CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

Sports development is a process whereby effective opportunities, process,

systems and structures are set up to enable and encourage people or particular

groups and areas to take part in sport and recreation to improve their

performance to whatever level they desire. In addition, this is an initiative aimed

at promoting the development of sport and recreational activities with specific

emphasis on rural areas and links between schools, clubs and young people.

Moreover, this sports development program is headed by the

Sangguniang Kabataan. It is a group of people that holds a sports development

program. They conduct sports program at least once in a year. Implementation of

this program is in accordance to Section 19 (1), Article XIV of the 1987

Constitution which states that State shall promote physical education and

encourage sports programs, league competitions and amateur sports program,

league competitions and amateur sports Aside from this, the Constitution and

By Laws of the Katipunan ng Kabataan and Sangguniang Kabataan emphasized

the responsibility of the Sangguniang Kabataan in the advancement of the youth

development.

In relation, the Sangguniang Kabataan cites several objectives to

strengthen the fact that sports development program has something to do in

order to develop camaraderie and sportsmanship, to uphold cooperation and

discipline and to enhance self-discipline and self-esteem. Aside from this, the

Sangguniang Kabataan is pretty sure that sports development program is not just

to provide satisfaction and enjoyment but also to serve as a training ground for

the youth to further develop their intrapersonal and interpersonal characteristics.

Moreover, an athlete who is able to determine and understand his or her self and

can easily work well with personal goals is an athlete who has a well developed

intrapersonal characteristic. However, an athlete who is able to work well with

other people and understands them is an athlete who has developed well the

interpersonal characteristics.

Further, barangay sports development program is being utilized to give

youth a sort of recreation. With this, youth may turn away from unnecessary

activity. Also, youth find some time to showcase their potentials and skills to play

sports like basketball, volleyball and the like.

In contrast, there are youth who participate in this program who only show

good manner whenever they are inside the playing court. Locally speaking, there

are youth who have problems with the behavior which may be because their

coach focuses only on the skills and not on the behavior of the youth.

On the other hand, the researchers consider this study because it is one

of the major projects which the Sangguniang Kabataan focuses on, whether it be

a small or a large barangay. There are people who under estimate the impact of

this sports program initiated by the Sangguniang Kabataan. Due to this criticism,

researchers got so much interest to assess its impact to the character of the

youth. Another is to identify on how to maintain the progress of this program in

the barangay. The researchers have chosen two barangays from each district:

Barangay Marawoy and Barangay Inosluban, Barangay Lodlod and Barangay

San Sebastian, Barangay Tambo and Barangay Pinagtongulan and Barangay

Sabang and Barangay Pinagkawitan. The researchers considered the

abovementioned barangays because of their active sports program. Moreover,

the study will benefit the Sangguniang Kabataan, parents and the youth in the

community. Similarly, the researchers aim to find out if the youth and

Sangguniang Kabataan are aware of the character development that happened

on their participants (youth).

Theoretical Framework

In conducting the study, various theoretical models have been developed.

The Personality Theory, Butler (1976) Coleman (1965) asserts that sports

can assist in the development of particular character or personality traits that, in

turn, provides a barrier against delinquent tendencies. Butler and Coleman

believe that participating in sports can help the youth to escape from other non-

sense activities. Participation in sports provides the youth an opportunity to grow

and become self-worth. Moreover, Vygotsky (1978) stated that every function in

the childs cultural development appears twice: first, on the social level, and later,

on the individual level; first, between people (inter psychological) and then inside

the child (intra psychological).

The youths who are engaging in program like in sports grow holistically.

Aside from being skilled players, their individuality is also affected. They become

more mature which help them to be a better man of the society.

On the other hand, the youth are known to be adventurous; they get into

sports very confidently. They engage in such activity just to satisfy their desire to

experience to be on that play off.

Moreover, those youth who are actively participating in the sports program

learn a standardized behavior, and this is why most athletic coaches set strict

standards of behavior, not only on the field but off as well.

Athletes are being socialized by values and behaviors more aligned with

the conventional values and behaviors of society.

As youths develop their character development based on their span of

experiences in sports program, they also appreciate sports. Their time of

exposure in the sports program also influences them to keep the characters they

gained from a series of training and playing.

Edward L. Deci and Richard Ryan (1980), in addition, proposes Self-

determination theory, that the resulting types of motivation will subsequently lead

to various positive and negative consequences for the athlete, depending on the

nature of the involvement with the activity. If the reasons are intrinsic, or almost

derived from a personal choice, positive consequences can be obtained. On the

other hand, if the motives are not self-determined (the person has been

constricted to do something by any social factor) then we should expect negative

consequences on its maintenance of sportive activities. According with this

paradigm, the athletes personal goals (improving, having fun, social comparison,

etc.) are fuelled by three major psychological needs: need for autonomy, or the

desire to be self-initiating in the regulation of ones actions; the need for

competence, which implies that individuals want to interact effectively with their

environment; and the need for relatedness, that means the desire to feel

connected with significant others.

Moreover, Scanlan, Simons, Carpenter, Schmidt & Keeler (1993) states

that Sport Commitment disposition represents the wish and the decision of

maintaining participation in physical activities and sport. According to the theory,

the athletes sportive commitment is determined by several factors: the Sport

enjoyment degree obtained through their participation; involvement opportunities

derived from the participation; social constraints support and/or pressures; and

the impact of the perceived involvement alternatives to the sport.

Further, these theories are related in the study in a way that this sports

program headed by the Sangguninag Kabataan can keep the youth from

developing their characters and it may keep them away from delinquent

members of the society.

Figure 1
Conceptual Paradigm

The figure 1 of the conceptual paradigm illustrates the process needed in

conducting the study. The center of the illustration is the SK Sports Development

Program. The different perceptions of the respondents directly identify the effects

of the SK Sports Development Program to the character development specifically

in terms of the intrapersonal and interpersonal characteristics of the youth in the

selected barangay in Lipa City. As a result, it identifies the difference on the

perceptions of the respondents on the character development of the respondents

from the barangays. Also, it identifies the indirect effect of the demographic

characteristics of the barangay to the SK sports development program of the

respondents. Further, the study was able to identify the extent of the implication

of impacts of SK sports development program to the character development of

the youth in selected barangays in Lipa City.

Lipa City in terms of:

1.1. Sports activities,

1.2. facilities, and
1.3 sources of budget?

Sports Development Program to the character development of youth in

selected Barangays in Lipa City in terms of:

2.1. intrapersonal characteristics:

that happens in their intrapersonal and interpersonal characteristics. This will

keep them away from bad company, vices and drugs. They will be interpersonally

and intra personally healthy.

Parents. This will be significant for them because they will have wider

views of the good effects of the sports development program towards the

character development (intrapersonal and interpersonal) of their progenies. Also,

they will be able to understand the reasons why their children participate and

enjoy in engaging themselves in this kind of program. Lastly, they will observe

that there are things about this program that can offer better character

improvement and development.

Null Hypotheses

the effects of sports development program to the character development

of the youth.
2. There is no significant relationship between the demographic

characteristics of the selected barangays in Lipa City and the perceptions

of the respondents on the effects of sports development program to the

character development of youth.
