On behalf of M/s GOVERNMENT OF SHARJAH (the Employer)ROADS AND TRANSPORT
AUTHORITY,M/sCH2M - Halcrow International Partnership(the consultant), are
pleased to Award M/s Al Marfaa Roads Cont. Co. L. L. C.(the Contractor) to the
execution of Contract-R/732C.Internal Roads & Parking in Dibba Al Hisn Harbor.
Under this Contract, the scope of work is approximate 14481Sq.M (1767.00LM @ 7.30m
@6.10m C/Way) pavement (asphalt and block paved) road and associated works as
follows.

b) Quality Control
a. Field Quality Control / Test Procedures

All test related to the road works will be done by Independent laboratory approved by
consultant. In addition, Sharjah Municipality will be informed to carry the asphalt and
concrete tests

Each test will be done to control the quality at field work on appropriate stages as per the
contract.

b. Delivery and Materials Inspection

All materials will be approved by the consultant. However following procedure will be
followed

Materials

If available, such as catalogs, brochures, previous approvals and test reports include all
information of specific material; will be forwarded to the engineer for approval. If possible,
sample will be submitted for the inspection. After the approval, material will be brought to
the site and stored in proper. At the arrival of material, the engineer will be requested for
the inspection.

c. Storage and Handling

All materials delivered to the site will be stored in designated area which is approved by
Dibba Al Hisn (Sharjah area) Municipality and as per the manufactures instruction.

Proper method, proper machine or tool as per the manufactures instruction will be

IV. Procedure

A. Traffic Diversion

a) Shop drawing for diversion will submit to the consultant for initial approval
b) After getting approval from consultant the approved shop drawing will submit to Police
traffic department and municipality traffic section along with the programmed for their
approval.
c) After getting all permissions, we will prepare the temporary diversion as per the
approval and check trial run to confirm smooth traffic flow.
e) If the vehicles are going smooth then the same diversion will continue, otherwise as per
the site condition diversion will modify in order to make sure smooth traffic flow.
B. Trial Trenches and protection to the existing services
a) Trial Trenches
After getting N.O.C from all relevant authorities, we will make the trial holes/trenches to
obtain the existing underground services
All trial holes/trenches and subsequent excavation will be carried out by hand during the
progress of works. All exposed existing cables, pipes, ducts etc. will be adequately
supported and protected with safety barriers safety cones and safety mesh till obtain
permission for the sitting of approved borrow pits.
B. Earth Work
a) Survey work
i) Control Point
Survey control points will be established with the help of client and consultant.
ii) Initial Setting out and level
Referring to the drawing the center line of roads, parking, footpaths etc physically marks
on the ground by pegs at each and every 10m intervals or as appropriate, the pegs at each
edge will be marked 1m offset from the edge of construction.
b) Site clearance
The existing features which should demolish will be identify initially and demolish or
remove as per items shown in the BOQ. Any features to be demolished which are not in the
BOQ will treat as a variation. The debris will cart away to Dibba Al Hisn (Sharjah area)
Municipality approved dumping yard while reusable materials handing over to relevant
authorities.
c) Cutting and filling up to Bottom of Sub-grade
The formation of earth work to be done after removing existing features, as per the
contract drawings. It will be as follows.
a.If any area found that cutting to be performed, initially cut down to the bottom level of
sub grade.
b. Selected good materials from cutting will be shift for filling whiles any unsuitable
materials cart away to Municipality dumping yard
c. Imported material from approved source will be used filling up to below the sub-grade
level.
d. The new surface will be well compacted and test for required CBR and MDD.
e. 10 ton vibrating roller will be used for the dry compaction for the filling layers.
f. Every layers will be test for the compaction to the satisfaction of engineer before
proceed with the subsequent layer.
g. Every 500 sq. m area will be subjected for compaction test.

Service Pipe Laying / Manholes/Crossing Ducts/Protection of existing services


After formation up to sub-grade, laying of service pipes, crossing
Ducts and manhole will be start.
Where the service pipes and manholes to be start, the deepest will start.
Fixing of frames and covers to manhole and chambers to be during the finishing of laying
sub base and road base.

The following services are to be laid.

a. Surface water drainage


b. Foul water drainage
c. Water services
d. Irrigation water services
e. Telephone services
f. Electric services
g. Street light services
h. Natural gas services
In addition to above any existing services required protection it will be fulfilled.
In each pipe/service crossing consist of
Excavation of trench as per the required width and depth.
The bottom of trench will be trimming manually, and then hand compact and bedding
will be provided as per the specification
Laying of pipe or duct is as per line and level
The pipe or duct will surrounded with proper material as per specification and
compact manually up to 300mm above crown of pipe.
The warning tape will provide if proposed.
The remaining trench will fill in layers and compact mechanically.
Draw rope will provide during pipe laying.
Duct marker will provide as per specification
Pipe will test as per the specification.
D. Sub-grade improvement

a) After completing the service pipes and ducts, the unbound pavement work in road and
parking areas to be started. Under this, initially the natural sub-base will be carried out.
B) Laying of sub-grade in foot path will be just after the kerb stone works
c) Sub-grade materials (CBR Value not less than 30%) as per the approval will be
delivered to the site, stock pile and well watered and mixed before lay in the road.
d) After mixing at stock pile, materials of required quantity to the specific area will be
calculated and send to site for laying. This material will be spread and leveled by a
grader of required thickness of 100 mm after the compaction.
e) Initially a 10 ton Roller will be rolled starting from the edge to the center where camber
to be formed, and from inside edge to outside edge at where super elevation to be
formed.
f) After getting a regular surface, vibration will be started and well compacted to get
minimum 95% MDD.
g) In-situ compaction test will be performed to determine the compaction at every 500m 2

Gully pots, Kerb Stone, and Street lighting Foundation
a) After completion of Sub-grade work, laying of kerb stone will be started
b) Simultaneously, positioning of gully pots will start. The location and type of gully pot will
be as per the drawing. The location of gully pot will reconfirmed with consultant surveyor
according to the finished level.
c) Also casting or positioning of street light foundation will be stared.
D. Sub Base

a) After completing the gully pots, kerb stone, and street lighting foundation, the granular
sub base will be start.
b) Granular materials for Sub Base (CBR Value not less than 30%) as per the approval will
be delivered to the site, stock pile and well watered and mixed before lay in the road.
c) After mixing at stock pile, materials will be spread and leveled by a grader of required
thickness of 150 mm after the compaction.
d) Initially a 10 ton Roller will be rolled starting from the edge to the center where camber
to be formed, and from inside edge to outside edge at where super elevation to be formed.
e) After getting a regular surface, vibration will be started and well compacted to get
minimum 98% MDD.
f) In-situ compaction test will be performed to determine the compaction at every 500m 2

E. Road Base
a) After confirming the result of compaction test of sub base, laying of road base will start.
b) Road base materials will be delivered to the site and stock piled, mixed with water before
deliver to the location for laying.
c) Road base material will be placed and spread evenly, without any delay by using a grader.
d) The depth of each layer will not exceed 150mm of compacted thick.
After laying the area will well compact with vibratory roller and tire roller to achieve
minimum compaction of 98% of the maximum laboratory density.]
e) If any segregation found, that area will make good by removal and replacement.
f) In-situ compaction test will be performed to determine the compaction at every500m2.
g) The completed surface will well be closed and free from movement of plants and other
vehicles.

F. Interlock Tilling
There is only one type of interlocking tilling to be laid

After the completion of road base in drive way, parking and sub base in foot path, the area
is ready to lay interlocking tiles.
Initially, 30mm thick (3 to 5mm) sand layer will be provided in level and then interlock
tilling will start as per the pattern indicating in drawings.
Dune sand will spread over interlock paving and compact by plate compactor with rubber
base to get proper compaction and level.
Finely the excess sand will be brush out.

G. Asphalt work
I. Prime Coat
a) The road base surface will be mechanically swept then clean with air compressor to
remove loose material.
b) Surface will be lightly wetted
c) The raised kerb will be covered with a board or any appropriate protection method to
avoid touching prime coat to the kerb stone.
d) MC 30 will be used as prime coat and sprayed uniformly by a mechanical sprayer over
the surface at the rate of 0.55 to 0.75 kg / sq.mand let to curing more than 48 hours.
II. Asphalt Base Course(Provisional)
a) Approved mid design will be used from approved asphalt Plant.
b) The surface (over prime coat) will be prepared free of dirt, dust etc.
c) 32 tons maximum capacity of dump. truck will be provided to convey the materials
from the asphalt plant to the site. These tippers will be lightly sprayed with very thin
layer of lubricant to prevent the sticking the mixture to the tipper body.
d) The number of dump trucks will be depending on the requirement of material and the
distance of haulage.
e) The paving operation will be performed by an asphalt paver moving in a single mat at
width of 3.5 to 4 m.
f) Level control will be achieved by either a mat reference system by using automatic
sensor, while materials are laid to a minimum thickness specified or to a wire
reference system where then finished level is the datum.
g) The paving speed of machine will be low 1st gear.
h) Hand spreading will be only in restricted and inaccessible areas and where machine
laying is not possible to undertaken.
i) The screw man, foreman, and site engineer will constantly monitor the level as work
continues.
j) Breakdown rolling will follow immediately behind the paving machine. Thereafter
smooth vibrating steel wheeled rolling moving in an orderly manner, starting from
edge and progressing towards the center maintaining overlap as required where the
camber to be formed, and from inside edge to outside edge where super elevation to
be formed. The first pass of the breakdown rolling will be without vibration.
Thereafter, there will be a maximum number of 4 further passes with vibration.
k) Immediately after the compaction of rolling by the steel wheeled roller, a 13 tones
pneumatic smooth tire roller will be deployed to continue the rolling in the similar
way to a maximum number of 12 passes. The tire pressure of this roller will be
checked before commencement and maintained at the rate of 150 psi. Therefore, we
will use two tire rollers.
l) The final finish will be accomplished when the compacted surface has stabilized and
does not show sign of displacement of cracking, by deploying a third steel wheeled
roller without vibration for a further of 6 passes.
m) Longitudinal joints will be located at the center of the roads while traverse joints at
the end of the lane.
n) If the abutting laying width or length of succeeding strip is not continue in same day,
the joints will be cut by using a jack hummer flat chisel or by using an asphalt cutter to
an even line. All loosened materials shall be discarded. The whole face of the joint
shall then be given a very light tack coat applied by brush before the next strip is
placed.
o) Following testing will do after laying base course
i. Core test on 2nd day.
ii. Marshal test
Tack Coat (Provisional)
a) The surface preparation will be done for the tack coat by coat by using an air
compressor to make surface free of dust, dirt, sand, etc while using a hand brush to
remove stain.
b) The kerb will be covered with a board to avoid sticking tack coat to the kerb stone.
c) MC 30 cut-back bitumen or SS1H emulsion will be used as tack coat
d) Tack coat will be uniformly sprayed by using a distributor to the rate of 0.25 to
0.35/Liters / m2.
e) Tray test will be performed at site to control the rate of application.
f) The wearing course will not lay until the tack coat has cured.
III. Asphalt Wearing course
a) Approved mix design will be used for wearing course from approved plant.
b) An Asphalt paver machine with automatic level sensor will be used to lay materials.
The speed of the machine to be maintain in low first gear in order to avoid tearing
with the surface and continuity of laying asphalt on the site with two meters per
minute max capacity of operation.
c) The automatic sensor for leveling will be placed on the top of raised kerb to get
proper level and also on existing asphalt surface by using the cut off shoe mostly in
existing longitudinal joint.
d) Hand laying will be limited to areas which are inaccessible for the paver machine.
e) The finish pavement will be checked by using 3 meter straight edge placing
crosswise position and measuring the tolerance by dipping.
f) Just after and behind the laying the steel wheeled breakdown roller will be
deployed to rolling without vibration for the initial first pass and second pass with
vibration.
g) Two pneumatic tire roller will be used for intermediate rolling to follow the
breakdown rolling, while the asphalt is well above the min temperature, on which
densification can be achieve, and intermediate rolling will be continue until the
asphalt has thoroughly compacted.
h) Smooth steel wheeled roller without vibration will be used to achieve enhance
finishing with removing rollers marks.
i) Cooking oil will be used instead of spraying water from the sprinkler of all roller in
order to avoid the suddenly drop of temperature of asphalt while rolling.
j) Following tests will do after wearing course
I. Core test on 2nd day.

J. ENVIRONMENTAL, SAFETY AND HEALTH

a. Activity Risk Assessment

A risk assessment analyzing potential risks and their mitigation measures is attached to this
method statement .

b. HSE General Precautions & General Mitigation Measures/Controls

a) Activity to be adequately supervised by competent staff (both Construction & HSE)


b) All Personnel/Workforce involved in the activity to be inducted, and received the required
training/competencies BEFORE commencing the activity
c) Engineer/Supervisor/Foremen In-Charge to prepare and the JSTI (Job Safety Task
Instructions) form, and discuss it with the workforce BEFORE commencing the activity
(form and discussion to be in the language understood by the workforce)
d) Required Permits/NOCs (including Permits To Work, as applicable) to be obtained ahead of
time (BEFORE commencing the activity)
e) All Plants/Machines/Vehicles/Equipment used in the activity to be pre-inspected and
approved by the competent authorized personnel
f) HSE Procedures relevant/applicable to the activity to be reviewed by the
Engineer/Supervisor In-Charge, and specific precautions to be conveyed to the
Foreman/Charge-Hand and Workforce through JSTI and other forms of communications
g) All Personnel/Workforce involved in the activity to fully comply with PPE requirement
(Personal Protective Equipment)
h) Use adequate and visible HSE signage, posters and board to promote awareness

Plan & Contact Numbers. Emergency contact numbers to be posted on site.

commencement of works.
