INTRODUCTION

1. CONTENTS
The Global Maritime Distress and Safety System (GMDSS) of the International Maritime Organization (IMO) entered
into force on 1 February 1992. The new World Meteorological Organization (WMO) high seas marine broadcast system
for the GMDSS, which operates through the International SafetyNET Service of INMARSAT, was also implemented
from this date

For some ocean areas, the full GMDSS service is not yet implemented because of technical reasons related to access to
the appropriate CES. For these areas, an interim urgent meteorological warning information service has been put in
place.

4. EXPLANATION OF THE COLUMNS

4.1 Metarea
For the purpose of the preparation and issue of meteorological warnings and the regular preparation and issue of weather
and sea bulletins, the oceans and seas are divided into areas for which national Meteorological Services assume
responsibility. The areas of responsibility together provide complete coverage of oceans and seas by meteorological

information contained in warnings and weather and sea bulletins for the high seas. These areas of responsibility are
reviewed by the Commission for Marine Meteorology to ensure complete area coverage and adequacy of services.

The areas of responsibility as defined in the world maps represents a minimum requirement for issuing and preparation
services. Issuing and preparation services may extend the area of coverage beyond these areas of responsibility if they
wish to meet national requirements. In this case, the area of coverage should be specified with the broadcast times.

4.1.1 Co-ordinates for GMDSS Metareas


AREA CO-ORDINATES

I The North Atlantic Ocean east of 35W, from 4827'N to 71N including the North Sea and Baltic Sea
sub-area.

II Atlantic waters east of 35W, from 7N to 4827'N, and east of 20W from 7N to 6S, including the
Straits of Gibraltar.

III The Mediterranean and Black Seas, east of the Straits of Gibraltar.

IV The western part of the North Atlantic Ocean eastwards of the North American coast to 35W, from
7N to 67N, including the Gulf of Mexico and Caribbean Sea.

V Atlantic waters west of 20W from 3550'S to 7N, narrowing in the coastal strips at the extremities to
the Uruguay/Brazil frontier in 3345'S and the French Guyane/Brazil frontier in 430'N.

VI The South Atlantic and Southern Oceans south of 3550'S, from 20W to the longitude of Cape Horn,
6716'W.

VII The South Atlantic and Southern Oceans south of 6S from 20W to the coast of Africa, thence south
to the Cape of Good Hope; the South Indian and Southern Oceans south of 1030'S from the Cape to
55E, thence south of 30S to 80E.

VIII(N) The area of the Indian Ocean enclosed by lines from the Indo-Pakistan frontier in 2345'N 68E to
12N 63E, thence to Cape Gardafui; the east African coast south to the Equator, thence to 95E, to
6N, thence NE'wards to the Myanmar/Thailand frontier in 10N 9830'E.
VIII(S) The East African coast from the equator south to 1030S, thence to 55E, to 30S, to 95E, to the
Equator, to the east African coast.

IX The Red Sea, Gulf of Aden, Arabian Sea and Persian Gulf, north of Area VIII.

X The South Indian and Southern Oceans east of 80E and south of 30S to 95E, to 12S, to 127E;
thence the Timor Sea, South Pacific and Southern Oceans south of 10S to 141E to the equator, to
170E, to 29S, thence SW'wards to 45S in 160E, then the 160E meridian.

XI The Indian Ocean, China Sea and North Pacific Ocean northward of Area X and on the equator to
longitude 180, eastward of Area VIII and the Asian continent to the North Korea/Russian Federation
frontier in 4230'N 130E, thence to 135E, NE'wards to 45N 138E, to 45N 180.

XII The eastern part of the Pacific Ocean, west of the North and South American coast and east of
120W, from 324'S to the equator, thence to 180, to 50N thence NW'wards to 53N 172E,
NE'wards following the marine frontier between USA and Russian Federation waters to 67N.

XIII Sea areas enclosed north of area XI and west of Area XII; also all Arctic waters from 170W
westwards to 20E.

XIV The South Pacific and Southern Oceans south of the equator, bounded by Area X to the west, the
equator to the north and 120W to the east.

XV The South Pacific and Southern Oceans south of 1821'S following the coast of Chile to the longitude
of Cape Horn in 6716'W, and 120W.

XVI The South Pacific Ocean between 1821'S and 324'S bounded by the coast of Peru and 120W.

XVII The Arctic Ocean from south-west corner 67N, 44E to north-east corner 83N, 125E.

XVIII The Arctic Ocean from south-west corner 6330N, 125E to north-east corner 80N, 165W.

4.1.2 Changes to Metareas


Any amendments to the area of responsibility, or proposal for the introduction of a change in national Meteorological
Services responsibility for an area, shall have the approval of the Executive Council based on a recommendation by the
Commission for Marine Meteorology.

Before drawing up any recommendation on the proposed amendment for submission to the Executive Council, the
Commission for Marine Meteorology shall receive the comments of the National Meteorological Services directly
concerned with the proposed amendment as well as the comments of the President(s) of the Regional Association(s)
concerned.

4.2 A Preparation Service


Is a National Meteorological Service which has accepted responsibility for the preparation of forecasts and warnings for
parts of, or an entire, designated area (Metarea) in the WMO system for the dissemination of meteorological forecasts
and warnings to shipping under the GMDSS and for their transfer to the relevant issuing service for broadcast.

4.3 Issuing Service


Is a National Meteorological Service which has accepted responsibility for ensuring that meteorological forecasts and
warnings for shipping are disseminated through the INMARSAT SafetyNET service to the designated area for which the
Service has accepted responsibility under the broadcast requirements of the GMDSS. The forecasts and warnings for
broadcast may have been prepared solely by the issuing service, or by another preparation service, or a combination of
both, on the basis of negotiations between the services concerned, or otherwise as appropriate. The issuing service is
responsible for composing a complete broadcast bulletin on the basis of information input from the relevant preparation
services, and for inserting the appropriate EGC header. The issuing service is also responsible for monitoring the
broadcasts of information to its designated area of responsibility.

Termination of Services
Whenever a National Meteorological Service responsible for the preparation and/or issue of warnings and weather and
sea bulletins for a given area is no longer able to provide this service, the National Meteorological Service should inform
the Secretary-General at least six months in advance of the intended termination date.

4.4 Land Earth Station (LES):


This column shows the name of the Land Earth Station. A land station in the Inmarsat satellite communications system
which provides inter-connection between the satellite and shore systems such as telex and telephone.

4.5 Ocean Region Satellite


This column shows the region covered by the satellite. The abbreviations used are as follows:

4.6 Broadcast Schedules (UTC)


These are normally issued at least twice daily.

Where an Issuing /Preparation service has extended the area of coverage beyond the areas of responsibility, the area of
coverage should be specified with the broadcast times.

Le Systme mondial de dtresse et de scurit en mer (SMDSM) de l'Organisation maritime internationale (OMI) est
entr en vigueur le 1er fvrier 1992. Le nouveau Systme de diffusion d'informations mtorologiques la navigation
maritime dans le cadre du SMDSM, mis en place par l'Organisation mtorologique mondiale (OMM), et qui passe par
le Service international SafetyNET d'INMARSAT, a galement t mis en service cette date.

Pour certaines zones ocaniques, les services du SMDSM ne sont pas encore assurs au complet en raison de problmes
techniques concernant l'accs la station terrienne terrestre approprie. Pour ces zones l, un service d'information
intrimaire a t mis en place pour la diffusion d'avis mtorologiques urgents.

4. EXPLICATION DES COLONNES

4.1 Les Metarea


Aux fins de l'laboration et de la diffusion d'avis mtorologiques, et de la prparation et la diffusion rgulires de
bulletins de mtorologie maritime, les ocans et les mers sont diviss en zones dont la responsabilit est confie des
Services mtorologiques nationaux. Les zones de responsabilit prises dans leur ensemble sont telles que la totalit des
ocans et des mers est couverte par les renseignements mtorologiques contenus dans les avis et les bulletins de
mtorologie maritime diffuss pour la haute mer. La Commission de mtorologie maritime examine priodiquement
ces zones de responsabilit afin que toutes les rgions soient dment desservies et que l'assistance fournie soit suffisante.

Les zones de responsabilit dfinies sur les cartes du monde reprsentent des zones minimales desservir par les
Services de diffusion et d'laboration. Tant l'un que l'autre peuvent tendre la zone de couverture au-del de leur zone de
responsabilit, s'ils le souhaitent, pour rpondre des besoins nationaux. Dans ce cas, la zone de couverture effective
devra chaque fois tre prcise dans le texte diffus.

4.1.1 Coordonnes des zones Metarea dans le cadre du SMDSM

I Atlantique Nord l'est de 35 W, entre 4827'N et 71N, y compris la mer du Nord et la mer Baltique.
II Partie de l'Atlantique situe l'est de 35W, entre 7N et 4827'N jusqu' 20W puis, l'est de 20W,
entre 4827'N et 6S, y compris le dtroit de Gibraltar
III Mditerrane et mer Noire, l'est du dtroit de Gibraltar.
IV Partie occidentale de l'Atlantique Nord, depuis la cte nord-amricaine jusqu' 35W, entre 7N et 67N,
y compris le golfe du Mexique et la mer des Carabes.
V Partie de l'Atlantique situe l'ouest de 20W, entre 3550'S et 7N, se rtrcissant l'approche des
ctes, au sud jusqu' la frontire entre l'Uruguay et le Brsil, 3345'S, et au nord jusqu' la frontire
entre la Guyane franaise et le Brsil 430'N.
VI Atlantique Sud et ocan Antarctique au sud de 3550'S, entre 20W et le mridien passant au cap
Horn, c'est--dire 6716'W.
VII Atlantique Sud et ocan Antarctique au sud de 6S, entre 20W et la cte africaine, puis au sud du cap
de Bonne Esprance; sud de l'ocan Indien et ocan Antarctique au sud de 1030'S, entre le Cap et
55E, puis au sud de 30S entre 55E et 80E.
VIII Partie de l'ocan Indien limite au nord-est par une ligne partant de la frontire indopakistanaise,
(N) 2345'N 68E, jusqu' 12N 63E, et de l jusqu'au cap Gardafui; puis par la cte de l'Afrique orientale
jusqu' l'Equateur, ensuite 95E, 6N, et enfin vers le nord-est et jusqu' la frontire entre le
Myanmar et la Thalande, 10N 9830'E.
VIII (S) La cte de l'Afrique orientale partant l'est de l'Equateur jusqu' 1030'S, puis 55E, 30S et 95E,
l'Equateur et puis la cte de l'Afrique orientale.
IX Mer Rouge, golfe d'Aden, mer d'Oman et golfe Persique, au nord de la zone VIII.
X Sud de l'ocan Indien et ocan Antarctique l'est de 80E et au sud de 30S jusqu' 95E, puis au sud
de 12S jusqu' 127E; puis la mer de Timor, le Pacifique Sud et l'ocan Antarctique au sud de 10S
jusqu' 141E, puis au sud de l'Equateur, jusqu' 170E, la limite Est de la zone X est constitue par le
mridien 170E, entre l'Equateur et 29S, puis par une ligne partant vers le sud-ouest jusqu' 45S sur
le mridien 160E, et enfin par ce dernier mridien.
XI Ocan Indien, mer de Chine et Pacifique Nord, au nord de la zone X et de l'Equateur jusqu'au mridien
180, l'est de la zone VIII et du continent asiatique jusqu' la frontire entre la Core du Nord et la
Fdration de Russie, 4230'N 130E, et au sud de la ligne partant de ce point vers l'est jusqu'
135E puis vers le nord-est jusqu' 45N 138E, et de l jusqu' 45N 180.
XII Partie orientale de l'ocan Pacifique, l'ouest des ctes d'Amrique du Nord et d'Amrique du Sud;
zone situe l'est de 120W entre l'quateur et 324'S, l'est de 180 entre l'quateur et 50N, puis
l'est de la ligne partant de 50N 180 vers le nord-ouest jusqu' 53N 172E puis vers le nord-est en
suivant la frontire maritime entre les Etats-Unis d'Amrique et la Fdration de Russie, jusqu' 67N.
XIII Zone maritime situe au nord de la zone XI et l'ouest de la zone XII, comprenant galement la partie
de l'ocan Arctique qui s'tend, d'est en ouest, de 170W 20E.
XIV Zone du Pacifique Sud et de l'ocan Antarctique situe au sud de l'Equateur et limite, l'ouest, par la
zone X, au nord, par la zone XII et l'est, par la zone XV.
XV Zone du Pacifique Sud et de l'ocan Antarctique s'tendant au sud de 1821'S le long de la cte
chilienne, jusqu' la longitude du cap Horn, 6716'W, et limite l'ouest par le mridien 120W.
XVI Zone du Pacifique Sud comprise entre 1821'S et 324'S et limite par la cte pruvienne et le mridien
120W.
XVII LOcan Arctique de 67N, 44 E 83N, 125E dans le sens nord-est
XVIII LOcan Arctique de 6330N, 125E 80N, 165W dans le sens nord-est

4.1.2 Modifications apportes aux zones Metarea


Toute modification de zone de responsabilit, ou proposition visant moduler les fonctions assumes par des Services
mtorologiques nationaux pour une zone donne, doit tre approuve par le Conseil excutif sur la base d'une
recommandation de la Commission de mtorologie maritime.

Avant d'laborer une recommandation prsenter au Conseil excutif au sujet de la modification propose, la
Commission de mtorologie maritime recevra les commentaires des Services mtorologiques nationaux directement
concerns par la modification propose ainsi que les commentaires du(des) prsident(s) de l'(des) association(s)
rgionale(s) concerne(s).

4.2 Service d'laboration


Un "Service d'laboration" est un Service mtorologique national qui s'est engag laborer des prvisions et des avis
pour une partie, ou la totalit, d'une zone (Metarea) dment dsigne dans le cadre du systme OMM de diffusion de
prvisions et d'avis la navigation au titre du SMDSM, et les transmettre au Service de diffusion auquel il est rattach.

4.3 Service de diffusion


Un "Service de diffusion" est un Service mtorologique national qui s'est engag assurer la diffusion, dans la zone qui
lui a t assigne et via le service SafetyNET d'INMARSAT, des prvisions et des avis mtorologiques destins la
navigation maritime. Ces produits auront t labors par ce mme Service ou par un autre Service d'laboration ou par
les deux ensemble, selon les accords passs entre les services concerns, ou bien de toute autre manire approprie. Le
Service de diffusion est charg de composer un bulletin complet sur la base des renseignements communiqus par les
services d'laboration qui lui sont rattachs et en insrant l'en-tte EGC appropri. Le service de diffusion doit galement
veiller ce que les informations soient effectivement diffuses dans sa zone de responsabilit.

Arrt des services


Tout Service mtorologique national charg d'laborer et/ou de diffuser des avis et des bulletins de mtorologie
maritime pour une zone donne, qui n'est plus en mesure de fournir ce service, devrait en informer le Secrtaire gnral
au moins six mois l'avance.

4.4 Station terrienne terrestre (LES)


Cette colonne indique le nom de la station terrienne terrestre. Station terrestre du systme de tlcommunications par
satellite Inmarsat qui assure la liaison entre le satellite et les systmes de tlcommunications terrestres (tlex et
tlphone par exemple).

4.5 Satellites oprant au-dessus des rgions ocaniques


Cette colonne indique la rgion desservie par chaque satellite. Les abrviations utilises sont les suivantes :

4.6 Horaires de diffusion (UTC)


Les diffusions ont lieu, normalement, au moins deux fois par jour.

Lorsqu'un Service de diffusion ou d'laboration a tendu sa zone de couverture au-del de sa zone de responsabilit, la
zone de couverture effective devra chaque fois tre prcise dans le texte diffus.

1. CONTENIDO
El Sistema Mundial de Socorro y Seguridad Martimos (SMSSM) de la Organizacin Martima Internacional (OMI)
entr en vigor el 1 de febrero de 1992. El nuevo sistema de difusiones marinas en alta mar de la Organizacin
Meteorolgica Mundial (OMM) para el SMSSM, que transmite a travs del servicio internacional SafetyNET de
INMARSAT, tambin comenz a funcionar desde esa fecha.

En algunas zonas ocenicas, todava no se aplica el servicio completo del SMSSM por razones tcnicas relacionadas con
el acceso a las estaciones terrenas costeras correspondientes. Para esas zonas se ha instalado un servicio provisional de
informacin para avisos meteorolgicos urgentes.

2. PRESENTACIN

4. EXPLICACIN DEL CONTENIDO DE LAS COLUMNAS

4.1 Metrea
Para la preparacin y la emisin de avisos meteorolgicos, y para la preparacin y la emisin regulares de boletines
meteorolgicos y martimos, los ocanos y los mares se dividen en zonas cuya responsabilidad asumen los Servicios
Meteorolgicos Nacionales. Las zonas de responsabilidad agrupadas permiten una cobertura completa de los ocanos y
los mares a travs de la informacin meteorolgica contenida en los avisos y boletines meteorolgicos y martimos para
alta mar. La Comisin de Meteorologa Marina examina las zonas de responsabilidad para garantizar una cobertura

Las zonas de responsabilidad definidas en los mapas mundiales representan un requisito mnimo para los servicios de
preparacin y de difusin. Ambos servicios pueden extender la zona de cobertura ms all de esas zonas de
responsabilidad si desean satisfacer necesidades nacionales. En ese caso, deben especificarse la zona de cobertura y los
horarios de emisin.

4.1.1 Coordenadas para las Metreas del SMSSM


ZONA COORDENADAS
I El Ocano Atlntico Norte, al este de 35W, desde 4827'N hasta 71N incluida la subzona del Mar del
Norte y del Mar Bltico.
II Aguas del Atlntico al este de 35W, desde 7N hasta 4827'N, luego y al este de 20W desde 4827'N
7N hasta 6S, incluido el Estrecho de Gibraltar.
III Mares Mediterrneo y Negro, al este del estrecho de Gibraltar.

VII El Atlntico Sur y los ocenos australes al sur de 6S desde 20W hasta la costa de frica, siguiendo por
el sur hasta el Cabo de Buena Esperanza; El ndico Sur y los ocanos australes al sur de 1030'S, desde
el Cabo hasta 55E, y luego al sur de 30S hasta 80E.
VIII (N) La zona del Ocano ndico circunscrita por las lneas que se extienden desde la frontera indopakistan,

4.1.2 Modificacin de las Metreas


Toda modificacin de la zona de responsabilidad, o propuesta de introduccin de un cambio en la responsabilidad de los
Servicios Meteorolgicos Nacionales con relacin a una zona tendr que ser aprobada por el Consejo Ejecutivo, sobre la
base de una recomendacin de la Comisin de Meteorologa Marina.

Antes de redactar cualquier recomendacin sobre la enmienda propuesta para someterla al Consejo Ejecutivo, la
Comisin de Meteorologa Marina deber recibir los comentarios de los Servicios Meteorolgicos Nacionales
directamente interesados en dicha enmienda, as como los comentarios del Presidente o Presidentes de las Asociaciones
Regionales interesadas.

4.2 Servicio de preparacin


Servicio Meteorolgico Nacional que ha aceptado la responsabilidad de preparar predicciones y avisos para partes, o la
totalidad, de una zona designada (Metrea), en el sistema OMM de difusin de predicciones y avisos meteorolgicos
para la navegacin en el marco del SMSSM, y de transferir esa informacin al correspondiente servicio de difusin para
que la restransmita.

4.3 Servicio de difusin


Servicio Meteorolgico Nacional que ha aceptado la responsabilidad de difundir las predicciones y los avisos
meteorolgicos para la navegacin, a travs del servicio SafetyNET de INMARSAT, a la zona designada cuya
responsabilidad ha aceptado el Servicio a tenor de lo dispuesto en el SMSSM en materia de difusin. Las predicciones y
los avisos para sta pueden haber sido preparados nicamente por el servicio de difusin, o por otro servicio de
preparacin, o bien por una combinacin de ambos, sobre la base de negociaciones entre los servicios interesados, o de
otra manera, segn proceda. El servicio de difusin se encarga de elaborar un boletn completo sobre la base de la
informacin recibida de los correspondientes servicios de preparacin, y de insertar el apropiado encabezamiento de
llamadas de grupo mejoradas (EGC). El servicio de difusin se encarga asimismo de controlar las transmisiones de
informacin a su zona de responsabilidad.

Cesacin de servicios
Cuando un Servicio Meteorolgico Nacional responsable de la preparacin y/o difusin de avisos y de boletines
meteorolgicos y martimos para una zona determinada ya no pueda prestar este servicio, deber comunicarlo al
Secretario General por lo menos seis meses antes de la fecha proyectada de cesacin del servicio.

4.4 Station terrienne terrestre (LES)


En esta columna se indica el nombre de la estacin terrena costera. Estacin terrestre perteneciente al sistema Inmarsat
de comunicaciones satelitales que permite la interconexin entre los sistemas satelital y costero, como el tlex y
telfono.

4.5 Satlite de la regin ocenica


En esta columna se indica la regin abarcada por el satlite. Se utilizan las abreviaturas siguientes:

4.6 Horarios de difusin (UTC)


Normalmente las emisiones se realizan por lo menos dos veces al da.

Cuando un servicio de preparacin o de difusin extienda la zona de cobertura ms all de las zonas de responsabilidad,
deber especificar la zona de cobertura y las horas de emisin.
