6. TECHNICAL PROPOSAL

6.1 Introduccin

GNL Penco (Owner) is the developer of the Terminal GNL Penco-Lirqun, an across-the-dock type
offshore terminal with an undersea and terrestrial pipeline and associated infrastructure, located at or
proximate to the Bay of Concepcin in Chiles Region VIII to receive and transfer liquefied natural gas from
LNG carriers to a floating storage and regasification unit and to transport gas from the FSRU to the existing
third party-owned Gasoducto del Pacfico gas transportation pipeline (including through the Cosmito gas
receiving and metering station) . In connection with works necessary to transport gas from the Terminal via
the Gasoducto del Pacfico gas transportation pipeline to the El Campesino Power Plant, the Owner will
develop the tie-in connections from the Gasoducto del Pacfico gas transportation pipeline to the gas
metering station at El Campesino Power Plant, located at the El Campesino Power Plant site and owned
by Owners Affiliate, Central El Campesino S.A.

The Owner has assigned the Project Execution to an EPC Contractor.

The Owner has appointed EDISON S.p.A for Owners engineering services, as Consultant for the
supervision, control, check and monitoring of the activities/works performed by EPC Contractor.

EDISON S.p.a. by way of its Chilean Branch will perform on site Owners engineering services with a
resident team.

6.2 Definitions

As used in this Agreement, the following terms shall have the following meanings, unless the context
otherwise requires:
Applicable Laws means a) any and all acts, statutes, laws, treaties, regulations, constitutions, licenses,
ordinances, rules, judgments, orders, decrees, directives, guidelines or policies or any governmental
authority having jurisdiction over the Project; and (b) the environmental guidelines.
Applicable Permits means all waivers, franchises, exemptions, variances, permits, clearances,
registrations, authorizations, consents, decrees, approvals, licenses, filings, privileges, rulings,
certifications, or orders from or required to be obtained or maintained from a governmental authority in
connection with the Project, the Contractor, any subcontractor, Owner, or any other person involved with
the Project, performance of the Work or ownership, construction or operation of the Project, in effect from
time to time.
CLIENT means Edison Spa or its Chilean Branch.
PROVIDER means ABSG Consulting Inc. Chile.
Codes and Standards means the codes and standards applicable to the Work set forth in

Contract Annex 1 - Appendix 7 and any change or revision of the Codes and Standard during the
execution of the Project and any other codes or standard not listed in the EPC Contract but in connection
with the Work

Design, Engineering and Construction Documents means: (a) all drawings, models, specifications, plans
and other documents that fall within the categories of design, engineering and construction documents,
which the EPC Contractor is required to provide to Owner for review under the EPC Contract; and (b) any
other documents that the Owner and the EPC Contractor agree ought to be included in the design
documents register under the EPC Contract, which are notified by the Owner to the Consultant.
El Campesino means Central El Campesino S.A, a sociedad annima organized and existing under the
laws of the Republic of Chile, identified with R.U.T. 76.240.103-7, with offices at Apoquindo 3472, Oficina
1401, Las Condes, Santiago, Chile.
El Campesino Gas Connection Works means all the activities and works referred to the tie-in connections
and the gas metering station to allow the gas transportation from the Gasoducto del Pacifico to the El
Campesino Power Plant.
El Campesino Power Plant means the approximately 600 megawatt (net) combined cycle power plant,
transmission line and gas pipeline connecting such power plant to the Gasoducto del Pacfico gas
transportation pipeline located in the municipality of Bulnes, Biobo region, Chile.
El Cosmito Gas Station means the interconnection gas station to connect the Pipeline to the Gasoducto
del Pacifico
EPC Contractor means (i) the Contractor and (ii) any other supplier or subcontractor who is in charge for
the Project execution.
Facility means (i) those components comprising Terminal, Pipeline, El Cosmito Gas Station, El
Campesino Gas Connection Work and any other work or component that will occur during the execution of
the Project, (ii) all facilities, systems to be located on the Site, and to be fully designed, engineered,
procured, permitted, fabricated, constructed, installed, commissioned, started-up, tested, and completed
by Contractor.
HSE Provider Supervisor means the Supervisor directly elected by Provider who shall monitor, control
and ensure that all relevant safety and security actions and precautions have been undertaken by the ON
SHORE TEAM in order to guarantee their own health and safety during the performance of the Supervision
and any other their activity.
ON SHORE TEAM means the personnel listed in paragraph 16 of this Work Requisition, including the
OPTIONAL ON SHORE TEAM and any other person further involved in the execution of the Supervision
(a) to be provided by ABSG for the execution of the Supervision and (b) having the competency,
qualification and degree of skill, care and diligence in the LNG and gas industry as per minimum
requirements described in Annex A.
OPTIONAL ON SHORE TEAM means the option requested to ABSG and released by CLIENT, consisting
in involving on Site (i) the Site Technical Assistant or (ii) the Site Main Supervisor or both of them, having
the qualification, degree of skills and any other characteristic as per Annex A, to perform Supervision.

Owner means GNL Penco S.p.A.


Pipeline means the undersea offshore and onshore pipeline to send-out the natural gas from the FSRU
to the existing Gasoducto del Pacifico gas distribution system
Project means (i) the Terminal; (ii) the El Campesino Gas Connection Works; (iii) the Pipeline; (iiii) the El
Cosmito Gas Station (iiiii) the Project Interfaces and (iiiiii) all the others areas where will be performed
activities linked or in relation to the points (i), (ii), (iii), (iiii), (iiiii).

Project Interfaces means all the interfaces (companies, third parties, local authority, etc.) other than the
EPC Contractor that will be involved during and for the execution of the Project.
ABSG means the company which provides the ON-SHORE TEAM
Site means that the area owned or leased by Owner or to which Owner has rights of access on which the
Project will be located.
Site Manager is the CLIENTs employee who (a) has the responsibility of the on site Owners engineering
services.
Subcontractor means any contractors contracted by Owner or by EPC Contractor to perform the Work.
Supervision means the performance of supervision, control, check, monitoring and testing of the
activities/works performed by the EPC Contractor, including any other activity required for the performance
of the service to be executed by ABSGs Personnel (Supervisor) as per this Work Requisition.
Supervisor means any person provided by the ABSG as part of the ON SHORE TEAM
Terminal means the across-the-dock type offshore terminal to be built by the Contractor
Work means all work, activities and services to (a) be performed in connection with the design,
engineering, planning, procurement, permitting, fabrication, construction, project management,
construction management, coordination of subcontractors work, installation, commissioning, start-up,
testing and completion of the Facility, including the interconnection works required to connect the Facility
to the gas systems (b) provide all materials, systems and equipment, spare parts for commissioning and
start-up and operation, machinery, tools, labor, utilities, chemicals, transportation and administration and
any other service and item related to the EPC Contractor scope of service and work.
Work Requisition means the present document with code J170RAKP001.

6.3 Project Location


The whole project will be located in the VIII Region of BioBio, Chile. The Terminal, offshore pipeline, on-
shore pipeline and Cosmito Station will be located at Conception Province, Penco Commune. El
Campesino Station will be located at uble Province, Bulnes Commune.
The part of the project related with the Terminal and with the submarine section of the pipeline is located
off-shore, at the area of the Conception Bay.

The part of the project related with the onshore section of the pipeline will be located along the route of this
pipeline until Cosmito, here it will take place the connection with the existing gas network.
Regarding El Campesino station, it will be located in the south of the Bulnes city, approximately 80 km
eastward from the Cosmito Gas Station.

6.4 Scope of Work


The Scope of this Work Requisition refers to the supply of an ON SHORE TEAM by a Qualified
Chilean ABSG (herein after called ABSG) to supplement the resident team of the
CLIENT for the performance of SUPERVISION.

The ON-SHORE TEAM shall consist of Supervisors assigned to the CLIENT for the execution of
Supervision.

This document describes the activities that ON SHORE TEAM shall perform.

a. General

The ABSG shall procure an ON SHORE TEAM of suitable personnel/professional to perform the
Supervision of the Project execution as part of the Owner engineering services that the Owner awarded to
the CLIENT and as described in this document.

Supervision provided by ON SHORE TEAM shall consist in executing all the activities on Site and out of
the Site aimed to check, control, monitoring and testing EPC Contractors and Subcontractors Work in
connection with the engineering, planning, procurement, permitting, fabrication, construction, project
management, construction management, health and safety management, environmental management,
coordination of the subcontractors work, installation, commissioning, start-up, testing and completion of
the Facility.

Supervisors will check the Work performed by EPC Contractor professionals who will base their activities
on (but not limited to) the Design, Engineering and Construction Documents and any other technical
specification, drawing, calculation note, model, specification, plan, procedure, method of statement in
connection with the Facility, the Work, the Applicable Laws, Applicable Permits and Codes and Standard.

More in detail, the Supervision will include the review on Site of the Engineering and Construction
Documents as well as the construction method of statement and construction and commissioning
procedures for adherence to the following (but not limited to):

the EPC Contract,


Applicable Codes and Standards,
good engineering practice,
Site and environmental conditions,
performance guarantees,
Applicable Permits,
certifications necessary for start-up and operation,
Project Interfaces and other identified interfaces.

Assuring the compliance of the Work on site with all the documentation issued for construction (drawings,
material and work requisitions/specifications, procedures, codes and standards) is part of the Supervision
activity.

Supervision shall be carried out by ABSGs Personnel (Supervisor) who have, at least the qualifications,
skills, attitudes and experience and all the other characteristics described in Annex A.

b. Supervision general commitment

Supervisor shall be involved in reporting, accounting and site logistic activities for the execution of the
Supervision.

These activities will consist (but will not limited to) in the following general commitments:

meeting attendance and minute of meeting editing

management of the equipment, devices and tools necessary for the performance of the Supervision
supervision reporting (daily)
any other activity in order to provide the Supervision.

6.5 Expediting Activities


Supervision will include (but will not limited to):

The review and verification of the EPC Contractors procurement plan and schedule;
The review and verification of the EPC Contractors shipping procedure and schedule as well as
the custom procedure;
The review of the subcontractors or vendors proposed by the EPC Contractor;
Check, Control and Monitoring of expediting, inspecting and testing plan (including inspection
procedures and in-factory to be executed in and outside Chile, test methods, identification of
witness points, etc.),
In-factory inspections of equipment including the writing of the associated inspection reports,
Assessment of any EPC Contractor deviation from the Contract;
Assessment, issue and monitoring of Contractors non-conformity and recommendation to the EPC
Contractor and to the Owner.

6.6 Contractual Management Support Activities


Supervision will include all the activities necessary to support the Owner on the management of the EPC
Contractor as well as its Suppliers and Subcontractors. These activities will include (but will not limited to):

Approval of payment milestones certifying the Projects progress in relation to payment claims and
contractual requirements on the basis of follow-up of the work progress and milestones along with the
supporting documents submitted by EPC Contractor for payment certification,

Technical assistance in connection with disputes, differences, claims, Change Orders arising between the
Owner and EPC Contractor regarding design, procurement, supply, installation, construction or completion
of works including providing warnings on potential claims.

6.7 Planning Monitoring Activities


Supervision will include all the activities needed to check, control and monitoring EPC Contractors baseline
schedule and all its annexes/appendixes as well as their updates during the execution of the work. In
particular, Supervision will include (but will not limited to) the preparation of overall and detailed working
schedules to be used to monitor the work execution progress and to compare them with the contractual
schedules and contractual milestones.
Supervision action/effort shall identify in advance the EPC Contractor and its Suppliers/Subcontractors
issues/items of concern/ inconsistencies according to the project target.
The performance shall include the request to the EPC Contractor of any info/detail/evidence in term of work
breakdown structure/schedules/works execution.

6.8 Technical Risk Assessment And Management


A technical risk register, for the Project identifying the major risk of the EPC Contractors scope of work and
services that may impact on cost and schedule will be defined together with mitigations and measures to
be put in place.

Supervision will include all the activities needed to:

update the risk register through the identification of new risks and related mitigations for the project;
check and control that EPC Contractor put in place all the mitigation established by the Risk
Register;
any other activity needed to be performed on Site in order to control, check and monitoring
Contractors compliance with the requirements and mitigation established by the risk register.

The risk register and mitigation measures will be reviewed periodically by ON SHORE TEAM during the
meetings together with the EPC Contractor and the Owner.

6.9 Environment, Permitting and Regulatory Monitoring Activities


Supervision will consist (but will not limited to) in checking, controlling and monitoring EPC Contractors
activities to:

Verify EPC Contractors compliance with environmental requirements and constrains;

Verify EPC Contractors compliance with the local regulation, Applicable Laws, statutory approvals
and consents.

In particular, the services will consist in verifying that EPC Contractor takes all the necessary actions to
comply with the requirements and regulation above described.

6.10 Construction Works Supervision


Supervision shall consist in executing all the activities on Site and out of the Site to check, control,
monitoring and testing EPC Contractor construction Work in connection with the engineering, planning,
procurement, permitting, fabrication, construction, project management, construction management, health
and safety management, environmental management, coordination of the subcontractors work, installation,
commissioning, start-up, testing and completion of the Facility.

Supervision will consist (but will not limited to) in the major areas described in the chapters below.

a. General services

Supervision will be performed by ON SHORE TEAM and which shall live nearby the city of Talcahuano
during the execution of construction works.

The duties and responsibilities of ON SHORE TEAM will cover the following:

 Reviewing of EPC Contractors Site documents such as organization, quality plans and procedures,
plans of inspections and tests to be executed on and out of the Site, construction and
commissioning procedures and methods, status of drawings used for construction and any other
document in relation to the EPC Contractors work.
 Supervision and monitoring of all EPC Contractors and subcontractors activities performed on site
such as on site deliveries, equipment storage, construction works, Commissioning Tests and
Performance Tests,
 Checking of works to ensure compliance to Applicable Law, Codes and Standards, approved
drawings, and inspection and test plans,
 Following up of punch-list and monitoring of clearance of defects found during construction,
 Certification of work progress submitted by EPC Contractor for schedule control and payment;
 Consolidating and gathering all technical data and information relevant and useful for managing
claims put forward by EPC Contractor and / or back-charges from Owner,
 Checking of Contractors update of records of design variations, changes as made or as
constructed with any Project cost adjustments
 Monitoring the updating of complete and orderly electronic folder regrouping all data and drawings
pertinent to the Project, especially the as-built documentation.

Supervision includes the participation to all the meetings as well as the writing of the relative minutes.
Supervisor will check, control and monitoring the Contractors compliance with health and safety rules any
non-compliance detected.

b. Equipment delivery

Supervisor shall review the schedules and procedures set up by the EPC Contractor for monitoring the
equipment/materials shipping and delivery on Site, storage and preservation.

Supervisor shall daily check the status of the material and equipment on Site. In case any damage is
detected, the extent of damage shall be checked in conjunction with the EPC Contractor and the actions
necessary to meet the EPC Contract requirements and construction schedules are assessed and discussed
with the EPC Contractor.

c. Baseline schedules and progress on Site

Supervisor shall check, control and monitoring the EPC Contract baseline schedule and its updates
(including all its annexes and attachments):

 Daily in order to detected and monitor the crucial procurement and construction activities;
 Daily by means of construction site inspection to check that the work is proceeding according to
schedule,
 Weekly through meetings,
 Exceptionally whenever a major event directly impact the construction critical path.

d. Quality control

Supervisor will review the EPC Contractors on-Site quality organization and review the procedures issued
by the EPC Contractor for controlling the procurement, delivery and storage of equipment and materials.
Supervisor will ascertain the quality of construction of equipment and make sure that they conform to the
EPC Contract. The purpose of these tasks is to ensure that:

QA/QC documentation is available and compliant with the EPC Contract


The EPC Contractor assembly inspection programs are adapted to the work to be carried out,
The specifications, the assembly and inspection procedures are adapted to the work,
The work is carried out in compliance with all the requirements of the EPC Contract.
The inspection and tests reports have been correctly assessed and analysed in compliance with
the EPC Contract.

e. Milestones certification

Supervisor will assess the consistency between the invoices presented by the EPC Contractor and the
actual progress of deliveries and works in conformity with the Milestones and Progress Schedule.
The quantities proposed by the EPC Contractor for additional work, if any, and the related invoices will also
be verified in accordance with agreed Change Orders.

f. Site meetings during construction

It is understood that the EPC Contractor will hold weekly and monthly progress meetings; Supervisor shall
attend these site meetings with the EPC Contractor based on maintaining the Project quality for construction
activities.

g. Construction preparatory work

Supervision will consist (but not limited to) in checking, controlling and monitoring the preparatory works
activities which include at least the following:

 general layout of site installations;


 offices, locker rooms, and infirmary,
 location and sizing of roads and accesses to erection areas,
 distribution of energy sources required: water, electricity, compressed air, etc., and
 location of hoisting equipment.
 transport facilities to convey the necessary equipment to the Site

h. Civil/maritime works

Supervision will consist (but not limited to) in checking, controlling and monitoring the following activities:

 proper site location;


 proper execution of preliminary works: soil tests, earth works, foundations, piling, etc.;
 proper execution of the off shore and on shore pipeline construction works: excavation works,
welding procedures and activities, mechanical erection works, backfilling, etc

 compliance of the works with the detailed drawings;


 execution of the works in compliance with the EPC Contract specifications and construction
procedures;
 witnessing of the concrete/steel structures quality checks; and
 compliance with the field quality plans.

i. Electro Mechanical Works

Supervision will consist (but not limited to) in checking, controlling and monitoring of the following activities:

 Correct location of equipment, piping and steel structures.


 Compliance with the erection specifications and procedures, such as:
 Equipment, Piping and Steel Structures handling;
 Equipment, Piping and Steel Structures preparation;
 Equipment, Piping and Steel Structures erection;
 EPC Contractor will perform the following activities in compliance with the EPC

Contracts inspection procedures, such as:

 Dimensional and quantity inspection;


 Destructive metallurgical testing and test coupons;
 Non-destructive metallurgical testing:
o Liquid penetrant test;
o X-rays;
o Ultrasonic;
o Magnetic particle examination.
 Dielectric Strength Test;
 Pressure tests preparation and execution.
 Compliance of the final test reports with the EPC Contractor Quality Assurance Plan and Manual
 Qualifications of the specialized personnel, such as welders, riggers, scaffolders, etc.

Upon completion of systems or equipment erection, the necessary inspection visits with the EPC Contractor
are organized to check that this work complies with the EPC Contract specifications.

j. Electrical and Instrumentation Works

Supervision will consist (but not limited to) in checking, controlling and monitoring the following activities:

 Proper erection of works, in compliance with EPC Contracts specifications and procedures, and
standards;
 Proper installation in classified area;
 Matching between as-built erection of works and as-built detailed drawings;
 Compliance of materials with certification;
 Final dossiers;
 Compliance with EPC Contractor Quality Assurance Plan and Manual;
 Qualifications of specialized personnel;

6.11 Commissioning and Start-Up Activities Supervision


Some Supervisor of the ON SHORE TEAM may be asked to support the Commissioning Manager in
checking, controlling and monitoring all the commissioning and start-up activities. Following a list of the
possible activities:

 Assistance to the Owner for coordinating commissioning and start-up activities,


 Assistance to the Owner to train the Owners operational personnel;
 Review of commissioning plans and performance test procedures,
 Review, check and ensure proper erection turnover to commissioning,
 Verify EPC Contracts schedule with reference to the commissioning LNG requirements,
 Monitor and witness of the commissioning and testing activities,
 Witness performance tests and confirm compliance to approved procedures,

6.12 Reporting To Client site manager


Throughout the performance of Supervision, a flow of information shall be assured to the CLIENT Site
Manager so that he will be immediately informed and advised about any event which occurs during the
Work.

6.13 Progress Meetings


During the EPC Contract execution Supervisor shall attend all the meeting (daily, weekly and monthly
progress meetings) with the EPC Contractor and/or the Owner or any other party which is involved in the
execution of the Project.

6.14 Duty Of Care


Should be exercised the degree of skill, care and diligence reasonably to be expected of a qualified and
competent ON SHORE TEAM (including Optional ON SHORE TEAM, if any) in the marine construction
works and LNG and gas industry experienced in providing services similar to Supervision in respect of
major international projects similar to the Project. Supervisor shall perform Supervision in compliance with
all conditions in this Work Requisition and all requirements applicable to the Supervision.

Supervisor shall be in good health and shall provide all the health certificate necessary for the performance
of the Supervision according to the Applicable Law and Chilean laws, rules and regulations.

6.15 Replacement Of Supervisor


If during the execution of Supervision performed by ON SHORE TEAM, a member voluntarily resigns from
his employment with the ABSG, or should the CLIENT Site Manager considers, at its sole discretion, it is
necessary to remove or replace a Supervisor due to such Supervisor failing to properly perform their
required obligations or such Supervisors behaviour is considered by the CLIENT Site Manager
unacceptable, then the Supervision ABSG shall replace him (or her) with another Supervisor having
qualification, skills and any other characteristics as per Annex A.

ABSG shall replace such Supervisor within 7 days from receiving request notice by CLIENT Site Manager
and at Supervision ABSGs own cost.

ABSG shall submit to the CLIENT Site Manager the resume of any Supervisor who will be part of ON
SHORE TEAM or who will replace Supervisor already performing Supervision on Site.

ABSG shall assure a flow of resumes and shall arrange the interviews of the candidates for the position of
Supervisor until CLIENT Site Manager will notify to Supervisor ABSG the name of the selected Supervisor.

In case one, or more than one, Supervisor will be absent on the Site for a certain period of time longer than
3 days, ABSG shall replace such Supervisor with another Supervisor with similar or higher characteristics
as per Annex A and at ABSGs cost. No additional cost can be claimed by ABSG for any replacement
occurred during the execution of the Supervision.

6.16 Supervisor
Supervisor to be provided by ABSG as ON SHORE TEAM for the execution of the Supervision shall be the
following:

 n.1 Civil&Marine Supervisor (JD3);


 n.1 Mechanical Supervisor (JD4);
 n. 1 Quality Assurance/Quality Controller (JD2);
 n.1 Project Control (JD1);
 n.1 Electrical, Instrumental&Control Supervisor (JD5);
 n.1 Offshore Site Supervisor (JD6);
 n. 1 Welding Inspector (JD8).

ABSG shall provide the professional staff (Supervisor) having suitable qualifications, and relevant work
experience in the required field of LNG and Oil&Gas industry as expertise to perform the Supervision.
Supervisor shall fulfil the roles, and shall have the qualifications, skills, attitudes and experiences in
accordance with the job description set out in Annex A.

CLIENT can require Supervisor other than to the ones above listed. In particular, ABSG shall provide one
or both of the two following Supervisor, defined OPTIONAL ON SHORE TEAM, whose involvement on site
will be confirmed by the CLIENT Site Manager during the execution of the Project:

 n.1 Site Technical Assistant;


 n. 1 Main Site Supervisor.

The Site Technical Assistant and/or the Main Site Supervisor shall be considered an Optional ON SHORE
TEAM to be engaged on Site only after written confirmation by the CLIENT Site Manager.

6.17 Mobilization Date, Presence On Site


Each Supervisor of the ON SHORE TEAM will be involved during specific execution phases according to
the construction schedule which will be issued by the EPC Contractor at the beginning of the Project.

A preliminary overview of the number of months and mobilization date on which each Supervisor will be
involved on Site is given by the following two tables. Table 1 shows a preliminary estimation of each
Supervisor presence on site (in months):

ABSG is aware that all the information above stated in Tables 1 and 2 are given for information only and
cannot be considered official milestone for the execution of the Supervision. ABSG shall not be entitled to
claim any additional cost in case the mobilization date and presence on site will be different by the ones
shown in table 1 and 2.

6.18 Site Facilities


The following facilities and services shall be furnished by CLIENT:

 Site Offices with the relevant furniture (i.e. electricity, telephone/internet, workstation, laptop);
 lunch at Site canteen any day Supervisor perform Supervision.
 ABSG shall consider at its own duty/charge and shall take care at its own expenses the following
site facilities in order to execute the works:
 Site transportation,
 Domestic travels and local transportation (including all the expenses such as public transportation
tickets, taxis, etc.)
 Local accommodation (including all the expenses such as furniture, common expenses, etc.)
 Pick-ups Fuel and Tolls.
 Any other facility or expense above not mentioned but due to accommodate/manage Supervisor
outside the job site.

6.19 Back Office Service


At CLIENTs requested, Back Office Services shall be assured by ABSGs personnel in ABSG
headquarters office all the time CLIENT Site Manager considers necessary the involvement of engineers
(other than ON SHORE TEAM) with degree of skills, abilities, qualification and experience in LNG project
and Oil & gas Industry. Back Office Service will consist in studying specific cases of issue that might be
encountered during the Work of the Project. Back Office Service shall be considered an optional activity to
be performed only after written notice of request issued by the CLIENT Site Manager.
Back Office Service shall cover the following disciplines:

 Civil & Geotechnical Engineering;


 Marine Engineering;
 Mechanical Engineering;
 Electrical Engineering;
 Instrumentation Engineering;
 Process Engineering;
 Seismic Engineering.

6.20 Health, Safety & Environment


ABSG shall remain directly and solely responsible for the compliance of health, safety and environment
laws, regulations and rules for the Supervision and all the other activities performed by the ON SHORE
TEAM.

In particular, ABSG shall be responsible for the designation of the HSE ABSG Supervisor and his deputy
(who shall act when the HSE ABSG Supervisor will be absent) who shall monitor, control and assure the
compliance of the Supervision performed by the ON SHORE TEAM with the health, safety and
environmental laws, regulations, plans and rules.

HSE ABSG Supervisor shall have the right degree of skill, care, diligence, competence and knowledge in
health, safety and environment matters in order to perform his activity in the most efficient way.

HSE ABSG Supervisor shall ensure that all relevant safety and security actions and precautions have been
undertaken by the ON SHORE TEAM in order to guarantee their own health and safety during the
performance of the Supervision and any other their activity.

In particular, HSE ABSG Supervisor shall monitor the Supervisors behaviour during the performance of
the Supervision in order to control Supervisors compliance with the health and safety regulations, plans,
rules and laws as well as their use of all the necessary Personal Protective Equipment.

HSE ABSG Supervisor shall immediately take any measure and action necessary to guarantee
Supervisors safety during the performance of the Supervision in case their health or safety could be
compromised.

Job Purpose:

The position is responsible for Supervision of the electrical and I&C works performed
by EPC Contractors and its Subcontractors.

Contextual Information

Referring to the construction of a new offshore LNG Terminal located in CHILE, with
offshore jetty, connected to the main land with offshore pipeline, and all necessary
equipments and devices to allow FSRU permanent mooring, including the necessary
onshore infrastructures.

The project is developed through a Project Company (Octopus LNG SpA with EDF as
shareholder) and located in the Bay of Conception (approx 500 km to the south of
Santiago).

The OWNER shall assign the project execution to an EPC Contractor.


Edison shall provide Owners Engineering Services (OE) for the project with a Team
which will be resident on site during the construction works (from Construction till the
Commissioning/start-up phases).
