1. INTRODUCTION
This document defines the requirements for the CP annual inspection of tanks and
pipelines that are being operated by NCSP and PV Gas.
The two condensate storage tanks located within the NCSP Terminal at Dinh Co
Baria-Vungtau, Vietnam.
The approx. 9km, 26 onshore gas/condensate pipeline from the Long hai
landfall, Baria-Vungtau, to the NCSP Terminal.
The approx. 29km, 30" onshore gas pipeline from the NCSP Terminal to the Gas
Distribution Center (GDC), being operated by PetroVietnam Gas Company (PV
Gas), at Phumy Baria-Vungtau.
The approx. 0.8km, 6" NCSP condensate pipeline from the NCSP Terminal to
the Gas Processing Plant (GPP), being operated by PV Gas, at Dinh Co Baria-
Vungtau.
PV Gas is operating:
The approx. 10km, 16" onshore gas pipeline from the Long hai Landfall to the PV
Gas GPP.
The approx. 6km, 16" gas pipeline from the GPP to the Baria Station.
The approx. 23km, 17" gas pipeline from the Baria Station to the Phu my GDC.
The approx. 23km, 3 x 6" liquid product pipelines from the Dinh Co GPP to the
Thi Vai Terminal, Baria-Vungtau.
The cathodic protection systems have been designed to provide external corrosion
control to these structures. The pipelines run parallel in a common pipeline corridor
that basically begins at the Long hai landfall to the Phu my GDC.
2. CP SYSTEM DESCRIPTION
The cathodic protection systems used to protect the pipelines and tanks bottoms are
the impressed current systems.
The bottoms of the two condensate storage tanks T3005 & T3006 were protected by
the two cathodic protection systems: CP System No. 3 & 4. CP systems No 3 & 4
are identical with each system rated at 36V / 8A output. These are located within the
Nam Con Son Terminal. Refer to drawings in Appendix 1 for more details.
The pipelines are protected by the two but integrated cathodic protection systems as
follows:
CP system No. 1 consists of 145V / 48A transformer rectifier unit that energize a
surface anode groundbed consisting of 32 MMO anodes, 2 resistor control boxes to
control the CP current to the 26", 30", 6" NCSP, 2 x 16" and 3 x 6" pipelines. This
system is located within the NCSP Terminal.

CP system No.2 consists of 100A / 45V transformer rectifier unit that energize a
anode groundbed consisting of 50 anodes, 1 resistor control box to control the CP
current to the 30", 17" and 3 x 6" pipelines.
The test stations along pipeline consist of the 34 NCSP test stations installed with
coupons and the 31 PV Gas test stations installed without coupons.
In order to improve performance of the CP for the NCSP 26" and 30" pipelines at
inlet and outlet of NSCP Dinh Co terminal and Phu My GDC, the sacrificial anodes
were installed in 2014 within NCSP premises as follows:
In order to improve performance of the CP for the PVGas 17" pipeline at Phu My
GDC, an impressed current CP system was installed within the PVGas Phu My GDC
in Oct 2015, and consist of:
3. SCOPE OF WORK
The CP Survey Contractor shall prepare necessary procedures for NCSP review and
approval and conduct:-
3.1. A thorough inspection of the above stated CP systems.

Interrupt the rectifiers and conduct interference testing of foreign structures (at
KP28+100 (DC-PM) and NCS Terminal)
Check the calibration of the DC meters.
Check the effectiveness of insulating joints.
Inspect Transformer-Rectifier Unit for any damage, rusting and oxidation of
terminals. Clean the units if required.
Inspect interior, exterior, terminals, cables, resistors and shunts of junction boxes
and test posts for any damage, oxidation or tightened. Clean junction boxes, test
posts and terminal connections or tighten terminal connections if required.

3.4. The Pipeline Current Mapping (PCM) of following sections of the pipelines.
3.5. Reporting.
The survey team will report daily to NCSP the progress of that day and plan for next
day. Daily report will also detail any findings of that day.
CIPS data will be provided in Excel format and plotted in the report.
The report shall be submitted in hard copy and electronically in MS Word format.
4. REQUIREMENTS
4.1. Personnel

experience in CP survey and done at least 3 CIPS, 3 DCVG, 1 Current

EVALUATION CRITERIA
The evaluation and selection of Supplier will be implemented as follows:
1. Examination and evaluation of validity of proposals
1.1. Examining validity of a proposal:
a) Check the number of originals and copies of the proposal;
b) Check the composition of the original proposal as prescribed in the RFQ;
c) Check the consistency between the original and its copies to serve the detailed evaluation.
1.2. Evaluating validity of a proposal:
A proposal is considered valid when all of the conditions below are satisfied:
a) There is an original of the proposal;
b) There is a Application for tendering signed and stamped (if any) by the legal
representative of the Supplier as required by the Article 4 of the RFQ. Regarding joint
venture, the Application for tendering shall be signed and stamped (if any) by legal
representative of each and every joint venture member or signed by the lead member of the
joint venture in accordance with the Agreement for partnership;
c) The offered price mentioned in the Application for tendering must be stated in a specific
and fixed amount, both in numbers and words, and be consistent with the total offered price
indicated in the Commercial proposal, and the Supplier shall not propose multiple bid prices
or attach conditions that are unfavorable to the Purchaser or Procuring Entity;
d) The effective period of the proposal satisfies requirements as prescribed in the RFQ;
e) There is a Bid Guarantee which does not violate any regulations in the Article 3.7 of the
RFQ. If the Bid Guarantee is provided in the form of a Bank Guarantee, the Bank Guarantee
shall be signed by legal representative of the credit institution or branch of a foreign bank
established under Vietnam laws and regulations/well-known international bank with the
value, effective period and name of the Procuring Entity (the beneficiary) as prescribed in the
RFQ. If the Bid Guarantee is required in the form of a deposited cheque/deposit, the
Procuring Entity shall manage the cheque as prescribed in the RFQ;
g) The Supplier shall not have its name included in multiple proposals as a primary Supplier
(an single bidder or a joint venture member) for the same procurement. In case the
procurement is divided into independent lots, the Supplier shall not have its name included in
multiple proposals as a primary Supplier for the same lot;
h) The Agreement for partnership shall be signed and stamped (if any) by the legal
representative of each joint venture member, and specify detailed tasks and value thereof
performed by each joint venture member using the Template No. 06 of Attachment 03
Templates;
i) The meets eligibility requirements as prescribed in Article 1.2 of the RFQ.
Those Suppliers having valid proposals shall be further considered for evaluation of
experience and technical.
