What is the SIOP Model?
The Sheltered Instruction Observation Protocol
consists of explicit instructional strategies to
effectively teach English language learners.

Sheltered Instruction incorporates academic

language objectives into daily lesson plans and
makes content meaningful for English language
learners.
Why Use the SIOP Model?
As the number of English language learners
(ELLs) in their classes increase, teachers are
looking for effective instructional practices.
The SIOP Model has been shown to be a
reliable and valid measure of effective
instruction.
Research has shown that ELLs improved
their academic skills when their teachers
implement the SIOP Model.
How is CMS implementing SIOP?

Continuing to Build a Quality Program

There is no equality of
treatment merely by providing
students with the same facilities,
textbooks, teachers, and
curriculum; for students who do
not understand English are
effectively foreclosed from any
meaningful education.
Lau v. Nichols, 1974
Program Challenges:
We seek your support
In establishing a network of High School
Newcomer/Orientation Centers so that all
SIFE students have access to these services
Inmaintaining an effective ESL
student/teacher ratio that is responsive to
the rate of ESL student growth
In providing district-wide staff
development in SIOP
