Non-Agricultural, Land under development etc. It also provides rates for constructed
properties like flat, shop, office, industrial buildings etc. Ready Reckoner is prepared every
year. For property valuation the rate of the property is taken from Ready Reckoner.

e-RR is online system for Preparation of Ready Reckoner. The system facilitates the entry of
rates and it prepares Ready Reckoner. Ready Reckoner provides division wise rates for all
areas in district/Taluka/Village.

Documents/Articles are presented to the Sub-Registrar of the jurisdiction. The Sub-Registrar


scrutinizes the documents, determines the classification of the document, and reviews the
valuation of the property, calculation of stamp duty, registration fees, Document Handling
Charges and data entry fee.

This process is complete in following steps:

- Pre-registration summary (Annexure 11)

- Presentation

- Receipt/fee collection

- Admission

- Identification

- Registration, Scanning and Uploading to central Server Storage.

Return Original Document to the parties by keeping singed printed copy of uploaded
document in the form of thumbnail i.e. pages in a single A4 Page.

General Description

Registration and Stamps Department is related to some of the most important events in
persons life. It incorporates Registration of Document of buying and selling of immovable
property, payment of stamp duty, marriage registration and such activities. It is estimated
that about 24 Lakhs documents are Registered and two crore of citizens avail the services of
the department annually.

iSARITA, Maharashtra Application is used for Document Registration which follows the
following procedure at SR Offices in Maharashtra;

Coverage
Documents which are covered under Sec. 17 of the Registration Act. 1908 whose
registration is compulsory.

For documents which are covered under Section 18 of the Registration Act, 1908
whose registration is optional.

1: Presentation of the Document

This activity takes care of the receipt of the documents and supporting documents to be
registered, from the Presenter, who presents the document for registration, before the
Registering officer. In this stage whether the set of documents and supporting documents
are complete and comply with all the legal formalities, is determined. If the documents and
other papers are found to be proper, it is shown to the registrar for further execution, else the
documents are returned with the reason for compliance and removal of defects.

The Registration Clerk checks whether the property is situated in the jurisdiction of the Sub
Registrar office , correctness of the valuation and relevant stamp duty has been paid within
time limits. If the duty is not properly calculated and paid, the Registration Clerk calculates
the correct stamp duty, and the difference if any, is informed to the Presenter/executor. The
documents have to be presented in the concerned SRO. The Presentation Stamp is affixed,
which takes care of the following:

scanning & uploading the scanned document to the central server i.e. 20 per page of the
document. Pls. Attach your state registration fee , Document Handling Charges, data entry
fee and any other fees as annexure.

Late fees will be levied on document if presented late under sec.25 of the Registration Act.
1908 i.e. 4 month delay after execution and late fee will also be levied on document under
sec.35, if document kept pending for admission & next admission done after 4 months.

This activity takes care of ascertaining and witnesses the consent of the seller and
stakeholders under no pressures and threats, and in a state of mental stability. The
photographs and thumb impression of the parties to the document are taken on spot &
stored. Verbal confirmation about the consent of the executant(s) for executing the deed

5: Registration

This activity is the last step in the registration process. This process officially registers the
document and assign the Book to which the registration relates. Index-1, Index-2 and
Summary-2 are generated, Summary-2 which prints Photo and thumb impress on which
Parties are asked to sign on the relevant places and the SR puts the final seal and registers
the document and sends it for scanning to the scanning/registration clerk. Index3 and index4
can be generated if Document is registered under relevant section 18 of the Registration
Act., 1908 article.

Post Registration Of The Document

After the registration process is complete, the rural land sale information is passed on to the
talathi/ Land Records Server for generating notices by Talathi and adding the entries in the
mutation register, which is the Record of Rights in the Revenue Department. The changes in
the mutation register are carried out as per the procedures laid down by Revenue Dept.
After registration of the document, a copy of it is maintained in the office as record.

Refusal to Register the Deed

In case the person executing the deed denies its execution or if the person executing the
deed is a minor, an idiot or a lunatic, then the registering officer can refuse to register the
deed. He will record the reasons for refusal.

e-Stepin is online time slot booking system where citizens by sitting at home can
book the timeslot in registration office as per their choice for property document
registration.This application can be used optionally with property registration
system.The timeslot can be booked in this system for shift wise offices also. The
application requires Public Data Entry number of Document Registration for booking
the time slot. Once the timeslot is booked, citizen has to carry the booking receipt
generated through estepin to the registration offices for actual document registration.
The Sub Registrar officer can also view the timeslot booked for his/her offices. The
above system is rule based and state wide public holiday list is also maintained for
time slot booking. The application also provides the Booking chart facility.

2. eStepin rules of Maharashtra
