Instructional Purpose

In order for a school in the 21st century to adequately prepare students for society, access to a
fully functioning computer lab is vital. With a newly developed media center/computer lab, both
students and teachers will be able to interact with tools that will be beneficial to the learning
process in all content areas. With a budget of 45,000.00, the Eastern Shore County Public School
(ESCPS) can advance its school resources by creating a digital learning environment that can
support approximately 32 students. Unfortunately, not all schools are lucky enough to be
provided such technology. According to Gowen (2009), without access to computers, there is a
kind of wall, a barrier to the world (Gowen, 2009). It is for this reason that our school must
break down barriers for all students to obtain access to the digital world.

There are multitudes of reasons that a fully functioning computer lab should be added to ESCPS,
not including to just simply complement the look of the school building. Studies have shown that
creating a digital learning space for students provide improvement in research skills, influences
career aspirations in students, enhances creativity, and improves performance (Lewis, 2015).
Since using instructional technology within the classroom tends to engage students and motivate
their learning processes, having an updated computer lab available for learners may influence
student performance by enabling them to become more involved with their school work (Lewis,
2009). Since Marylands newly adopted College and Career Readiness Standards mandate that
all students are to be prepared for either college or the work force by the time they graduate high
school, education with computer based supplements provide students with grounding in
computer related software and activities, such as using office suite, programming languages, and
creating data sheets (Lewis, 2015). Therefore, with all of these skills studied with their time on
computers in school, students can apply these skills to a range of occupations later in life
(Lewis, 2015).

The design of the ESCPS computer lab will be able to support over 30 students at a time, as well
as a teacher with access to a mobile laptop and mobile projector. Though all computers students
will have access to will be the same model, allowing the teacher to have admittance to a mobile
laptop and projector will provided services to the computer lab and students unlike any in other
computer labs. Additionally, the computer lab will also house an interactive whiteboard to create
a learning environment that will truly allow for collaboration and excellent communication of
learning standards. Eventually, all 400 students in the school building will be able to use all tools
provided in the computer lab with minimal technological issues. With an Aerohive Wireless
Router, all the HP desktop computers will easily be able to log into the ESCPS server and
ultimately provide research and studying opportunities for all users. Supplementary
technological tools including headphones and flash drives will provide all students with a
successful computer learning experience. Finally, access to an up-to-date printer/scanner will
benefit student production of assignments. Ultimately, with the proposed plan for a new
computer lab, the approximate cost will include $44, 276.58.

Desktop Computers and Peripherals

It is true that the entire reason for providing students with the most up-to-date technological tools
is for each usage to be directly aligned to learning goals and standards. It is for this reason that
each tool purchased was researched for the most productivity in the classroom. First, the
computer lab will be outfitted with trapezoid shaped tables that admit students enough room to
use the computers independently, but also allow for space to work collaborative with peers

sitting near by for projects and peer editing of assignments. Also, each student will be provided a
comfortable computer chair so that lengthy projects and lessons will be completed with ease. As
for the computers themselves, all-in-one desktop computer systems will provide students with
everything they need. Purchased from Best Buy for $599.00 each, not only will the HP Pavilion
Touch Screen All-in-One desktop computers help with student learning, the package includes
everything needed such as computer, wireless Chiclet-style keyboard, optical mouse, and
miscellaneous software as cyberlink photo director and more (Best Buy HP Pavilion, 2015).
With the computer being a touch screen, this feature will allow for differentiation in students
with assistive technology needs; not to mention this HP interactive feature will keep students
engaged in their learning. The screen will be large enough at 21.5, therefore, all students will
have access to the tilting display and 1920x1080 resolution providing by the device (Best Buy
HP Pavilion, 2015).

To further students engagement and interaction with computer-based lessons, the computer lab
will be fitted with an Epson Interactive Whiteboard and Epson Interactive Whiteboard projector.
The Brightlink 575Wi Interactive Projector will benefit the lab due to it allowing cutting-edge
kinesthetic learning within the classroom setting (Epson 575 Projector, 2015). According to the
Epson company, teachers can wirelessly project from mobile devices, utilize popular learning
applications, or use the Moderator software to simultaneously share students' work (Epson 575
Projector, 2015). By also purchasing a 90 whiteboard for projection and dry-erase, only one
front board will be needed in the classroom. Epson is efficient in provided materials that can
double as both a projection board and whiteboard for the classroom.
As for additional tools and materials in the computer lab classroom, an Epson All-in-One
Wireless printer will be purchased from Best Buy as a way to allow printing of student work
samples, scanning, and copying instances. Since this one printer system will serve three different
purposes, having access to two of these devices will allow for all students and the teacher to use
this tool with little delay. Printer back ups and students waiting to print will be a situation of the
past with access to more than one printing station. Also, with access to over 30 sets of
headphones, students can complete assignments with audio components without disturbing
students nearby. As a final touch to the new computer lab, it will also house a mobile laptop,
speakers, and portable projector so that the students or teacher may share content from many
sources (iPads, tablets, smartphones, document cameras and more), then annotate directly on
projected images) (Epson 436 Projector, 2015). Since many projects and assignments created in
schools today are meant to be presented, having a mobile presentation cart will allow for
presentations to take place outside the computer lab walls. With also purchasing 400 Imation
Flash Drive 16 GB sticks, each student attending the Eastern Shore County Public School will be
provided with a source to save their work internally on the public school system provided server,
as well as externally with the flash drive material. The only stipulation will be that at the end of
the school year, each student will return their flash drive in order to be cleaned out for the next
group of students attending the school. Should students want to save the work on their Imation
Flash Drive, they my purchase it or choose to buy their own flash drive and save the work they
did on the school provided device.
Finally, the layout of the computer lab will be developed in a way to provide the best learning
and collaboration opportunities possible for the Eastern Shore County Public School. With the
exit door towards the rear of the room, all desks will be equally distributed along the center of
the room. With trapezoid shaped tables, four students would be able to fit at one island of two
trapezoid tables situated together. Not only will students have their own working space, they will

be close enough to their classmates for peer collaboration. At the front of the classroom, the
interactive whiteboard will be hung from the wall and the interactive whiteboard projector will
hang from the ceiling. With this set up, little space will be taken in the room. Then, the printer
station will be on the left hand side of the interactive whiteboard and will provide enough room
for both printers to sit on the Safco printer stand. At the back of the classroom, the teacher desk
and mobile laptop station will be housed in order to have a safe and efficient place to be stored
until needed. Cabinets on the left wall of the computer lab will provide storage of miscellaneous
materials such as headphones, chargers, and paper. They will also be built with locking
capabilities to ensure the safety of all computer hardware and supplements. Finally, the Aerohive
Wireless Router will be attached to the ceiling on the right hand side of the room so that all
computers will be provided with the best and fastest wireless internet connection only provided
to this specific classroom. As a final thought to the layout, a minimum of two electrical outlets
will be built on the left and right side of the room to allow for computer wires to be connected
adequately at all times with surge protectors and Belkin Cord Concealers for safety.
Server Hardware

In regards to Eastern Shore County Public Schools, all computer devices are connected to one
server provided by the county. When each student is allowed access to school provided
computers and technological devices at any school, each student is given a username and
password (which also happens to be their student identification number). Students are able to
save assignments, files, and projects on the server using their credentials. Though not housed in
the school itself, the server is located at the board of education/ central office for all Eastern
Shore County Public Schools. The school instructional technologist/media specialist will be in
charge of contacting the central office should computers have issues regarding the server
program and software.

Networking

Having access to Eastern Shore County Public Schools server is an important tool to ensure all
students have quick and efficient access to computer systems, hardware and software. However,
to allow minimal issues in providing internet access for research purposes, the computer lab will
be installed with an Aerohive AP121 wireless internet portal. According to the Aerohive (2015)
program, the AP121 access point device is a cost-effective, enterprise-grade 2x2 MIMIO
solution, which is ideal for education (Aerohive, 2015). This device allows for internet access
only for computers or devices configured to the program. With this procedure, the wireless
internet will be fast and efficient since this the only computers using the device will be the 32
desktops, plus the mobile laptop in the computer lab. Though each school is outfitted with
wireless internet provided by the county school system, including an individual Aerohive device
will ensure faster and more effective internet usage.
With additional regards to networking, the Eastern Shore County Public Schools provides each
teacher with access to the email platform Firstclass. However, when it comes to students, all
learners are given access to the Google Apps for Education and the Google Classroom platform.
While using this system, each student will be able to collaborate with classmates on assignments
and email teachers questions or assignments they may have. Since students are given their own
log-in information, they are able to access work and communication tools on the Google
Classroom platform in the computer lab or at home. Finally, both wireless printers housed within
the computer lab will be available via wireless connection from the Aerohive device. With two

printer sources, students may print to an available printer over wireless. Even if one computer is
in use, students will have access to the other Epson printer provided.
Staffing For Maintenance and Security

According to a Cornell (1999) classroom diagram, each student should have access to their
computers in a safe environment with stable tables and chairs, as well as space for students with
special needs such as wheelchairs. Additionally, for safety purposes, surge protectors and cord
concealers must be provided for all wires so that students and educators do not harm themselves
with electrical malfunctions. Cabinets with locks will ensure all loose hardware and computer
related tools as headphones, chargers, speakers, etc. stay safely housed until needed for
classroom interaction.

When it comes to staffing for the maintenance and security of the new computer lab, this will be
provided by the Eastern Shore County Public Schools system. Since instructional technologists,
Internet security personnel, and media specialists are hired by the school system, no specific
school will have additional costs for staffing. Allowing for safety staff, including the
instructional technologist and media specialists to oversee the creation of the computer lab will
be beneficial for the overall construction of the digital learning environment. Furthermore, each
computer should be outfitted with the proper Anti Virus software to ensure safety while using the
desktop computers and devices. According to McVey (2014), a computer virus is a program
designed to make a computer run slowly, damage parts of a system, and steal personal
information (McVey, 2014). It is for this reason that each of the 32 desktop computers and the
one mobile laptop will have McAfee Total Anti Virus Protection to ensure safety of all students
and users of computers. The McAfee program will act like a policeman at the gate of a
computer system by protecting it from incoming threats as well as seeking out, destroying, and
warning users of possible threats to the system (McVey, 2014).

Lastly, since using computers and internet resources is a vital procedure for students to use and
interact with in todays society, each teacher should be provided sufficient amounts of
professional development in using each technological device provided by their schools. This
could be provided by the school hired media specialist or technology specialists, but it is a must
for maintenance and security of the computer lab devices. Not only should students be expected
to learn how to use tools that will benefit them for life after high school, educators must be well
read individuals when it comes to technology as well.

Budget

The budget given by the Eastern Shore County Public Schools had a $45, 000.00 limit. However,
with careful planning, the total cost of the new computer lab will be $44, 276.58. Therefore, the
final cost will be just below the intended budget for a digital learning environment for students
and teachers.
