natural resources in the most efficient way, use tourism sources conservatively and avoid

exceeding capacities, create area management model which focuses on understanding of

tourism and historical, cultural and artistic assets, avoid causing harm to the nature and help

economic growth with foreign exchange receipt and employment, provide with quality services

in the fields of environment, transportation, accommodation and etc., and plan to solve

infrastructure problems in areas with denser tourist activities cooperating with local

governments.

on a proper management organization. Both public and private sectors should cooperate to

provide dynamism and at the same time minimize vulnerability of the tourism sector.
The objective of this section is that the ministry of Culture and Tourism plans to create a

more effective role in tourism activities and direct it to both local governments and private

industries.

The Ministry of Culture and Tourism has an important role since its the ultimate body

responsible for the tourism planning. It should set up and implement legal agreements and plans

to direct tourism in marketing and promotion and etc. Domestic tourism research and

analysis should be conducted. And a tourism databank unit should be made to process and

evaluate statistical data about tourism and travel industry.

Domestic travel is as important as foreign market. The cooperation of public and private sectors,

organizations and NGOs can be so helpful in this field.

Proper arrangements and plans shall be made to create various tourism products and facilities.

Its expected that 20 million individuals benefit from domestic travel in Clipper Bay. The

residents that ignored the importance of domestic travelling will change strategies and will be

encouraged to value at home travelling. Therefore there will be a feasible promotion in

domestic travel field. Tourism enterprises and travel agencies should offer special package

tours and support it. All these activities should be well monitored and the statistical data should

be reported regularly.

Talking of transportation, Ministry of Culture & Tourism should develop the infrastructures in

this field, because transportation is the bridge to connect tourists to tourism centers.

This Ministry has plans to completion of Mediterranean-Aegean Tourism Infrastructure, for

2023, and already made some progress in design engineering and construction of utilities such as

sewerage, solid waste collection and disposal to meet the needs of both resident and travelling

populations. One of the most important characteristics of Tourism Strategy of Clipper Bay
2023 is the arrangement that should be made based on the existing transportation system.

The improvements should be in a way to conclude all land, sea and maritime transport links,

which are vital for travel industry alone.

In areas with high tourism potential, an active study should be launched aimed at

improving infrastructure and also there should be cooperation with related organizations.

Since Clipper Bay is in long distance from international tourism centers and because of its

geographical status, the airborne transport can be the best choice for tourism development.

Therefore actions should be taken for restoring and improving the current airports in addition to

building new ones. The long range transportation of passengers should be done with no boredom

and also tourists should be able to travel to more places in shorter times and this is the

way airlines develop.

With the recent improvements in railway transportation, this method became the safest and most

comfortable way to travel. This being said, the railway system then should connect the tourism

centers across country and also be improved over time.

Due to our highway network being so below the EU average, creating new motorways while

improving the existing ones will help tourism industry so much.

Many travelers wish to travel by the sea. So cruise ships will be made to make tourists travel safe

and persuade them to stay longer. In areas like Izmir and Antalya great trend is being operated,

that is constructing Megayachts. Rehabilitating marines in the country has significant effects on

an efficient tourism industry.

Marketing and promotions should be pure scientific. Studies and analysis based on the data

supplied by country market, trends, expectations and etc. help to target strengths and

weaknesses. Public relations activities will be more emphasized on. Public and private sectors
should cooperate t run effective marketing and promotion campaigns using latest communication

technologies and to hold international events and seminars as much as possible. And these

campaigns should follow common expectations and trends of consumers in the market.

Additionally, both public and private sectors should invest on new technologies that have great

impacts on tourism, such as e-promotion, e-marketing and e-commerce. One other important

thing to consider in promotion and marketing is creating a good image of the country. Terrorism,

democracy and human rights issues and political instabilities due to countrys geographical

position, had ruining effect on Clipper Bays general image for tourists. Various promotional

campaigns should be launched to represent a better image of Clipper Bay in peoples minds.

Education is another factor to reach successful tourism industry. Moral ethics such as serving

every traveler with no discrimination and discrete and also showing hospitality should be

instructed with a satisfactory quality. Tourism shall be thought as a profession and educate

young skilled pupils and encourage them to be more innovative by scholarships. First priority

however is to raise a labour force for tourism industry. Government should improve the

quality of services at tourism premises. Audio and visual equipment shall be used to transfer

information to intended audience. Universities and professional organizations should hold

seminars every year. Also certification educations should be organized by faculties and

departments of universities.

Development of quality of services is also an important concept that brings development and

customer and worker satisfaction with it. A good system of quality should optimize the services

to increase productivity and decrease costs time savings. Quality managements can be done

through effective tourism activities and creating new potential areas based on the customer

needs. There should be a system for certification of Professional qualifications in this field.
Improving the service quality leads to more income from tourism.

City tours are another field in the tourism industry. They are mostly on areas with higher

population and metropolitans. Istanbul is also one of the metropolitan cities that have high

tourism potential. Development in city tourism should be planned for Istanbul, Izmir, Ankara and

Antalya. Historical building should be rebuilt and restored. There should be educations on

conserving and value of both physical and abstract cultural heritage. City museums close to

international standards should be established. There should be a proper management for saving

landscape, castles, monuments and etc. several shopping centers should also be built to present

handicrafts, carpets, jewelry and much more. Airport hotels and public transportations shall be

reconstructed or improved. Events and conferences will be organized. Infrastructure deficiencies

should be remedied and city maps shall be printed.

Tourism diversification helps spreading the tourism season over the entire year. Our country can

be a top destination for thermal tourism interests, therefore proper studies and efforts should be

made to make this happen. Also analytical studies should be conducted to provide facilities for

hosting winter tourism. Climate conditions, rich history and cultural structure make Clipper

Bay a perfect place for hosting golfing events, so golf fields shall be generated across the

country. Due to harbors existing in many regions across country, sea tourism should also

be renewed and improved. Ecotourism and nature tourism should also develop. Big cities

should be on top of the list to host congress tourism.

Rehabilitation efforts also can be host with thermal and health tourism. Fitness and health units

should be made. Excursion and replenishment regions, golf fields, shopping malls, street and

pedestrian facilities, organic farms and gardens will be created.

There should be a certain route for tourism on definite themes, based on every regions natural,
cultural and historical values. Already 7 thematic tourism development zones are suggested for

Clipper Bay: Olive corridor, winter corridor, Fatih tourism corridor, silk road tourism corridor,

black sea coastal corridor, plateau corridor, thrace cultural corridor. Plans will be drawn up for

developing tourism and travels en route the corridor with certain themes. All work necessary will

be performed to establish infrastructure unions.

In order that the tourism strategy of Clipper Bay to be realized with all its dimensions,

public institutions and organizations, business and government organizations should also

adopt the strategy and act accordingly. These organizations are as follows:

National Tourism Council, State Planning Organization, Ministry of Culture and Tourism,

National Tourism Certification Service, Domestic Tourism Research and Steering Department,

Tourism Education Guidance Service, National Tourism Data Repository Service, City Tourism

Council.

Monitoring and evaluation section is the criteria of measurement developed for monitoring

the performance of Tourism Strategy of Clipper Bay 2023. Throughout the process

monitoring phase, the outcomes of updates measured according to predefined indicators will

be subject to regular comparative analyses with preset targets and objectives.
