Background

Nepal has, now, entered into an era of reconstruction. During those twelve years long
civil war, many political and social constructions were destroyed, and the government failed
to continue any construction activities. After the civil right movement of 2062/63, the country
has accepted the federal democracy. Preparing constitution and bringing the peace process to
a logical end are the main issues of the nation today. And it is sure that the country will move
rapidly towards reconstruction activities if the issues stated above are materialized.

In the new context of Nepal, say under the federal structure, each state may have
different issues of construction and development and they may differ in many ways. The
assumption is that after the recent political change and after the democratic constitution is
prepared, there will be certain moves towards bringing about reform in the development of
human resources. International experience tells us that there is a high correlation between the
advancement of a country and the development of its skilled manpower. The role of the state,
therefore, is to make a long-term plan for developing skilled manpower necessary for its all-
round development.
In the recent days, the importance of engineering subjects and technological
manpower has been much felt, as there lies a huge gap between our dream of "New Nepal"
and the availability of skilled manpower needed for the maximum exploration of the
resources in the country. Though TU, the oldest university in the country, has been working
since long in the field of nation-building by producing through quality human resources, the
contribution of the other universities in the same field can not be under estimated.

Introduction

As we know our country Nepal is facing various problems at present. Among them, one of
the emerging problems is unemployment of the youth which causes poverty and other social
problems. They could not get any job opportunities due to the lack of working skills. The
young people who go abroad for job could not get job because of lack of adequate technical
knowledge.
Approximately 500 thousand of students appear in the SLC exam every year and out
of them almost two third seek admission to the other high educational degrees. Those people
who have secured good results in SLC and can afford for higher education, they go for higher
education. There is no doubt that higher education benefits the country and himself in the
future but the people who cannot afford for such education remain worthless. The formal
education system has been converted to the heap of collection of certificates, which
discourages people if they fail to join to white coloured job and bring about frustration and
pessimism to young energetic mass. Finally the lower economic level and limited access to
the training has been constraint to move the effective workforce towards entrepreneurship.
Delivery of education, rates people skilful lead to jump to self reliant through incoming
generating activities. The skilful people not only lower the pressure to government but also
relieve reliability of the government. CTEVT has been working as a coordinating and
controlling body in Technical Education Vocational Training Sector but it has invited the
private, public and community sector to contribute to the management and infrastructure
setup for training institute.

Purpose

The purpose of institute of is to contribute for the fulfilment of country in the area of
engineering in terms of:
Capturing the youths running abroad gets trained in engineering.
Trained people for income generation activities through self employment activities.
Provide training to produce middle level work force.

Objectives

To produce middle level technical manpower who assist the development activities
of Middle Development Region as well as the development of the whole nation.
To provide job oriented training.
To minimize the problem of underdevelopment and unemployment by providing the
technical education.
To minimize the flow of students for the study of similar education to India and other
countries so as to check outflow of the currency.
To prepare graduated having professional leadership capacities.
To produce skilled competitive manpower that can be given immediate job for the
foreign needs also.
Future plan:
Successively run many diploma program and different field of Bachelor engineering
program. Built a university like structure and provide the sufficient facility to the enrolment
students.

Objectives of the Program:


To produce middle level competent technical workforce/human resources that could
provide services public and private organizations as required.
To prepare such technicians who will demonstrate positive attitude and respect for the
profession and socio-cultural values.

Need Assessment:

In recent years, world has been shrinking into the size of personal computer screen because of
prompt flow of information. Most of the disciplines has been taking advantage of it and has
been converted to the prosperity of the society. Nepal has been also trying to take advantage
of information and communication technology and has invested to produce workforce.
Ministry of science and technology has just started to train more than 50 thousand people in
computer education. CTEVT, engineering college and different private sector are working for
the promotion of this ICT discipline. In spite of facilities; majority of people is still not
getting access to it.
Institutionalize the training program

The pressure of student at the non institutionalized training centres and the larger cost of
tuition fees ensure the rate of return and reliability. The formal and recognized courses will
serve to some extent to government and quality promotion.
Target Area / population

Since information and communication technology has greater dimension this program will be
focused to trap lower and middle aged active educated fraction of population. it also assumes
to conduct courses recognized by CTEVT and national computer training centre.
As mentioned above in minimum requirement, the candidate will be S.L.C passed from all
over the country and candidates from remote area and also the marginalized section of the
community will be encouraged to apply for the course.

Number of graduates anticipated per year

There will be 48 graduates every year from this institute after three years.

Duration/Length of the program

The duration and the course of the program shall be as described by the CTEVT, Nepal.

Description of tools/ equipments/books:

Global Academy Pvt. Ltd. will arrange all necessary tools and equipment books in library as
per the requirement of CTEVT.

Facilities
Library facilities
A room (6mx12m) as mentioned above will be made available with sufficient books,
reference materials, teachers and students manuals. It shall be ensured that there is sufficient
space for reading with adequate racks, table, chairs etc. There will be provision of daily,
weekly and monthly newspapers and other publications including publications related to
science and technology. The following are the characteristics of the library:
The library has 50% of the course books
There are adequate reference books
There are Engineering related reports, magazines and journals including
engineering research studies and reports
Hostel facilities
Hostel facilities shall be arranged within or outside the institute premises. Due
attention shall be paid for accommodation of female students.

Practical Placement
The institute shall pay due attention for practical observation for the students. Visits to
construction sites and industrial institutions shall be arranged periodically.

Monitoring and Evaluation


Staff meetings on fortnight basis will be the regular schedule to closely monitor the progress
of the students. The members of the management committee shall visit the institute from time
to time to observe the progress of the students and other arrangements of the institute. The

feedback from parents and other academicians shall be incorporated with priority into
execution.

Conclusion
With above mentioned analysis and the need of diploma level programs, we come to
the conclusion that diploma program for Electrical engineering is much necessary, so, the
current diploma programs in the same field need to be supported to bachelor level programs..
People would get benefited from these programs after a long run and it can thus be a
continuous source for the rapid infrastructure and faculty development of the college.
Hence, we now conclude that it is essential and feasible to run the Diploma programs in
Electrical engineering right from the session 069-070.
