15.

Obtain a building permit from Municipal Planning and

Development Office

The requirements needed for the application of

building permit are:

1. Properly filled-up application forms duly signed

and sealed by engineers concerned:

Building Permit Forms (5 copies)

Electrical Permit Forms (3 copies)

Sanitary Permit Forms (3 copies)

2. Five (5) complete sets of Detailed Plans

3. For construction of two-storey building:

4. Structural Design Analysis signed and sealed by

Civil Engineer at every page

5. Proof of Property

Photocopy of Transfer Certificate if Title

(TCT)

Photocopy of tax Declaration of Property-lot

(Certified True Copy) 5 copies

Photocopy of Current Tax Receipt (5 copies)

6. Permit Billboard (0.60 X 0.90 Plywood with the

following contents):
7. Bill of Materials and Specification (5 copies)

signed and sealed by an engineer or an architect at every

page

8. Locational Clearance

9. Photocopy of PTR # and PRC license of all

concerned engineers and architects

10. Clearance from the DPWH if the construction is

located along National Highway

11. DOLE Clearance

16. Obtain the FSIC from the BFP

Time to complete: 5 days; Associated costs: No cost

17. Receive final inspection for the Certificate of

Occupancy and CFEI from the OBO

The OBO conducts a final inspection to check the building

based on the certificate of completion, construction

logbook, building inspection sheets, original and as-built

plans and specifications.

18. Obtain the Certificate of Occupancy and CFEI from the

OBO

After the OBO has processed the application and conducted


the inspection, it then issues an assessment and order of

payment. The OBO issues the Certificate of Occupancy after

the applicant has paid the corresponding fees.

Time to complete: 5 days

Associated costs: PHP 21,000 (the floor area is

multiplied by 10,000: the first PHP 1,200,000 is assessed

PHP 1,000, while an additional PHP 1,000 is assessed for

every million in excess thereof)

19. Apply for electricity connection at Iloilo Electric

Company (ILECO II)

The entity visits ILECO II to request for an

electricity connection. Requirements for permanent

connection are: Electrical Plan (concrete) / Electrical

Lay-out (mixed/light/indigenous materials) Office of the

Building Official (BO), CFEI, Electrical Permit with

Official Receipt, Certificate of Occupancy, FSIC, Business

Permit, and SEC Registration.

20. Receive inspection for electricity connection

from PECO

Time to complete: 1 day; Associated costs: No cost

21. Obtain electricity from ILECO-II


Time to complete: 19 days

Associated costs: PHP 674,381.25 (PHP 425,000.75

material cost + PHP 30,980.5 labor cost + PHP 218,400 bill

deposit)

22. Apply for water and sewage connection at Dumangas-

Barotac Nuevo Water District (DBNWD)

The applicant is required to attend a one-hour

orientation/seminar on company policies and the

application process. Inspection happens after a few days.

23. Receive inspection for water and sewage connection

from DBNWD.

Time to complete: 1 day; Associated costs: No cost

24. Obtain water and sewage connection from DBNWD

Time to complete: 35 days

Associated costs: PHP 600 (PHP 1,150 material cost + PHP

750 installation cost + PHP 600 meter maintenance fee) the

applicant can initially pay PHP 600


25. Obtain telephone connection from the telephone company

The building will obtain a telephone connection from PLDT

Inc.

Time to complete: 8 days; Associated costs: No cost

26. Apply for the tax declaration of improvement at the

City Assessor's Office (CAO)

The partnership must update its official records to

include the newly built building for tax purposes. The OBO

furnishes the CAO with a copy of the building plan and

Certificate of Occupancy to notify them of the new building

construction. The company must submit the floor plan and

as-built plan to the CAO.

Time to complete: 1 day; Associated costs: PHP 200

(inspection fee)

27. Receive inspection from the Appraiser of CAO

Time to complete: 1 day; Associated costs: No cost

28. Obtain the tax declaration of improvement from the CAO

The tax declaration of improvement is released after an

appraiser inspects the property, which can be done on the

following day or sometimes even on the same day.
