Minutes of Delegate Meeting

July 9,2008

The July meeting commenced at 5:30 p.m. with Peter Thomassen presiding.
Brother Thomassen called the meeting to order and asked all to stand for the
Pledge of Allegiance.

The roll call of officers showed all present.

The Chair asked if the minutes of last months meeting had been distributed. He
then asked if there were any additions or corrections needed. Hearing none a
motion was made by Richard Ostrander to approve the minutes. The motion was
carried and so ordered.

The Executive Committee minutes from today's meeting were read to the
delegates. A motion was made by Maurice McGrath to approve the minutes.
The motion was carried and so ordered.

The Chair discussed the legalities regarding the reimbursement of legal fees
spent by Brother Michael Forde and Martin Devereaux defending government
charges for which they have been exonerated. He said Forde had spent
approximately $417,470 and Devereaux spent approximately $343,845. Our
attorneys all agree they should be reimbursed. The Chair explained that Martin
and Mike had received contributions at fund raisers totaling about $150,000. He
explained that Mike and Martin would be hiring an attorney to facilitate the return
of those contributions to the donors. He said any monies left over from the
contributions would be donated to the Charles Johnson Scholarship Fund.
Brother Greaney commented that Mike and Martin are certainly entitled to have
all documented legal fees returned to them and he made a motion asking the
delegates to approve the return of the legal fees expended. The motion was
seconded by Charles Harkin, John Holt, Richard Ostrander and Joseph Ventura.
The motion was passed unanimously by the delegates and carried.

The Chair read the trials, charges, verdicts and penalties rendered over the past
month. (See attached) The Chair asked if anyone was outside to appear before
the delegates. Terence Sampson appeared before the delegates but said he
had no comments. There was a request to put Dean O'Connor charges on hold
for an opportunity to review. There was a motion by Eric George to concur with
the decision of the Trial Committee. The motion was carried and so ordered.

The Chair called on Steve Mcinnis for his report. Brother Mcinnis reported on
the recent General Office Political Directors meeting he attended. He said that
the General Office had conducted a nationwide poll and 60% of the members
said they supported Obama over McCain. He said that the General President
McCarron recently met with Obama and we were expecting a decision on an
endorsement shortly. There was a motion to approve the report by John Early.
The motion was carried and so ordered.

The Chair called on Edward McWilliams for his report. Brother McWilliams
reported that his department had three contractors on the National Labor
Relations Board. He also spoke about the importance of the upcoming
presidential election to our District Council. He said that the President appoints
judges, including Supreme Court Justices, and Labor Department and National
Labor Relations Board personnel who make decision that can greatly help or hurt
our cause. There was a motion to approve the report by John Greaney. The
motion was carried and so ordered.

The Chair called on Daniel Mazziotta for his report. Brother Mazziotta reported
on the ads taken in Crains. He also reported on the billboard at 35th Street and
i h Avenue. He reported the Labor Management staff was continuing to police
school jobs. There was a motion to approve the report by Sal Zarzana. The
motion was carried and so ordered.

The Chair called on Denis Sheil for his report. Brother Sheil reported on the
grievance settlements made over the past month. He also reported on the
ConEd Bill and the recent meeting with the C.E.O. of ConEd. There was a
motion to approve the reported by Richard Alhanti. The motion was carried and
so ordered.

Brother Thomassen congratulated those who had been elected in recent


elections.

The Chair called on Michael Forde for his report. Brother Forde reported on jobs
dispatched by each Local over the past month. He also reported on dues
arrearages by each Local over the past year.
Brother Forde thanked everyone for their support during his long legal battle and
for approving the return of the monies given to his attorneys. There was a
motion to approve the report by John Greaney. The motion was carried and so
ordered.

Brother Greaney thanked everyone for their support and comfort they have given
to him and his family over the past weeks.

There being no further business to come before the Chair, there was a motion to
adjourn. Meeting adjourned.
