there has been little done to
integrate adaptation into policy and planning instruments of the tourism sector. This has
resulted in little or no adoption of climate-smart planning and investment practices in this
key economic sector. The government recognizes that, like any coastal tourism
destination, the sustainability of the Maldives tourism sector depends on its ability to
adapt planning and management practices to the impacts of climate change, and on its
ability to effectively manage natural disasters. Unfortunately, a number of tourism
operators still employ maladaptive practices in managing their water, solid and liquid
waste and energy, which continue to render tourism sector and its value chains vulnerable
to climate-related shocks and stresses.

The 4th TMP would seek a seamless transition of tourism development in the Maldives
from the Third Tourism Master Plan (TTMP 2007-2011) to 4th TMP, and would focus on:
a) Maldives tourism product review and identifying potential product expansion
and diversification
b) Increasing the share of Maldivians working in the tourism industry
c) Greater community involvement in the tourism sector
d) Improvements in the retention of economic benefits of tourism within the
Maldives economy
e) Improvements to the tourism related infrastructure and support services

f) Protecting, preserving and promoting the natural resource base, heritage and
culture in relation to tourism development
g) Strengthening the institutional capacity of Ministry for Tourism
h) Evaluate and develop a mechanism for domestic tourism.
i) Improving the legislative framework in relation to the tourism industry.

Structure and Scope of Work


The report should include but not be limited to the tasks specified in this Terms of
Reference. Although secondary research will have to be undertaken the findings should
be mostly based on primary data, especially in areas like economic and environmental
aspects where quantitative primary data is available. Further, such data should be
collected using quantitative methods; methodology to be employed should be discussed
with the Ministry of Tourism Arts & Culture prior to undertaking the study.

Tasks and Requirements


Identify and assess potential or perceived climate risks and key vulnerabilities that
undermine the resilience, viability and profitability of the tourism sector and its
value chains both directly and indirectly, and recommend short to medium term
measures to address those risks and vulnerabilities.

Identify key policy and legal barriers to investing in no-regrets adaptation


measures and recommend short to medium term policy and legal reforms to be
introduced to incentivize investing in climate change adaptation measures.

Identify key barriers in mainstreaming adaptation measures in adaptation planning


and recommend short to medium term strategies to integrate adaptation into
policy and planning instruments of the tourism sector and across the government.

Recommend strategies to better integrate climate risks into resilient island


planning and economic development planning.

Identify what barriers inhibit private investment in mitigation and adaptation and
suggest options for deploying public sector interventions to overcome these
barriers.

Identify legal and policy barriers, including disincentives in climate risk financing
and other risk transfer approaches and solutions.

Studying the existing tourism products and identifying the steps that have been
taken to conserve the environment and analyze their effectiveness.

Identify green technologies that are appropriate to the tourist resorts in Maldives,
in terms of their compatibility with physical environments, aesthetic integrity of
these islands.

Identify other creative measures that are proposed to be taken to conserve, and
rejuvenate, the environment.

Identify projects which aim to conserve, protect, and appraise the status of the
environment on a continuous basis so as to reorient the environmental
conservation strategies.

Determine sustainable energy sourcing and carbon emission reduction methods


for the tourism industry

Methodology and Reporting Procedures


The tasks of consultancy should be undertaken in consultation with the 4th TMP
consultants, technical team and the stakeholders of the industry. Thus, prior to
submission of the initial draft plan a consultative workshop, with representation from the
concerned government agencies and industry personnel should be conducted, and the
present policies and strategic objectives should be viewed and discussed by the
participants and their feedback should be considered.

Competencies and Qualifications
The consultant should have at a minimum postgraduate education in marine ecology,
geography or environmentally related discipline, and have experience in undertaking
environmental assessment for tourism projects, preferably of projects located on coral
islands or similar environments.

The consultant should also possess information and expertise for identification of designs
and architectures that utilize energy saving techniques and also knowledge on recent
technologies that reduces resource use.

Responsibility and Confidentiality


Documents or data provided by the government for the purpose of this study which is not
of public nature shall be considered confidential and should not be disclosed to any other
party.

Applicants should submit


1. Detailed CV/s of the consultant/s
2. Details on the costing of the consultancy/study along with the proposal.
3. The proposal should consist of a detailed work plan which is agreeable to the
consultants and the Government of Maldives.

Duration
The total duration of the consultancy is one (1) month.

Deliverables
A detail workplan conforming to the duration of consultancy shall be endorsed
prior to commencement.
A draft report should be produced for discussion with findings and a five year
strategic action/implementation plan for the Ministry with suggested activities and
implementation schedule.
The final report should be delivered in electronic form (word document), and key
findings presented in a PowerPoint file.

Terms and Condition
The Ministry shall make available and provide the following to the consultant free of
charge:
If required, a workstation with local telephone and internet connection during
official hours,
Documents, data, statistics and information at the disposal of the Government,
If necessary, adequately experienced local counterparts on a full-time basis to co-
operate with and assist the consultant,
Facilitation of logistical arrangements for services related to official duties
requiring travel outside of Male..
