1.0 PURPOSE
This procedure is designed to facilitate understanding of the Emergency Preparedness &
response requirements by the employees, contractors, and other interested parties.
2.0 SCOPE
This procedure shall be applicable for all Employees, contactors, and other interested
parties for management of Emergency incident involving Personnel, Assets, Environment
and Reputation under the influence of company.
3.0 DEFINITION
Emergency
An emergency means a situation arising out of or as a result of any type of hazards like
fire, explosion, chemical spill or other adverse situation which is likely to adversely affect
the persons or population working on or near the site, or residing in the adjacent or
nearby areas around the work site.
Hazard
Source or situation with a potential for harms in terms of injury or ill health, damage to
property, damage to the workplace environment, or a combination of these.
Hazard identification
Process of recognizing that a hazard exists and defining its characteristics

Incident
Event that give rise to an accident or had the potential to lead to an accident.
Risk
Combination of the likelihood and consequence(s) of a specified hazardous event
occurring.
NOTE: An incident where no ill health, injury, damage, or other loss referred to as a
near-miss. The term incident includes near-misses.
Sub Agency/ Contractors
A company directly employed by NPGC to undertake activities on behalf of NPGC.

4.0 Levels of Emergencies


Level 0
An incident that can be resolved by site personnel or stewards without outside agency
involvement. May require an Incident/Accident report as documentation.
Level 1
Any incident, potential or actual, which will not seriously affect the overall functional
capacity of the site. Can require an outside agency to respond, short-term evacuation and
may involve injuries.
Level 2
Any incident, potential or actual, which affects an entire building or buildings, and which
will disrupt the overall operation of the site. Outside emergency services will probably be
required.
Level 3
Any incident or occurrence that has taken place and has seriously impaired or halted the
operations of the site. Level 3 situations will be where mass casualties and severe
property damage may be sustained. A coordinated effort of all resources is required to
effectively control the situation. Outside emergency services will be essential. Major
policy considerations and decisions will usually be required from top management during
times of crisis.

5.0 Potential Emergencies


The following potential major emergencies have been identified at site:
1. Fire hazard at electrical substation & Control room, DG Set, Welding machines,
Cable joints, short circuit, etc.
2. Collapse of structure, cranes (e.g. Tower crane).
3. Fall from height with severe consequence while construction/erection.
4. Personnel Electrocuted/ electrical Hazards.
5. Men being trapped under soil/in the confined Space.
6. Explosion involving storage of material, flammable materials of gas cylinder or Oil/
Diesel storage, Chemical etc
7. Fire or Explosion
8. Collision between moving vehicles / toppling
9. Food poisoning
10. Floods
11. Bomb threat
12. Earthquake

6.0 Site Emergency Facilities


The List of emergency facilities available at site are as follows:
1. Fully equipped Ambulance and First Aid facility available at NPGC site office
between Chimney-1 & 2
2. Trained first Aid personnel from NPGC (Names of the First aider attached Appendix
No: 1)
3. Fire Extinguisher Placed at different locations.
4. Emergency Assembly Point near T.G. 2 for easy access.

9.0 Responsibilities of Emergency Response Team


10.1 On Site Emergency Coordinator
a. Overall in-charge to control emergency, recovery & Operation continuity.
b. Authorize for Resources.
c. Coordinate with On Site Emergency Advisory team to receive advice on the emergency actions
and direct the On Site Emergency Controller.
d. Communicate with the interested parties including HQ, Local Authorities, Mutual Aids, etc.
e. Authorize for raise request for Resources and its use at site.
f. Responsible to assess and inform the end of emergency at the site.
g. Responsible to call the end of emergency.
10.2 On Site Emergency Controller
a. Overall in-charge at the field to control emergency, recovery & Operation continuity.
b. Coordinate Emergency Control through onsite emergency teams.
c. Coordinate Medical Team, Rescue Team, Fire Fighting Team etc. to facilitate control, rescue &
treatment of victims.
d. Coordinate with Recovery & Operation Continuity teams to clear of the accident locations and
restart the site.
e. Communicate with the On Site Emergency Coordinator and apprise him of the emergency
situation at site.
10.3 On Site Emergency Advisory Team
a. Act in the capacity of the advisor to the On Site Emergency Coordinator.
b. Communicate with the Technical team to identify the technical feasibility of the rescue or
recovery & operation continuity options.
c. Coordinate with Administration & Legal support team to handle the labor unrest, local
authority, treatment options, HR issues, PR issues etc.
d. Investigate the causes of the Emergency & recommend corrective action.
e. Log the sequence of events so that report of the emergency operation can be prepared to
identify the deficiencies in the Emergency preparedness system and recommend improvement.

10.4 Technical Support Team
a. Evaluate the technical aspects in the control/ mitigation of the emergency & operation
continuity.
b. Review the technical documents and recommend feasibility.
c. Evaluate the need of emergency, understand the recovery measures, arrange for the resources,
and supervise to recover till initiation of operation.
d. Arranging for cranes, equipment, and electrical assistance and coordinating with the
emergency team.
e. Ensure the Damage is controlled, removed from the site and the site is reinstated for the
operation to start smoothly.
f. Communicate with the Emergency Advisory Team and furnish required clarifications.
10.5 Administration & Legal Support Team
a. Coordinate with the Hospitals for the treatment of the injured.
b. Coordinate with the Local Authorities including the Police etc.
c. Communicate with the sub Agencies and ensure no Labor Unrest takes place.
d. Ensure communication to the relatives in case of fatality.
e. Manage the Media with assistance from On Site Emergency Coordinator.
f. Arrange for the food/ welfare facilities etc if the rescue, recovery & operation continuity
activity extends beyond the regular working hours.

10.6 Medical Team


a. Act as per the directions of On Site Emergency Controller.
b. Communicate & direct first aider to provide first aid to the injured.
c. Give directions to the ambulance & rescue vehicle & other mutual Aid to remove the victim to
the nearest Hospital.
d. Assist the First Aider to organize personnel for assistance.
e. Record the victims details and communicate to the On Site Emergency Controller.
10.7 Fire Fighting Team
a. Act as per the directions of On Site Emergency Controller.
b. Communicate & coordinate with the fire fighters to control the fire in the initial stages.
c. Assist with the fire brigade in the event of big fire and extend necessary assistance especially
in case of chemical fire to provide MSDS & quantity etc.
d. Ensure the fire is controlled and does not pose threat to the people or property.
e. Responsible to declare the fire is controlled to On Site Emergency Controller.
10.8 Rescue Team
a. Act as per the directions of On Site Emergency Controller.
b. Organize the search and rescue operation.
c. Carry out Head Count Operation, obtain the Missing details & initiate rescue operation.

10.9 Recovery & Operation Continuity Team


a. Act as per the directions of On Site Emergency Controller.
b. Evaluate the need of emergency, understand the recovery measures, arrange for the resources
and supervise the recover till initiation of operation.
c. Arranging for cranes, equipment, and electrical assistance and coordinating with the
emergency team.
d. Ensure the Damage is controlled, removed from the site and the site is reinstated for the
operation to start smoothly.

11.0 Actions in case of Emergency


In the event of an Emergency
- Stop all the jobs and report to the Safe Assembly Point.
- Stop all the Hot Jobs in the area including Welding, Gas Cutting, Grinding, Shot Blasting etc.
- Stop all the machineries and park in a secure place, ensure it does not obstruct any movement
of the fire engine etc.
- The Entrance to the site must be stopped.
- Do not stop to collect personal belongings
- Turn Off generators, Compressors and other powered equipments, unless these provide power
for emergency services.
- Attack fire with the equipment provided, if it is safe to do so
- Obey the instruction of the Site Safety coordinator / Principal Representative/ Supervisory
staff.
- Assist the Fire Fighting Team, Medical Team, Rescue Team, and technical team to control the
emergency.
12.0 Safe Assembly Points
1 Assembly points have been identified for emergencies.
Assembly point- H-Block, Near Main Gate, New Fire Wing

13.0 Evacuation Procedure.


13.1 General
In declared emergency on-site, all personnel are to leave their area and proceed towards safe
assembly points.
Every person on-site shall know minimum one assembly point
DO NOT return to an evacuated building unless told to do so by an authorized personnel
After any evacuation, report to designated assembly point. Stay there until an accurate head
count is taken.

13.2 Fire or explosion.


Know the location of the nearest fire extinguisher, exit in your area and how to use them.
Training and information can be provided by the Safety Department.
If a minor fire appears controllable IMMEDIATELY, contact the Safety In Charge or Area In
Charge/Engineer.
Then upon selection of the appropriate fire extinguisher, promptly direct the charge of the fire
extinguisher towards the base of the flame source.
If a suspected fire related emergency exists, alert others by intermittent shouting as fire.
Report to safety officer or site engineer.
Proceed towards assembly points and alert others to do the same.
In case of declared emergencies and alarm raised to leave the site, proceed towards safe clear
area, which is at least 500m away from the affected area or towards the site exit.
13.3 Collapse of structure, cranes
In case of potential emergency of collapse is felt, proceed towards designated assembly
points. Alert others to do the same. CALL for Help.
Wait for head count.
In case of declared emergencies and alarm raised to leave the site, proceed towards safe clear
area, which is at least 500m away from the affected area or towards the site exit.
Immediately after a collapse, the debris of the building is very unstable and prone to
additional movement. Do not attempt to remove debris without any standing instruction
which may lead to further damage of debris or trapped personnel.
Site Safety Officer is the command person in this scenario.
The preliminary effort in this scenario will be to concentrate on areas where people were last
seen or known to be. Provide site safety department with this information.
Administration department to provide with a list of the people in the damaged area.
Additional information can be gathered from the people who survived the collapse.
Barricade the area to restrict entry.
Call fire fighting crew, ambulance for rescue.
Notify legal authorities in this regard.
14.0 Identified Potential Emergencys Scenario
The Potential emergencies for the project are identified & the response procedure in such
scenario is defined. These scenarios are used as guide lines for Mock Drills.

14.1 BRIEF SCENARIO: Fire/explosion in an Area


A call is received that there is a fire/explosion. The scene at the site is such that workers are in
shocked condition and they are running. The ambulance with rescue team comprising of Safety
Co coordinator, Safety Steward and First Aider with stretcher proceeds to the scene. After
assessing the situation as uncontrollable, siren is sounded to evacuate all personnel from the
site and to assemble at nearest assembly point situated at different locations. At the same time,
all the Safety stewards along with security personnel also start the evacuation of the personnel
from their respective areas with the help of blowing whistle. Security was also informed to
evacuate & to stop the entry from the main gates.
DETAILED STEPS:
1. As soon as call is received from the site, Site Safety Coordinator inform to site coordinator.
2. Safety Coordinator (On Site Emergency Advisor) informs On Site Emergency
Coordinator & On Site Emergency Controller about the emergency at the site.
3. Ambulance rushes to the site immediately with Rescue team (Site Safety Officer, Safety
Stewards and First Aider).
4. Assessing the situation, On Site Emergency Coordinator informs to the nearest fire
brigade station for help.
5. During Rescue operation victims are rescued and sent to first aid center, one is given first
aid and two are sent to nearest hospital for further treatment with safety steward & time
office personnel.
6. Evacuation of the site starts by the site engineers with the help of Safety stewards
(Assembly Point Controller) by blowing whistle.
7. All employees proceeds promptly towards nearest assembly point using the nearest exit
routs.
8. At the Assembly Point, Contractor Supervisor takes a roll call with the help of site Engineer
/ supervisor and reports to the Assembly Point controller including the missing person status
if any.
9. Assembly Point Controller reports any missing personnel and their last known location to
On Site Emergency Controller to initiate any further search & rescue operation.
10. On Site Emergency Coordinator & On Site Emergency Controller takes a round and
assesses the condition of site and confirms the site is safe to start the work.
11. All Clear information passed to all by blowing whistle.
12. End of Emergency declared.

THINGS TO NOTE & EVALUATE:


1. The Timings of the Start of Emergency & End of emergency.
2. The First person & last Person Arrival at Assembly Point to understand the response times.
3. The Emergency response, like stoppage of machinery, ways to come down from height etc.
4. Arrangement and organization at the Assembly Point.
5. Head count, accountability & recognition of the Missing person including the visitors.
6. Initiation of the rescue operation.
7. Sharing of the findings with the group.

14.2 BRIEF SCENARIO: Collapse of Heavy duty Crane


A call is received that there is a collapse of a Heavy duty crane. The scene at the site is such
that workers are in shocked condition and they are running. The ambulance with rescue team
comprising of Safety Co coordinator, Safety Steward and First Aider with stretcher proceeds to
the scene. After assessing the situation as uncontrollable, whistle is blown to evacuate all
personnel from the site and to assemble at nearest assembly point situated at different
locations. At the same time, all the Safety stewards along with security personnel also start the
evacuation of the personnel from their respective areas with the help of blowing whistle.
Security was also informed to evacuate & to stop the entry from the main gates.

9. Assembly Point Controller reports any missing personnel and their last
known location to On Site Emergency Controller to initiate any further search & rescue
operation.

takes a round and assesses the condition of site and confirms the site is safe to start the
work.
11. All Clear Siren is blown 1 min nonstop.
12. End of Emergency declared.

14.3 BRIEF SCENARIO: Person Electrocuted in a Building


A call is received that there is an electric shock in the building. The scene at the site is such that
workers are in shocked condition and they are running. The ambulance with rescue team comprising
of Safety Co coordinator, Safety Steward, and First Aider with stretcher proceeds to the scene. After
assessing the situation as uncontrollable, Whistle is blown to evacuate all personnel from the site

and to assemble at nearest assembly point situated at different locations. At the same time, all the
Safety stewards along with security personnel also start the evacuation of the personnel from their

15. SITE SECURITY PLAN


Security person will be deployed by NPGC to protect its belongings which is kept at site for
construction purposes.
1:1 Security person will be deployed initially for day & night security.
2:2 Security person will be deployed in peak stages day & Night security.

16. Site Housekeeping Plan

This team will upkeep housekeeping sort, segregates, sweep, sanitize, and systemized the work area.

Housekeeping Plan. .
Some practices and precautions for a proper Debris Management Plan are:
a. Debris will not be allowed to pile up at site but be removed as frequently as possible.
b. Different kinds of debris shall not be mixed but kept segregated.
c. Excavated rock is to be kept separate from excavated earth.
d. All excavated material is to be placed at least 60 cms away from the edge of excavation to ensure
that the excavation does not cave in and also that the material does not fall back into excavation.
e. At site, locations are to be earmarked where debris may be placed for disposal and sufficient nos.
of skips, containers etc shall be provided
f. No debris will be dumped in the lanes for movement of construction vehicles and equipment.
g. No debris, steel offcuts, steel for construction is to be allowed to be dumped near the periphery of
the construction to minimise injury to personnel in case of a fall.
h. When construction debris like mortar, dry earth is being handled, it is to be made damp to ensure
that dust nuisance is minimised.
i. The debris is to be segregated and removed from site and disposed in an area where dumping is
allowed by Local authorities
