ThisDraftManagementPlanfortheLakeBoortprovidesthebasisforthefuturemanagementofthe
reserve.

ThisdraftplanrecognisestheenduringconnectionsofDjaDjaWurrungpeopletothisplace.Itisapartof
DjaDjaWurrungCountry.Theplan,oncefinalisedandapproved,willrepresentoneimportantoutcomeof
theDjaDjaWurrungRecognitionandSettlementAgreement(2013).

Thedraftplanispublishedtogiveinterestedpeopleandorganisationsanopportunitytocontributetothe
finalshapingoftheplan.AnOpenHouseconsultationsession,anonlinesurveyanddirectcontactwitha
numberofstakeholdershasalreadyprovidedParksVictoriawithvaluableinputandhascontributedtothe
vision,goalsandstrategiesinthedraftplan.

ParksVictoriarecognisestheimportantcontributionsthatthosewhoknowandvaluetheareacanmaketo
itsmanagement.Throughthisplan,ParksVictoriaisseekingtostrengthenitsrelationshipswiththeBoort
community,DjaDjaWurrung,communitygroups,LoddonShireandarangeofStategovernmentagencies

LakeBoortispartofachainofLoddonRiverwetlandsextendingnorthwardsfromBoorttoKerang.This502
hareserveisaspecialplaceforthelocalcommunity,forDjaDjaWurrung,andforvisitors.Itisarichcultural
landscape,offeringawindowintoAboriginalcultureandtraditions,andthehistoryofcolonialsettlement,
aswellasbeingenjoyedforrecreation.Likeotherwetlandsacrossthisregion,ithashighnaturalvalueswith
morethan200indigenousspeciesofplantsandanimals,somebeingrareorthreatened.

LakeBoortisasmallreserve,withfewfacilities.ItsbushsettingclosetothetownshipofBoortmeansit
offersaneasilyaccessiblenaturalsettingforlocalsandvisitors.Inthepast,treeshavebeencutfortimber,
andithasservedasapermanentwaterwaterholdingbasin.Somecurrentusesofthereservearehaving
adverseimpactsorincreasingtheriskofdamagetonaturalandculturalvalues:theseincludecuttingtrees
forfirewood,damagingculturalsites,drivingofftrackresultinginerosionandsoilcompaction,rubbish
beingleft,unattendedcampfires.Thisplanseekstoaddresstheseconcerns.

LakeBoorthasbeendrysince2013,followingthe2011floods.Anenvironmentalwateringplanhasbeen
developedbytheNCCMAandonceimplementedwillrestoreLakeBoortasashallowfreshwatermarsh,a
typeofintermittentwetland.Thiswillenhanceitsstatusasawetlandofbioregionalimportance.Thisplan
supportsthatinitiative,subjecttothefindingsofaprewateringCulturalHeritageManagementPlan.

ThisdraftManagementPlanislongtermandaspirational.ItisthefirstsuchplanforLakeBoort.The2003
ActionPlanhasprovidedthefoundationforthisplan,alongwithareviewofotherstudiesandreports,visits
tothereserveandcommunityengagementthroughanOpenHouseconsultation,onlinesurveyand
stakeholdercontact.

TheenduringconnectionsofDjaDjaWurrungpeopletoLakeBoortarerecognisedthroughtheDjaDja
WurrungRecognitionandSettlementAgreement(2013)andreflectedintheirCountryplanDhelkunyaDja.

Keyelementsoftheplaninclude:

ProtectingandinterpretingtheculturallandscapeandculturalsitesofLakeBoort
RevitalisingLakeBoortasaproductivewetland,abletosupportanenrichedbiodiversitythrough
environmentwatering,naturalregenerationandrevegetationandhabitatprotection
Increasing community and visitor awareness and appreciation of the reserves values and
encouragingenvironmentallyresponsiblepracticesandbehaviours
Facilitatingopportunitiesfornaturebasedandculturaltourism,especiallythroughinteractive
guidedtoursthatmaybeofferedbyDjaDjaWurrungbusinesses.
Enhancingrecreationopportunitiesbyexploringtheoptionsfornewwalkingandsharedtracks,
designatingacampingareatomanageimpacts,andprovidingnewvisitorinformation.
Rationalisingaccesstrackstominimisetheriskofdamagetonaturalandculturalvalues
BuildingandstrengtheningpartnershipswiththeBoortcommunity,DjaDjaWurrung,Loddon
Shire, North Central Catchment Authority and other key organisations, and promoting
opportunitiestoworktogethertoachievesharedgoalsforthereserve.

1 Introduction

ThedraftManagementPlanforLakeBoortestablishesavision,strategic
directions,goalsandstrategiestoguidetheconservationofitsnaturaland
culturalvalues.
TheLakeBoortreserve(hereafterLakeBoort)islocatedinnorthwestVictoria,1kmsouthofBoort
townshipand87kmnorthwestofBendigo.Thereservecovers502haandincludesalengthofKinypanial
CreekwhichflowsintoLakeBoortfromthesouthernend(Map1:Location).LittleLakeBoortisnotincluded
aspartofthemanagementplan.LakeBoortispartofagroupofwetlandareasreferredtoastheBoort
Districtwetlands.

LakeBoortiswithintheCountryoftheDjaDjaWurrungpeopleandspecificallytheYungBalugclan,oneof
sixteenclansthatcomprisetheDjaDjaWurrungnation.LakeBoortisofgreatculturalsignificancetoDjaDja
Wurrungandisrecognisedasanimportantplaceintheir2014CountryPlan,titledDhelkunyaDja.

1.1 About this management plan


TheLakeBoortManagementPlan(thePlan)isastrategicguidetothemanagementofthenaturaland
culturalresourcesofLakeBoortanddefinesandprovidesforcontinuingandfutureusesforrecreation,
interpretationandeducation.ThePlanoutlinesthenaturalandculturalvaluesofLakeBoortandhowParks
Victoriawillensuretheirprotection,theservicesandfacilitiesthatwillbeprovidedforvisitors,andtheways
thatlocalandwidercommunitiesandothergovernmentagenciescanbecomeinvolved.Chapter2
introducesthesekeyvalues,discussesthestatusofthisreserveandoutlinesrelevantlegislation,policies
andguidelines.

ThePlanarticulatesaVisionforLakeBoortinChapter3:itislongtermandaspirational,expressinghow
LakeBoortwilllooktoafuturevisitoranddescribingtheultimateoutcomeofthemanagementdirections
andstrategiesinthisPlan.StrategicDirectionsflowdirectlyfromandhelpelaboratetheVision.

TheManagementZonesinChapter4provideaframeworkofgeographicalareaswherespecific
managementdirectionsandprioritiesaretobeapplied,andwherecertainusesandactivitiescanoccur.

GoalsandStrategiesfollowinChapters5,6,7and8.Eachofthesechaptershasaparticularfocus.Goals
describewhatmanagementseekstoachieveandStrategiesdefinetheapproaches,activitiesormethods
thatwillbeusedtoachievetheGoals.

1.2 Foundations for this Plan


LakeBoortisofoutstandingculturalheritagevalueforthehighdensityofscarredtreesandotherAboriginal
placetypesitcontainsandisofgreatsignificancetoDjaDjaWurrung.

TheDjaDjaWurrungRecognitionandSettlementAgreementof2013includedthetransferofsixareasto
aboriginaltitleheldbytheDjaDjaWurrung,tobejointlymanagedwiththeState:GreaterBendigo
NationalPark;KaraKara(part)NationalPark;KooyooraStatePark;PaddysRangesStatePark;Hepburn
RegionalPark;WehlaNatureConservationReserve.

OneoutcomeoftheDjaDjaWurrungRecognitionandSettlementAgreement(2013)isthedevelopmentof
aplanofmanagementforLakeBoortandthenegotiationofaCulturalHeritageAgreementconsistentwith
theplanofmanagement,theAboriginalHeritageAct2006(Vic)betweentheStateandtheDjaDjaWurrung
ClansAboriginalCorporation(DDWCAC),aswellastheimplementationofongroundworksarisingfromthe
approvedplanundersection18oftheWildlifeAct1975(Vic).The2013Agreementandthisprocessarekey
foundationsforthisPlan.

2 Introduction

TheintentiontochangethestatusoftheLakeBoortreservetoaWildlifeReservewasconfirmedbythe
GovernmentinitsresponsetotheVEACRiverRedGumInvestigationin2009,andthisstatusasaWildlife
Reservehuntingpermitted(StateGameReserve)madeitineligibleforreturnandjointmanagement
undertheTraditionalOwnerSettlementAct2010(Vic).TheAgreementdoesnotaffectfreeholdland.Any
existinginterestssuchaslicencesoverCrownlandareunaffectedbytheAgreement.

OtherkeyingredientsthatwillshapehowLakeBoortismanagedintothefuturearetheexistingplansand
policiesofkeyStateandCommonwealthgovernmentagenciesandtheaspirationsoftheBoortcommunity,
theDjaDjaWurrungcommunitiesandothercommunitieswithakeeninterestinLakeBoort.

1.3 Concept of Country


ThroughoutthisPlanthetermCountryisusedandhasaspecificmeaning.Itreferstotheconceptof
CountryexpressedbyIndigenousAustralians,andforthisareabyDjaDjaWurrung.TheconceptofCountry
encompassesthephysicallandscape,itshistory,theindigenousspeciesthatlivethere,knowledgeand
traditions,storiesbothrecentandancient,andthedeeplyfeltmeaningsandconnectionsbetweenDjaDja
WurrungpeopleandtheirCountry.

DhelkunyaDjaacknowledgesthattheirCountryisnowalsovaluedbymanyotherpeopleandculturesas
partoftheirheritage,asplacesforrecreation,andalsoasarichlandscapethatsupportsmanydiverse
industriessuchastourism,forestry,agricultureandbeekeepingthatrelyonthenaturalresourcesthat
Countryprovides.DhelkunyaDjaalsoacknowledgesthatDjaDjaWurrungCountryhasbeenaltered,often
dramatically,andthatsomeecosystemsandlandscapehavesuffereddevastatingchangeandrequires
healing(DDWCAC2014:9).

InthisPlantheuseofthewordCountryisofferedasamarkofrespect,notanexpressionofexclusivity.This
PlanrecognisesandvaluesallcommunityconnectionstoLakeBoort.

1.4 Planning approach


ThisisthefirstManagementPlanforLakeBoort.Itbuildsonearlierstudiesandplans,particularlythe2003
LakeBoortIntegratedActionPlanandthevariousstudiesofculturalandnaturalvaluesandresourcesthat
informedtheActionPlan.AnauditoftheActionPlanwasundertakenbyParksVictoriatoidentifythestatus
ofallofthelistedactions.

TheLakeBoortEnvironmentalWaterManagementPlan(NCCMA2013)hasprovidedupdatedinformation
onthenaturalenvironment,biodiversityandwaterflows.TheLoddonShirehasalsodevelopedarangeof
plansandpoliciesofdirectrelevancetoLakeBoortandtheBoorttownship,andthesearereferredtointhe
relevantsectionsofthePlan.

ThedevelopmentofthePlaninvolvedseveralvisitstoLakeBoortandgeneralinspectionsofthearea,a
reviewofawiderangeofexistingresearch,plansandpolicies,contactwitharangeofstakeholder
organisations,anddevelopmentofdiscussionpapersandfactsheetsasabasisforcommunityengagement
(seebelow).NofieldsurveyworkwasundertakenaspartofthedevelopmentofthisPlan,andthePlan
thereforereliesonpriorresearchintonatural,culturalandcommunityvalues.Keydocumentsconsideredin
thedevelopmentofthePlanarelistedintheReferencessection.

ParksVictoriasmanagementapproachforVictoriasparksandreservessitswithinthecontextof
CommonwealthandStatelegislation,internationaltreaties,conventionsandotherobligations,government
policiesandcommitments,bestpracticeprinciplesandguidance.

ThedevelopmentofthePlanwasguidedbyaProjectControlGroupcomprisingParksVictoriastaff,and
representativesofDDWCACandDELWP.

ThePlanalsoanticipatesthedevelopmentofaCulturalHeritageAgreementandthepreparationofa
CulturalHeritageManagementPlan.ACulturalHeritageAgreementcanbemadeundertheAboriginal
HeritageAct2006.Itisavoluntaryagreementmadebetweentwoormorepartiesrelatingtothe
managementorprotectionofAboriginalculturalheritage.OneofthepartiesmustbearelevantRegistered
AboriginalParty.ForLakeBoort,theCulturalHeritageAgreementwouldbemadebetweentheStateand
DDWCAC.Itwouldformalisethemanagementarrangementsandpracticalitiesinrelationtotheongoing

managementoftheAboriginalculturalheritage.Todate,therearenoCulturalHeritageAgreementsinplace
inVictoria.

DuetothedensityofAboriginalplacesinthereserveitisreasonabletoassumethatanyworksandmany
managementactivitieswilltriggertheneedforaCulturalHeritagePermit(CHP)andsomewilltriggera
CulturalHeritageManagementPlan(CHMP).Forexample,aCulturalHeritageManagementPlan(CHMP)
hasbeenrecognisedasessentialpriortotheimplementationoftherewateringproposedbytheNCCMAat
LakeBoort,andmayalsoberequiredtoaddressotheractivitiesthathavethepotentialtoimpactAboriginal
culturalheritageandwouldthereforetriggertheneedforaCHMP.TheneedforaCHMPwilldependon
what(natureoftheworks)where(specificlocation/map)andhow(handtools/machineryetc.)activitieswill
beundertaken.

1.5 Community input


CommunityinputwasinvitedthroughoutthedevelopmentofthedraftPlan,withannouncementsinthe
mediaandontheParksVictoriawebsite.Peoplewereinvitedtosubmitinformationormakecontactwith
theParksVictoriaplanningteamatanystageoftheproject.

AnOpenHousewasheldon2021November2015inBoort,offeringanopportunityforinterestedpeople
tomeetParksVictoria,DELWPandNCCMAstaff,discussissuesandhaveanyconcernsrecorded.TheOpen
Housecomprisedtwosessions,oneonFridayafternoonandtheotheronSaturdaymorning.Around45
peopleattendedacrossbothsessions,andengagementwaslivelyandindepth.Anonlinesurvey,available
atandfollowingtheOpenHouse,wasopenforaperiodof5weeksandreceived217responses.Together
theseopportunitiesprovidedsignificantinputtothedevelopmentofthePlan.Thisconsultationidentifieda
numberofmatterswhichhavebeenaddressedinthePlan.Themainissuesraisedrelatedto:

theimportanceofrestoringthelakesbiodiversitythroughenvironmentalwatering
thevalueoftourismtoBoort
recognitionofAboriginalcultureandheritageasanimportantattributeofLakeBoort
concernsabouttheriskoffire,cuttingoftimber,damagetosites,rubbishanddamagefromvehicles
supportforandoppositiontoduckhuntingatLakeBoort.

2 Lake Boort Cultural Landscape

LakeBoortisaculturallandscapethatconnectsnatureandpeople,and
representsmanystories,ancientandrecent.Itisculturallyrichand
meaningful.Thewetlandishometomanyspecies.
ThischapterbrieflydescribesLakeBoortandsetsthesceneforthePlan.

2.1 Landscape and cultural setting


TheCountryoftheDjaDjaWurrungpeopleextendsfromMountFranklininthesouthtoBoortinthenorth
andstretchesfromDonaldinthewesttoWoodend,RedesdaleandRochesterintheeast.Therearesixteen
clansoftheDjaDjaWurrungpeoplelanguagegroup,andtheBoortareaispartofYungBalugclanCountry.
Boortsitsclosetotheboundaryofthreelanguagegroups,theothertwobeingtheWergaiaandtheBarapa
Barapa,andwithitsrichfoodresourcesalongwithmanyothermaterialsusefulfortools,dwellingsand
cooking,mayhavebeenanintertribalmeetingplace(LongandRogers1999).

Thelandscapesofthenorthernriverineplainsofferbroadsweepingvistas.Achainofwetlandsextendfrom
LakeBoorttothenorthbetweenthelowersectionsoftheAvocaandLoddonRivers.Manyformerswamps,
includingLakeBoort,areborderedbyacrescentshapeddune(lunette)formedfromwindblownsand
duringtheLateQuaternaryperiod.Theselunettesareadominantlandscapefeature,occurringonthe
easternmarginsoftheswamps,andthetownshipofBoortislocatedinthehighestridgeofthedune
complex.TotheeastoftheLakeBoortlunette,istheRiverineplainlandsystemcrossedbyephemeral
drainagelineswhichfollowformercoursesoftheLoddonRiver.ThebedofLakeBoort,andtheadjoining
wetlands,arecomposedofaheavycrackingorangeandgreyclays.KinypanialCreekwhichformspartofthe
reservewouldhavebeenachainofwaterholes,flowingtogetherandintoLakeBoortduringfloodevents
(ParksVictoriaetal2003:5;LongandRogers1999:1213).

LakeBoort,LittleLakeBoortandLakeLyndger(withSaltLakeandWoolshedSwamp)formthesouthern
outlierofadiscontinuouschainofscatteredlakesandswampsthatstretchtonorthtoLakeMeran(NCCMA
2014:14).Thisonceinterconnectednaturalsystemofwetlandsistodayfragmentedasaresultofland
clearingandchangestonaturalwaterregimes,resultinginimpactsonthelandscape,culturalandnatural
values,andenvironmentalappreciation.LakeBoortandLittleLakeBoortwereoriginallyasingle,
intermittentwetlandthatwasnaturallyinundatedbyKinypanialCreekfloodwaters.Overlandflowsfromthe

andthechanneltoLakeLyndger.LakeBoortissurroundedbyfarmingpropertiestothenorth,east,south
andsouthwest,withgrazingandcroppingthemainlanduses.LittleLakeBoorttothenorthwestis
separatedfromLakeBoortbyanirrigationchannelandroadwayandLakeLyndgertothenorthislinkedto
LakeBoortbyachannelbelowthePyramidBoortRoad.LittleLakeBoortsitsbetweenLakeBoortandBoort
township,acommunityofaround1100residentsatthe2011census.Locallythesetwolakesareknownas
theBigLakeandLittleLake.

TheestablishmentofthePyramidBoortIrrigationSysteminthe1920s1930s,particularlyconstructionof
theNo.3ChannelandroadthatnowseparatesLakeBoortandLittleLakeBoort,resultedinsignificant
changestothehydrologyofthewetland,andthereforetoitsecology.

ThehumanstoryofLakeBoortisalsooneofchange.Forexample,DjaDjaWurrungpeoplewitnessedMajor
MitchellsjourneyacrosstheLoddonplainsin1836andsoonafter,metsettlerscomingtothelowerLoddon
toestablishgrazingstations.TherewaslittleviolencearoundBoort,unlikesomanyotherplaces,where
attemptsweremadetodriveAboriginalpeopleoffoftheirCountry,andwhereretaliatoryraidsbyboth
sidescreatedavirtualstateofwarfare.AttheLakeBoortStationforexample,AboriginalandnonAboriginal
peopleworkedtogetherinrunningtheproperty,makingthefirstmodificationstothewetlandwiththe
constructionofaweirandthenacuttingbetweentheLoddonandKinypanialCreek.Anothersignificant
changewaswhen,after1882,Aboriginalpeoplewereencouragedtomovetodistantreservesandmissions
(LongandRogers1999inParksVictoria2003).

SignificantchangescanbereadinthelandscapeofLakeBoortinthedifferentapproachestoland
managementoverthelast175years,includingclearingoftreesforskiing,theintroductionofpermanent
water,theconsequencesofferalanimalslikerabbitsandfoxes,allofwhicharepartofthehistorybutnot
necessarilytheheritageofLakeBoort.Today,restorationofLakeBoortasawetlandisthepriorityandagain
DjaDjaWurrungwillbeengagedinmanagementofthisplace.

PubliclandacrossthisregionismainlyfocusedontheLoddonRiverandthisseriesofswamps.Ofthese,
LakeLyndger,LakeYando,WoolshedSwampandLakeMeranareStateGameReserves.Thenearestlarge
parkorreserveisLeaghurStatePark(betweenLakeLeaghurandLakeMeran)tothenorth,TerrickTerrick
NationalParktotheeast,andWychitellaFloraandFaunaReservetothesouth.

2.2 Natural and cultural significance


LakeBoorthasoutstandingnaturalandculturalvalues,andthisPlanisdesignedtorecognisethosevalues,
definekeystrategiestoprotectthem,andlooktoafutureinwhichthesevaluesarecelebratedaspartof
theheritageofBoort,oftheLoddonregionandofAustralia.

Cultural importance
LakeBoortisaplaceofgreatculturalsignificanceandanextraordinaryculturallandscape,containing
Aboriginalandhistoricplaces,landscapesandassociationsthatrepresentmanyaspectsoftherichand
diversehistoryofthislocality.

ThelandscapecontainsevidenceofthousandsofyearsofAboriginalpresence,andDjaDjaWurrungpeople
holdthisplaceinhighregard.Heritageismorethanobjectsandbuildings;itisalsoaboutintangibleand
intrinsicvalues,places,associationsandexperiences.TheDjaDjaWurrunghavearichculturethatis
embodiedintheland,environment,languages,oralhistories,culturalloreandcustoms,andtheirDreaming
stories.DjaDjaWurrungmanagedLakeBoortaspartofanentireculturallandscapeforthousandsofyears,
andLakeBoortanditssurroundscontainsaremarkablerangeoffeaturesthatillustrateaspectsofdailylife
ofDjaDjaWurrungpeople.LakeBoorthasarichheritagethatisavitallegacyforAboriginalpeopletoday,
forthoseinthefuture,forthelocalBoortcommunityandforallAustralians.

Heritageisalsoattheheartofcommunityidentity.Itispartofhowindividualsandgroupsdefine
themselvesandtheirplaceintheworld.LakeBoortortheBigLakeisimportanttothecommunitiesof
Boort,andtopeoplewhohavevisitedtheareaovermanyyearsforrecreation,tovisitAboriginalsites,to
studythenaturalenvironmentortoengageinseasonalduckhunting.

LakeBoortalsohasarichnineteenthcenturyheritage,linkedtotheearlycolonialperiodoflandsettlement.
TheHonoraryCorrespondentsDepotatLakeBoortStationnearKinypanialCreek,forexample,reflectsa
periodinwhichAboriginalpeoplewereemployedonthestation,includingintheconstructionofaweirto
helpretainwaterinLakeBoortandlaterinthecutting(BlackfellowsCutting)thatlinkedtheLoddonRiver
directlytoKinypanialCreek.

OtherpartsofLakeBoortsheritagearelocatedinmuseumsandotherrepositories,inAustraliaand
overseas.TherenownedetchedbarksheldintheBritishMuseumforexamplethatweretakenfrommia
miasneartheKinypanialCreek,veryearlyphotographsofAboriginalpeopletakenonthebanksofthecreek
whichflowedintoLakeBoort,andthecontinuingclanconnectionsexpressedthroughfamilyhistoriesand
passeddownstories(HawandMunro2010:xi).Inmanagingaplace,itisimportanttoidentifyand
appreciatethesignificanceofmaterialsheldelsewherewhichcancontributetoanunderstandingofits
significance.

Natural values
TheLoddonRiverflowsacrossthenorthernplainstotheMurray.Parallelnorthflowingcreeksmarkold
coursesoftheLoddon.KinypanialCreeklinkstheLoddontoLakeBoort,withitswatersthenflowing
onwardsthroughaseriesofwetlands.Thislandscapeisrichwiththepotentialofwaterinarelativelydry
plainsenvironment.Watercreatestheproductivityandrichweboflifethatgivesthesewetlandssuch
significanceasnaturalremnantsinalargelychangedlandscape.

LakeBoortisimportantasaremnantoftheRedGumandBlackBoxwetlandsthatarecharacteristicofthe
northernplainslandscape.Nowreturningtoanaturalwaterregime,LakeBoortwillagainbecomean
intermittentlyfullwetlandandthiswillenhanceitsnaturalproductivity.Itsbiodiversityvalueswillbe
enhancedbymanagementactionstoaddressimpactsfrompestplantsandanimals,andinmitigatingany
risksfromrecreationuses.

Asawetland,LakeBoortsprimarynaturalvaluesrelatetothecycleofwettinganddrying.Withwater,Lake
Boortisahavenforwaterbirds,feedingandnesting.Aquaticplantsregeneratequicklyasthelakebed
changesfromdry,crackedclaystoalushwetland.TheRiverRedGums,onceconstrainedtotheedgeofthe
wetlandbytheeverpresentwater,arenowregeneratingonthelakebed,startingtheslowprocessof
recreatingtheRiverRedGumwoodlandthatwasthereinthe1850s.Allthreevegetationcommunities
foundatLakeBoortareeitherVulnerable(RedGumSwampandLignumSwamp)orEndangered(Plains
Woodland,BlackBoxdominatedatLakeBoort)

Over80speciesofbirds,including42speciesofwaterbirdshavebeenrecordedusingtheLakeBoort
reserve,includingrareandvulnerablewaterbirdsliketheFreckledDuck,BluebilledDuckandAustralasian
Shoveler.TheLakeBoortreserveisalsohometomanyimportantanimalspeciesthatareincreasinglyrareas
aresultofchangestotheirhabitat:notableexamplesincludetheGrowlingGrassFrog,Greycrowned
BabblerandWoodlandBlindSnake.Andsomespecies,whilenotrare,arestillimportantaspartofthe
characteristicfaunaofthereservesuchasturtles,wallabies,lizardsandamultitudeofinsects.Significant
plantspeciesincludetherarePaleSpikesedge,SweetFenugreek,andSpinyLignum.Afulllistoffloraand
faunaspeciesrecordedatLakeBoort,andwithinonekilometreofLakeBoortformsAppendix1.

RetainingandenhancinghabitatlinksbetweenLakeBoortandnearbywetlands,KinypanialCreekandthe
LoddonRiverwillsustainregionalbiodiversityinthefaceoflandscapescalechangesthatarelikelyin
responsetoclimatevariability.

ForDjaDjaWurrung,thenaturalvaluesattributedtoLakeBoortarefullyintertwinedwithitscultural
meaningsandconnections.

Recreation and naturebased tourism benefits


LakeBoortisanimportantrecreationassetforBoort;linkedbytrailstoLittleLakeBoortitiseasily
accessiblefromBoortonfoot,bybicycleorbycar.LocalsuseLakeBoortforwalking,naturestudy,bird
watching,picnicking,walkingandfishing.Inseasonswhenwaterissufficient,duckhuntingisapopular
recreationactivityonthisandotherwetlandsacrosstheregion.

NaturebasedtourismisrecognisedbyLoddonShireasofferingeconomicbenefitstoBoortandLakeBoort
isregardedasakeyasset,becauseofitsoutstandingnaturalandculturalfeatures,andalsothe
opportunitiesforguidedtoursfocusingonIndigenouscultureandplaces,withaDjaDjaWurrungtour
operatorcurrentlyrunningtoursatLittleLakeBoort.TheLoddonShiresTourismStrategy(2011a),Nature
TourismPlan(2011b)andTourismMarketingStrategy(2011c)recognisetheBoortwetlandsasareaswitha
highandasyetunrealisedpotentialfornaturetourismthatis,naturalenvironmentexperiencesand
offeringopportunitiesfortheestablishmentofsmallnaturetourismbusinesses.Duckhuntingcanalsobe
regardedasageneratorofeconomicactivityduringthehuntingseason,andasaformoftourism.Thevalue
oftourismtotheBoorteconomyhasnotbeenestimatedtodate.

Ecosystem services and economic benefits


Ecosystemservicesarethetangiblebenefitsthatpeoplereceivefromnature.Wetlandsimprovewaterquality
throughfiltration,helpregulatefloods,airandwaterpurification,preventingsoilerosion,nutrientcycling
includingabsorbingandstoringcarbon,andprovidesignificantculturalandrecreationalbenefits,helpingfulfil
peoplesspiritual,educationalandrecreationneeds.

A2010studyofecosystemservicesassociatedwithremnantnativevegetationinanagriculturalfloodplain
environmentmeasuredorestimatedcarbonstorage,concludingthatriverredgumsiteswerethemost
valuableforcarbonstorage(Smith2010inCookandBayes,2015).

townshipandtothesoutheastofLittleLakeBoort,apubliclandreservemanagedbyLoddonShire.Tothe
northisLakeLyndgerWildlifeReserve,anotherareaofpublicland,managedbyParksVictoria.ThePlan
doesnotincludeLittleLakeBoort,norLakeLyndger.

Land tenure
LakeBoorthasbeenreservedundertheCrownLand(Reserve)Act1975(Vic.)since1881,withsome
additions/excisionsin1893,1955and1959.

TheareawasrecommendedasaLakeReserveinaccordancewiththeformerLandConservationCouncil
recommendationN2oftheMurrayValleyStudyAreain1985.The2003LakeBoortIntegratedActionPlan
suggestedthatreservationundertheNationalParksActwouldbeappropriatetorecognisethereserves
outstandingculturalheritagevalues.Whenthereservestatuswasreviewedin2008aspartoftheVEAC
RiverRedGumsForestsInvestigation,VEACrecommendedthatthisreserve(G16)becomeaNatural
FeaturesReserveBushlandArea.ThiswassubsequentlychangedtoaWildlifeReserveavailableforhunting
asaresultofthereviewdetailedintheRiverRedGumCommunityEngagementPanelReportofNovember
2008.TheintentiontochangethestatusofthereservetoaWildlifeReservewasconfirmedbythe
GovernmentinitsresponsetheVEACRiverRedGumInvestigationin2009.

StateWildlifeReservescanbeclassifiedaseitheraNatureConservationReserve,forStateWildlifeReserves
wheregamehuntingisnotpermittedorasaStateGameReserve,forStateWildlifeReserveswheregame
huntingispermitted.LakeBoortfallsintotheclassificationofaStateGameReserveandremainsavailable
forhunting.

characterandqualityofthelocallandscape.Theprovisionofvisitorfacilitiesisnotessentialandarangeof
resourceusesmaybepermitted(ParksVictoria2003).

DesignationasaWildlifeReserveavailableforhuntingalsoknownasaStateGameReserveenablesthe
implementationofacomprehensivesetofregulationsthataddressarangeofactivities.

HuntinglawsarecontainedintheWildlife(Game)Regulations2012,theWildlifeAct1975andtheFirearms
Act1996.Gameduckmaybehunted,butonlyduringtheopenseason.Pestanimalsmaynotbehuntedat
anytime,unlessspecificallyauthorised.Otherlawsonlandmanagementandanimalwelfarearecontained
inotherActsandRegulationsasoutlinedintheVictorianHuntingGuide2015.Huntingispermittedonall
Crownlandunlesstherearespecificregulationsprohibitinghunting.IftheareawasaNaturalFeatures
reserveasrecommendedbyVEAC,huntingcouldstillbepermitted.ManyactivitiesinStateGamereserves
aremanagedinaccordancewiththeWildlife(StateGameReserves)Regulations2014.

The risks associated with bushfire in the reserve will be reduced through proactive landscape

Management of the Lake Boort will include active partnerships with Dja Dja Wurrung, key State

TheBoortcommunitywillbeencouragedtocontinueitscustodianshipofLakeBoort,workingin
partnership with Dja Dja Wurrung, Parks Victoria and other organisations, and supporting and

Thezonesandoverlaysandtheirmanagementpurposesaredescribedbelow(section4.1andTable1).
Zoningisanimportantwaythatusersofpubliclandareinformedaboutthesensitivitiesofareserve,and
enableareasofhighsensitivitytobeprotected.InrelationtoLakeBoort,zoningwillbeusedtoprotectthe
mostsignificantareasfromimpactsassociatedwithvehicles,camping,andtimberandfirewoodcollection.

TheConservationZonecoverstheareaswherethehighestculturalandenvironmentalvaluesarefound.
Themanagementfocusinthiszoneisonprotectingtheidentifiedvalues.Recreationispermittedbut
managedinawaythatissensitivetotheidentifiedvalues;thisusuallyinvolvesensuringrecreationislow
keyanddispersedwithsmallscaleornofacilities.

Recreation and Development Zone


TheRecreationandDevelopmentZonecoverssmallareaswithaveryhighlevelofrecreationorvisitoruse.
Theseareareaswithahighlevelofvisitorfacilitiescateringforlargenumbersofvisitors.Thiszonecould
provideasuitablelocationforaKeepingPlace/InterpretationCentreshouldsuchastandalone
developmentbefeasible.

Manyotherareashaveadditionalprotectionthroughlegislativemeans,suchasspeciesandcommunities
listedundertheFloraandFaunaGuaranteeActandSpecialWaterSupplyCatchmentAreasdeclaredunder
ScheduleFiveoftheCatchmentandLandProtectionAct1994(Vic.).Suchareashavenotbeenmappedor
zonedbutwillbemanagedinaccordancewithrelevantlegislationandregulations.

Anumberofsmalllocalisedareasaremanagedforpermittedusessuchaspublicinfrastructure.Theseareas

5 Caring for Lake Boort

LakeBoort,partofaregionallysignificantseriesofwetlands,containsapreciouscultural
heritagesetwithinanaturalenvironmentthatretainsavarietyofimportantplantand
animalspecies.AtLakeBoort,natureandculturearelinkedthroughthetraditionsofDja
DjaWurrungpeoplesforwhoithasgreatsignificance.LakeBoortisalivingcultural
landscape.Revivalofthiswetlandwillbechallengingasitfacesmanyissues:pests,weeds,
visitorimpacts,firerisk,disconnectionfromnaturalwaterflows,andclimatechange.
Managingthenaturalandculturalvaluesandrestoringthewetlandisamajorchallenge
requiringstrongandengagedpartnerships.

5.1 Healthy ecosystems


LakeBoortisashallowfreshwatermarshthatisofbioregionalimportance;thistypeofwetlandis60%
depletedacrossVictoriaandLakeBoortrepresentsaround8%oftheremnantintheNorthCentralCMA
region(NCCMA2013:15).ThewetlandandKinypanialCreekoccupythemajorityofthereserve.

LakeBoortisfringedwithRiverRedGums,withBlackBoxonthehigherground.Therearefourmain
vegetationcommunities,threewetlandandonedryland(NCCMA2012:13):

RedGumSwamp(EVC292):anopenwoodlandofRiverRedGumsonceextendedacrossthelake
bed.Theunderstoreywouldhavebeensedgyorgrassyherbaceousaquaticsandspeciestolerantof
intermittent to seasonal flooding. This vegetation community is classified as vulnerable in the
VictorianRiverinabioregion.Around426haor85%oftheplanningareaisRedGumSwampEVC.
PlainsWoodland(EVC803):anopenwoodlandhigheronthewetlandmargins,predominantlyBlack
Box at Lake Boort, and with an understorey of sparse shrubs, and a species rich grassy and
herbaceousgroundlayer.ThisvegetationcommunityisclassifiedasendangeredintheVictorian
Riverinabioregion.Around8haor1.6%oftheplanningareaisthePlainsWoodlandEVC.
LignumSwamp(EVC104):atreelessshrublandwithlignumdominating.Thisvegetationcommunity
isclassifiedasvulnerableintheVictorianRiverinabioregion.Around8haoftheplanningareais
LignumSwampEVC.
WetlandFormation(EVC74):thisisabroadlydefinedEVCthatincorporatesarangeoffreshwater
wetlands,typicallyoccurringintopographicdepressionsassociatedwithstandingwaterrangingfrom
permanenttoephemeralwaterbodies.Structurally,thisEVCcanconsistofherbland,sedgelandand
rushlandelementsandischaracterisedbythelackofwoodyplants(shrubsandtrees).Around51ha
ofthereserveisWetlandFormationEVC.
Thepredominantpatternofvegetationdistributionreflectspastwaterregimes,withRiverRedGum
regenerationonthelakebedindicatingrecoverysincetheartificiallyhighwaterlevelwasreduced.Thelast
vegetationsurveyatLakeBoortwasdonein2007,andtheNCCMAisproposingtoundertakeanew
vegetationsurveypreandpostenvironmentalwatering(NCCMA2013:14,36).Thereareanumberofrare
orthreatenedplantspeciesfoundatLakeBoortoutofthemanynativespeciesrecordedthere.Table2
belowsummarisesthespeciesrecordedatLakeBoortorexpectedtobepresentthere(seeAppendix1).

LakeBoortishometoavarietyofnativefauna.Theseasonalwettinganddryingcycleresultsinahighly
productivewetlandwhenwaterispresent,attractingawidediversityofwaterbirdspecies,sometimesin
largenumbers.In201011whileLakeBoortwasholdingwater,thewaterbirdspeciespresentincluded
bitterns,cormorants,egrets,grebes,herons,ibis,spoonbills,Australianwoodduck,swans,teal,Hardhead
andPacificblackducks,withLittleBlackCormorants,GreatCrestedGrebes,GreyTealandAustralasian
Grebesbreading.LakeBoortisimportantforterrestrialbirdspeciesaswell,andforarangeofotherfauna
includingfrogs,pythons,blindsnakesandotherreptiles.Atotalof84faunaspecieshavebeenrecordedat
LakeBoort(Appendix1)anditcanbeexpectedthattherearemanyotherlesserknownorganisms,suchas
invertebrates,fungiandotherlifeformsthatformanimportantpartofthelocalecology.

TheprimarycauseofdeclineinthenaturalvaluesofLakeBoorthasbeenthealteredhydrology.
Introductionofenvironmentalwateronafiveyearcycleisproposed,andthiswillprovidethebasisfor
revitalisationofthewetlandanditsvalues.ReestablishingtheRiverRedGumwoodlandacrossthelakebed
islikelytorequirereseedinginspringlinkedtotheenvironmentalwateringprogram,giventhelocationof
livingtreesandaseedthrowof<30metres(CookandBayes2015:4).

LakeBoorthasmorethan40introducedplants,fourofwhicharedefinedasnoxious.Around1520%ofthe
overallvegetationacrossLakeBoortiscomprisedofintroducedspeciesandsomeoftheseareconsideredto
increasethefirerisk,aswellaslimitingopportunitiesfornativeplantregeneration(ParksVictoriaetal
2003:19).PriorityweedsincludeSpinyRush,SpearThistle,Horehound,Boxthorn,BridalCreeperandPepper
Treeastheyofferthegreatestthreatduetotheirabilitytocompetewithandreplacenativevegetation.

Thediversityandconditionofecosystems,habitats,andselfsustainingpopulationsofcommunitiesand
speciesareprotected.
SupporttherecruitmentandmaintenanceofRiverRedGumhabitatsandprovideopportunitiesfor
waterbirdforaging,nestingandbreeding.

5.2 Water and water flows


LakeBoortformspartofanimportantseriesofwetlandsthatstretchacrossthenorthernplainsfromBoort
toKerang.Itisclassifiedasashallowfreshwatermarsh,oneofthemostdepletedwetlandtypesinVictoria
(60%depleted)andisabioregionallyimportantwetland.Thewetlandformsthemajorpartofthereserve,
beingaround400haofthe502hareserve.LakeBoortsnaturalvaluesrelatetoitshabitatdiversity,water
birdcarryingcapacityandspeciesdiversity;somekeyspeciesarewaterdependent(NCCMA2013:10).

LakeBoortwasonceinterconnectedwiththeadjoiningLittleLakeBoortandLakeLyndgerthroughnatural
floodways,andtotheLoddonRiverviaKinypanialCreek.Originallyafterwaterfilledthesethreewetlands,it
wouldhavethenflowednorthwards,andwithwaterfromthedistributarychannelsoutoftheLoddonRiver,
itwouldhavefilledtherestofthewetlandsbetweenBoortandKerang(NCCMA2013:17).Todayroadways,
irrigationinfrastructureandotherinterventionshavesignificantlychangedtheopportunityfornaturalwater
flowstoLakeBoort.Asaresultofthesechanges,naturalflowstoLakeBoorttodayprimarilyoccurvia
overlandflowsfromthewest(BorungandWedderburn)enteringKinypanialCreek,orinlargefloodsfrom
theLoddonRiverovertoppingthe1883structureonBlackfellowsCreekandflowingintoKinypanialCreek.

TheothersignificantchangewastheintroductionofanartificialwaterregimeforLakeBoortbetween1850
and1997,createdincombinationbyan1850sweir,acuttingbetweenKinypanialCreekandtheLoddon
Riverandanartificialsilltothenortherndrainagepointofthewetland.LaterLakeBoortwasusedforthe
dischargeofexcessorpoorqualityirrigationwater,artificiallymaintainingahigherthannaturalwaterlevel

inthewetland(NCCMA2013:18).Duringthisperiod,waterwasheldinthewetland,andthenaturalwetting
anddryingcycledidnotoccuralthoughthewaterleveldidfluctuate.Thisresultedinanumberofimpacts
onculturalandnaturalvalues,andinparticularthedeathofthelargetreesacrossthebedofthewetland,
manyofwhichretainculturalscars,andachangeinthepatternofvegetation.In2011LakeBoortreceived
significantflowsfromtheLoddonRiver,fillingthelake.Thelakedriedprogressivelyoverabout18months
andhasremaineddrysince.

ThedefinitionofLakeBoortasashallowfreshwatermarshisguidingtheproposedrewateringplanwhich
willfocusonintermittentwaterflows,enablingthewetlandtoexperiencebothwetanddrycycles(NCCMA
2013:7).TheseasonalwateringplanproposedbytheNCCMAwouldprovidewatertoLakeBoortinspring,
onceeveryfiveyearsorso,dependingontheavailabilityofwaterandadaptingtonaturalfloodcycles.An
importantconsiderationistheneedforanextendeddryingperiodofuptothreeyearstopromotethe
recruitment,growthandmaintenanceofRedGumsacrossthebedofthewetland,eventuallyreplacingthe
largetreeswhichwerelostwhenthewetlandwasheldatanartificiallyhighlevel.Theseasonallyadaptive
approachwillalsoneedtoconsidertheheightoftheregeneratingredgumssoasnottoovertopthemina
rewatering(NCCMA2013:25,30).

AvailableenvironmentalwaterallocationswillbesharedacrosstheBoortwetlandasoutlinedintheNCCMA
LoddonRiverSystemEnvironmentalWaterManagementPlan(2015)andtheLoddonRiverSystemSeasonal
WateringProposal201516(2014).TheNCCMAsdefinedecologicalobjectivesfortheenvironmental
rewateringareprovidedinTable3below.

levelsareconsideredtohavereducedtheharvestingoftimberfromthelake,resultinginmorescarredtrees
beingretained,andtohaveprotectedmoundsfromdamagebyrabbitsanderosion.Anassessmentof
potentialimpactsisrequiredundertheAboriginalHeritageAct,eitherviaaCulturalHeritagePermitor
CulturalHeritageManagementAgreement.

Thedistributionofenvironmentalwaterviatheirrigationnetwork(Figure1)toLakeBoortproposedbythe
NCCMAinvolvesthedeliveryofirrigationwaterinoneofthreeways(NCCMA2013:19):

Modellingoftheanticipatedwaterlevelassociatedwiththeproposedenvironmentalwateringbythe
NCCMA(Figure2)indicatesthatthecapacityofthewetlandis5817MLatfullsupplylevel(90.79AHD)
whichwouldprovideanapproximatewetlanddepthof1.8m(NCCMA2013:7).

5.3 Cultural places, features and practices


LakeBoortisrichculturallandscape,containingAboriginalandhistoricplaces,landscapesandassociations
thatrepresentmanyaspectsoftherichanddiversehistoryofthislocality.Theseplaces,alongwith
rememberedstories,writtendocuments,objectsandcollections,andtraditionalknowledgeformthe
culturalheritageofLakeBoort.DjaDjaWurrungconnectionsareexpressedthroughtheRecognitionand
LandSettlementAgreement,theDhelkunyaDjaCountryPlan,andthroughpeoplescontinuingconnections
andinvolvementwithLakeBoort.ManyotherpeopleespeciallythelocalcommunityvalueLakeBoort
andrespectitsAboriginalandsettlerheritages,andtheplaceitholdsincommunitylifetoday,recognising
theBigLake(LakeBoort)aspartofBoortsidentity.LakeBoortisalivingculturallandscape.

LakeBoortsculturalheritagehasnotyetbeenfullydocumented.Therecouldbeasmanyas500treeswith
culturalscarsonthem,showingthevarietyofwaysinwhichAboriginalpeopleusedthislandscape.There
aretreeswithscarsfromcuttingofbarkforacanoe,ashield,afood,waterorbabycarrier(coolamon),for
dryingpossumskinsorwithaseriesoftoeholestoaccessahollow.Around140treeshavebeenrecorded
todateoutofanestimated400500.

LakeBoortisoneofonlytwoplacesinVictoriawithsuchahighdensityanddiversityofrecordedscarred
treesandculturalscars,demonstratingthemanywaysAboriginalpeopleusedbark.DjaDjaWurrungwant
tocontinueandhandonthisculturalpractice.OnereasonwhyLakeBoortissosignificantisthatthedeath
ofthetreesbackinthe1850s(orsoonafter)haspreventedovergrowingofthescars,therebypreserving
theiroriginalcharacteristicsandaddingtotheirresearchvalue(LongandRogers1999:79).

OtherplacesassociatedwithAboriginalhistoryandactivitiesincludecookingovens,campingsites,and
areaswherestonetoolswereworked.ThereisalsoanAboriginalancestralburialnearby.Twentylarge
circularcookingmoundshavebeenrecordedontheVictorianAboriginalHeritageRegister(VAHR),butat
leastanother34havebeenlocated;mostareassociatedwithcampingsitesaroundthemarginsofthelake
andKinypanialCreek.Excavationofonecookingmoundgaveradiocarbondatesofaround2000yearsago
andtheanalysisofferedinsightsintoAboriginalcamping,harvestingandcookingmethodsaswellasthe
manufactureofstonetools(LongandRogers1999;JohnstonandWebber2004).

Thelakewasthefocusoftheearliestcolonialsettlementtoo,withBoortStationestablishedontheeast
bankofKinypanialCreekin1839.Aboriginalpeoplewereemployedonthestationandinthe1860s70san
HonoraryCorrespondentDepotwassetupthere,dispensingfood,clothingandotherprovisionsto
Aboriginalpeople.Thislocationwhichrepresentsanimportantpartofthehistoryoftheareaisoutsidethe
reserve,butremnantssurviveofthetimberandwickerworkweirbuilttoholdwaterinLakeBoortinthe
1840s.AboriginalpeopleremainedintheareaandcampedinandaroundLakeBoortthroughuntilthe
1880s,whentheywereactivelyencouragedtorelocatetoamissionorreserve(LongandClark1999;Long
andRogers1999;WardandBallinger2001).

DocumentationofAboriginallifeandcultureatLakeBoortisrevealedthroughaseriesofphotographsfrom
c1850takenbyJ.H.Kerr,inthebarketchingsnowheldbytheBritishMuseum,throughdocuments(suchas
diariesandotherrecords)andthroughartefactsheldinvariousprivateandpubliccollections.Theseallform
partoftheculturalheritageofLakeBoort(HawandMunro2010).

LakeBoortisaplacewithlivingculturalheritageconnectionsforanumberofcommunities.FortheDjaDja
WurrungTraditionalOwners,LakeBoortispartoftheirCountryandtheyretainstrongandenduring
connections,bothancientandcontemporarytothisarea.TheAboriginalheritageofLakeBoortreveals
practicesofbothculturalandscientificimportance,suchashunting,stonetoolmaking,campingand
gathering,ceremonyandburial,aswellasdemonstratingcontinuingconnectionsduringthecolonialperiod
uptothepresent.

Similarly,theearlyperiodofEuropeanexplorationandsettlementisreflectedhere,alongwithmany
changessince,asLakeBoortwasadaptedtomeettheneedsofanagriculturaldistrictandtownship
community.Boorttownshipwasestablishedonthehighergroundoverlookingtheswampsinthe1870s
80s.Thebuildingofaweirinthe1850sonLakeBoortmarkedthestartofirrigation,animportantstepin
developingagriculturelocally.Timberwasclearedfromthenorthernpartofthelakeinthelatenineteenth
centuryandfurtherclearingoccurredinthemidtwentiethcentury(LongandRogers1999).Amarket
gardenoncethrivedonthetriangularallotmentnexttotheclaytargetclub.Forthelocalcommunity,the
BigLake(LakeBoort)hasbeenaplacetoenjoyforfishing,hunting,walking,waterskiingandbirdwatching
aswellasalocalresource.ThelandscapeofLakeBoortrevealsmanyofthesepastactivities,andtheBoort
communityssenseofconnectiontothelakeisevidentinrecentprojectssuchastheLakeBoorttortoise
walkingtrack,theinterpretativesheltersandpillarsofknowledge.

DespitetheimportanceofLakeBoortsculturalheritage,thereisstillmuchworkneededtofullyrecordall
thesites,muchlesstofullyunderstandwhattheycantellusthoughresearchandstudy.Asaresultofmany
yearsofpartialsubmersion,thetreesacrossthelakebeddiedaround150yearsago.Thesestandingtrees
arebecomingincreasinglyfragileandsomehavefallen.Arangeofpossibletreatmentsdesignedtoincrease
thelongevityofthescarredtreeshavebeenproposed(ThornandLong2001)buthasnotbeen
implementedtodate.Severalexcellentexamplesofscarredtrees,includingacanoetree,werecutand
placedasadisplayinanenclosureneartheentrytothelakeandtheirconditionhasalsodeteriorated.The
timberandwickerworkweirisequallyfragile.Detailedrecordingofthescarredtreesandselectionofsome
examplesforpreservationeitherinsituorinamuseumcontextappearstoofferthebestoption.

RiskstotheculturalheritageofLakeBoortincludevehiclesdrivingoveranddisturbingsites,treedecline,
cuttingorcollectingoftimberforfirewood,rabbitsdiggingintomoundsandcollectionofartefacts.Therisk
offiremaybeincreasedbysomerecreationaluses.Environmentalwateringofthelakemayresultinmore
rapiddeclineofthetrees,andwouldrequirecarefulassessmentandmonitoring,butmayalsoprotectother
sites,reducetheriskoffireandultimatelyreturnLakeBoortasaproductiveculturallandscapewhereDja
DjaWurrungcancontinueculturalpracticesandsharetheirheritagewithvisitors.

Climatechangeappearslikelytoincreaserisksforbushfires,floodsandstorms,ecosystemstress,and
producehotteranddrierconditionsforrecreation.Ephemeralwetlandsmaydryoutasaresultofreduced

waterflowsininlandwaterwaysandtherearealsoassociatedriskstoculturalheritage.ForexampleatLake
Boort,Aboriginalheritagesitesmaybeimpactedbybushfireandfiresuppressionactivities.Changesto
ecosystemsandthereductioninwateravailabilitymayimpactonconnectionstocountry,theopportunities
toharvestcertainresourcesandresultinthelossoftotemicspecies(ParksVictoria2010:23,6768).

ParksVictoria,theDjaDjaWurrung,DELWPandtheLoddonShireallhavearoleinidentifyingand
protectingculturalheritageplaces.UndertheDjaDjaWurrungRecognitionandSettlementAgreement,a
managementplanisrequiredtobedevelopedforLakeBoortandaCulturalHeritageAgreementthatwill
ensurethemeaningfulengagementofDjaDjaWurrunginthemanagementofthereserve.Keyheritage
legislationrelevanttoLakeBoortincludestheAboriginalHeritageAct2006(Vic.),theHeritageAct1995
(Vic.),andthePlanningandEnvironmentAct1987(Vic.)

5.4 Fire management


Fireisapartofournaturalenvironment,importantinsomeecosystemsforregeneration,butnotinothers.
AboriginalpeopleusedfireacrossmuchofAustraliaaspartoflandmanagementandculturalactivities.The
challengeforfiremanagementistoprotectlivesandsocial,cultural,environmentalandeconomicassets,
andmanagefireregimestomaintainandenhancebiodiversity.

Fire management framework


TheCodeofPracticeforbushfireManagementonPublicLand(DEPI2012)providestheframeworkforpublic
landfiremanagementacrossthestate.Firemanagementonpubliclandinnonurbanareasnationaland
otherparks,stateforestsandotherCrownlandistheresponsibilityoftheDELWP,whiletheCountryFire
Authority(CFA)isresponsibleforprotectingprivatelandfarmsandpropertiesinruralVictoria.Parks
VictoriarecognisestheroleoffireintheenvironmentandstronglysupportsDELWPsfireeffortsthrough
participationinallaspectsoffiremanagementonpublicland.ParksVictoriaisamajorpartnerwithDELWP
indevelopmentandimplementationoffiremanagementstrategiesfortheparksestate,bothfor
biodiversitymanagementaswellasprotectionoflifeandsocialandeconomicassets.Shiresalsoplayarole
inassessingandmanagingfirerisks.

TheLoddonMalleeRegionalStrategicFireManagementPlan20112021isaregionalstrategicplandesigned
tofacilitatemunicipalfiremanagementplanningbyprovidingguidanceontheLoddonMalleerisk
environmentandpotentialrisktreatmentsandtosupportfiremanagementplanningandimplementation
atmunicipalandregionallevels.Itcoverstenmunicipalitiesandnearly59,000km,includingadiverserange
ofenvironmentsfromtheMurrayandLoddonriverineplains,theMalleeforestsinthefarnorthwest,the
goldbearingBoxIronbarkforestsincentralVictoriaandtothewetterforestsoftheMacedonRanges.The
planidentifiessixkeybushfirelandscapes:withfireriskintheRiverineForestlandscapeprimarilyfuel
driven(LMRFMPC2011:20).

SafertogetherisarecentVictorianGovernmentinitiativetodevelopastrategicbushfiremanagement
planningframeworkthat,withthehelpofcommunities,identifiesvaluestobeprotectedfrombushfire,
assessesbushfirerisktothosevaluesandsetsoutstrategiestomanagethisrisk.Todatestrategiesto
managefuelonpubliclandhavebeendevelopedand,overtime,otherstrategiesbeyondfuelmanagement

willbedevelopedtoreducebushfireriskinpartnershipwithcommunities.LakeBoortisintheStrategic
BushfireManagementPlanfortheMalleeandMurrayGoulburn(DELWP2015c).

TheapprovedFireOperationsPlan2015/162017/18,LoddonMalleeRegion(DELWP2015a)setsoutthe
proposedfirepreparednessactivitiesthatwillbecarriedoutonpubliclandineachfiredistrictoverathree
yearperiod,includingproposedburns,slashingandtrackworksandadditionstothepermanentnetworkof
strategicfuelbreaks.

Firemanagementzonesaredesignatedbasedonfirehistory,fuelhazardandstrategicimportanceandall
publiclandisclassifiedintooneofthefourFireManagementZones:

AssetProtectionZone(APZ)
BushfireManagementZone(BMZ)
LandscapeManagementZone(LMZ)
PlannedBurningExclusionZone(PBEZ).

DELWPhaveadvisedthattheFireManagementZoneforLakeBoortwillbeaPlannedBurningExclusion
Zone,similartoWoolshedSwamptothesouthandLakeLyndgertothenorth.Therearethereforeno
proposedfirepreventionactivitieswithintheLakeBoortreserve.TheLoddonShireMunicipalFirePlan
identifiesthatslashingontheBoortPyramidRoadistobeundertakenbytheShire(northside)andby
DELWP(southside).TherearealsotwoslashedfirebreaksthroughLakeLyndger.InVictoriatypicalfire
weatherisfromthenorthandnorthwest;LittleLakeBoortislocatedonthewest/northwestsideofLake
Boort,andonthenorthsideistheBoortPyramidRoadwhichservesasafirebreak.

Risk of fire
AfireintheLakeBoortreservewouldposeaseriousrisktotheAboriginalscarredtrees,andafirestarting
inthereservewouldbeofconcerntotheBoortcommunityandadjoininglandowners.Regenerationof
RiverRedGumforestsrequiresflooding,notfireandRiverRedGumscanbesensitivetofire,asfirewillkill
seedlingsandyoungertreesandcauseburnoutandcollapseofolder,hollowbearingtrees(Palmerand
Cahir2010:i).

Ithasbeensuggestedthatinsomeseasonsweedgrowthonthelakebedisincreasingthefireriskfor
adjoiningpropertiesandthetownshipofBoort.However,fuelloadsgenerallyremainlow.Theproposed
rewateringofthelakewillincreasesoilmoistureandreducetheprevalenceofsuchweeds,gradually
returningLakeBoorttoamorenaturalwetlandenvironment.

Equally,firewithinorfromoutsidethereserveisamajorrisktothedeadstandingandfallenscarredtrees
atLakeBoort.FirepreventionandsuppressionworkscouldalsoharmculturalsitesatLakeBoort.Expressed
concernsincludetheamountoffuelatcertaintimes,primarilyweeds,thepossiblereluctanceoftheCFAto
accessthelakebedshouldafirebepresentthere,therisksassociatedwithcampfiresandfiresfromvehicle
exhausts/sparks,andaconcernatthepossibleimpactsoffiresuppressionactivitiesonculturalvalues.

ThereisnorecordorevidenceoffiresatLakeBoort,althoughformostoftheperiodfrom1850tothe1990s
LakeBoortheldwater.AbushfireinWoolshedSwamptothesouthinmidFebruary2010thatburnt19hais
theonlyfirerecordedsince1970ontheDEPI/DELWPBiodiversityInteractiveMappingsystem.

ThemaincausesofbushfirewithintheLoddonShireovertheperiod19972009havebeen:

TheLoddonShirehasthelowestrankingsforbothgrassandforestfirelikelihoodandhistoricallyhashada
lowlevelofignitions,lowfuellevelsandanaveragebushfireseasonlengthof126days.Someareasinthe
Shirehavebeenassessedashavingabushfireriskparticularlyruraladjoiningvegetatedcrownlandand
residential/ruralresidentialadjoiningrural(LoddonShire2012:19,22).

6.1 Visitor experience
LakeBoortisenjoyedbylocalsandvisitorsalike.ForthelocalcommunityLakeBoortoffersarangeof
recreationactivitieswalking,birdwatching,andvisitingculturalsites.Visitorsarelikelytoenjoythesame
rangeofactivities,perhapswalkingorcyclingthetrailaroundLittleLakeBoortandthenontoLakeBoort
itself.Therearealsoculturalandbirdwatchingtoursthatvisitbothlakes,andschoolgroupsvisitfromtime
totimetolookatAboriginalsites.WhenLakeBoortheldwateryearround,itwaspopularforduckhunting
bylocalsandvisitors,andsomehunterswouldcamponthereserve.Duckhuntingislimitedtodeclared
seasonsMarchtoJuneannually(thirdSaturdayinMarchuntilsecondMondayinJuneeachyear).

ThelevelofserviceandinfrastructureneededtosupportvisitorexperiencesisassessedstatewidebyParks
Victoria.LakeBoortisnotconsideredtoneedadditionalfacilities,givenitslocationclosetoBoorttownship
wheretherearetoilets,picnicandcampingareas.LakeBoortdoesneeddefinitionofrecreationactivityand
conservationareasthroughzoning,moreinterpretation,clearersignage,aninformalparkingarea,better
definedpathsandlimitedvehicleaccess.

VisitorExperienceAreas(VEA)highlightareaswhicharepopularforarangeofspecificvisitoractivities;from
remotehikingandcampingtohighlydevelopedareascateringforlargenumbersofvisitors.Theyprovidea
managementfocusforensuringthatthevisitorexperiencecancontinuewithoutdamagingunderlying
environmentalandculturalvalues.

TheBoortVisitorExperienceAreaincorporatesLakeLyndger,LakeBoortandWoolshedSwampwildlife
reservesinterspersedwithagriculturallandandincludestheBoorttownshipandLittleLakeBoortrecreation
areamanagedbyLoddonShire.ThemajorityoftheVEAprovideslowkeyrecreationuseandhuntingina
significantculturallandscape.ThereservesarealsohighlyconnectedtotheBoorttownshipsandthe
permanentwaterinLittleLakeBoortprovideanimportantrecreationoffercateringforboating,water
skiing,canoeing,sailing,fishingandbirdwatching.LakeBoortalsooffersauniqueculturalheritage
experience,detailedinthisPlan.

NaturebasedtourismisapriorityforLoddonShire,andLakeBoorthasbeenidentifiedasakeyattraction;it
offersopportunitiesforpartnershipsbetweenParksVictoria,theShireandDjaDjaWurrungpeople.

VisitorusesandactivitiesatLakeBoortneedtobesustainable,andmanagementneedstoensurethatthese
activitiesaresensitivetotheculturalandnaturalvaluesofthereserve.ParksVictoriasCommunity
SatisfactionMonitor2010foundthatwhatpeoplemostvalueinvisitingparksforrecreationinVictoriais:

importanthistories.

ConsultationduringthedevelopmentofthePlanrevealedthatLakeBoortwashighlyvaluedasanatural
wetlandandaculturallandscape.Recreationactivitiesenjoyedthereincludeduckhunting(oftencombined
withcamping),walking,showingfriendsandvisitorsaroundthereserve,studyingnature,andpicnicking.
Someactivitiesaremainlyundertakenbylocals,whileothers(suchasduckhunting)areprimarilybyvisitors.
ThetwomostimportantmanagementprioritieswereconsideredtobebringingwaterintotheLakeBoort
andprotectingwetlandhabitats,followedbyprotectingculturalsites.

ParksVictoriahaspoliciesandguidelinesinplacetoensurerecreationandtourismactivitiesaresustainably
planned,designedandmanaged.Theseincludethe2005AdventureActivityStandards(AAS)whichapplyto
organisationsthatarerunningoutdoorrecreationactivitiesforgroups.ParksVictoriaalsoconsultsand
workswithanumberofpeakrecreationorganisationstoprovidebetterandsustainablerecreation
experiencesinParksVictoriamanagedreserves,including:FourWheelDriveVictoria,AustralianDeer
Association,SportingShootersAssociation,MountainBikeAustralia(MTBA),BushwalkingVictoria,Field&
GameAssociation.

significantlandscapelikeLakeBoort.

InterpretivesheltershavebeenbuiltalongawalkingtrackatLakeBoortbylocalcommunitymembers,and
furtherinformationisavailableinthePillarsofKnowledgeinterpretivewalkinBoortandlocalpublications.
AboardwalklinkstheLLBandLBwalkingtracksatthenorthernend,withdramaticinterpretivesculptures
markingthislinkpoint.ThereisaloopwalkingtrackwithintheLakeBoortReserveonthewestsideofthe
ChannelNo.3,accessedfromRingRoad,withpartofthetrackcirclingtheformerracingtrackrehabilitated
bytheBoortcommunity.

GulpililsAustraliarunsAboriginalecotourstoLittleLakeBoort.Thereisnoparkguideorbrochureorother
onsiteinterpretation.

Developmentofacultural,artsandenvironmentalmultifunctionalfacilityinBoorthasbeenproposedto
provideabaseforculturalinterpretation,toursandrelatedactivities.Ithasbeensuggestedthatitcould
alsoserveasakeepingplace,holdingandensuringthepreservationofsignificantobjectssuchasartefacts
andselectedscarredtreesremovedfromtheLakeBoortarea.Afeasibilitystudyundertakenin2006
examinedtheoptionsforastandalonecentre,anextensiontoanexistingfacilityorupgradingofexisting
displays.Itconcludedthatahighquality,smallerscaledisplaycolocatedwiththeBoortResourceand
InformationCentrewasthemostfeasibleintermsofresourcesatthattime(BramarkConsulting2006).

Recreationreferstoawiderangeofactivitiesundertakenduringleisuretime.Theyofferimportantwaysfor
peopletoengagewithaplaceorreserve.Recreationactivitiescanbebroadlygroupedintotwocategories:

weather,thepresenceofwater,senseoftranquillity,andfeelingofsafety,whilenegativeinfluencesmight
includeconflictswithotherusesorusers,poorconditionoffacilities,lackofinterpretationandwayfinding,
etc.

SomerecreationactivitiesareimpactingonthenaturalandculturalvaluesofLakeBoort:examplesinclude
thetramplingofvegetation,cuttingoffallentreesforfirewood(includingscarredtrees),erosionanddeep
ruttingalongthemainmanagementtrack,potentialfordamagetoculturalsitesbyvehiclesgoingofftrack,
increasedpotentialforfire(vehiclesespeciallymotorbikes,campfires),andcompactionofthelakebedby
vehicles.Therearereportsofdamagetoscarredtreesfromshootingassociatedwithduckhunting.

Giventhehighculturalandnaturalvalues,LakeBoortisconsideredtobebestsuitedfornaturebased
recreationactivities:walking,birdwatching,culturalandenvironmentaleducationandinterpretation.Low
keyinfrastructureandinterpretationwouldneedtobedeveloped,buildingonthecurrentwalkingtrackand
linkingwiththeShiresTracksandTrailsPlan.

Walking, cycling and appreciating the environment


WalkingisapopularactivityatLakeBoort,usingthecommunitycreatedTortoiseTrailfromtown
(length9.3kmsreturn)whichfollowsthewesternandsouthernedgeofthelake,endingatKinypanialCreek
(Figure3).Interpretativesheltershavebeencreatedalongtheroute,butsomehavebeendamagedby
vandals.ThewalkingtrackaroundLittleLakeBoortlinkstotrackswithintheLakeBoortreserve,andthereis
alsoaloopwalkonthewestsideofChannelNo.3,accessedfromRingRoad.TheLittleLakeBoortwalking
trackismanagedbytheLoddonShire;ithasvisitorfacilities(toilets,barbecues,parking)onthetownsideof
LittleLakeBoort.Walkingandcyclingmaybecombinedwithactivitiessuchasbirdwatching,visiting
culturalsites,paintinganddrawingandotherformsofnaturestudy.

ImprovementsforwalkingandcyclingwouldincludemaintenanceoftheTortoiseTrailandwayfinding
signage.Creatingashortinterpretiveloopwalkwouldprovideaneasieropportunitytoseeandunderstand
thenaturalandculturalvaluesofLakeBoort,andmayencouragepeopletoparkandwalkratherthanusing
themanagementvehicleonlytrack.

TherearenopicnicorbarbequefacilitieswithintheLakeBoortreserve.Thereareexcellentfacilitiesnear
LittleLakeBoort.

Camping
DispersedvehiclebasedcampingatLakeBoortismainlyassociatedwithduckhunting.Thetwoareasused
arealongtheentrymanagementvehiclesonlytrackaccessedfromthenorth,andasmallsectionofthe
reserveaccessedfromthesouth,possiblyviaprivateproperty.Therearenofacilitiesprovidedwithinthe
reserve.TheLakeBoortCaravanParkalsooffersarangeofcampingsitesandcabins.

Theimpactsofdispersedcampinginthereserveincluderisksfromcampfires,collectingoffirewood
(habitat)andthecuttingoffallenscarredtrees,soilerosionandcompactionassociatedwithofftrack
vehicleuse,humanwasteandrubbish,impactsonotherculturalsites(e.g.cookingmounds,standing
scarredtrees,artefactareas).

WhilethereisaccommodationinBoort,duckhuntersprefertocampclosetothehuntingarea.Given
currentimpacts,dispersedcampingneedstobereviewed,withtheprincipaloptionsbeingestablishmentof
adesignatedcampingareaonthewestsideofthereserveortheformerChinesemarketgardenareaor
removalofallcampingfromthereserve.

Dog walking
Somelocalswalktheirdogsinpartsofthereserve.Thisdoesnotappeartobeasignificantissueatpresent,
althoughsomevisitorsmaybeconcernedaboutthepresenceofdogsinthereserve.Dogsbeingwalkedin
thereservemustbeonaleadatalltimes.Gamedogsmayaccompanyhuntersinduckseason,andmustbe
undervoicecontrolatalltimes.

Horse riding
Horseridinginthereserveshouldnotbeallowedbecauseofthepotentialimpactsonnaturalregeneration,
theintroductionofweedsandpotentialdamagetoculturalsites.Therearebetteropportunitiesrearby.

Canoeing and boating


UseofnonmotorisedwatercraftisanacceptableactivityatLakeBoort,butlikelytobelimitedtosome
seasonsbecauseoftheenvironmentalwateringregime.Therearenolaunchingfacilitiesformotorised
boatsandnoisefrommotorisedcraftwillimpactonthetranquillityofthereserve.Duckhuntingregulations
definethewaysinwhichboatscanbeusedwhenhunting.

Duck hunting
LakeBoorthasbeenusedforduckhuntingformanyyears,anditisthegovernmentsexpressedintention
thatitisreservedasaStateGameReserve.ThevalueofLakeBoortforduckhuntingisdependentonthe
presenceofwaterandfoodresourcesforwaterbirdsinduckhuntingseason.Until1997LakeBoortwas
maintainedasapermanentwaterbody,andduckhuntingwaspopularhere.Thechangeinthewater
regimeandthemillenniumdroughtresultedinlittleduckhuntingoccurringoveranumberofseasons.
Naturalfloodingin2011resultedinanexcellentduckhuntingseasonsin2012andin2013,butwiththe
naturaldryingofthelakethesubsequentseasonshavebeenaveragetopoor.

Thereare4StateGameReservesclosetoBoort:LakeLyndger(332ha)andLakeYando(90ha),bothratedas
fairbyGMAforduckhunting,withtwonewStateGameReservesdeclaredin2013:WoolshedSwamp
(472ha)andLakeMeran(191ha)tothenorthofLeaghurStatePark.LakeLeaghurisalsoaWildlifeReserve,
buthuntingisnotpermitted.

Therearenoofficialfiguresonthenumberofhunterswhoshootatparticularwetlandsduringduck
seasons.Atpresentthereare27,000gamelicencesissuedforduckhuntinginVictoria.TheStateGame
ReservesareratedbytheGameManagementAuthority(GMA)intermsofthequalityofduckhuntinginan
averageyearwithLakeLyndgerandLakeYandoratedasfairandnoratingsyetgiventoWoolshedSwamp
orLakeMeran.Astatewideauditofthe199StateGameReservesiscurrentlyunderway.LakeBoortwas
includedandtheinitialadvicefromGMAisthatitwillberatedasgood.

Localknowledgesuggeststhatonlytheopeningweekendoftheduckseasonislikelytoattractasignificant
numberofduckhunters,possiblyaround100atLakeBoortwithmoreatWoolshedSwampasitisalarger
area.Somehunterscampfortheweekend,whileothersmightvisitthelakeforadayorpartofaday.After
thattherearelikelytobesmallernumberspossibly510duringtheweekandperhaps1020ona
weekendmostofthesehunterswillbelocaltoBoortorthedistrict.Managementofhuntersduringthe
openingweekendisthereforeaprioritytominimiseadverseimpactsonculturalsitesandnaturalvalues.

TheseasonalwateringplanproposedbytheNCCMAwouldprovidewatertoLakeBoortinspring,once
everyfiveyearsorso,dependingontheavailabilityofwater.Availableenvironmentalwaterallocations
wouldbesharedacrosstheBoortwetlandsasoutlinedintheNCCMALoddonRiverSystemEnvironmental
WaterManagementPlan(2015)andtheLoddonRiverSystemSeasonalWateringProposal201516(2014).
ThewettingdryingwaterregimeintendedforLakeBoortwillincreasetheproductivityofthewetland,and
mayresultin1or2goodduckseasonsinthewetyearsofevery5yearcycle.TheNCCMAconsidersthatit
isunlikelythatthiswouldresultinsufficientwatertoattractsignificantnumbersofwaterbirdsintheduck
huntingseason,exceptinyearswheresignificantnaturalflowsaddedtothiswaterlevel.

temporaryportabletoiletsforsignificantcampingperiods,inparticularduckseasonopeningweekend.

Allowcanoeingandotherunpoweredboatinginthereserve,launchedbyhandonly.Motorizedboatsare
notpermitted.

6.5 Vehicle access


VehicleaccesstoLakeBoortiscausingdamage:thepoorlysitedmanagementvehiclesonlytrackisdeeply
ruttedandvehiclesdriveacrossthelakebed,riskingdamagetonaturalandculturalfeatures.Carefullysited
anddefinedvehicletracksareessential.Pastattemptstoclosethemanagementvehiclesonlytrackhave
beenvandalised.However,impactsfromvehiclesarecontinuinganddevelopingastrategytoprevent
access,especiallyafterwetweatherisessential.Forvisitors,accessisdifficult,carparkingareasare
undefinedandtherearefewwayfindingorinterpretivesigns.Useofvehicleandwalkingtracksbynon
motorisedvehiclessuchasbicyclesshouldbeconsideredacceptable.

AsectionoftheexistingtracknearthemainentrytothereservefromRingRoadcouldbeopenedtopublic

tourismandtosupportsmallnaturetourismbusinesses(LoddonShire2011b:6,8).Whilevisitornumbers
forBoortarerelativelylow,thecaravanparkatLakeBoortisgenerallyfullfromNovembertoEaster,with
visitorsenjoyingthewaterbasedactivitiesinLittleLakeBoort.

CurrentlyBendigoRegionalTourismispreparingaDestinationManagementPlanincollaborationwith
surroundingshires,includingLoddonShire.TheprimarystrengthoftheLoddonShireisseentobenature
basedtourismwithemergingtrendsincludinghistoryandheritage,aswellasfoodanddining.Thefocusof
thisplanisdestinationdevelopment,andLoddonShirehasidentifieditsprioritiesasbuildingits
accommodationbase,buildingnaturebasedtourism(includingIndigenoustourism)andleveraging
agriculturethroughfarmgateopportunities.

VisitornumberstoLakeBoorthavenotbeenrecordedbuttherewere7000visitorstoalocalBoorttourist
attractionJohnPiccolo,TheSpannerManin201415.SomeschoolgroupsvisitLakeBoorttolookat
AboriginalsiteswithlocalresidentPaulHaw.JidaGulpilil(GulpililsAustraliaPtyLtd)currentlyoffers
educationaltoursforschools,andoneofthesevisitsLittleLakeBoort.MelbourneBirdingToursruns
bushwalkingandbirdingtourstoLakeBoortandsomeothernearbywetlands.

DuckhuntingalsobringsvisitorsintotheregionduringdeclaredduckseasonswhichrunfromMarchJune
annually.Thenumberofhuntersdependsonwaterinthewetlandaswellaswaterfowlnumbers.Thereare
anumberofStateGamereservesinthenorthwestregionofthestates,andhunterswillnaturallybe
attractedtothosethatofferthebesthuntingopportunitiesthatseason.Duckhuntingcanprovideeconomic
benefitstoregionalcommunitiesasdescribedabove.

Likeotherattractionsandrecreationactivitiesthatdrawvisitorstoanarea,duckhuntingcangenerate
economicopportunitiesfornearbytownslikeBoortwhichiswellplacedtobenefitfromduckhuntingacross
35wetlandareas.Astatewidestudyofexpenditurebyhuntersin2013estimatedduckhunting
expenditureoutsideandaspartofahuntingtrip.TheestimatedexpenditureforduckhuntinginLoddon
Shirewas$2.8millionbasedonthe2013seasonwithKerang(intheadjoiningShire),BarraportandPyramid
Hill(inLoddonShire)eachappearinginthelistoftownsacrossthestatewithahuntingexpenditureofmore
than$1million(allanimals).Thestudycomparedhuntingexpenditure(allanimals)totourismexpenditure
statewideandnotedthattriprelatedhuntingexpenditureis1.5%oftourismexpenditure(DEPI2014:28
29,43).Thestudyalsoreportedonthedemographiccharacteristicsofhuntersnotingtheyaremale98.3%),
2.6%reportedtheywereIndigenous,withanother83.4%AustralianbornbutnotIndigenous.Thethree
mostimportantbenefitsidentifiedweretogetfoodformyself(70%),friendsorfamily;tospendtimeinthe
outdoors(65.5%)andforthesportofhunting(51.8%).Anotherbenefitwastocontinueafamilyorcultural
traditionofhunting(38%).Mosthuntersidentifiedthattheyalsotookpartinotheroutdooractivitiessuch

ascampingandfishing(88%87%),followedbyfourwheeldriving(66%).Lessthan50%ofhunters
participateinbushwalking,outdoorphotographyandbirdwatching,andfewparticipateinactiveoutdoor
recreationlikeskiing,mountainbikingforexample(DEPI2014:5961).

Toencouragevisitorstostaylonger,theShirestourismstrategyproposestoincreasethenumberofself
containedcabinsinLoddonShireownedcaravanparks,includinginBoort,toencouragedevelopmentof
naturebasedtourismopportunitiessuchasbushwalking,cycling,canoeing,birdwatching,fishing,andto
encouragetourisminitiativesrelatedtoculturalheritage,Aboriginalcultureandnaturebasedtourism.In
addition,theShirehassuggestedanIndigenousandwetlandsbrochurefortheBoortarea(LoddonShire
2013a:22).

AtpresenttherearenovisitorfacilitiesatLakeBoort;thenearesttoiletsareatLittleLakeBoorttothewest
ofthecaravanpark.AwalkingtrailatLakeBoortwasdevelopedbythelocalcommunityandincludes
interpretivesignboards.AboardwalkhasbeendevelopedatLittleLakeBoortandaseriesofinterpretation
pillarsthroughoutthetownservetointerpretBoortsstories,includingitsAboriginalpastandpresent.

ThecommunityplanforBoortseekstobuildacloserrelationshipwithParksVictoriaonthemanagementof
theBigLake(LakeBoort)particularlyinrelationstothedevelopmentoftourismopportunitiesandan
AboriginalCentretoensurethattheverysignificantsitesonBigLakearepreserved(BoortCommunity
PlanningTeam2003).

Thereareanumberoflandusesandactivitiespermittedwithinthereserve.Thesegenerallyoccurunder
licenceoragreementandinclude:publicutilitiessuchaswatersupplyinfrastructure,andprivate
occupancies.

7.1 Reserve boundaries and adjacent uses


ThereserveisboundedonthenorthbythePyramidBoortRoad,ontheeastandsouthbyfreeholdland
usedforagriculture,andonthenorthwestbytheRingRoadandLittleLakeBoort.Theprimaryadjoining
landusesareagricultural,bothgrazingandcropping.AsectionofKinypanialCreek(approximately
1500metres)iswithintheLakeBoortreserveandisboundedoneachsidebyfreeholdproperties.

TheuseanddevelopmentoflandisregulatedthroughtheLoddonShirePlanningScheme.LakeBoort
reserveiszonedPublicConservationandResourceZone(PCRZ)andthepredominantzoningof
neighbouringlandisFarmingZone(FZ).TheirrigationinfrastructureadjacenttoLakeBoort(Channel3)
appearstobewithintheLakeBoort/LittleLakeBoortPCRZzone,ratherthaninaPublicUsezone.

ThepurposesofthePublicConservationandResourceZone(PCRZ)aretoprotectandconservethenatural
environmentandnaturalprocessesfortheirhistoric,scientific,landscape,habitatorculturalvalues,to
providefacilitieswhichassistinpubliceducationandinterpretationofthenaturalenvironmentwith
minimaldegradationofthenaturalenvironmentornaturalprocesses,andtoprovideforappropriate
resourcebaseduses.

ThereareanumberofoverlaysintheplanningschemethatapplytoLakeBoort:

Environmental Significance Overlay (ES01) applies to Lake Boort (along with Little Lake Boort,
WoolshedSwampandLakeLyndger).ThisOverlayrecognisesareaswherethedevelopmentofland
maybeaffectedbyenvironmentalconstraintsandvalues.
VegetationProtectionOverlay(VP01)isalsoappliedtoLakeBoort/LittleLakeBoort.ThisOverlayis
designedtoprotectsignificantpocketsofremnantvegetation,recognisingthattheremainingareas
of native vegetation in the Loddon Shire are significant for habitat, biodiversity and for the land
managementbenefitstheyprovide,suchaserosioncontrolandwatertableregulation.
AFloodwayOverlaycoversLakeBoortandKinypanialCreek:thisOverlayalongwiththeLandSubject
toInundationOverlayillustratesthewayinwhichwaterflowsacrossthislandscape.

ThehistoricfeatureswithinthereservearenotrecognisedintheHeritageOverlayintheplanningscheme,
buttheLakeBoortDamassociatedwiththeHonoraryCorrespondentsDepotatLakeBoortStationisonthe
VictorianHeritageInventory(VHIRef7581),anditsagemeansthatithasautomaticlegalprotectionunder
theHeritageAct1995.AllAboriginalheritagewhetherrecordedornotisprotectedbytheAboriginal
HeritageAct.

TheLoddonShiresCouncilPlan20132017expressesthedesiretobuildtourismasaneconomicactivity:
Oureconomyisfarmorediversified.Wearebringingmoretouristsintoournetworkforagritourismand
naturebasedholidayexperiencesortoheartalesofourrichheritage(2013:14).TheCouncilPlanalso
recogniseskeyissuessuchasclimatevariabilityandvolatility,notingthefloodsin2011andincreasedfire
risk,andthechallengesofmanagingallwaterresourcescarefully.

ofthereserve.OnedeliverswaterfromtheChannel3andtheotherfromtheLittleLakeBoortFlushing
Channel.Theleakingofwaterfromthesestructuresreportedin2003hasbeenremedied;howeverthere
arestillsomesignificantweedsintheselocations.

ThesillleveloftheoverflowstructurefromLakeBoorttoLakeLyndgertothenorthwasadjustedafew
yearsagoandnewculvertswereinstalledundertheBoortPyramidRoad,seekingtoreestablishamore
naturaloverflowpatternandassistwithfloodwatermovement.Thereisalsoanoutletstructurenearbythat
iscurrentlyclosed.

sites,andmaintenanceofthechannelbyGMWrisksfurtherdamagetothosesites.

ThedamonKinypanialCreekobstructswaterflowsinthecreekanddiscussionsshouldbecommencedwith
thelandownertoseekalternatives.

Useofanopenchanneltodeliverthiswaterresultsinsignificantwaterloss,anditsreplacementbya
pipelinehasbeensuggested.ThiswouldalsoovercometheriskoffurtherdamagetotheAboriginalsites.

Target shooting
TheBoortClayTargetShootingCluboperatesfromanareaonthenorthsideofthereserve.Thelevelof
currentuseisnotknown.Claytargetfragmentsandtheshotendupinthewetland.Noisefromshooting
maydisturbothervisitors,andtheuseofleadshotisregardedasapotentiallythreateningprocessas
describedinFlora&FaunaGuaranteeActionStatementno.32(DSE2003).Theconcernrelatestowater
fowlinparticular,andanimalsthatpredatethem.

The2003IntegratedActionPlansoughttoamendthelicenceconditionstolimittheuseofleadshot.

Stock grazing
Stockgrazingisprohibitedwithinthereserve.Thesouthernboundaryofthereservehasbeensurveyedand
fencedinconsultationwiththeadjoininglandowners.Stocktrespassdoesnotappeartobeacurrent
managementissueorrisk.Shoulditoccur,ParksVictoriawouldtakeactiontoenforcetheregulations.

Thereserveisnotpresentlyusedforapiculture.TheVictorianGovernmentsApiculture(beekeeping)on
publiclandpolicy(DEPIundated)describeshowapicultureismanagedonpublicland.Feralhoneybeescan
poseathreattonativefaunathroughcompetitionfornestinghollows.Threatstonativefloraandfauna
arisingfromtheusebytheferalhoneybee(Apismellifera)ofnestinghollowsandfloralresourcesislistedas
athreateningprocessundertheFloraandFaunaGuaranteeAct.

Firewood collection
Firewoodcollectionforuseoutsidethereserveisnotpermitted,andtodatehasnotbeenidentifiedasa
seriousmanagementissue.However,thereisrecentandcontinuingevidenceofthecuttingoffallentimber,
presumablyforfirewood,possiblyforusebycampersorpicnickersinthereserve.

Thisposesaseriousrisktothescarredtrees,someofwhichhavefallen,andallofwhichareprotected
undertheprovisionsoftheAboriginalHeritageAct.TherearesignificantpenaltiesfordamagingAboriginal
heritage.Fallentimberisalsoimportanthabitat,anditsprogressivelosswillimpactnaturalheritagevalues.

Apracticalsolutionistoprohibitthecollectionoftimberwithinthereserveforanypurpose.

Nootherformsofforestryortimberharvestingareproposedtooccurwithinthereserve.Cuttingofriver
redgumacrossthelargeareaofthenortheasternpartofthewetlanddatesfromthewaryearswhen
250,000tonnesoftimberwascutandsenttoMelbourne(Haw&Munro2010inNCCMA2013:18).

Thereservemayalsobesubjecttoarangeofotherinfrequentuses,suchaseducation,research,eventsand
commercialfilming.RequestsforoccasionaloroneoffuseswouldbeconsideredbyParksVictoriaontheir
meritsandinrelationtotheoverallVision,strategicdirectionsandgoalsestablishedinthePlan.

TraditionalAboriginalculturalactivities,educationandawarenessprogrammaybeinitiatedfromtimeto
timebyDjaDjaWurrung.Itisexpectedthatarrangementsfortheseusesandactivitieswouldbeaddressed

citizenscience.Differentformsofknowledgetraditionalknowledgeandwesternscience,forexample
canbecombinedtobringnewunderstandingsandhelpadaptivemanagement.Arangeofresearch
opportunitiescanbeexpectedtoarisethroughoutthelifeofthePlan.ParksVictoriahasacollaborative
