Fund Source Local Government Support Fund (DILG)
Pursuant to Republic Act (R.A.) No. 7160 or the Local
Government Code (LGC) of 1991 which mandates the Local
Government Units (LGUs) to manage local road networks
comprising now of approximately 180,000 km. These local road
networks fall under the jurisdiction of 81 provinces, 145 cities,
1489 municipalities and 42,036 barangays. From the enactment
Rationale of the LGC up to the present, most LGUs, particularly in rural
areas, continue to need technical assistance and funding
support from external sources in order to plan and implement
devolved infrastructure programs and projects necessary for
the delivery of basic services and facilities, such as the
construction, rehabilitation and maintenance of provincial
roads.

 Also, pursuant to Section 17(a) and 17(b)(3)(vii) of the LGC, the
provinces are required to provide basic services and facilities
including infrastructure facilities such as provincial roads and
bridges. The National Government may, however, provide or
augment the basic services and facilities assigned to an LGU
when such services or facilities are inadequate to meet the
requirements of its inhabitants in accordance with Section 17(f)
of the LGC.
In support of these policy statements, the Office of the
Provincial Assessor of Samar will be holding a 2-day activity
entitled, Provincial and Municipal Assessors Office Role on the
Conditional Matching Grant/Kalsada Program for Road Repair,
Rehabilitation and Improvement (CMGP) that will be held in
Catbalogan City. There will be 56 participants expected to
attend this activity which include resource persons/speakers,
municipal assessors, and the employees and staff of the
Provincial Assessors Office. The participants will be provided
with transportation and accommodation allowance aside from
food and training supplies needed during the workshop. Hence,
this proposal.
To broaden the knowledge of the participants on
administrative and judicial remedies in the collection of
Objective real property tax delinquencies and strategies on the real
property assessment and collection in order to cater the
best service they can offer to its clienteles.
