undertaking survey of villages for electrification under the Remote Village
Electrification Program.

Details

Brief Background:

A remote village is a census village where provision of power through extension of

the conventional grid is either not feasible or not cost effective. All such villages as
well as similarly situated un-electrified hamlets of electrified census villages are
also covered under this program. Such villages and hamlets have already been
identified through appropriate State agencies.

Detailed survey of such identified villages is needed in order understand the geo-
demographical features of the villages, type of social structure etc as well as to
decide on the mode of electrification and capacity of the renewable energy
systems to be proposed so as to prepare the Detailed Project Report for the given
village/ hamlet. Thus it is imperative that the accuracy of the survey will reflect on
the correctness and accuracy of the DPR basing on which the projects will be
sanctioned by MNRE, Government of India.

Survey Schedules:

Keeping in view the requirements, two survey schedules namely the village
schedule and the household schedule have been prepared (copies enclosed) which
are required to be filled up carefully.

Survey Methodology:

The surveys are primary in nature and are to be done through direct contact method
only. For the household survey each and every household of the villages needs to
be contacted while for the village survey suitable PRA techniques should be
adopted.

Villages to be surveyed:

Under the current assignment 490 Nos of villages/hamlets from Rayagada District
and 118 Nos of villages /hamlets from Kandhamal district are to be surveyed. The
block wise details of the villages indicating their respective census code numbers
has been annexed herewith.
Output schedule:

Survey of all villages is required to be completed in all respects and the reports in
the prescribed formats should be submitted positively as per the following schedule

Fee for the work:

The fee for the work will be decided on the basis of financial bids submitted by
selected consulting firms/NGOs.

Payment schedule:

a) 20% of the total determined fee as advance upon submission of acceptance

work order and irrevocable bank guarantee for an equal amount from any scheduled
bank.

b) 60% of the total determined fee upon submission of all required reports as
may be specified in the work order.

c) Final 20% of the total determined fee upon completion of the DPRs at
OREDA level.

Selection of consulting firms/ NGOs:

Only consulting firms/ NGOs based in Orissa, having long standing experience
in rural development activities particularly in remote locations and having
good physical and financial track records will be only eligible for the
assignment

A two –step process would be adopted for selection of consulting firms/ NGOs

In the first step consulting firms/ NGOs will be first short listed on the basis of their
appraisals submitted in form duly substantiated through proper documentary
evidence.

In the second step, the consulting firms/NGOs will be finally selected from the
shortlist on the basis of lowest bid for fee.

 General Instructions

1. Consulting firms/ NGOs desirous of expressing their interest for the proposed
assignment must fulfil the basic eligibility conditions mentioned elsewhere in
this document.

2. Datelines being of paramount importance only those who have the means and
are confident of completing the work within the given datelines may apply.

3. Non completion of the work within the given datelines will attract penal
provision in practice in OREDA or as may be decided by the Chief Executive.

4. All applicants are required to submit Earnest Money Deposit ( EMD)

amounting to Rs 50,000/- ( Rupees fifty thousand ) only in shape of bank draft
drawn in favour of Chief Executive , OREDA on any scheduled bank at
Bhubaneswar.

5. Applicants are required to submit their details in ‘form I’ along with all
corroborative documents including bank draft in a sealed envelop super-
scribed “ Technical bid”

6. Applicants are required to submit their financial bids in format II in another

sealed envelop super-scribed “ financial bid”

7. Both sealed envelops should be put in a larger envelop sealed and super-
scribed “ EOI for survey of villages under RVEP” and deposited in the project
division of OREDA on any working day between 11.00 a.m to 4.00 p.m. till
25.8.2010.

8. The Technical bids will be opened on the same day at 4.30 P.M. in the
presence of the bidders or their authorized representative.

9. After due scrutiny, the shortlist of applicants will be prepared who will be
intimated over phone the date and time for opening of the financial bids.

10. Work orders will be placed latest by 28th of August 2010.

11. The EMD of all unsuccessful firms will be returned after finalization of the
firms.

12. Successful bidders will be required to deposit security fee @ 10% of the
ordered value in shape of demand draft drawn in favour of Chief Executive,
OREDA.
