Administrative level
1. All attempts should be made to house each and every centre in Government
buildings.
2. There is much scope for improvement of existing infrastructure and
maintenance; this should be done in priority basis.
3. There must be provision for safe potable drinking water, clean toilets and
adequate sitting arrangement in every centre both for the patients and the health
personnel.
4. Uninterrupted essential drug and equipment supply must be ensured and
sustained.
5. Provision for more training at regular intervals for all health personnel so that
they are always updated on the knowledge on treatment, management and
control of common diseases. Training on changes in the objectives, strategies
and implementation of all National Health Programmes should be imparted to
health personnel at all levels.
6. All the necessary guidelines should be available at all sub-centres which may
be available as ready reference for both the providers and the clients.
7. Both terminal and concurrent monitoring and supervision at all levels should
be done so that a sense of accountability is built up among all the health
personnel. This will in the long run help to provide high quality health care
service.

Service Level
1. ANMs along with ASHAs and Angarwari workers should be highly
interactive and acceptable to the community to understand the felt need of the
community as well as to deliver high quality services to them.
2. More emphasis should be given to proper counseling of the clients on Family
Planning, Antenatal and postnatal care, child care and immunization and also
for RTI/STI.
3. Proper bio safety measures should be instituted especially for disposal of
sharp wastes.
4. All health personnel especially those at the grass-root level like the ANMs,
ASHAs and AWWs should work in coordination with no competition or sense
of acrimony.
5. Not only the health workers but also other important personnel like school
teachers, post masters, panchayat members, religious teachers and all such
influencers must be very much involved in the delivery of health care service.
This is intersectoral coordination in the true sense and this will play a very
important role in the overall health of the mass.

6. Immediate steps must be taken to convert most of the Sub-centres to Type B
so that for normal delivery no mother has to leave her village for institutional
delivery. This is a dream of all health policy makers and IPHS has set a very
appropriate and feasible criterion for such sub centres with 2 beds an extra
ANM/Nurse and all facilities with equipment and drugs for clean, correct and carefully
conducted normal delivery.
