PROJECT PROPOSAL

CONCRETING OF BARANGAY ROAD

DESCRIPTION

A. Project Location

The location of the project is at Sitio Kahilan and Sitio Nabalagbag, Barangay
Jaybanga, Lobo, Batangas

B. Brief Summary of the Project


Development of access road is one of the priority thrust as contained in the Ten
Point Agenda of the present administration. Construction/lmprovement and
Rehabilitation of Farm-to-Market Roads and Barangay Roads are its major
concerns.

Lobo is composed of 26 barangays, both hilly and mountainous. The total length
of barangay road is L72.L7t kms. of which only 42.522 kms are concrete, 1.015
kms are asphalt and the rests are either gravel or earth. Because of this situation,
the marginalized farmers oftentimes look for other means to earn a living
because they found it hard to transport their produce due to the condition of
access road going to market especially during rainy season.

The Farm to market roads from Barangays Apar and Jaybanga have been
constructed with the assistance of the Department of Agrarian Reform. lt was
funded through the JICA fund but some portions of the road especifically access
road from Sitio Kahilan to Sitio Nabalagbag are unpaved (either gravel or earth),
which is during wet season, harvests could not be transported easily and
marketed in the lowland. For this reason, the economic condition of the local
farmers of the community remain to be unstable.

ln order to help uplift the condition of these local farmers and be able to
produce better agricultural products that they can market to other places,
concreting of this access road (Sitio Kahilan to Sitio Nabalagbag) going to the
lowland shall be implemented. The proposed concreting of 26L.4O linear meters,
r C. Proiect Goals and Objectives

The objectives of the projects are:

To improve the access road from sitio Kahilan to sitio Nabalagbag of Brgy.
Jaybanga to help ease the living condition of the local farmers.
To enhance the social status of the people by exposing and teaching them to
participate in different socio economic activities.

D. TargetBeneficiaries

The target beneficiaries are residents of barangay Jaybanga, and its adjacent
barangays and the whole municipality as well, because the produce of the
maginalized farmers of these barangay are being marketed in the lowland
especially in public market in the Poblacion.

E. Project Partners
iv- Project partners are farmer's and irrigator's associations, farmers cooperatives,
the market vendors association and all Civil Society Organizations in the locality.

il. PROJ ECT COMPON ENTS AN D I MPTEMENTATION SCH EDUTE

The Local Government Unit shall be responsible for the the project implementation
thru its Project lmplementation Committee to be created by the Municipal Mayor
through an Administrative Order. The Project Monitoring Committe shall provide
assistance in the project monitoring and implementation.

The project includes Sub Grade Preparation, Aggregate Base Course with a thickness
of 0.05 m and Portland Cement Concrete Pavement with a thickness of 0.15 m
covering the the total area of L,045 sq. M. Also included in the schedule of
implementation is the placing of informatory sign.

The project will be implemented by contract and is expected to be bidded by


February and awarded before March 2OL4. The work is expected to start on the first
week of March and to be completed in 50 calendar days from the Notice to Proceed.
Expected date of completion is before the end of April, 2014

tv. PROJECT MANAGEMENT

The Local Chief Executive Hon. Gaudioso R. Manalo shall be the Project Manager.
The project will be supervised by the Municipal Engineer to be assisted by the
Project Monitoring Committee.

V. PROJ ECT SUSTAINABILITY

Once the project have been turned over to the Municipal Government, the LGU shall
be responsible for the sustainability of the project.

vt. RISK ANATYSIS

The project will push through as scheduled unless otherwise heavy rains will occur.
