ABSTRACT
Background: This time Indonesian was confronted with problems related to drinking
water, hygiene and sanitation still very large. The result of study Indonesian
Sanitation Sector Development Program (ISSDP) showed 47% people still behave
defecation to river, fields, pools, gardens and open spaces.
cause to poor sanitation Indonesian suffered a loss Rp.58 Trillion. This is equivalent
to Rp. 265,000/person/day. As result, the incidence of diarrhea 121 100 events and
resulted more than 50,000 deaths annually. Nationally high incidence of diarrhea in
Indonesian in 2006 amounted to 423/housand of the population in all ages and 16
provinces suffered extraordinary events (KLB) diarrhea with a Case Fatality Rate
(CFR) 2,52.The purpose of this study was to evaluate the activity stop defecation free
on Sanitation Total Based Community program (STBM) first pillar in 2015 and
identifying factors cause of not achieving the target implementation of these
activities.
Method: The design used in this study was kind of exploratory qualitative research
with summative design namely evaluation was conducted at the end of the year
activities. Research conducted interview with a purposive method, observation and
study of the document. The research of the location conducted in work area UPT
Puskesmas Kempas Jaya District Indragiri Hilir, Riau. Secondary data was obtained
directly on health profile UPT Puskesmas Kempas Jaya and public health office
district indragiri hilir.
Result: The result of achievement program, the Executive program has implemen
triggering on12 villages but there is not village reached a state of Open Defecation
Free (ODF) from the target activities, namely 2 villages/year should be ODF. From
the target of 67% of households access to healthy toilet at the end of 2016, UPT
Puskesmas Kempas Jaya only reached 54%.
Conclusion: The conclusion of this study was to achievement accessible toilet on the
activities stop open defecation STBM pilar 1 in work area UPT Puskesmas Kempas
Jaya has not full the target and there is no village ODF. The cause factor in not
achieving the target program included the lack of public participation and stakeholder
support, funding has not been sufficient activity and the physical environment is less
supportive.
