Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

The K to 12 Program covers Kindergarten and 12 years of basic education (six years of

primary education, four years of Junior High School, and two years of Senior High School

(SHS) to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and

prepare graduates for tertiary education, middle-level skills development, employment, and

entrepreneurship.

Senior high school (SHS) refers to Grades 11 and 12, the last two years of the K-12

program that DepEd has been implementing since 2012. Students begin to study in SHS the

subjects that will introduce them to their preferred career path.

High school in the old system consisted of First Year to Fourth Year. What corresponds to

those four years today are Grades 7 to 10, also known as junior high school (JHS). Students

cannot be forced to spend two more years in school, but if they stop at Grade 10, they will only

receive a JHS certificate, not a high school diploma.

Students who belong to the K-12 generation but do not complete Grade 12 will be disadvantaged

in that they will not be accepted into a college degree or technical-vocational certificate program

without a SHS diploma. The DepEd allowed private

2

That prior K-12 implementation, already had seven years of elementary plus four years of

high school (not to mention Kinder and pre-Kinder) to go through a transition program so

their students who were in Fourth Year and supposed to graduate from high school at the

end of SY 2015-16 could go on to college.

This was possible because those students had gone through more than 10 years of

basic education. The schools had either Grade 7 or an international K-12 program, such

as an International Baccalaureate (IB) program. The DepEd evaluated their curriculum

via the K-12 curriculum.

Theoretical Framework

Mica R. Endsley (1995) This paper presents a theoretical model of situation

awareness based on its role in dynamic human decision making in a variety of domains.

Situation awareness is presented as a predominant concern in system operation, based on

a descriptive view of decision making. The relationship between situation awareness and

numerous individual and environmental factors is explored. Among these factors,

attention and working memory are presented as critical factors limiting operators from

acquiring and interpreting information from the environment to form situation awareness,

and mental models and goal-directed behaviour are hypothesized as important

mechanisms for overcoming these limits. The impact of design features, workload, stress,
2

system complexity, and automation on operator situation awareness is addressed, and a

taxonomy of errors in situation awareness is introduced, based on the model presented.

3

The model is used to generate design implications for enhancing operator situation

awareness and future directions for situation awareness research.

Statement of the Problem

This study focuses on the awareness of Grade 10 students in choosing their strand.

The result will assess the Grade 10 students on what strand they are going to choose, as

compliance in K-12.

Specifically this study aims to answer the following questions:

1. What is the students profile of the Grade 10 students in terms of:

A. Gender
B. Age
2. Identify the factors that may influence to Grade 10 students in choosing their

strand.
5

3. What is the implication of this study to the Grade 10 students in choosing their

strand.

Significance of the Study

The result of this study would give benefits to the following

Students. To give a new perspective to the students on what is K-12 about particularly on

what strand it offers that is appropriate or suits to their skills for the future Senior high.

Community/School.It helps the school to improve what strands they may provide for the

upcoming senior high school students and to improve their skills and to help them to get a

job that is appropriate to their knowledge and skills.

Division. It helps the Deped of calamba city to provide tools and technologies/equipments

to every school in order for the students to be aware what course is appropriate for them.

Current Researcher. It would serve as relative information for the other current

researchers who are responsible on informing Grade 10 students about choosing the

appropriate strand for them.

Future Researcher. It will give basis on awareness of Grade 10 students as compliance

in K-12

Review of Related Literature

Local Studies

This chapter takes into justification related literature and studies that are

considered essential and relevant in attaining an in-depth discussion of the research

problem being investigated. The research is designed to evaluate the emotional feelings

of the students weather they are experiencing despair or belongingness. The feeling of

belongingness represents an active internal experience of a strong psychological

connection according to Brown SD et al. (1988) and Mallinckrodt B et al (.2005).

According to Jesus Mateo, in an ideal world, the distribution of 1.5 million

students to 11,029 senior high schools translates to 136 students per school but in reality,

that's not the case even if every city and municipality has at least one senior high school,

Mateo stated the population in one area still varies from another. BenjieValbuena, the

national chair of the Alliance of Concerned Teachers-Philippines (ACT-Philippines),

stated that a poor student could reconsider going to senior high school because of the

limited offerings in DepEd-run schools near them. He stated that some students from

public schools, especially those in urban poor areas, they can't decide on a track. They're

hesitant to commit because of their economic status, and arrangements for the voucher

system are not yet clear. Transferring to a new institution can be essential or a change and

it doesnt necessarily mean that the experience or process is easy. Titus (2007) discusses
9

the concerns regarding differences in schools with respect to scheduling, classes,

school calendars, grading systems, class ranks, and curriculum. The transition is never

seamless.

"Providing Information about K-12 Program for the Awareness of Grade 10

student." To facilitate the transition from the existing 10 year basic education to 12 years,

DEPED is also implementing the SHS and SHS modeling. The K to 12 curriculum is

standard and competency- based. It is inclusive and built around the needs of the learners

and the community. The k to 12 Program was carefully studied and designed based on

reseach from other countries and our own local successes and failures in education. The

curriculum is availabe on DEPED website. It is the first time in history that the entire

curriculum is digitized and made accessible to the public. According to our research,

despite of the information above, 7 out of 10 students is not aware for what track they

will take in Senior High School (SHS). Some of their reason is due to different problems

like Financial, psychological and social. - Melanie P. Estacio September 2, 2015

KawaningGobyerno, the Philippine Constitution and all the laws that govern our

actions. The Department of Education (Deped) in its desire to successfully implement

the Senior High School (SHS) Program, the last mile of the education reform, the K to 12

Enhanced Basic Education Program (EBEP) has issued DepED Order No. 41, s. 2015

that mandated the field offices and schools to roll out a Career Guidance Program (CGP)

for the incoming Senior High School students.

The move aims to guide the Grade 10 students on their career path in time for the

National Early Registration for Grade 10 completers on October 19-23, 2015.

Education Secretary Bro. Armin A. Luistro FSC said the CGP will assist Grade 10

students make informed choices regarding their preferred SHS track so that they will be

aware of the importance of choosing a track that suits their interest while at the same time

matches the available resources as well as job opportunities that await them.

The Grade 10 students will choose from the four major tracks in the SHS Program

namely Academic, Technical-Vocational Livelihood, Sports, and Arts and Design and the

schools that offered them in a particular locality. In Davao Region, the students will

choose a track and strand particularly for academic and TVL and school whether public,

private, higher education institute/state college/local college or SHS only private

institution.

As discussed during the orientation made by Deped Regional Office and as specified

in Department Order 41 series of 2015, one of the activities of the CGP is the discussion

of the Career Guidance Manual containing three modules to be conducted by the class

adviser during their Homeroom Guidance class.

11

The following are the modules to be discussed: Module 1 Embarking on a Journey

of Self-Discovery is about the learners discovery of who they are in terms of likes,

values, skills, and interests. Module 2 Examining the Destinations informs the learner

of the possible resources they may use in realizing their dreams through the different SHS

tracks. Module 3 Charting Your Own Course focuses on improving the decision-

making skills of the learner and integrates his/her self-awareness in choosing the SHS

track that suits him/her.

Further, the activities under CGP lead the schools in the Career Guidance Week set on

October 12 to 16, 2015 wherein schools are directed to intensify the awareness campaign

through career fairs and orientation seminars on the SHS program. The parents will also

have a chance to be given further information about the SHS program through the Parent

Teacher Conference to be held on October 17, 2015.

Lastly, as specified in the Deped Order, the career guidance is also open to the passers

of the Philippine Educational Placement Test (PEPT) and the Accreditation &

Equivalency (A&E) Test of the Alternative Learning System (ALS) for the junior high

school level.

September 16, 2015 The Department of Education (DepEd) has rolled out a Career

Guidance Program (CGP) for incoming Senior High School (SHS) students to guide them

on their career path in time for the National Early Registration for Grade 10 completers in

October.

Education Secretary Br. Armin A. Luistro FSC said the CGP will assist Grade 10

students make informed choices regarding their preferred SHS track. We want our
12

students to be aware of the importance of choosing a track that suits their interest while at

the same time matches the available resources as well as job opportunities that await

them, he added.

The four major tracks in the SHS Program are Academic, Technical-Vocational

Livelihood, Sports, and Arts and Design.

As specified in Department Order 41 series of 2015, one of the activities of the

CGP is the discussion of the Career Guidance Manual containing three modules to be

conducted by the class adviser during their Homeroom Guidance class.

Module 1 Embarking on a Journey of Self-Discovery is about the learners

discovery of who they are in terms of likes, values, skills, and interests. Module 2

Examining the Destinations informs the learner of the possible resources they may use

in realizing their dreams through the different SHS tracks. Module 3 Charting Your Own

Course focuses on improving the decision-making skills of the learner and integrates

his/her self-awareness in choosing the SHS track that suits him/her.

The activities under CGP will culminate in the Career Guidance Week set on

October 12 to 16, 2015 during which schools are directed to intensify the awareness

campaign through career fairs and orientation seminars on the SHS program. DepEd will

also discuss with the parents the SHS program through the Parent Teacher Conference

scheduled on October 17, 2015.

13

Upon culmination of the CGP, the National Early Registration Day will be

conducted on October 19 to 23, 2015 to ensure that SHS students are enrolled when the

SHS is implemented starting school year 2016-2017.

Luistro explained that the DepEd Division Offices will also conduct a division-

wide career guidance activities to cater to Grade 10 students enrolled in private schools

and to high school graduates prior to the full implementation of the of K to 12 Program.

Respect for family is one of the most influential factors that impact Filipino

students career decision. It is concurred that Out of respect and loyalty, it may not be

appropriate to express personal desires; rather, one may alter ones interests to maintain

harmony. As a sign of respect, Filipino children want to do well for the sake of the

family, follow parents advice about choosing a job or major in college and lastly, make

sacrifices for the family [12]. For practicality reasons, it is also reported that parents

usually encourage careers that will not cost much money, but at the same time, are stable

sources of income. Careers in nursing, accounting, and engineering are highly popular for

Filipino families [8]. These writings discuss that the family decides in what college

course students should take is also associated with the financial status of the family

(December 12, 2012)

This study was conducted to determine what Senior High School (SHS) track and

strands Adventist University of the Philippines (AUP) should offer starting school year

2016-2017 based on the career choices of 160 AUP Academy grades 7 to 9 students.
14

DepEd mandates four tracks in SHS under the K+12 program, namely: Academic,

Sports, Arts and Design, and Technical-Vocational (Tech-Voc)- Livelihood tracks. For

each track, specialization strands are offered. Descriptive statistics were used. Variables

on profile, awareness of track offering and interpersonal, intrinsic and extrinsic

motivation were assessed. Results showed that 98% of the respondents would proceed to

SHS. A total of 49% would pursue courses under the academic track while 13% would

take sports, 8% will take the arts and design track, while 3% will take the track on

technical-vocational and livelihood. A total of 95% were planning to still enroll in AUP

for collegiate degrees. The researchers recommend that AUP prepare and enhance

facilities for the academic track, particularly in the sciences, engineering, and business

strands. It should also prepare programs and facilities in sports and arts, but also device

strategies to make other strands attractive. Likewise, AUP should maintain its Adventist

Christian standards, while parents continue to support their childrens career choices.

Book (International)

According to Alexandera et al. (2011), when referring to the future, students may

self-motivate themselves to achieve their goals including their personal standards. Many

researchers have identified that the choice of accounting also influence by students

interest (Odia and Ogiedu, 2013). Students can motivate in the subject when they know

the ability for study

Pecjak and Kosir (2007) examine that there is differences between personality and

motivational factors in the kind of career decision making process. The study documented

that lack of motivation from students may give difficulties for students to
15

make choices. Due on that reason, some students believe accounting to be too number

oriented and not interesting anymore (Odia and Ogiedu, 2013). Thus the possibility for

students to further in this career choice may be low. On the other hand, the fact shows

that a very powerful motivation may come from family members. Anguelova concludes

that parents give major influences for students in order to make career choices. Therefore,

contradict results appeared and show positive sign that this career are good to be

employed.

JUNE 1ST, 2016 | Allison Rizzolo A GROWING AWARENESS OF THE NEED

FOR TEACHER AND COMMUNITY ENGAGEMENT IN K-12 REFORM Rather than

looking to teachers as partners in decision making, many education leaders seek buy-in

for decisions made by non-teachers. In a recent letter from their CEO, the Bill & Melinda

Gates Foundation made a bold pronouncement: throughout their K-12 efforts, they

admitted to paying too little attention to both teacher and community engagement, a

stumble they seem prepared to adjust in the future: Deep and deliberate engagement is

essential to success. Rigorous standards and high expectations are meaningless if teachers

arent equipped to help students meet them. We missed an early opportunity to

sufficiently engage educators particularly teachers but also parents and communities

so that the benefits of the standards could take flight from the beginning. This has been a

challenging lesson for us to absorb, but we take it to heart. The Foundation has certainly

never disregarded teachers. In fact, they have funded a number of organizations dedicated
16

to helping teachers have a voice in policies and practices at the school, district, state and

federal level. This includes, full disclosure, Public Agenda. The Gates Foundation funded

a survey we conducted with the American Institutes for Research regarding teacher

attitudes toward reform proposals affecting their profession. This study led to the

development ofEveryone at the Table, a set of materials designed to help teachers have a

more meaningful voice in education reform. Still, the Foundation acknowledges past

missteps and commits to setting a new course. Many leaders fall into a trap when it

comes to engaging populations like educators populations often ignored during but

greatly affected by the decision-making process. Rather than looking to teachers as

partners in decision making, they seek buy-in for decisions made by non-teachers.
