Offers are invited from the Reputed and experienced Manufacturers, who meet the specified qualifying
requirements for supply of Power Conditioning Unit for 15MWp +5MWp grid connected Solar Photovoltaic
power project in the states of Gujarat/ Maharashtra. The bids without details as mentioned in the Document
are liable to be rejected. M/s ACME Telepower Ltd reserves the right to reject or accept any or all the bid
document without assigning any reason.

1. INTRODUCTION

1.1 ACME Telepower Ltd is a registered company under Company Act, 1956. ACME Tele Power Limited
(ATPL) is part of ACME group and had a net worth of Rs 13,890 Million (Approx US$ 295 Million) and
turnover of Rs.18,380 Million (Approx US$ 394 Million) in 2008-09.
1.2 ATPL has, in the last five years of its existence, launched a slew of innovative, patented, passive
infrastructure solutions and has made its mark in TSP services to the telecom industry. The product
portfolio includes, Green Shelters, Nano Cool Shelters, Power Interface Units, Filterless ACs with free
cooling, Thermal Management Systems, Battery Coolers, Heat Exchangers, hydrogen Fuel Cells and
several other products targeted to reduce power consumption at Base Transceiver Stations (BTS), thus
helping operators to improve margins and reduce energy costs. ACME’s solutions predominantly assist in
reducing GHG emissions, which contribute to global warming.
1.3 It has plans of installing at least 500 MW Solar Power Generation by 2014-15, consisting of both Solar
thermal and PV technologies. Work on first 10 MW Solar Thermal Plant in Bikaner is already in progress
and first module is expected to be commissioned in Aug- 2010.
1.4 ACME has been mandated to install 15MWP +5MWp Solar Photovoltaic Power Plants in the Indian states
of Gujarat/ Maharashtra by using Crystalline/ thin film Solar PV modules. We therefore invite proposal
from prospective Power Conditioning Unit (hereinafter called as “PCU”) suppliers, who shall have to
adhere to terms and conditions which are mentioned herein below.
1.5 Owner’s System:
The Output of PV Plant through the inverter shall be converted to 415 Volts (typical) 3 Phase AC and
stepped up to 11 kV and shall be connected to 11 kV Bus bars. Further 11/66 kV Transformers shall be
provided for connection to 66 kV Grid system

2. SCOPE

2.1. The scope includes design, engineering, manufacturing, testing, supply and supervision of
commissioning of grid interactive PCU for a utility scale 20MWp solar PV power plant proposed
on CIF Indian Port basis. Buyer will be using modules for proposed 15MWp solar PV power plant
of crystalline type and for rest 5MWp of thin film type. Supplier shall quote for suitable PCU’s
depending upon the technology of module proposed by ACME.
2.2. Manufacturers are required to offer for either of string or central type or both type of PCU’s in
combination as may be techno-economically most optimal for the system without
compromising the system reliability and operational flexibility.
2.3. Power conditioning unit shall be three phase type and shall have static solid state components.
Both AC & DC sides shall have suitably rated isolators/ switch fuse units/ Circuit breakers/
contactors to allow safe start up and shut down and safe isolation of the system during faults.

2.4. An integrated SCADA shall be supplied which should be capable of communicating with PCU and
provide information of the entire Solar PV Grid connected power plant. The SCADA shall provide

information of the instantaneous output energy and cumulative energy for each of the PCU as
well as for the entire power plant.

3. QUALIFYING REQUIREMENTS

In order to qualify for the award, the Bidders are required to meet following requirements;

3.1 Bidder shall have a production track record for a minimum of Three (3) years with having executed at least
one order of minimum 1MW for a single project.

3.2 PCUs proposed by the bidder shall have track record of satisfactory operation for at least one (1) year as
on the date of Bid opening and must have been used in grid connected power plants. Offers shall be
supported by client testimonial of technical performance.

3.3 The bidder should be ISO 9001-2000 certified.


3.4 ACME reserves the right to assess the capacity and capability of the Manufacturer and accept or reject
any supplier based on his own assessment without assigning any reason.

4. TECHNICAL PARAMETERS
4.1. The modules power rating which owner shall be using at site is as follows
For crystalline module-230Wp and above for 15 MW
For Amorphous Silicon type thin Film -100 Wp and above for 1 MW
For Cd Te type thin Film -70 Wp and above for 4 MW
The final capacities shall be informed to the successful bidder at the time of award.
4.2. Power Rating: The minimum acceptable PCU power rating is mentioned herein below,
however, the rating shall commensurate to requirements of module as specified in clause
4.1 above.
For String type-10 KVA or above
For Central PCU -250KVA or above
4.3. Efficiency: The efficiency of the PCU shall be more than 95% at full load
4.4. Climatic Conditions
4.4.1.Ambient temperature: upto 50°C.
4.4.2.Humidity: upto 85RH%
4.5. Specific requirements
Following are the specific requirements for all proposed string and central PCU:
4.5.1. Central PCU

4.5.1.1. Transformer less or with transformer - both the options are open for
manufacturer to offer, however in case of transformer less PCU,
manufacturers shall provide their recommendation/ methodology for

further connection/ paralleling. Bidder to indicate the price of such


transformer separately and Owner may procure from bidder or may procure
directly as per the specifications given by the PCU manufacturer.

4.5.1.2. Maximum power point tracker (MPPT) - PCU configurations shall be equipped
with independent MPP trackers resulting in enhanced system performance.

4.5.1.3. String connection box shall be offered as optional item along with protection and
detailed string monitoring with the central control system. Bidder to
indicate the price of such Connection box separately and Owner may
procure from the bidder or may procure directly as per the specifications
given by the PCU manufacturer
4.5.1.4. PCU should be equipped with appropriately designed EMC filters at either ends
and sine wave filters at the AC end.
4.5.2. String PCU
4.5.2.1. Three phase capacity not less than 10kW may be offered.
4.5.2.2. Manufacturer shall indicate the number of PCU units which can be paralleled without galvanic
isolation. However, bidder to note that Owner will accept string PCUs only
if 250 kVA or above capacity of PCU can be paralleled without galvanic
isolation
4.5.2.3. Installation – Bidder may offer multiple PCUs mounted in a shelter suitable
for outdoor installation with adequate degree of protection level. Price of
the shelter shall be part of the string PCUs price.
4.6. Grid Code Compliance
System shall conform to latest Indian Electricity Grid Code and guidelines as set by
Central Electricity Authority of India, which are available at the web site of CEA/CERC
India.
4.7. Power Quality
PCUs offered shall conform to the following Power Quality requirements:
4.7.1.DC Injection into the grid shall be limited to 1% of the rated current of the
PCU as per IEC 61727.
4.7.2.The total harmonic distortion limits on AC side shall be less than 3%.
4.7.3.Typical output voltage shall be 415 V,(3Ø)Three Phase.
4.7.4.Output frequency shall be in the range of 50Hz + 3Hz.
4.7.5.Typical PCU input range shall be 450V DC to 900V DC.
4.7.6.No load loss shall be less than 1%.
4.7.7.Output voltage range shall be -20% to +15%
4.7.8.Voltage Fluctuations

4.7.8.1. The permissible limit of voltage fluctuation for step changes which
may occur repetitively is 1.5%.

4.7.8.2. For occasional fluctuations other than step changes, the maximum
permissible limit is 3%.

4.8. Communication Interface and SCADA system:

The SCADA system shall be provided with following minimum functions

4.8.1. Real time data logging.

4.8.2. Event logging

4.8.3. Supervisory control

4.8.4. Operational modes

4.8.5. Set point editing

4.8.6. The following parameters shall also be measured and displayed continuously.

4.8.6.1. Solar system temperature

4.8.6.2. Ambient temperature

4.8.6.3. Solar irradiation/insolation

4.8.6.4. DC current and Voltages

4.8.6.5. DC injection into the grid

(one time measurement at the time of installation shall also be carried out
with separate instrument for verification of SCADA system)

4.8.6.6. Efficiency of the inverter

4.8.6.7. Solar system efficiency

4.8.6.8. Display of I-V curve of the solar system

4.8.6.9. Any other parameter considered necessary by supplier of the PCU based on
prudent practices.

4.8.7. Data logger system must record these parameters for study of effect of various
environmental & grid parameters on energy generated by the solar system and
various analyses would be provided through bar charts, curves, tables, which
shall be finalized during approval of drawings.

4.8.8. The communication interface shall be an integral part of inverter and shall be
suitable to be connected to local computer and also remotely via the Web using
either a standard modem or a GSM / WIFI modem.

4.8.9. The bidder to include in his offer all the required hardware and software to make
the web based SCADA operational.

4.9. Protections and Control

For trouble free safe operation of the system following Protection & Control functions
shall form integral part of the system:

i) Islanding protection

ii) Under Voltage protection

iii) Over Voltage protection

iv) Earth leakage protection

v) Overload and short circuit protection.

5. QUALITY CERTIFICATIONS

5.1. PCU offered shall have been type tested as per relevant IEC standards and shall conform
to latest standards developed by the international Electro technical Commission (IEC)
and EN(European).
Table below summarizes relevant International standards to which all the PCU’s shall conform to.

The above list is not exhaustive and in case any other relevant standard is applicable or a new standard is
brought out as on the date of Bid opening, the PCU shall also conform to the same.
5.2. The bidder shall submit type test certificates along with the offer and shall submit detailed
test reports during execution. The test reports shall be from Test labs accredited by
respective National Accreditation Body.

6. Warranty/Guarantee

6.1. Availability Guarantee

Manufacturers shall provide product Warranty for PCUs, which must remain fully
operational with rated efficiencies for a minimum of 60 months from the date of
commissioning. This warrantee will not be limited only for PCUs but will also include all
associated accessories, instrumentation and control. Bidder shall include adequate spares
to meet the above availability guarantee of the system which shall be monitored for a
period of 60 months. In case the availability of the system falls below 98% during first 2
years, Contractor will modify/improve the system in such a manner that availability of the
system is achieved to 98% or better without any cost implication to the Owner.

6.2. Extended Warranty

6.2.1.It is essential that the product should give a consistent performance for 25
years life cycle of the project. All the bidders should offer extended
comprehensive warranties /AMC with onsite support as an option and
shall give price for the same.

6.3. Upon securing the contract, manufactures are required to submit a Contract performance
bank guaranty (CPG) for 10% of contract value in favour of Owner, valid till 90 days after
scheduled delivery date. Further the Contractor shall replace the CPG after completion
of deliveries with availability bank guarantee valid through the availability guarantee
period ( 60 months) for 10% of the contract value. Further if client is willing to go for
extended warranties, availability guaranty shall be extended correspondingly or as
decided by the client.

6.4. The performance shall be gauged through conversion efficiency of the PCUs at various DC
power inputs; this shall be compared with benchmarked efficiency curves set out by the
manufacturer during factory test.

6.5. In the event PCUs fail to perform at the benchmarked standards, manufacturer shall be
liable for monetary compensation towards energy loss at the then energy prices of the
power purchasing company; Contractor shall take all necessary steps within the shortest
possible time to avoid monetary loss to the Owner due to drop in efficiencies
/performance. Failing which client shall reserve the right to invoke the bank guaranty
without any consent of manufacturer.

7. Product Life

Although the products will be guaranteed for five years and power performance will be committed for 25
years, the lifetime of PCUs is expected to be over 30 years from commissioning.

8. Training
Supplier shall provide adequate training to owner’s engineers in design, Installation, Operation & Maintenance
of PCU. The minimum duration of training shall be 1 week at the works and 1 week at site during installation.
Bidder to offer separate price for the same.
9. SUBMISSION OF DOCUMENTS AT BID STAGE AND EXECUTION STAGE

In addition to the techno commercial offer bidder shall submit following documents for the inverters offered.

9.1. General Arrangement drawing showing front and rear view, overall dimensions, installation
plans, termination arrangements, packing dimensions and weights.
9.2. Systems block Diagram which includes modules/blocks/transformer/switches etc.
9.3. Technical literature giving complete specifications and information.
9.4. Installation guide
9.5. Independent test characteristics
9.5.1.Inverter efficiency verses relative power
9.5.2.Annual efficiency verses sizing factor
9.5.3.Total efficiency verses Standardized MPP power
9.6. During the execution stage Supplier shall provide 5 sets of installation guide, Drawings &
O&M Manuals in addition to the list of documents listed at 9.5 above for approval and
record of the Owner. Contractor shall commence manufacturing only after the Owner
has approved the guaranteed Technical Particulars and Engineering Drawings.

The prices mentioned above include the cost of worthy packaging, insurance and sea transportation up to the
port in India as indicated by ACME. The prices are inclusive of all taxes payable in manufacturer’s country but
exclusive of taxes payable in India.

12. EVALUATION CRITERIA

Any award to be made pursuant to this RFP will be based upon the proposal with appropriate consideration
given to operational, technical, cost, and management requirements. Evaluation of offers will be based upon
the Vendor’s responsiveness to the RFP and the total price quoted for all items covered by the RFP.

The following elements will be the primary considerations in evaluating all submitted proposals and in the
selection of a Vendor or Vendors:

 The extent to which Vendor’s proposed solution fulfils ACME’s stated requirements as set out in this
RFP.
 An assessment of the Vendor’s ability to deliver the indicated service in accordance with the
specifications set out in this RFP.

 The Vendor’s stability, experiences, and record of past performance in delivering such services.
 Availability of sufficient high quality Vendor personnel with the required skills and experience for the
specific approach proposed.

 Overall cost of Vendor’s proposal.

ACME may, at their discretion and without explanation to the prospective Vendors, at any time choose to
discontinue this RFP without obligation to such prospective Vendors.
