A. GENERAL REQUIREMENTS

A.1 Scope of Work

This section shall include the mobilization and demobilization of Contractors plant,
equipment, materials and employees to the site; construction of Contractors office and
facilities; compliance with the contract requirements.

This section shall include the furnishing of labor, materials, transportation, tools, supplies,
plant, equipment and appurtenance to complete satisfactorily the construction of the proposed
subproject.

A.2 Mobilization and Demobilization

The contractor upon receipt of the notice to proceed shall mobilize and transport his plant,
equipment, materials and employees to the site and demobilize or remove the same at the
completion of the subproject.

Field Office and Temporary Facilities

A.2.1 Field Office

During the performance of the contract, the Contractor shall construct and maintain a
separate field office and facilities at the site of the work at which the Contractor and
the LGU shall be holding office, while the work is in progress. The location,
dimensions and layout of such field office shall be subject to approval by the LGU.

A.2.2 Temporary Power

The Contractor shall provide and maintain temporary electrical service including
installation of temporary power and lighting within the construction site. The
electrical service shall be adequate in capacity to supply power to construction tools
and equipment without over-loading the temporary facilities and shall be made
available to supply power, lighting and construction operations of all trades. All
temporary equipment and wiring for power and lighting shall be in accordance with
the applicable provisions of the local governing code. At the completion of the
construction work all temporary wiring, lighting, equipment and devices shall be
removed.

A.2.3 Temporary Toilet

The Contractor shall provide and maintain in sanitary condition enclosed toilet for the
use of all construction personnel located within the contract limits, complete with
fixtures, water and sewer connections and all appurtenances. Installation shall be in
accordance with all applicable codes and regulations of the local authorities having
jurisdiction thereof. Upon completion of the work, temporary toilet and their
appurtenances shall be removed.

A.2.4 Temporary Water Service

The Contractor shall provide and maintain temporary water supply services, complete
with necessary connections and appurtenances. Installed water supply lines shall be
used as a source of water for construction purposes subject to the approval of the
Project Manager. The Contractor shall pay the cost of operation, maintenance and

restoration of the water system. All temporary water service including equipment and
piping shall be removed upon completion of the work and all worn out and damaged
parts of the permanent system shall be replaced and restored in first class condition
equal to new.

A.2.5 Security

The Contractor shall provide sufficient security in the construction site to prevent
illegal entry or work damaged during nights; holidays and other period when work is
not executed; and during working hours. The Contractor shall take ample precautions
against fire by keeping away flammable materials, and ensure that such materials are
properly handled and stored. Fires shall not be built within the area of construction,
except when permitted by the Project Manager.

A.3 Compliance with Contract Requirements

A.3.1 Control of On-Site Construction

Prior to the start of any definable feature of the work, the Contractor must perform the
necessary inspection to include as follows:

(1) Review of Contract Documents to make sure that materials, equipment and
products have been tested, submitted and approved.

(2) Physical examination of materials and equipment to assure its conformity to the
specifications, plans, shop drawing and other data.

(3) As soon as the work has been started the Contractor shall conduct initial
inspection to check and review the workmanship in compliance with the contract
requirements for a particular item of work.

(4) The Contractor shall perform these inspections on a regular basis to assure
continuing compliance with the contract requirements until completion of a particular
type of work.

A.3.2 Pre-Construction Conference

Within the period of issuance of NTP and official contract start, the Contractor must
attend pre-construction conference as directed for the purpose of discussing the
execution of work: construction, environmental, social, institutional and
financial/accounting requirements.

A.3.3 Progress meetings shall be called upon by the following for the purpose of discussing
the implementation of the work:

(1) When called upon by the Project Manager or his representative for the purpose of
discussing the execution of work, Contractors material men or vendors whose
presence is necessary or requested must attend progress meetings. Each of such
meeting shall be held at the time and place designated by the Project Manager or his
representative. Decisions and instructions agreed in these meetings should be binding
and conclusive on the contract. Minutes of this meeting shall be recorded and
reasonable number of copies shall be furnished to the Contractor for distribution to
various materials men and vendors involved.

(2) The Contractor may also call for a progress meeting for the purpose of
coordinating, expediting and scheduling the work. In such meeting Contractors
material men or vendors, whose presence is necessary or requested are required to
attend.

A.3.4 Progress Report

The Contractor shall prepare and submit progress reports to the project manager every
30 days after the start of the project up to its completion, showing the work completed,
work remaining to be done, status of construction equipment and materials at the site,
as stipulated in Section 3 of the Conditions of Contract.

A.3.5 Survey Data

The Contractor shall layout his work from established based lines and benchmark
indicated in the drawing and shall be responsible for all measurement in connection
therewith. The Contractor shall furnished, at his own expense, all stakes, templates,
platforms, equipment, tools, materials and labor as may be required in laying out any
part of the work, out of established base lines and bench mark. If shall be the
responsibility of the Contractor to maintain and preserve all stakes and other marks
until he is authorized to remove them. If the Contractor through his negligence prior
to the authorized removal destroys such marks, they shall be replaced at the expense of
the Contractor.

A.3.6 Shop Drawing

The Contractor shall submit and furnish shop drawings and samples accompanied with
the provision of the Conditions of Contract. The term Shop Drawing as used herein
shall be understood to include detailed design calculations, construction drawings,
lists, graphs, supplemental specifications and others.

(1) Transmittal forms shall be filled out in typewritten or ink with no alterations or
inter line actions unless initialized and dates before submittal. Shop drawings shall be
submitted as the same size as the contract drawing when practicable, but in no case it
shall exceed dimension of the contract drawings. The Contractor shall make
preliminary check of all shop drawings for compliance with the contract documents
and he shall stamp each print with statement of compliance with the requirements.
The contractor may authorize his supplier to deal directly with the Project Manager
with regard to shop drawings, however ultimate responsibility for accuracy and
completeness in the submittal shall remain with the Contractor.

(2) The said shop drawing and transmittal shall be submitted at time sufficiently early,
to allow review of the same by the Project Manager and to accommodate the rate of
construction progress required under the contract. The contractor shall submit print
copies of show drawing with transmittal forms, and copies of brochures with
transmittal forms as required by the Project Manager.

(3) Any shop drawing and samples submitted not accompanied by transmittal forms
of where all applicable items on the forms are not completed would be returned for
resubmission. The Project Manager who will check and evaluate mentioned shop
drawing would retain print copy for his file and return the rest to the Contractor with
notation. Returned show drawing marked No Exceptions taken or Make
Corrections Noted, means formal revision of said drawings will not be required. If it
is marked Amend-Resubmit or Rejected-Resubmit, the Contractor shall revise
said drawing and shall submit revised drawing to the Project Manager.

(4) The Project Manager shall process the submission and indicate the appropriate
action on the shop drawing and transmittal forms. Construction of an item shall not be
commenced before the Project Manager has reviewed the pertinent shop drawing and
returned it to the Contractor, marked as mentioned above. Revisions indicated on
shop drawing shall be considered as changes necessary to meet the requirements of the
contract drawings and specifications, and shall not be taken as the bases of claims for
extra work. The Contractor shall have no claim for damages or extension of time due
to any delay, resulting from having Contractors make the required revisions, unless
review by the Project Manager was delayed beyond reasonable period of time and
unless the Contractor can establish that such delay in revision resulted in delay of the
project.

(5) Resubmitted procedure shall follow the same procedure as the initial submittal.

A.3.7 Construction Photographs

The Contractor shall take photographs during the progress of the work once a month,
all taken where directed by the Project Manager. At the completion of the project
final photographs shall be sent to the LGU or Project Manager. The photographs shall
be neatly labeled, dated, and identified in a little box in the lower right hand corner,
showing the date of exposure, project name, location and direction of view.

All negatives shall be retained by the Contractor until completion of the work at which
time they shall become the property of the LGU.

A.3.8 Cleaning-up

The Contractor shall at all times keep the construction area including storage are used
by him free from accumulations of waste material or rubbish. Upon completion of
construction, the Contractor shall leave the work and premises in clean, neat
workmanlike conditions satisfactory to the LGU.

A.3.9 Documents to be submitted

The Contractor shall submit the following documents prior to final payment and
before issuance of final certificate of payment in accordance with the provisions of the
conditions of contract.
(1) The guarantee required by the Conditions of Contract and any
other extended guarantees stated in the technical sections of the specifications.

(2) A set of As-Built drawing shall be submitted showing


accurate record of changes or deviations from the contract
documents and the shop drawings indicating the work as
actually installed. Records shall be arranged in order, in
accordance with the various sections of the specifications and
properly indexed with certifications of endorsement thereof,
that each of the revised print of the drawings and
specifications are complete and accurate. Prior to the
application for final payment, and as a condition to its
approval by the Project Manager of LGU, the Contractor shall
deliver the records, drawings, and specifications arranged in
proper order, indexed and endorsed as herein specified.

A.4 Method of Measurement and Basis of Payment

Cost incurred in providing and maintaining Contractors field office, temporary light and
power, temporary toilet, water and security services, including cost of mobilization and
demobilization, and cost incurred in the compliance of contract requirements shall not be
measured and paid separately, same shall be deemed to be included in the cost of other items
work, as part of the Contractors construction overheads.

ITEM I SOURCE FACILITIES

1.1 - GENERAL PROVISION:

The contractor must furnished all materials, labor, equipment, fuels,


tools, transportation and services for the complete construction,
development and final testing of the well and construction of the
pump house and installation of the pump required including payment
of electric bills from the time of testing is accepted by the province.

1.2 - LOCATION

The well must be drilled on the site to be determined by the Municipal


Engineer or his authorized representative.

1.3 - DRILLING

The well must be drilled continuously in accordance with the plans


using a cable tool (percussion) process or any suitable equipment
until a water bearing strata is reached and will only stop upon orders
of the Municipal Engineer or his authorized representatives. If in the
opinion of the Municipal Engineer, the contractor is not capable of
the drilling work, he will be advised by the Engineer to replace his
drilling rig and the contractor shall replaced his equipment with that
which is satisfactory to the LGU. After reaching the desired depth,
the contractor shall be advised by the Engineer to stop the drilling and
will then proceed with the well development.

1.4 - WELL DEVELOPMENT

The contractor after completing the drilling operation shall remove all
solid materials at the bottom of the well and clean it by bailing or
pumping after which a test pump shall be installed. The elevation of
static water level must be recorded before the operation of the pump
and the drawndown at a given time during pumping operation must
be taken including the discharge of the water. Gravel of
minimum size must be placed (gravel packing) while the pump is in
operation around the casing from the bottom of the well until 60
from the ground level which shall be grouted in accordance with the
plans. The pump must be in continuous operations for at least 72
hours after which the technical description of the pump desired will be
determined by the Engineer which (the pump) shall be installed by the
contractor.

1.5 - WELL CASING

Galvanized Iron (G.I.) pipes, sch.40, new unused must be used for
casing with diameters and length as a specified in the plans. However,
the contractor may use a bigger diameter with no extra cost from the
province. The bottom section of the casing must have perforations or
screen which depth and area shall be determined by the Municipal
Engineer.

1.6 - RECORDS

The contractor shall keep a record of geological formation or log of


the well which will be turned-over to the LGU upon the
completion of the drilling operation. It will indicate the kind and
depth of the strata encountered as drilling progressed. Soil samples
shall be collected for testing by MEO personnel. The contractor is
required further to keep a record of daily operations including the
name of the visitors and inspectors who came to the job site and the
weather condition.

1.7 - The contractor must install the desired pump and its accessories and
connections and must clean the vicinity after the pump installation is
finished. The contractor must apply disinfectant (chlorination) and
have the water tested before the water tested before the water is
distributed to the users.

1.8 - Abandoned holes shall be backfilled at the expenses of the contractor.

2.0 SITE WORK

2.1 Scope

This section includes site clearing, earthwork, and site drainage and utilities construction of septic
tank, in accordance with the drawing and specification.
2.2 Applicable Documents

The latest edition of the following Standards and Specifications shall form part of these
Specifications:

ASTM American Society for Testing and Materials.


C131 Resistance to Abrasion of Small Size Coarse Aggregate by use of the Los
Angeles Machine.
D698 Moisture-Density Relations of Soils using 5.5 lb. (2.5 kg.) Rammer and 12 in.
(304.8 mm) Drop.

Other pipes shall conform to the latest ASTM requirements.

2.3 Material Requirements:

2.3.1 Selected Fill Material

Selected fill materials shall consist of pit run gravel, disintegrated rock, sand or other
similar materials. The material shall not contain more than 35% passing the No. 200
sieve; and fraction of the material passing the No. 40 sieve shall have a liquid limit not
greater than 35 and plasticity index not greater than 12.

2.3.2 Gravel Fill

Gravel fill shall consist of hard durable particles or fragments of stones or gravel. It shall
be clean and free from vegetable matters, lumps or balls of clay and other deleterious
material. The proportion of the material passing the 0.075 mm (No. 200) sieve shall not
be greater than 0.66 (two thirds) of the fraction passing the 0.425 mm (No. 40) sieve. The
fraction passing the 0.425 mm (No. 40) sieve shall have a liquid limit of not more than 25
and plasticity index of not more than 6 as determined by AASHTO T89 and T90. Gravel
bedding 100 mm (4) in depth or as shown on the drawing shall be placed, spread and
compacted through tamping underneath footing, slabs, on fill and slabs on grade.

2.3.3 Concrete for Site Work

Concrete materials for site work shall be in accordance with the following standard.
Concrete shall be proportioned as follows:

2.4 Construction Requirements

2.4.1 Earthworks

1. Site Demolition

All superficial obstructions shall be demolished and removed from the site to disposal
areas approved by the Project Manager.

2. Clearing and Grubbing

(a) Clearing

All areas within which the structure or related construction has to be accomplished
shall be completely cleared of matted roots, trees brush, snags, vegetation, rubbish,
spoils, and other objectionable matters. All combustible materials from clearing
operation shall be completely burned or removed from the site of work or otherwise
disposal off as directed by the Project Manager. All materials to be burned shall be
piled neatly and when in suitable condition shall be burned completely. Piling for
burning shall be done in such a manner and location as to cause least fire risk. All
burning shall be so thorough that the cleared materials can be reduced to ashes. The
Contractor shall at all times take special precautions to prevent fire from spreading and
shall have available, at all times, suitable equipment and supplies, for use in
preventing and fighting fires.
(b) Grubbing

Grubbing shall consist of the removal of tree stumps, brush and rubbish from the work
areas to be occupied by permanent structures, and from other areas within the
indicated clearing limits as directed by the Consultant. Trees and shrubs to be retained
shall be protected properly from damage. Stumps shall be removed entirely. Roots
and matted roots shall be grubbed and cut to at least 450mm below the existing
surface.

3. Structural Excavation

All excavation shall be performed by the Contractor to the excavation lines, grades, and
slopes and profiles shown in the drawings, or as directed by the Project Manger. All
excavation shall be performed in the dry condition, unless as otherwise approved by the
Project Manager.

(a) Excavation for Structures and Trenches

Excavations carried out below the depth indicated on the drawing without the approval
of the Project Manager shall be refilled to the proper grade with thoroughly compacted
suitable fill materials to the satisfaction of the Project Manager except for footing
excavation where concrete shall be replaced to the bottom of the excavations;
additional work of this nature shall be at the Contractors expense. Where an existing
structure lies adjacent to excavation line, adequate shoring and bracing shall be
provided to prevent damage to persons and properties. Shoring, bracing, and sheeting
shall be removed in a manner to prevent caving-in. The grading in the vicinity of
excavated areas shall be done to prevent surface water from running into excavation
and embankments. Water pumped from excavations shall be diverted to suitable

disposal points. Trenches for pipelines shall be excavated along straight lines and
provided with minimum of 150mm space between the outside of the pipe and the side
of the trench or bracing. Additional excavation shall be made for each joint to allow
for joining.

Trench excavation, other than rock, shall be excavated at least 50mm above final
invert grade; the remainder of the excavation shall be shaped manually, and graded to
provided uniform bearing when the pipe is laid. Unless otherwise indicated, backfill
cover over water, sewer, drainage, and electrical conduit pipes shall not be less than
300mm depth.

(b) Excavation Under Pavement and Concrete Slabs

The entire area of the original ground under pavements and concrete slabs shall be
excavated to remove all objectionable matter, sod, muck, rubbish and other unsuitable
material to a minimum depth of 300mm.

4. Filling and Backfilling

Fill and backfill material shall consist of suitable materials from excavation or from
approved borrow areas, and shall be free from roots, wood scraps, vegetations, and other
extraneous materials and from large clods of earth or stones greater than 100mm. No fill
material shall be placed until the surface to be filled has been approved.

(a) Filling and Backfilling for Structures and Trenches

Backfilling around structures shall be placed as the construction work progress,


insofar as practicable. Backfilling of trenches shall progress as rapidly as construction
and testing will permit. In backfilling pipe trenches, approved backfill shall be
compacted in 200mm layers to a depth of 150mm over the pipe and the remainder of
the trench depth shall be backfilled and compared in 300mm layers; For trenches
under road pavements and concrete floor slabs, the backfill shall be placed and
compacted in 200mm layers to the top of the trench.

(b) Embankment Construction

Before placing fill material, the surface upon which it will be placed shall be scarified
to insure good bonding between the existing surface and the fill material. Where
embankment are to be constructed on sloping ground with slopes steeper than 1
vertical to 4 horizontal, the new fill shall be cut into or benched as the embankment is
brought up in layers in such a manner that the embankment material will bond with the
existing surface. The size of each bench shall be subject to approval and shall depend
on the equipment to be used.

5. Equipment

Equipment used in the performance of the work shall be subject to approval of the Project
Manager. The quality of compaction equipment shall be adequate to assure thorough
uniform compaction as rapidly as material is placed. In all areas not accessible to rollers
or compactors, the fill shall be compacted with mechanical hand tampers.

6. Compaction

In fill areas, the top 200mm shall be compacted to a density of at least 95 percent of
maximum density and the remaining depth of fill to not less than 90 percent of maximum

density; except that under ramps, pavements, and concrete floor slabs, compaction shall
not be less than 95 percent of maximum density for the entire depth of fill. Unless
otherwise indicated, where the existing subgrade in cuts have a density of less than 95
percent, all materials to a depth of 150mm or to such greater depth as maybe specified,
shall be compacted to not less than 95 percent of the maximum maybe specified, shall be
compacted to not less than 95 percent of the maximum density. Soil moisture during
compaction shall be controlled between 80 and 110 percent of optimum moisture content
determined in accordance with AASHTO Method T99-84.

7. Disposal of Surplus Excavated Materials

Any surplus material from excavation and grading operations shall be disposed and spread
in spoil areas designated by the Project Manager except for the materials classified as
rubbish and debris, which shall be disposed in dumps and in burning areas. Excavated
materials deposited in spoil areas shall be graded to a reasonably uniform surface.
2.4.2 Soil Poisoning

This item shall consist of furnishing and applying soil treatment for termite
control.

(1) Application

At the time soil poisoning is to be applied, the soil to be treated shall be in friable
condition with low moisture content so as to allow uniform distribution of the
toxicant agents. Toxicant shall be applied at least twelve (12) hours prior to
placement of concrete, which shall be in contact with treated materials.

Treatment of the soil on the exterior sides of the foundation walls, grade beams
and similar structures shall be done prior to final grading and planting or
landscaping work to avoid disturbance of the toxicant barriers by such operations.

Areas to be covered by concrete slab shall be treated before placement of granular


fill used as capillary water barrier at a rate of 12 liters per square meter with Type
I working solution after it has been compacted and set to required elevation.

Soil poisoning shall only be applied in the area of pump house.

2.5 Method of Measurement and Basis of Payment

Measurement of accomplished quantities shall be of the following methods:

(1) Lump Sum payment shall be provided for the following items, whenever contained in the
Program of Works:

a. Site demolition and clearing shall be deemed to include the cost of salvaging of
materials, preservation, storage and disposal.
b. Drilling or source development shall be deemed to include drilling of pilot hole and
sample collection, logging of bore hole, reaming of pilot hole, perforation, installation
of casing, installation of packing materials, supply and injection of polyphosphate
solution, well developing and cleaning, pumping test, cement grouting, well
disinfection, construction of pedestal and site cleaning.
c. Sub-surface waste water Infiltration system shall be deemed to include the cost of
excavation, disposal, gravel filter, silt barrier, overflow and distribution pipes and
incidental works to complete this item.

(2) The volume of structural excavation to be paid for shall be the number of cubic meters
measured in original position of material acceptably excavated in conformity with the
plans or as directed by the Payment of quantities accomplished shall be deemed to include
the cost of disposal of excess and unsuitable materials, shoring, bracing, water control
works and other operations necessary to complete this item.

(3) The volume of backfill materials from excavation; fill materials from common borrow;
top soiling; construction of embankment; subbase and base course preparations; and
compacted gravel fill bedding to be paid for shall be the number of cubic meters
measured in the final position of materials actually provided and installed to include
where applicable, furnishing, placing, spreading and compaction in accordance with the
plans and specifications and disposal of excess and unsuitable materials, if any.

(4) The work item for soil treatment as stipulated in Sub-Section 2.4.2. Soil Poisoning, shall
be measured and paid for per square meter area of works accomplished and accepted.
Payment of work accomplished shall be made based on dimensions shown in the
drawings and stipulated in the specifications.

The quantities measured as provided above shall be paid for at the contract unit price for
each of the pay item, which price and payment shall be full compensation for furnishing
and placing all materials, labor, equipment, tools and incidentals necessary to complete the
work:

3.0 CONCRETE

3.1 Scope of Work

The work includes construction of concrete structures, complete, in accordance with the
standard specifications and in conformity with the lines, grades, thickness and typical cross-
section as shown on the plan.

3.2 Reference Standards

3.3 Material Requirement

3.3.1 General

Concrete shall be composed of Portland cement; fine and coarse aggregates, water and
admixture as specified, all thoroughly mixed and brought to proper consistency,
uniformity and temperature for final placement.

3.3.2 Cement

Concrete shall be Portland cement of a brand approved by the Project Manager and
conforming to ASTM Specification C150, Type I of Type II. All cement shall be
product of one reputable manufacturer. Certification of specification conformance
shall be furnished for each shipment.

3.3.3 Water

Water shall be clean and free from injurious amounts of oils, acids, alkali, salts,
organic materials, or other substances that may be deleterious to concrete or steel. The
Contractor shall provide adequate storage for mixing and a constant pressure supply
system to the mixer.

3.3.4 Admixtures

Admixtures shall be subject to prior approval by the Project Manager. The admixtures
shall be capable of maintaining essentially the same composition and performance
throughout the work.

3.3.5 Fine Aggregates

Fine aggregates shall consist of natural sand. Fine aggregates shall consist of hard,
tough, durable, uncoated particles. The use of beach sand shall be prohibited. The fine
aggregate shall conform to the following specific requirements:

In addition to the grading limits shown above, the fine aggregates, as delivered to the
mixer, shall have a fineness modulus of not less than 2.3 more than 3.0 and during
normal operations, the grading of the fine aggregate shall be controlled so that the
fineness modulus of at least nine (9) out of ten (10) test samples of fine aggregate as
delivered to the mixer shall not vary by more than 0.20 from the average fineness
modulus of all samples tested during the preceding 30-day period. The fineness
modulus can be determined by dividing by 100 the sum of the cumulative percentages
retained on U.S. Standard Sieves Nos. 4, 8, 16, 50 and 100.

3.3.6 Coarse Aggregate

Coarse aggregate shall consist of washed gravel, crushed stone or rock, or a


combination thereof, conforming to ASTM C33. The coarse aggregate, as delivered to
the batching plant, shall have uniform and stable moisture content. Coarse aggregate
shall consist of hard, tough, durable, clean and uncoated particles. All foreign
materials and dust shall be removed by adequate processing. The particle shape of the
smallest size of crushed coarse aggregate shall be generally rounded or cubical, and
the coarse aggregate shall be reasonably free from flat and elongated particles. The
coarse aggregate shall be graded from fine too coarse. It shall be separated into size
groups.

The grading of the aggregate within the separated size groups as delivered to the mixer
shall be as follows:

3.3.7 Reinforcing Steel

Reinforcing steel shall be locally manufactured, deformed billet steel bars conforming
to Philippine Standard, Grade 40, Structural Deformed Bars (40,000 psi).

3.3.8 Forms

Concrete forms shall be wood, plywood, steel or other suitable materials. Form
surfaces requiring standard or special finish shall be plywood or a non-absorptive hand
pressed fiberboard or other suitable materials. Plywood shall not be less than 12mm-
thick and shall be free from irregularities, dents and sags. Forms shall be coated with
no staining form coating compound such as form oil, of the approved make.

Removal of forms shall be accomplished in such a manner as will prevent injury to the
concrete and will insure the complete safety of the structure. The following removal
times are minimum, and may be increased by the Engineer.

a. Where the structure as a whole is supported on shores, vertical forms such as


beam and girder sides, columns, and similar vertical forms may be removed
twenty-four (24) hours after completion of the pour, providing the concrete
has hardened sufficiently to sustain its own weight to prevent injury.

b. Wall forms shall not be removed in less than four (4) days after pouring.

c. Supporting forms or shoring must remain in place until the concrete can carry
any load to be imposed upon it and in no case in less than fourteen days.

d. Form ties requiring any peroration in the removal of forms which would tend
to destroy the bond between the tie and the concrete in order to remove the
form shall not be disturbed for seven (7) days after completion proper.

3.3.9 Storage of Materials

(1) Cement

Cement in bags shall be stored in a suitable weatherproof structure as airtight as


practicable. Floors shall be elevated above the ground, sufficient to prevent the
absorption of moisture. Bags shall be stocked close together to reduce circulation of
air but shall not be stocked against outside walls. The manner of storage shall permit
easy access for inspection and identification of each shipment. Cement that has been
stored for so long that there may be doubt of its quality shall be tested by standard
mortar tests to determine its suitability for use, and shall not be used without approval
of the Project Manager.

(2) Aggregates

Aggregate shall be stored in such a manner as to avoid the inclusion of foreign


materials. Aggregates of different sizes shall be stored in separate piles. Stockpiles of
coarse aggregate shall be built in horizontal layers not exceeding 1200 mm in depth to
avoid segregation. Should the coarse aggregate become segregated, it shall be remixed
to conform to the grading requirements here on before. Sufficient stockpiles shall be
maintained at all times to permit continuous placement of concrete at the rate
specified.

(3) Reinforcing Steel

Reinforcing steel shall be stored in a manner to avoid excessive rusting or being


coated with grease, oil, dirt and other objectionable materials.

(4) PVC pipes

All PVC pipes shall be stored with proper cover to avoid exposing to the sunlight.
Fittings, gate valves and other accessories shall be stored inside the Bodega.

3.4 Construction Requirements

3.4.1 Concrete Proportion

The proportion of all materials in concrete shall be subject to the approval of the
Project Manager. The Contractor shall employ at his own expense an approved testing
laboratory, which shall design the mix, proportions in accordance with ACI 211.01.
Strength requirements shall be 20.7 MPa (3000 psi) for footing, columns, beams, slabs
and stairs, suspended ramp, lavatory counter, wash basin; 17.2 MPa (2500 psi) for
ramp on fill, slab on grade, water meter box, grease trap; and 13.8 MPa (2000 psi) for
lean concrete or as required by the Project Manager. The adequacy of this test shall be
verified by a test on a minimum of 6 cylinders; 3 tested at 7 days, 3 at 28 days, in
accordance with ASTM C39.

If, at any time during construction, the concrete resulting from the approved mix
design proves to be unsatisfactory for any reason such as too much water, lack of
sufficient plasticity to prevent segregation, honeycomb, etc., or insufficient strength,

the Contractor shall notify the testing, laboratory and the Project Manager. The
laboratory shall modify the design, subject to the approval of the Project Manager
until satisfactory concrete is obtained.

3.4.2 Concrete Samples and Testing

Sampling and testing of concrete shall be done by and at the expense of the
Contractor. Throughout the period that the concrete is being poured into the forms and
while spading operation are being done, sets of test samples in cylinder shall be taken
from fresh concrete from the forms.

The tests shall be made for each 10 cu.m. of concrete or fraction thereof for each
portion of structure as may required by the Project Manager as follows:

1. Compression Tests:

At least two (2) sets of samples consisting of three- (3) concrete cylinder specimen
per set shall be made. Fresh concrete shall be placed inside standard 150 x 300
mm cylindrical mould in three (3) separate equal layers and rodded separately
with 25 strokes with a 16 mm diameter. Surface shall be leveled with trowel and
samples are to be labeled to identify the class, strength of concrete, date taken and
part of structure samples are taken. The samples shall be cured in accordance with
ASTM C31.

One set of cylinders shall be tested at the age of seven (7) days, and one set at the
age of twenty eight (28) days, in accordance with ASTM C39. Additional cylinder
samples may be molded in reserve for further tests, if the results of the twenty-
eight (28) day- test do not meet the requirements.

2. Slump Tests

Slump tests shall be performed to determine the consistency or workable fluidity


of freshly mixed concrete in the field. At least two slump tests shall made and the
sample of concrete from which test specimens are made shall be representative of
the entire batch and shall conform to the procedures are specified in ASTM C143.

Freshly mixed concrete shall be placed in the slump cone 100 x 200 mm x 300
mm in three (3) equal layers. Each layer shall be rodded with 25 strokes of the 16-
mm diameters tamping rod with the tamping end rounded to a hemispherical tip of
the same diameter. The mould shall be leveled and lifted at once and then measure
the slump action immediately by getting the difference in height between the
height of the mould and the top of the slumped concrete.
The slump tests shall be performed to determine the consistency or workable
fluidity of freshly mixed concrete in the filed. At least two slump tests shall be
made and the sample of concrete from which test specimens are made shall be
representative of the entire batch and shall conform to the procedures as specified
in ASTM C143.

Freshly mixed concrete shall be placed in the slump cone 100 x 200 mm x 300
mm in three (3) equal layers. Each layer shall be rodded with 25 strokes of the 16-
mm diameters tamping rod with the tamping end rounded to a hemispherical tip of
the same diameter. The mould shall be leveled and lifted at once and then measure
the slump action immediately by getting the difference in height between the
height of the mould and the top of the slump concrete.

The slump for vibrated concrete shall be 50-mm minimum and 100 mm
maximum, provided that the required strength of concrete is obtained.

3. Test Reports

The testing laboratory shall submit four (4) copies of its test cylinder which are to
include as far as applicable, the following items: Location of pour in the structure,
concrete design mix number, concrete design strength, type and manufacturer of
cement, amount of any admixture used, slump tests, date of sampling, cylinder
application number, days cured in the field, days cured in the laboratory, age at
time of testing, crushing stress, type of failure, who made the samples, who
shipped the samples to the laboratory and whether concrete strength meets the
specifications.

4. Additional Tests

If, in the opinion of the Project Manager, based on test cylinder reports, concrete
with strengths below specification requirements has been placed, the Project
Manager, at the expense of the Contractor shall make additional tests. Additional
test may be compression test on cored cylinder, ASTM C42, and/or load tests as
outlined in ACI 318, Sec.202.

3.4.3 Mixing concrete

Mixing shall be thoroughly mixed in a mixer of an approved size and type to insure a
uniform distribution of the materials throughout the mass:

1. Site Mixed Concrete

All structural concrete shall be machine-mixed for at least 1 minutes after all
materials including water are in the mixing drum. The time elapse between the
introduction of the mixing water to the cement and aggregate and placing of the
concrete in final position shall not exceed 45 minutes. Placing of material in the
mixer shall be done in such a way that the first batch of concrete materials in the
mixer shall contain sufficient excess of cement, sand and water to coat the inside
of the drum without reducing the cement content of the mix to be discharged. The
retempering of concrete, placing additional cement, aggregate or water during
mixing period shall not be permitted.

No hand mixing shall be allowed, except in case of emergency of breakdown


during pouring operations, subject to the approval of the Project Manager.
2. Ready-Mixed Concrete

Ready-mixed concrete, when shall be batched, mixed, and delivered from a plant
approved by the Project Manager, and shall be in strict compliance with the
requirements set forth in ASTM C94.

The rate of delivery of the mixed concrete shall be such that the interval between
placing of successive batches shall not exceed thirty (30) minutes. The elapsed
time between the introduction of mixing water to the cement and aggregate, and
completion of discharge shall not exceed one (1) hour, or not more than 1 hours
if a retarder is used. It should be kept constantly agitated during the transit period.
Delivery tickets shall contain data on the weight of sand, gravel and amount of
cement and water added. The Contractor shall keep legible copies available for
examination of the Project Manager.Re-tempering of concrete shall not be

permitted. The Contractor shall mix only quantities required for immediate use
and mixture, which has developed setting, shall not be used. Concrete, which has
partially hardened, shall not be retempered.

3.4.4 Concrete Placing

Concrete shall be placed only after all formworks, materials to be embedded, and
preparation of surface involved in the placing have been inspected and approved by
the Project Manager. The Contractor shall provide equipment and shall employ
methods that will minimize separation of aggregates from the concrete mix.

Water shall be removed from excavation before concrete is deposited. Flow of water
shall be diverted through proper side drains to a pump, or be removed by other
approved methods to avoid washing over freshly deposited concrete. Hardened
concrete, debris and foreign materials shall be removed from the interior of forms and
from inner surfaces of mixing and conveying equipment. Reinforcements shall be
secured in position, inspected and approved before pouring concrete. Runaways shall
not be provided for wheeled concrete-handling equipments, such equipments shall not
be wheeled over reinforcement nor shall runaways be supported by reinforcements.
Concrete shall be handled from the mixer to the place of final deposit as rapidly as
practicable by methods, which shall prevent the segregation or loss of the ingredients.
It shall be deposited in the forms in approximately horizontal layers and as nearly as
practicable in its final position to avoid rehandling.

Conveying or handling of concrete by the use of long inclined chutes or pipes of more
than three (3) meters shall not be permitted. Dumping of concrete into buggies,
buckets or wheelbarrows with a free fall of more than one (1) meter shall not be
permitted. When placing operations would involve dropping concrete more than 1
meters, it shall be deposited through a sheet metal or other approved conveyor. AS for
practicability, the conveyor shall be kept full of concrete during placing and their
lower ends shall be kept buried in the newly placed concrete. After the initial set of
concrete, the forms shall not be jarred and no strain shall be placed on the ends of the
reinforcing bar, which are being projected.

Concrete in columns shall be placed in one continuous operation. Concrete in girders,


beam and slabs in superstructures shall be poured in a monolithic and continuous
manner. No construction joint shall be allowed on any part of the structure without the
approval of the Project Manager.

Consolidate all concrete in accordance with provisions of ACI 309R. Consolidate each
layer of concrete greater than 4 inches in depth with high frequency, interval,
mechanical vibrating equipment supplemented by hand spading and tamping.
Consolidate concrete slab 4 inches or less in depth by wood tampers, spading, and
settling with a heavy leveling straight edge. Operate vibrators with vibratory element
submerged in the concrete, with a minimum frequency of not less than 6000 impulses
per minute when submerged. Insert and withdraw vibrators approximately 18 inches
apart. Penetrate the previously placed lift with the vibrator when more than one lift is
required. Place concrete in 180-inche maximum vertical lifts. Limit duration of
vibration to time necessary to produce satisfactory consolidation without causing
segregation of aggregates. Provide adequate number of units and power source at all
times. Maintain spare units on hand to ensure adequacy. If in the opinion of the Project
Manager the equipment being used is not adequate to accomplish proper
consolidation, the Project Manager may order delay in further placement of concrete
until such equipment is available for use at the location of placement of concrete.

3.4.5 Protection and Curing

1. General

Concrete surfaces exposed to conditions causing premature drying shall be


protected as soon as possible with canvas, straw, burlap, sand or other satisfactory
material and kept moist; or if the surfaces are not covered they shall be kept moist
by flushing or sprinkling, as directed by the Project Manager. All concrete shall be
moist cured for a period of not less than seven (7) consecutive days after placing
by an approved method or combination of methods applicable to local conditions.

2. Moist Cutting

The surface of the concrete shall be kept continuously wet water for a period of
seven (7) days, by spraying or by covering with burlap or other approved material
thoroughly saturated with water and keeping the covering wet by spraying or
intermittent hosing. Water for curing shall be generally lean and free from any
element, which might cause objectionable staining or discoloration of the
concrete.

3.4.6 Repairs to Concrete

All imperfections on concrete surfaces are corrected to produce concrete surfaces that
conform to the requirements of this section. Unless otherwise approved by the Project
Manager, patching with cement mortar shall repair imperfections on formed surfaces.
Cement mortar for patching shall be of the same composition as used in the concrete,
except for exposed surfaces; part of the cement shall be white cement to provide a
finish color matching the surrounding concrete. Honeycombed or otherwise defective
areas shall be cut out from solid concrete to a depth of not less than 25mm. The edges
of the cut shall be perpendicular to the surface of the concrete. The area to be patched,
at least 15 mm adjacent thereto shall be saturated with water before placing the mortar.
The mortar shall be mixed approximately one (1) hour before placing and shall be
remixed occasionally during this period with a trowel without adding water. A grout
of cement and water, mixed to the consistency of paint, shall then be brushed onto the
surface to which the mortar is to be bonded. The mortar shall be compacted into place
and screened slightly higher than the surrounding surface. Patches on exposed surfaces
shall be finished to match the adjoining surfaces, after they have set for an hour or
more. Patches shall be cured as specified for the concrete. Exposed surfaces shall
utilize plywood forms, after the removal of forms, shall not be plastered, unless
otherwise directed b y the Project Manager. All joint marks on the formwork shall be
reworked to a smooth surface to match adjacent areas and to present a new
appearance.

3.4.7 Forms

(1) General

Forms shall be used whenever necessary to confine the concrete and shape it to the
required lines and dimensions, or to protect the concrete from contamination.
Forms shall have sufficient strength to withstand the pressure resulting from
placement and vibration of the concrete, and shall be maintained rigidly in correct
position. Forms shall be sufficiently tight to prevent loss of mortar from the
concrete. Forms for exposed surfaces shall be lines with form grade plywood.
Bolts and roods used for interval ties shall be so arranged that when the forms are
removed, they shall not be less than two (2) centimeters from the formed surface.

(2) Cleaning and Oiling of Forms

Before placing concrete, the contact surfaces if the forms shall be cleaned of
incrustations of mortar, grout, or other foreign material. Forms shall be coated
with standard from oil that can effectively prevent sticking and will not stain the
concrete surfaces.

(3) Removal of Forms

Forms shall be removed in a manner, which shall prevent damage to concrete


structures. Forms shall not be removed without prior approval of the Project
Manager. Any repairs of surface imperfections shall be performed at once and
curing shall be started as soon as the surface is sufficiently hard to permit it
without further damage. The minimum time period for removal of forms shall
govern where it exceeds the minimum specified curing period. Where the
formwork for one element supports the formwork for another element, the greater
time period shall apply to both elements. Forms shall not be removed before the
expiration of the minimum time specified below:

Sufficient shoring members to support dead loads including construction loads on


beams and slabs shall be provided for a period of eight (8) days in addition to the
seven (7) days specified thereto. The time for removal of forms for structures not
included thereto shall be as directed by the Project Manager. Concrete work shall
be protected from damage during construction.

3.4.8 Reinforcing Steel

(1) General
Steel reinforcement shall be provided together with all necessary tie wires, chairs,
spacers, support and other necessary devices.

(2) Cutting and Bending

Reinforcing steel shall be accurately cut and bent in accordance with the approval
detailed reinforcement drawings. Reinforcing steel shall not be straightened or re-
bent in a manner that will injure the material. Bars with kinks or with bends not
shown on the approved detailed reinforcement drawings or with cracks or splits of
the bends shall not be used. All bars shall be bent cold. If Contractor elects to
have reinforcing steel cut and bent off the site, he shall provide, maintain and
operate a small cutting and bending shop on the site and maintain a representative
stock of steel. This provision is to take care of minor revisions and additions in an
expeditious manner.

The Project Manager may require the contractor to prepare and submit bar cutting
schedule prior to fabrication of reinforcing steel bars.

(3) Placing of Reinforcement

Reinforcing steel shall be accurately placed in accordance with approved detailed


reinforcement drawings and shall be adequately secured against displacement by
using specified tie wires or approved clips at all intersections. After it has been
installed, reinforcing steel shall be inspected by the Project Manager for
compliance with requirements as to size, shape, length, splicing, position and
number. Reinforcing steel shall be supported by concrete or metal supports,
spacers or metals hangers, except for surfaces exposed to the ground or to the
weather, where supports shall be concrete. Wooden support spreaders shall not be
used. At surfaces where an attractive appearance is required, the supports shall be
of type, which shall not cause subsequent staining or marring of the exposed
surface.

3.4.9 Joints in Concrete

(1) Construction Joints

Construction joints shall be provided where indicated in the drawing or as directed


by the Project Manager. Joints not indicated on drawings shall be constructed and
located as not to impair the strength of the structures. When a construction joint is
to be made, the surface of the hardened concrete shall be thoroughly cleaned and
all laitance removed. In addition, the joint shall be thoroughly wetted and sloshed
with a coat of neat cement grout immediately prior to placing of new concrete.

(2) Expansion and Contraction Joints

Expansion and contraction joints shall be provided where indicated and shall be in
accordance with details.

(3) Preformed Strips

Pre-formed strips shall be placed before the adjoining, concrete is poured. The
joint scalier shall be applied after concrete on both sides of the joint have been
poured and after the joint lines have been trued.

(4) Concrete Protection

Unless otherwise noted, the thickness of concrete over reinforcement shall be as


follows:

In all cases, the thickness of concrete over the reinforcement shall be at least equal to
the diameter of round bars and one-half times the side dimension of square bars.

Exposed reinforcement bars intended for bonding with future extensions shall be
protected from corrosion by concrete or other adequate covering.

3.5 Methods of Measurements

The Project Manager shall in accordance with the dimension in the plan or as otherwise direct
the measurement of completed work. The quantities to be paid for under this section shall be
measured as follows:

a. The volume to be paid for under this item shall be the number of cubic meters of
concrete placed and accepted.
b. Payment for concrete shall be construed to include the cost of forms, falseworks,
curing, fasteners and accessories necessary to complete this item of work.
c. The quantities for reinforcing steel to be paid for shall be the final quantity placed and
accepted in the completed structure.
d. No allowance will be given for tie wires separators, wire chairs and other materials
used in fastening the reinforcing steel in place.
e. No measurement for payment shall be made for splices added by the Contractor for his
convenience.
f. Payment for the accepted quantities for reinforcing steel shall be deemed to include
the cost of tie wires, separators, wire, supports, hangers, chairs and other materials
necessary to complete the work.

The quantities measured as provided above shall be paid for at the contract price for each of
the pay item, which price and payment shall be full compensation for furnishing and placing
all materials, labor, equipment, tools and incidentals necessary to complete the work.

4.0 STEEL AND METAL WORKS

4.1 GENERAL

A. The Contractor shall furnish, fabricate, and install all steel and miscellaneous metalworks
as specified herein and as shown in the drawings. Miscellaneous metalwork is defined as
all items required to be fabricated from structural steel shapes, plates, bars, and their
products. He shall provide the necessary labor, supervision, tools, materials, supplies and
appurtenances for the proper construction and operation of the elevated steel reservoir.
The Contractor shall accomplish the work in complete and finished manner and insure the
highest quality of workmanship in accordance with the drawings and specification and to
the satisfaction of the Engineer.

B. Structural steel straps, plates, bars and their products shall conform with the Standard
Specifications for Structural Steel (ASTM Designation A36

C. Unless otherwise shown, all miscellaneous metalworks of fabricated steel shall be


galvanized after fabrication in accordance with Clause 4.3. Unless otherwise indicated,
stainless steel metalwork shall be type 18-8 stainless steel. Items fabricated on stainless
shall not be galvanized.

D. All materials to be used shall be new, previously unused, and in first class condition. Steel
materials of unidentified analysis may be used, provided they are tested and properly
certified by a qualified testing laboratory.

E. Painting of all steel metalwork, unless otherwise specified, shall be in accordance with
Clause 14-Painting and Coating.

F. Testing and disinfecting shall undertaken as specified in Clause 12- Pressure and Leakage
Testing and disinfecting.

G. Shop drawings for all steel and miscellaneous metalwork shall be submitted to the
Engineer for review in accordance with Clause 2.2 Shop Drawings.

H. The work and equipment to be provided by the Contactor under this Contract shall
conform with U.S Standard as mentioned in the following clause or with any International
Standard of equal value.

I. Welding terms used in this specification shall be interpreted according to the definition
given in AWS A3.0.

4.2 MATERIALS

A. Structural Shapes

All structural shapes for use shall be the open-heart, basic oxygen, or electric-furnace
process. Open or non-tubular structural shapes shall conform with ASTM A36. When
structural shapes are fabricated from steel plates, the plates shall conform with item (b).

B. Plates

Plate materials shall be open-earth, electric-furnace, or basic-oxygen process steel


conforming with the latest revision of any of the following applicable ASTM
specifications: A36;A131, Grades A and B; A283, Grades A,B,C and D or A573,
Grade 58.

C. Anchor Bolts, Rods, and Reinforcing Steel

1. The Contractor shall furnish and set all bolts, anchor bolts, rods and reinforcing steel.
Except where otherwise shown or specified, all bolts, anchor bolts, washer, and nuts
shall be steel, galvanized after fabrication in accordance with Clause 4.3.
2. Except as shown provided herein, steel for bolts, anchor bolts, and cap screws shall be
in accordance with specification for Low Carbon Steel Externally and Internally
threaded Standard Fasteners, Grade B (ASTM Designation A307), or Specification
for Carbon Steel Bars Subject to Mechanical Property Requirement(ASTM
Designation A306) or threaded parts of ASTM A36 and shall meet the following
additional requirements: (1) the nut materials shall be free-cutting , and (2) the nuts
shall be capable of developing the full strength of bolts. Threads shall be Coarse
Thread Series conforming with the requirement of the American Standard for Screw
Threads. All bolts and cap screw shall have hexagon heads, and nuts shall be Heavy
Hexagon Series.

3. Threads of galvanized bolts and nuts shall be formed with suitable taps and dies such
that they retain the normal clearance after hot-dip galvanizing.

4. Unless otherwise shown, all bolts, anchor bolts, ant nuts which are buried, submerged,
or inside a covered hydraulic structure shall be Hot-Dip galvanized per TS-20 and then
coated with two coats of coal tar epoxy after installation.

D. Ladders

All ladders shall be fabricated of carbon steel and galvanized after fabrication.

E. Steel Pipe Handrails

Steel pipe handrails shall be standard 38mm (1-1/2in.) black steel pipe made up by
welding. Railings shall be shop-fabricated into easily handled units and hot-dip galvanized
after. Field welding of pipe handrails joints will be permitted only if approved by the
Engineer, and then only in accordance with his instructions. Submerged steel pipe shall be
coated with two coats of coal tar epoxy after installation.

F. Pipe Columns

Pipe column steel shall conform with the Specification for Welded and Seamless Steel
Pipe, (ASTM A53), Grade B. Pipe columns that would be submerged shall be coated
with two coats of coal tar epoxy.

G. Metal Decking

Metal decking shall be of the size and gage shown in the drawings and shall meet the
requirement of the Specification for the Design of light Gage, Cold-Formed Steel
Structural Members of the American Iron and Steel institute. The steel shall be
galvanized.

H. Safety Stair Treads

Aluminum safety treads 100mm (4 in.) wide shall be provided on all stairs, and elsewhere
where shown.

I. Metal Grating and Floor Hatches

1. General

Metal grating and floor hatches shall be of the design, size, and types shown.
Aluminum in contact with other metals or concrete shall be painted with one (1) coat
of zinc chromate and two (2) coats of approved aluminum metal-and-masonry paint.
2. Metal Grating

Metal grating shall be fabricated of aluminum, stainless steel, or galvanized steel as


shown. No single piece of grating shall weigh more than 25 kg (55 lbs) unless
specifically detailed otherwise. Aluminum shall be 6061T6 Alloy Bearing Bars and
6063T5 Alloy Cross Bars. Stainless steel shall be type 18-8. All grating shall be
completely banded.

3. Floor Hatches

Floor hatches shall be fabricated of steel or aluminum as shown. Hatches shall be


double-swing, and shall be furnished with two (2) stay bars designed to hold the
covers in an open position and provide a railing around the opening, stay bar brackets
designed to provide storage for the bars when the latch is closed, four (4) flush
handles, joint gutter, and moat-type drain connection. Steel hatches shall be
galvanized after fabrication. Drain connection size and location shall be shown.

J. Iron Casting

Iron casting shall conform with the Specification for Gray Iron Casting (ASTM A48),
unless otherwise shown.

K. Seat Angles, Support, and Guides

Seat angles for grating shall be aluminum or steel as shown and size as shown. Guides for
slide gates shall be steel, of a size shown, hot-dip galvanized after fabrication

4.3 GALVINIZING

All structural steel places, shapes, bars, and fabricated assemblies required to be galvanized
shall, after has been thoroughly cleaned of rust and scale, be galvanized in accordance with the
Specification for Zinc (Hot-Galvanized) coatings on Products fabricated from Rolled, Pressed
and Forged Steel Shapes, Plates, Bars and Strip (ASTM A123). Any galvanized part that
becomes warped during the galvanizing operation shall be straightened. Bolts, anchor bolts,
nuts, and similar threaded fasteners, after being properly cleaned, shall be galvanized in
accordance with the Specifications for Zinc Coating (Hot Dip) on Iron and Steel Hardware
(ASTM A153). Field repairs to galvanizing shall be made using Galvano, Galvo-Weld, or
approved equal.

4.4 SHOP FABRICATION STEEL WORKS

A. General

All work of the Contractor shall be of the highest quality workmanship. Laying out of
shop-fabricated material shall be done only by experienced workmen.

B. Straightening

Any required straightening of materials shall be done by methods that will not harm
the steel materials. Minor cold straightening may be performed by hammering or
preferably rolling or pressing. Heat may be used in straightening for more severe
deformations.

C. Finish of Plates Edges Welded Work

The plate edges to be welded may be universal mill edges or they may be prepared by
shearing, machining, chipping, or by mechanically guided oxygen or plasma arc
cutting. Edges of irregular contour may be prepared by manually guided oxygen or
plasma arc cutting.

1. Oxygen or plasma arc cutting. When edges of plates are oxygen or plasma arc cut,
the surface obtained shall be uniform and smooth and shall be cleared of slag
accumulation before welding. All cutting follow closely the lines prescribed.

2. Shearing. Shearing may be used for materials 13mm (1/2 in.) or less in thickness
to be joined by butt joints, and for all thickness of materials permitted to be joined
by lap.

D. Rolling

Plates shall be cold-rolled to suit the curvature of tank.

E. Double-Curved Plates

Plates that are curved in two directions may be pressed either cold or hot or may be
dished with a mortar and pestle die by repeated application.

F. Milling of Columns

The ends of columns shall be milled to provide a satisfactory bearing unless the design
calls for sufficient welding to resist the total calculated application.

G. Shop Assembly

Double-curved tank bottoms, shells and roofs shall be assembled in the shop, if
necessary, to ensure that they will fit properly in the field.

H. Shipping/Transporting

All materials shall be loaded, transported to the site, unloaded and stored in such a
manner as to prevent damage.

4.5 Welding

A. General

All welding shall be the shielded arc method and shall conform with the AWS Code
for Arc and Gas Welding in Building Construction. Qualification of welders shall be
in accordance with the specifications for Standard Qualifications Procedure of the
AWS.

B. Butt Joints

1. Subject to primary stress due to weight or pressure of tank contents: Butt joints
subject to primary stress such as longitudinal joints of cylindrical tank shells and
all joints below the point of support in suspended bottoms of elevated tanks shall
have complete joint penetration welds, which may be double welded from both
sides or welded from one side only using a backing strip or equivalent means to

ensure complete joint penetrations welds. Butt joints may be used for all thickness
permitted to be welded under this specification.
2. Subject to secondary stress: in butt joints subject to secondary stress, such as
circumferential joints of cylindrical tank shells, materials 10mm (3/8 in.) or less in
thickness and single groove welded joints shall have complete joint penetration
welds. Joints in materials of thickness greater than 10mm (3/8 in.) with square
groove or double-groove welds shall be either partial joint penetration or complete
joint penetration is specified by the Engineer. In partial joint penetration welds the
unwelded portions plus any cutting, shall not exceed one third of the thickness of
the thinner plate; the unwelded portion shall be located near the center of the
thinner plate, and partial joint penetrations welds shall be have complete joint
penetration welds for distance of at least 75mm (3 in.) on each side of intersecting
sides intersecting joints. Partial joint penetration welds shall have a strength
equivalent to at least two-thirds that of a double-groove butt weld having complete
joint penetrations. If complete joint penetration welds are desired, they shall be
specified by the Engineer.

3. Butt joints may be used for welding all thickness of materials permitted to be
welded under this specification.

C. Lap Joints

1. Subject to primary stress due to weight or pressure of tank contents: Lap joints
subjected to primary stress , such as longitudinal joints cylindrical tanks shells and
all joints below the point of supports in suspended bottoms of elevated tanks, shall
have continuous full fillet welds on both edges of the joints . The maximum
thickness permitted for this type shall be 12mm (1/2 in.)

2. Subjected to secondary stress; Lap joints subjected to secondary stress, such as


circumferential joints of cylindrical tank shells, shall be welded on both sides with
continuous fillet welds. The maximum thickness permitted for this type shall be
16 mm ( 5/8 in.)

3. In case, welded lap joints, except when shown on the plans, shall be lapped not
less than five times the nominal thickness of the thinner plate joined (5T); but in
double-welded lap joints, the lap need not exceed 50 mm(2 in.) and in single-
welded lap joints, the lap need not exceed 25 mm (1 in.)

D. Plates

The maximum thickness of plates, except of plates structural components and base
plates permitted to be weld under the specification shall be 50 mm (2 in.) or otherwise
as shown in the plans.

E. Roof Plates

For roof plates which are not subject to hydrostatic pressure from tank contents, lap
joints may be welded on the top side only with continuous full fillet welds. Butt joints
shall be single-groove welds, using suitable backing or equivalent means to ensure at
least ninety percent (90%) joint penetration.

F. Minimum Size of Fillet and Seal Welds

1. Fillet Welds: Plates 5 mm (3/16 in.) and less in thickness shall have full fillet
welds. Plates more than 5 mm (3/16 in) thick shall have welds of a size not less

than one-third the thickness of the thinner plate at the joint, with minimum of
5 mm (3/16 in.).
2. Seal Welds: Seal welds , when desired, shall be accomplished by the continuous
weld combining the function of sealing and strength, changing section only as the
required strength may necessitate.

G. Minimum Length of Welds

The minimum length of any welds shall be four times the size but not less than 38 mm
(1-1/2 in.), or else the size of the welds shall be considered not to exceeds one-fourth
of its length.

The effective length of a fillet welds shall not included the length of the tapered ends.
A deduction of at least 6.35mm (1/4 in.) shall be made from the overall length as an
allowance for tapered ends.

H. Intermittent Welding

Intermittent welding shall not be used on tank shell plating in contact with tank
contents or on surfaces exposed to external weathering. Intermittent groove welds
shall not be used.

1. Length: The length of any segment of intermittent weld shall not less than four
times the weld size but never less than 38 mm (1-1/2 in.)

2. Seams: All seams that are to have intermittent weld shall have continuous length
of welds at each end for a distance of at least 150 mm (6 in.)

I. Safety in Welding and Cutting

Operations involving welding, cutting, brazing, or allied process shall conform with
ANSI Z49.1 for the protection of welders, welding operation, and nearby personnel

J. Safe Usage of Cutting and Welding Processes

Procedure shall conform with ANSI Z49.2 (NFPA 51B) for the prevention of fire and
properly damage.

4.6 Erection of Steel Reservoir Structure

A. General

The Contactor shall furnish all labor, tools, falsework, scaffolding, and other
equipment necessary and shall erect the tank so that it is completely ready for use.

B. Welds

All welds in the tank and structural attachment shall be made in a manner to ensure
complete fusion with the base metal, within the limits specified for each joint, and in
accordance with the qualified procedure.

C. Preparation of Surface to be Welded

Surfaces to be welded shall be free from loose scale, slag, heavy rust, grease, paint,
and any other foreign materials, except tightly adherent mill scale. A light film of

deoxaluminate or equivalent spatter film compound may be disregarded. Such surfaces
shall be smooth, uniform, and free from fins, seams and other defects that adversely
affect proper welding. A fine film of rust adhering on cut or sheared edge after wire
brushing need not be removed.

D. Tack Welds

Tack welds used in the assembly of joints subject to primary stress from the weight or
pressure of the tank contents shall be thoroughly cleared of all welding slag, but need
not be removed, provided they are visually inspected for soundness (no cracks,
complete fusion, filled craters, and acceptable profiles) and metal.

E. Tank Assembly

All shell, bottom and roof plates subjected to stress to primary by the weight or
pressure of the contained liquid shall be assembled and welded in such a manner that
the proper curvature of the plates in both directions is maintained

1. Clips, jigs, and lugs welded to the shell plates for erection purpose shall be
removed without damaging the plates, any portion of the weld beads remaining
shall be chipped or ground smooth.

2. Bottom plates for elevated tanks: The bottom plates tanks shall be assembled and
welded together by a procedure that will result in minimum of distortion from
weld shrinkage.

3. Tank shell: Foe welding in the welding in the vertical position, the progression of
welding shall be either upward or downward.

The shell plates shall be joined by welding the joints in a sequence that the
Contractor has found to result in the least distortion due to shrinkage of weld and
that will avoid kinks at the longitudinal joints.

F. Matching Plates

1. Lap joints: The plates forming a lap joint shall held in as close contact as possible
during welding and in no case shall the separation be more than 1.6 mm (1/6 in.)
Where separations occurs, the size of the weld shall be increased by the amount of
separation.

2. Butt joints under primary stress: in butt joints subjects to primary stress from
weight or pressure of tanks contents, the adjoining plates shall be aligned
accurately and retained in position during welding, so that in the finish joint, the
centerlines of adjoining plates shall not have an offset from each other at any point
in excess of ten percent (10 %) of the plate thickness ( using the thickness of the
thinner plate if of different thickness) or 1.6 mm (1/6 in.) whichever is smaller.

3. Butt joints under secondary stress: In butt joint subjected to secondary stress, the
adjoining plates shall be aligned accurately and retained in the position during
welding so that in the finished joint, the thinner plate (if one is thinner than the
other) shall not project beyond its adjoining plate by more than twenty (20%) of
the plate thickness ( using thickness of thinner plate if of different thickness) or 3
mm (1/8 in.) whichever is smaller.

4. Cleaning of Welds: The Contractors crew shall remove weld scale or slag,
spatter, burrs, and other sharp or rough projects in a manner that will leave the
surface suitable for the subsequent and painting operation. Weld seams need not
be chipped or ground , provided they may be satisfactory cleaned and painted.

G. Grouting of Column and Riser Bases

After the has been completely erected and trued up a minimum of 25 mm (1 in.)
space between the column and riser bases and the foundation shall be provided for
grouting. The space shall be wetted thoroughly and fitted with a 1:15 cement-sand
grout, which is forced under the base plates until the space is filled completely. The
Contractor shall furnish materials and labor for grouting.

5.0 TRANSMISION AND DISTRIBUTION LINES

5.1 Scope of Work

This item shall consists of furnishing all materials, tools, equipment and fixtures required
as shown on the Plans for the satisfactory performance of the entire piping system,
including installation in accordance with the latest applicable Code and this Specification.

5.2 Material Requirements

All piping materials, fixtures and fitting accessories, whether specifically mentioned or
not but necessary to complete this Item, shall be furnished and installed.

5.2.1 Steel Pipes and Fittings

A. All GI pipe shall be Schedule 40, conforming to specification requirements defined in


ASTM A-120. Fittings shall be in accordance to the specification as indicated in
plans and drawings.

B. All PVC pipes shall be Class 100 with 150psi capacity and 6m length., pNs 65, with
standard quality and specifications, as per Philippines Standard Council.

C. Valves shall be bronze body with threaded ends ratted 150psi. All valves are gate
valves unless otherwise specified. Gate valves shall have solid wedge body and discs
conforming to specification requirements defined in ASTM B-62. Globe valves shall
have plug type discs with ferrule-threaded ends and bronze body.

D. PUMPS AND SANITIZERS

Submersible pump shall be 5 HP, with 3 lps capacity, 3 stages, Phase 1, 240 Volts
and having a discharge connection of 75mm diameter. Filter pumps shall be 2 horse
power with 5 lps capacity and having 38.1mm diameter suction pipe, Goulds brand or
approved equal.

Chlorinator shall have a capacity of not less than 3lps.

5.3 Construction Requirements

The Contractor before any installation work is started shall carefully examine the Plans
and shall investigate actual structural and finishing work condition affecting all this work.
Where actual condition necessitates a re-arrangement of the approved pipe lay-out, the

Contractor shall prepare Plan(s) of the proposed pipe layout for approval by the Project
Manager.

Pipe lay-out shall be in accordance with the designed grade and elevation of the Pipe lines
and it should be properly supervised by the license Master Plumber.

Installation of Pumps shall be supervised by the license Mechanical Engineer.

5.4 Method of Measurement and Basis of Payment

The work done under this Item shall be quantified per length and/or number of units as
provided in the Bill of Quantities, tested and accepted to the satisfaction of the Project
Manager. The accepted quantities measured shall be paid at the contract unit price and
payment shall be full compensation including labor, materials and incidentals necessary
to complete this Item.

6.0 ELECTRICAL WORKS

6.1 Scope of Works

The work under this Division consist of furnishing all labor, materials, equipment, tools
and all services necessary for the complete, and make ready for operation, the Electrical
Power and Lighting System, and other Auxiliary Systems described below and /or
indicated in the electrical plans, all in accordance with the Electrical Plans and Specified
here in the Specifications.

6.2 Works Included

The work shall include the furnishing and installation of the following, each complete and
in proper operating condition, unless otherwise stated in these Specifications:

1. Furnishing and installation of service entrance and all items as per policies, rules and
regulations.
2. Furnishing and installation of Panel boards at location indicated in the plan.
3. Furnishing and installation of feeder and branch circuit conductors with necessary
conduits and fittings.
4. Furnishing and installation of all types of utilization devices, outlets and wall
switches.
5. Furnishing and installation of conduit rough-in, service entrance ducts, terminal
cabinets, boxes and outlets.
6. Furnishing and installation of all lighting fixtures, both for interior and exterior.
7. Furnishing and installation of all other items as stated or specified and shown
elsewhere in these specifications and plans.

6.3 Codes, Regulations and Standards

The installation of the equipment shall conform to good engineering practice and in
particular, comply with the requirements laid down in the following documents, or its
equivalent, which are mandatory and modified only by specific agreement.

In addition to the requirements of the codes and specifications referred to above, local
regulations and suppliers specifications, if any, shall be followed.

6.4 Drawings and Specifications

The Drawings and Specifications are meant to be complementary to each other and what is
called for by one shall be called for by both.

Any apparent conflict between the Drawings and Specifications and any controversial or
unclear points in either shall be referred to the Electrical Engineer in Charge for final
decision. On one copy of the plans, keep records showing all deviations occurring during
construction. At the completion of the work, said copy of the plans shall be submitted to
the LGU for its copy and file.

Upon completion of work as described herein the Contractor shall furnish the Owner, at
his own expense, Four (4) copies of the AS BUILT plans for future reference and
maintenance purposes.

6.5 Correction of Work

The Electrical Contractor shall coordinate with the General Contractor and the
LGU/Owner to determine how and where his work fits with that of other crafts, after
familiarizing himself with the plans and specifications. This shall be done at the beginning
of construction. Should there be any existing doubt at any point, a ruling shall be secured
from the LGU/Owner and shall be given time to inspect the work covering this point and
to prepare a detail in the form of Drawings and written instructions as required.

6.6 Permits and Inspection

The contractor shall obtain, at his own expense, all the necessary permits and Certificate
of Electrical Inspection from the proper government authorities required both for the
performance of his work involved and the operation of the system upon completion of
work.

The Contractor shall, at his own expense, reproduce the electrical plans for his work to
the necessary scale and complete them with the necessary information and requirements
as required by the Government approving authorities concerned in issuing permits and
Certificate of Electrical Inspection.

6.7 Examination of Premises

Prospective bidder is required to examine the Architectural, Structural, Mechanical and


Electrical Plans of the Project, to visit the site and carefully take note all the conditions
thereat and to have informed himself thoroughly under which the electrical work is to be
done. No allowance shall subsequently be made in his behalf because of any error on his
part. He will be deemed to have done this before submitting his proposal and no
subsequent claim on the ground of inadequate or inaccurate information will be
entertained.

6.8 Lay-out of Works

Electrical System lay-out indicated on the drawings is generally diagrammatic and


locations of outlets, devices, apparatus, and equipment are approximate.

The exact routing of conduits, locations of outlets, devices, apparatus and equipment shall
be governed by structural and architectural conditions and limitations.

Consult the LGU/Owner for exact locations. This is not to be construed to permit re-
designing of system; all outlets are to be inter-connected as indicated in the drawings.

Locate and install equipment requiring maintenance where it will be readily accessible.
Any equipment located without the approval of the LGU or Owner shall be done at the
risk of the Contractor.

The Owner reserves the right to make any reasonable changes in locations of outlets and
equipment prior to roughing-in, without involving additional expense.

The Contractor shall be held responsible and pay charges for cutting and patching for
piping where sleeves or slots were not installed or where incorrectly located.

6.9 Materials and Workmanship

All materials to be installed shall be unused, brand new and shall conform with the
applicable standards.

Only skilled workmen using proper tools and equipment shall be employed during the
entire course of installation work. All workmanship shall be of the best quality and all
work shall be done in accordance with the best practices of the trade involved.

The same job foremen shall be assigned and maintained at the job site during the entire
course of the job.

6.10 Entrance Services Connections

The Electrical Contractor shall furnish and install the 480/240-volts, 2-phase, 2-wire
service entrance connection for the Pump House building. The service entrance conductors
shall be thermoplastic and sizes are indicated on the plan and electrical riser diagram.
6.11 Panel Boards

The contractor shall furnish and install as indicated in the Drawings the necessary panel
boards and circuit breakers.

Circuit breakers shall be molded case with trip mechanism with ratings and number of
poles as indicated in the drawings. It shall be standard factory products of reputable
electrical manufacturer.

All panel boards shall be set plumb and symmetrical with surrounding objects. Panel
boards shall be installed in a perfectly fit cabinet of appropriate size provided with a stop-
in-door trim and good quality locks.

6.12 Conduit Works

Rigid steel conduit (RSC) is required for Obstruction lighting and for main feeder wires.
RSC pipe shall be zinc coated galvanized rigid steel conduit pipes. Conduit runs shall be

concealed in drop ceiling and/or embedded in concrete structures where concealment is
not possible. No conduit of less than 15 mm nominal diameter shall be installed for this
project.

Conduit shall enter knockouts of conduit boxes and cabinets squarely. Locknuts and
bushing shall be used at termination of conduit in outlet boxes, pull boxes and panel
board.

Bonds and offsets shall be avoided where possible but where necessary they shall be made
with approved hickory or conduit bending apparatus. The use of pipe tool or vise for
bending shall not be permitted. Conduits which have been deformed or crushed in any
manner shall not be installed. The contractor shall plug with lead or closed with approved
pipe caps to ends of all conduits which are to be left empty within the conduit boxes so as
to prevent the entrance of white ants and dirt within the conduit systems. This lead shall be
so placed that it can be easily removed when so desired and at the same time serve the
purpose of which it is intended. Full wires shall be inserted in the empty ducts before they
are closed with lead and caps and shall be left therein for future use.

6.13 Wiring Methods

Wiring for all system shall be RSC conduits using type THHN conductors unless
indicated in the plan.

Minimum sizes of conduits to be used shall be 20mm diameter. Size larger than 20 mm
diameter shall be indicated in the drawing. Smallest size of conductor to be used shall be
no. 3.50mm. dia. type THHN unless otherwise indicated in the plans. Circuit homeruns
for lighting shall be no. 3.5mm2 and no. 3.5 mm2 for power or otherwise indicated on the
plan.

All splices, tape and junctions for all system using conductors shall be accomplished by
using electrical friction or rubber tapes to provide proper insulation and protection for 600
volts.

6.14 Feeder and Feeder Ducts

Feeders shall be laid out in accordance with one-line diagram shown in the Drawings.

Unless otherwise specified in the specifications or shown in the Drawings type THHN
wire shall be used for feeder runs. The wires and conduits shown in the Drawings shall be
the minimum sizes to be used.

6.15 Outlets and Switches and Other Devices Boxes

All boxes shall be galvanized enameled coated or zinc coated and approved products of
reputable manufacturers. All ceiling outlet boxes intended for lighting outlets shall be of
100mm octagonal box. All junction boxes, pull boxes, and blank boxes shall be fitted with
standard flat metal box cover. All boxes including junction and pull boxes shall be of
sufficient size to provide free space for all conductors enclosed in the box in addition to
the fitting such as switch mechanism and receptacles that may be contained in the box.

6.16 Wall Switches and Receptacle

Suitable single-pole and three-gang switches of flush tumbler type, and receptacles with
proper bakelite cover plates shall be furnished and installed as indicated in the Drawings.

Wall switches intended to control lights on the 240-volt system shall be rated 10 amp., 250
VAC. HD receptacles shall be 30A, 2-pole, 250 VAC.

6.17 Motor Outlets


All motor outlets that will be used in connection with concealed and embedded conduit
wiring shall be of flush type, and shall be standard factory products of a reputable
electrical manufacturer, unless otherwise specified or revised. It shall be installed
complete with all the necessary accessories and shall be rated as shown and indicated on
the plans, the minimum ratings to be used shall be not less than 10 amp. 220 volts.

6.18 Grounding Installation

The Contractor shall furnish and install all ground cables, connections, ground rods and all
other materials required to provide a permanent and effective grounding system for the
complete project. Grounding, in general shall conform with the provisions of the National
Electrical Code and as recommended by the equipment manufacturer.

All enclosures for electrical regardless of voltage, shall be grounded, including metal
frames of switchboard, motors, generators, and steel poles. Each shall be grounded in a
separate grounding system.

6.19 Generator (Optional)

The generator shall be Cummins or approved equal, Brand New, 35 KVA, standby duty,
three phase, 4w, 60Hz, 1800 RPM, 480/240V, and shall have two bearings of the sleeve
type and shall be direct connected to the engine flywheel with a flexible coupling. The
generator shall have full armature winding. The transient voltage drop on sudden
application of 100% rated load shall be less than 15%.

Voltage Regulator shall be of the same manufacturer as generator, with manual switch.

Generator shall be open drift-proof construction with an over all efficient of at least 90%
at full load.

The generator shall have full rated neutral brought out at the terminals for system use.

Conduits and Fittings

Conduits in general shall be Rigid steel conduit (RSC). No Conduits shall be used in any
system smaller than 15mm internal diameter electric trade size, nor shall have more than
four (4) 90 degrees bends in any one run and where necessary, pull boxes shall be
provided as directed.

No wire shall be pulled into any conduits until the conduit system is completed in all
details, in the case of concealed work until all rough plastering machinery has been
completed, and in the exposed work until the conduit work has completed in every detail.

Wires and Cables

All wire shall be copper; soft drawn and annealed shall be of 98% conductivity, shall be
smooth and true of cylindrical form and vibration shall be within 1% of the actual size.

All wires and cables shall comply with the requirements of UL as they apply to the
particular usage.

All wires and cables shall be as manufactured by Phelps Dodge, American Wires and
Cables, or approved equal.

THHN/THWN can be used for the same size of wires provided the allowable current do
not exceed that of All wires 8 mm and larger shall be stranded copper.

For power system, no wire smaller than 3.5 mm 2 shall be used except for control leads
unless otherwise specified.

Installation

Installation shall conform to the requirement of the Code.

Testing

The generator set shall receive the manufacturers factory load testing prior to delivery.

Prior to acceptance of the installation, all delivered equipment shall be tested on site for 8
hrs. continuous operation without any failure to show it is free of any defects, will easily
start and be subjected to full load test or that load that is available at the job site. Should
failure occur during the testing, the Contractor shall rectify the deficiencies and shall
repeat testing procedure at his own expense and to the satisfaction of the Owner.

On completion, of the installation, a factory trained supplier or dealers representative


shall perform start-up based on operating instructions book.

6.20 Pole

Unless otherwise revised, the following specification shall govern:

a. Pole (35), Wood, 3-1/2 with Cross arm, 3-1/2" x 4-1/2" x 8' ACSR Conductor and
other Pole Line hard wares to complete the works.

Pole shall be exclusively sourced from Electric Company of the Region to ensure its good
quality and acceptability.

6.21 Transformer

Unless otherwise revised, the following specification shall govern:

a. A 10 KVA Transformer, OISC, 7620 / 13200V / 480 / 240V, Double bushing, Fuse
cut-out, Arrester and other accessories to complete the work, brand new, Wescor,
Philec or approved equal (with computerized factory test results, Warranty from
manufacturer) shall be supplied and installed;

b. KWH Meter, Class 10, 3dia., 4Wire, 240V, with electronic demand register,
Instrument Rated w/ Current Transformer and Cabinet, GE or approved equal, shall
be used.

6.22 Energization

Energization shall be solely done by the competent staff of Electric Company of the
Region.

7.0 SERVICE CONNECTIONS

7.1 DESCRIPTION

Work associated with a service connection consists of but is not necessarily limited to
excavation, connecting to the pipe, installation of pipes and fittings, backfill and surface
restoration. Other related work is covered in other sections of these Specifications.

7.2 MEASUREMENT AND PAYMENT

7.3.1 Measurement

Service connection shall be measured by number in place, installed and accepted.

7.3.2 Payment

The unit bid price for service connections of the types specified and shown on
the drawings and described in the Bill of Quantities, shall constitute full payment
for the supply of all materials, labor, equipment and incidentals necessary to
complete the item. Such payment shall include for excavation, connecting to the
sewers (if applicable), installation of pipes and fittings, backfill and testing, all in
accordance with these Specifications.

8. MISCELLANEOUS

Generally incase of replacement in materials, the specification should not be lesser than the materials
specified in the plan and hereto as stated above should be followed as preliminary guide or an
investigation on the designed should be done showing that the materials used are the same safe.
Any changes in plan, the contractor should always consult the Municipal Engineer Jonas O. Berto
or consult any expert in the Detailed Engineering Design (DED).
