[General]
**1. NLPG NSG Exemplar Awards; the NLPG Ten Years On**
On this 10 year anniversary of the NLPG, IDeA and Intelligent
Addressing would like
to invite applications to the 2009 National Land and Property
Gazetteer (NLPG) and
National Street Gazetteer (NSG) awards. The awards recognise the
innovation, effort,
commitment and achievement of local authorities, police and fire
within the creation,
maintenance and utilisation of the gazetteers.

The awards will be presented at a one-day conference


'Underpinning Transformational
Government' on 26th November at the Victoria Park Plaza hotel in
Central London.

The Award categories for this year have been expanded and a few
new ones introduced
to give a more light hearted take on the Awards.

The closing date for Award entries is Friday 23rd October 2009.

during August.

**2. Underpinning Transformational Government Conference -


November 2009</b>**
The NLPG is ten years old and this year’s annual NLPG NSG
Underpinning Transformational
Government conference is set to celebrate the achievements of
local authorities,
and the receiving authorities in creating and using the NPLG and
its sister project
the NSG.

The event starts with a complementary drinks reception in the


evening of 25st November,
which will take place at Tiger Tiger in Haymarket, Central
London. The conference
and exhibition then takes place on November 26th at the Victoria
Park Plaza Hotel.

The morning session will have a strategic focus with


presentations from senior local
government policy experts. The 2009 NLPG and NSG Exemplar
Awards will be presented
before lunch.

The Awards showcase best practice and recognise the innovation,


effort, commitment
and achievement of the local government community, including the
police and fire
authorities, in the creation, maintenance and utilization of the
NLPG and NSG.

After lunch, the conference will continue with MasterClass


presentations from ESRI
(UK), QAS Experian and Aligned Assets, Gold Sponsors at the
event.

The remainder of the afternoon will split into three streams;


Business Savings,
Infrastructure and National Projects, each chaired by experts in
their own field.

Running alongside the conference is an exhibition with suppliers


whose key target
markets include local government and the emergency services.

The conference is free to all signatories of the Mapping


Services Agreement.

The charge for commercial end-users of the NLPG is £230 + VAT


and the charge for
Statutory Undertakers is £99 + VAT.

**3. NLPG Underpins Pan-London eAdmissions Service for


Schools</b>**
The NLPG will provide the vital address intelligence behind the
updated eAdmissions
service for schools across London provided by the London Grid
for Learning Trust
(LGfL). The LGfL manages this public-facing school admissions
service on behalf
of the 33 London local authorities, and Surrey County Council.
The service, which
had previously attracted increasing numbers of parents as the
preferred means of
securing information, selecting schools, ordering preferences
and making an on-line
application, is scheduled to go live in September 2009.

**4. Understanding Flood Risk at a Sub Postcode Level**
GeoConnexion UK recently published an on-line supplement to the
magazine GeoRisk
and included an article on the NLPG. See

**5. Derived Data and OS**


The Guardian's Free Our Data Blog has picked up further
interesting comments and
debate on 'severable improvements', derived data and the
Ordnance Survey from
[1]cloudsourced which states that derived data is "the single
most stifling element
of the Ordnance Survey’s licensing regime……"

Meanwhile the OS is not saying who is the "internationally


recognised expert in
geographical information and national mapping" who, OS said, had
reviewed its study
into how it should organise and charge for its service, and who
"agreed to the analysis
and conclusions". They are hiding behind the Freedom of
Information Act section
40 (2) (a). However they have published an 'almost' unredacted
version of their
[2]'International Comparison of Geological Information Trading
Models'

**6. OPSI Report**


Information is the fuel that drives innovation in the knowledge
economy and OPSI
will concentrate on how to make public sector information as
widely available as
possible to support public service delivery and innovation. So
says [1] The United
Kingdom Report on the Re-use of Public Sector Information 2009,
published on July
9th 2009.

In his forward, Michael Wills, the Minister for Information,


says that 'the world
is waking up to the vast potential of PSI to enrich our lives
and our economy',
and states that, 'we [The Ministry of Justice] maintain our
momentum as the potential
rewards for the UK are immense.'

**7. Website Changes**


Intelligent Addressing has upgraded the Intelligent Addressing
(www.intelligent-addressing.co.uk),
National Land and Property Gazetteer (www.nlpg.org.uk) and
National Street Gazetteer
(www.thensg.org.uk) websites.

Please note, your browser may have stored the old style sheets
in memory (cache).
In order to view the new style you may have to press the refresh
button on your
browser window toolbar to clear your browsers memory. The
website address (url)
is the same, so if you have bookmarked any of the websites home
page these will
still work. However, you may need to update bookmarks for the
other pages on the
site.

**8. CORE Data Matching - 4 Months until Deadline!**


There are now only four months left until the deadline of 1st
December 2009 for
matching Electoral Registration data to the NLPG.

Intelligent Addressing (IA) is helping EROs in many Local


Authorities to bring their
electoral data up to the required standard. This involves a
five-stage process which:
checks data integrity
converts it to BS7666 format
matches it to the NLPG
provides a detailed report suggesting how each authority should
proceed
returns anomalies that must be resolved at the local level.
The IA Special Projects Team has now received 138 files and has
returned reports
on 135 of them using IA's combined software and manual matching
processes. Over
8 million records have been processed with an average match rate
of 97.44%.

matching should

There is a charge for this and the average turnaround time is 5-
10 working days.

**9. Validation for the CORE Project**


This service is aimed at local authorities who have finished
matching their Register
of Electors to the Local Land and Property Gazetteer (LLPG) and
wish to check the
validity of their work. It will analyse matches between your
Register of Electors
(RoE) and the National Land and Property Gazetteer (NLPG), and,
amongst other tests,
will:
check that all UPRNs that are matched to RoE records exist in
the NLPG;
check whether any of the UPRNs relate to properties classified
as non-residential;
check whether any of the UPRNs relate to properties that are
historic or rejected;
check whether there are any UPRNs that are duplicated in the RoE
data;
check whether any of the UPRNs are located outside the local
authority area or do
not exist in the NLPG;
check whether any of the ELR xrefs are duplicated.
Apart from giving authorities this feedback IA is interested in
the results to assess
whether there are any changes that should be considered to help
the data standardisation
process, particularly in the matching of data and the resolution
of issues. The
findings will be shared with the MoJ.

If you wish to take advantage of this free service we will


require a file containing
the Register of Electors unique reference and the NLPG UPRN that
is matched to that
unique reference. The file can also include the address elements
from the RoE as

In return for data we will send all participating local
authorities the results
via email. If you wish to receive a full, detailed report there
will be an administration

**10. VOA - All Local Authorities now Exceed 90% Ctax Match**
Intelligent Addressing is pleased to announce that all local
authorities now have
a VOA Council Tax match rate of over 90%.

There are also now only 14 local authorities left with a less
than 95% Council Tax
match. There are three regions (London, Yorkshire and Humberside
and the North East)
that do not have any authorities under 95% at all and four
regions with just 1 local
authority each under 95%.

The current match rates are 98.94% for Council Tax and 74.1% - a
massive increase
of 1.6% since June - for Non-Domestic Rates.

All English Local Authorities now have a regional CTAX average


above 98% with six
regions over 99% (Yorkshire and Humberside, North East, West
Midlands, North West,
South East and East Midlands).

We have recently received an update from the VOA which will


highlight any changes
made to their data over the past months. We will be removing
records which no longer
exist from both the matched and unmatched lists and adding new
records which may
appear on the unmatched lists this month.

**11. IA Seeks Quality Assurance Analyst**


This position is offered initially on a contract basis for 6
months.

**1. New Members of the Regional LLPG Custodians Group**
As many of you will already know, we now have a new chair of the
Regional Chairs
LLPG custodian Group, Andrew Young (Durham County Council) and
Deputy Chair of the
Regional Chairs LLPG Custodian Group, Rafe Benli (London Borough
of Hammersmith
and Fulham). Andrew and Rafe were elected by the other
Regional Chairs at the
LLPG GOR Chairs meeting which took place in early July. Our
thanks go to Suzanne
Norton for her diligent work for chairing the Group over the
past months.

**1. NSG Uploads**
The July publication of the NSG saw 104 Authorities manage to
successfully pass
validation. Thank you for all your hard work. This month has
again continued to
see submissions rise. We understand that almost all software
companies have released
upgrades to allow submissions in the new DTF7.1 Format. We
obviously encourage everybody
to update their software at the earliest convenience to allow
submission of DTF7.1.
If you are still having problems or would like any assistance

If you are unable to send through a DTF 7.1 submission, please


email the NSG Coordinator

**2. Converted Data Format**


Data initially converted from NSG CSV to DTF 7.1 by Intelligent
Addressing is no
longer available for authorities to download from the download
matrix. If you would
like a copy of this data to see what potential errors may occur
when you upgrade
your system to DTF 7.1 please contact the NSG Helpdesk

**3. Eton 5**


We encourage all Authorities to update their OD files on the NSG
hub when changes
are made. OD files should be checked with current data. If you
are unable to submit
current data but would like to publish a new version of the EToN
file the NSG hub
can do this under exceptional circumstances. Please in the first
instance contact
the NSG Helpdesk for assistance ([1]helpdesk@thensg.org.uk).

Please note that EToN 5.0 came into effect from 13th January
2009. All authorities
that have yet to upload an ODD file, or have EToN 4.0 files
hosted on the NSG site
should review this and upload new files where applicable.
