Terms of Reference for Commuter Survey


JABODETABEK Urban Transport Policy Integration Project
in the Republic of Indonesia

1. INTRODUCTION

The JICA Study Team is conducting JABODETABEK Urban Transport Policy Integration
Project in the Republic of Indonesia (hereinafter referred to as the Project) in close
cooperation with Coordinating Ministry of Economic Affairs, the Government of Indonesia.
Origin - destination trip information are required to understand the current pattern of trip
demand of the residents. The data will be utilized as a basis of the transportation demand
model building as well. The data will be included as a part of urban transportation database
and demand forecast will be conducted based on the updated database. The SITRAMP
urban transportation master plan will be revised with these updated transportation
information.

The commuter survey, accordingly, will be conducted by sub-contract to local consultant


firm (referred to as the Local Consultant). This Terms of Reference, therefore, has been
prepared for the Commuter Survey.
As illustrated in Figure 1, the study area comprises DKI Jakarta, Kota Bogor, Kabupaten
Bogor, Kota Tangerang, Kota Tangerang Selatan, Kabupaten Tangerang, Kota Bekasi and
Kabupaten Bekasi.

2. SCOPE OF WORKS

(1) Objective
This survey will be conducted to understand the characteristics of commuting trips (e.g.
destination, mode, travel time, cost etc.) of workers and students in the household as well as
to collect the socio-economic information of the household and household members in the
study area.

(2) Study Area


The Commuter survey will cover households in DKI Jakarta, Kota Bogor, Kabupaten Bogor,
Kota Tangerang, Kota Tangerang Selatan, Kabupaten Tangerang, Kota Bekasi and
Kabupaten Bekasi. Total population in the region amounts to 24 million persons.
(3) Survey Method
1) Sampling

The sampling ratio is set up at 3 percent within the above-mentioned study area with
population of approximately 24 million in total. Under estimation based on the
collected socio-economic data, the average household size in the study area is some
4.0 persons per household, thus the number of households in the region is estimated at
6 million households. The number of sample households, therefore, will be
approximately 180,000 households. (* This figure is quoted only as a rough indication.)
2) Survey Form
The Study Team will provide the survey form in English. The Local Consultant is
encouraged to discuss the contents of survey forms and it is his duty to translate the
survey forms into Bahasa Indonesia. The survey form includes the following items:

For Households
Survey Zone Code
Household size
Household Monthly Income
Vehicle ownership etc.
For Commuters
Address of Work/school place
Travel departure time
Mode of transport
Transfer point location for public mode of transport
Frequency
Travel time and cost
Occupation
Gender
Age etc.
* The detailed survey methods and form will be finalized after discussion with the nominated local.

(4) Work Items


- Recruiting and training of survey team
Prior to the survey execution, manuals of survey instructions in English and
Bahasa Indonesia should be prepared and submitted by the Local Consultant
based on the instructions provided by the Study Team. Then, the Local
Consultant should execute the effectual trainings to supervisors and surveyors.
- Permission and ID Cards
The Study Team shall prepare official permissions and ID cards for the surveyors
before survey execution time. The surveyors should bring their ID cards when
they visit the sampled household.
- Sampling
The Local Consultant shall organize a sampling team, which consists of one
supervisor and some surveyors. In order to obtain the household data, the
sampling team shall visit Kelurahan/Desa offices, and undertake the sampling
work in the office. This work shall be conducted again and again by the
following steps with the registration card.
1) extract the registration card at decided intervals
2) transcribe information in the selected registration card to the sampling
form
3) return the selected card to the holder
Necessary information from the registration card is enumerated below.
- Address of Household
- RW/RT code
- Name of head of household
- Name, sex, and age of household members.
The sampling work shall be done aiming at 5% including a reserve sample of 2%.
- Management of the Survey
The schedule management has a strict importance since the survey period is very
short. The Study Team will check the schedule management system of the Local
Consultant. The Local Consultant will directly manage the field survey, its
quality and results. The Local Consultant will report the progress of the survey
to the Study Team every week.
The supervisors will check the survey activities every day and will double-check
facts regarding the visit as well as content of the survey form by telephoning or
revisiting the sampled household and will regularly inspect the content of the
survey forms.
- Field survey by surveyors
The survey will be conducted through visiting every selected household by
surveyors. Surveyors will visit the household, and fill out the survey form by
interviewing the household owners face-to-face.
The Local Consultant must supervise the survey activities. The data of the

survey will be obtained through the face-to-face interview with persons instead of
delivery/collection method.
The Local Consultant has to complete the field survey by the middle of March.
(5) Data Processing
Collected survey forms are verified by coders and editors. If necessary, the forms are
returned to the survey team and the surveyors visit the household again to collect appropriate
answers. Finalized survey forms are typed into a computer-based database.
The Local Consultant has to execute data validation on the entered data. Data processing
work including data cleaning should be completed by the end of July.
(6) Outputs
At the completion of the survey, the following materials should be submitted to the Study
Team.
- Survey report (including some preliminary analysis and any problems encountered)
- Results of processing of data and others
- Computer files of survey data
- Original survey forms that is collected by the surveyors

3. REPORTING
1) The Local Consultant should submit three (3) copies of the Final Report for the
survey and the original survey data.
2) The report size should be A4 and should be written in English.
3) The format of the database should be in MS Excel (xls) or MS Access (dbf)
format.
4) The Local Consultant should take pictures of survey situations and include them
into the final report.

4. SCHEDULE
The surveys are scheduled to commence in the beginning of January 2010 and to be
completed by the middle of March 2010. The data processing shall be completed by the end
of July 2010.

5. DUTY OF THE LOCAL CONSULTANT


The Local Consultant should not disclose any information, which will be obtained during
this survey without the permission of the Study Team in writing, both during the survey and
after the termination of the Agreement on the survey.
