Edges which make the cell

For the number of cells, the vertex information ( i.e. no. of vertices a cell
has and the vertex numbers ) are given first.
Then for the number of cells, the edge information ( i.e. no. of edges a
cell has and the edge numbers ) are given.
Note that the number of cells is mentioned only once. (Refer 2 nd figure
on first slide. )

Edge 1 :

When we are walking from vertex 1 to vertex
2, left cell falls on our left side and right cell
is on right.
Right cell 0 (zero) implies edge on boundary and
