RESOLUTION NO. 03 SERIES OF 2017

A RESOLUTION RESPECTFULLY REQUESTING THE HONORABLE

CONGRESSMAN BEN P. EVARDONE TO ALLOCATE FUNDS AS FINANCIAL
ASSISTANCE FOR THE CONSTRUCTION OF A COMMUNITY LEARNING CENTER
(CLC) IN THE MUNICIPALITY OF GUIUAN, EASTERN SAMAR.

WHEREAS, The Alternative Learning System service providers in the Municipality of

Guiuan aim at providing quality and excellent basic education to out-of-school youth (OSY),
out-of-school adults (OSA) and out-of-school children (OSC) who are marginalized learners
incapable of benefiting the services of formal education programs.

WHEREAS, in our march towards this end, one of the constraints that beset us is the
absence of an ALS Community Learning Center (CLC) where we can safely keep our
learning modules, documents and other educational materials needed in keeping track the
progress and development of our learners;

WHEREAS, CLC, also called Punlaan ng Karunungan Sa Kumunidad will also serve
as the learning hub of the town, a center for skills development and a community facility for
local events which will surely boost the confidence and optimism of our ALS target learners thus
motivate them to access non-formal education as well as actively participate in the affairs of the
locality;

WHEREAS, Administrative Order No. 116 mandates all concerned government

agencies and local government units to support the ALS A&E System that provides an
alternative means of certification of learning to those Filipinos aged 15 years and above who are
unable to avail of the formal School System or have dropped out of formal elementary and
secondary education;

WHEREAS, as public servants, we believe the time-honored doctrine that education is

life, inalienable and a right that must be enjoyed by all, thus, it is an immense and rare privilege
to rekindle the hope of these underserved people who were forced to stop schooling because of
economic constraint by helping us implement this alternative mode of learning through the
putting up of this Community Learning Center (CLC) in our town;

NOW THEREFORE, on motion of all the ALS implementers in the Municipality of

Guiuan;

BE IT RESOLVED, As it is Hereby Resolved, to Respectfully Request the Honorable

Congressman Ben P. Evardone to allocate funds as financial assistance for the construction of a
Community Learning Center (CLC) in the Municipality of Guiuan, Eastern Samar.
