Good morning all,
My name is Jeffrey and I work for PNGICSA.
As we all know, it has been over a week since power, water and other
essential services that you enjoyed in the last four years have been cut
off. Unfortunately, these will not be restored. The Australians, ABF
and BRS are all gone and will not come back to talk to you about your
a
situation.
Your current situation here is of great concern to ICSA and the PNG
government. We would like to urge you to listen carefully to this
message.
3. You cannot continue to remain here in this condition. It is very bad for
your health and well-being if you continue to refuse to move to your
new accommodation where there is food, water, electricity and other
services.
For Refugees All these services are available at East Lorengau Transit
Centre and the Camp 300. Security is available at both locations to
ensure your safety is guaranteed. There will also be regular police
presence. All necessary services such as food, water, electricity,
washing machines, and medical services are available at your new
accommodation. Refugees at ELRTC and Camp 300 will be given 2
weekly food packs and are able to cook their own meals.
For non-refugees your accommodation is at the Hillside Haus where
you will be given 3 meals a day. You will also have a comfortable
airconditioned room which you will share with one other person. All
services are provided to make you comfortable there.
6. PNGICSA, The Police and the PNGDF are here to assist you relocate to
your new accommodation as soon as possible and also to ensure that
your security is guaranteed there. You are given 2 days to move.
Buses are available to facilitate your relocation today.
7. The Conn Officer of the Naval Base has already declared RPC
as a restricted area and the PNGDF military police are now patrolling
the base, Anyone found moving around outside of this fenced area
may be arrested and locked up for being unlawfully on PNGDF
Property. This also applies to all other persons apart from PNGDF

immediately. You are therefore instructed to vacate this compound
immediately and relocate to your new accommodation
9. If necessary, force may be used to relocate those who refuse to move
voluntarily for your own sake
10, The Supreme Court of PNG has made a decision on an
application by refugee Berouz Boochani seeking an interim injunction
to stop ICSA relocating him to new accommodation. This application
has been refused. You have no legal basis to remain in this
compound.
The Government of PNG will soon revoke the Gazettal of the
RPC as a relocation centre. This land will revert to PNGDF and if you
still remain here after demolition of the fences, you will be deemed to
be unlawfully on a military base and will face eviction or arrest and
prosecution. When this occurs, ICSA officers will not be here to assist
you.
12. Demolition of fences will commence today and your security and
‘safety here is not guaranteed. It is important that you are all relocated
before demolition of the fencing starts.
13. Under these unfortunate circumstances, It is NOT our desire to
‘see anyone of you get evicted by force and we sincerely ask you to co-
operate with us and move to your new accommodation TODAY before
demolition.
14 For refugees, the relocation to the new accommodation will not
affect your application to settle in the United States of America. The
Department of Home land Security will continue to assess your
applications and settle those who meet their requirements
