Abstract
This article investigates bodies of knowledge on concepts of people
participation in local government administration. The aims of the article are 1)
to understand the meaning of local governance; 2) to understand the emergent
contexts of people participation in local government administration; and 3) to
review the concept of people participation in local government administration.
Governance is actually the concept having the common aim to
improve the governing. In the twenty - first century, the using of governance
concept have been well known widely and interpreted in many ways. It had
emerged from World Bank in 1989 in its attempt to resolve the economic crisis in some
developing countries. Since then, the governance concept has widely in fluenced
on directions of administration in every level, including local level in particular.
According to the concept, the governing process in local governance is taken
part by diverse actors of stakeholders in response to their social needs.

In globalization context, the promotion of democratization and


decentralization have affected on the increasing opportunities for
citizens in participating in local decision-making process and implementation.
The concept of people participation has been widely used in the discourses
of democratic governance that is related to political and administrative
participation in local government administration.
