Moorabools Fire Danger Period has officially begun.
Restrictions throughout CFAs western region commenced
at 1am on Monday November 27 and with forecasts
indicating an above average fire season, emergency services
are adopting a zero-tolerance approach to bushfire arson.
Nathan Ractliffe, Deputy Group Officer of Bacchus Marsh
Brigade Group, said starting a fire, whether intentionally or
unintentionally, is a crime.
It doesnt matter if the fire is deliberately or mechanically
lit, if we are called out to the fire, the police will automatically
investigate the incident and offenders will be prosecuted, he
said.
The Bacchus Marsh Brigade Group is also working closely
with Moorabool Shire Council, who can issue Fire Prevention
Notices when fire hazards are identified.
Failure to comply with Fire Prevention Notices can result in
a fine of $1,586 or court action with penalties of $19,028 and
12-months imprisonment.
Mr Ractliffe said the Zero Tolerance strategy, which was
first introduced to Moorabool in 2006, has seen a 70 per cent
reduction in turnouts to illegal burns.
Prior to this strategy we were being called out left, right and
centre, but since implementing the zero-tolerance strategy,
the calls are being reduced which means the number of fires
in the area is decreasing.
During the Fire Danger Period fires cannot be lit in the open
air without a written permit from CFA or a Municipal Fire
Prevention Officer.
Fire Danger Periods are based on local conditions and take
into account fuel moisture, fuel loads, grassland curing,
weather and rainfall.
CFA District 15 Operations Manager, Brett Boatman said it is
important for residents to prepare their property to minimise
any chance of fire taking hold or spreading.
It is important to undertake mitigation work, including
slashing, grading and general property clean-ups before the
fire danger ratings increase, he said.
Any burning-off requires thorough planning, ensuring
there are enough people to monitor, contain and extinguish
the burn safely and effectively.
Avoid burning off when high winds are forecast not only
on the day of your burn but for the days afterwards.
Moorabool Shire Council has issued 360 fire prevention
notices to local residents, with approximately 120 cleared by
the due date so far.
Moorabool Mayor Paul Tatchell said inspections will
continue throughout the fire season.

Number 1 playgroup

St Andrews Playgroup is the 2017 Regional Community Playgroup of the Year.

The Bacchus Marsh playgroup was presented the prestigious accolade at Playgroup
Victorias annual awards held at the Melbourne Aquarium on Friday November 17.
The award refers to a community playgroup that holds five or more sessions and was
one of ten accolades acknowledging the work of playgroups across Victoria.
Sinead Halliday, from Playgroup Victoria, said only a small handful of playgroups run
five or more sessions per week.
It is no small feat, she said.
St Andrews provides great opportunities for play which greatly aids the development
of the children.
The playgroup has been running for 21 years and the positive momentum continues.
Over the past year, the playgroup has demonstrated a high level of care for the members
of the community and offers a nurturing environment that is hugely beneficial for all
involved.
St Andrews Playgroup coordinator, Cindy Sutton said the committee was rapt.
This was our first year applying for the awards and we saw the presentation night as
a good opportunity to see what other playgroups are doing and how we can improve
ourselves, she said.
We had absolutely no expectations, so the win came at a real shock.
Ms Sutton said the award was a great way to recognise the hours of volunteer time that
goes in to running a playgroup.
It is not an award for one person but an award for the whole playgroup; its for the
members that come every week and participate; the people who volunteer their time; and
the committee members who take on those committee roles and fundraise throughout
the year, while already being busy working or at home with the kids.
The award is also a fantastic way for us to get the message out there to people who may

Treemendous fundraiser By Jessica Howard

With the festive season fast approaching, two

local community groups are getting in the
spirit of Christmas.
Bacchus Marsh Rotary Club and SES will kick
off their annual Christmas Tree Drive on the
first weekend of December.
The drive commenced in 2016 and saw the sale
of 236 trees. Peter Ellerton, from the Rotary
Club of Bacchus Marsh, said he hoped to see
even more success this Christmas.
Last year we raised $3,000 for each club, he
said.
The funds raised are put straight back into
the community. For Rotary, the money was
used to fund a number of our local community
projects including breakfast clubs at schools,
literacy programs, graffiti removal and other
youth services.
Jane Fraser, Bacchus Marsh SES Unit Officer
for Community Events, said the drive helped
keep the State Emergency Service in operation.
Last year we partnered with Rotary and it
was a great success, so we decided to run the
drive again, in order to keep giving back to the
community, she said.
The 2016 drive, alongside other annual
fundraisers, allowed SES volunteers to
purchase new motorbikes, trailers and a
lighting tower.
This years event will run on the first and
second weekends of December.
Ms Fraser said the project would commence at
7:30am at SES Headquarters.
We plan to run sales until 7pm or until sold
out. Last year we were sold out before 12pm.
The volunteer organisations will also provide
a pick-up and delivery service for an extra $10.

Small brigade; big dedication

More than two centuries of service
have been shared between mem-
bers of the Rowsley Fire Brigade.
Seven volunteer firefighters were
presented with a service award
ranging between 15 and 60-years
on Sunday November 12.
Brigade Captain Steve Bullard
and 2nd Lieutenant Alex Velja-
noski each received a 15-year ser-
vice medal, while 4th Lieutenant
Luke Pedretti was recognised for
20-years.
Judith Jensz, who took on the role
of Communications Officer in 1992
and still holds the role today, was
celebrated for three-decades of
service alongside Neil Denny, who
transferred to Rowsley from the
Balliang Fire Brigade last year.
Long standing members and 1st
Lieutenants, James Greenshields
and John Pedretti were presented
with Volunteer Fire Brigades Victo-
ria (VFBV) Gold Star awards for 55
and 60-years respectively.
VFBV Vice President, Samantha
Rothman attended the ceremony
to present the prestigious awards.
The presentation ceremony fol-
lowed the Brigades annual open
day and community meeting.
Members of the public received a
tour of the station, with a display of
the tanker and equipment.
District 15 Operations Officer,
Chris Bigham spoke about the
progress of an out of control fire
burning through the valley, using
computerised simulation.
To demonstrate the significant
impact, the presentation included
a wind change which turned the
1km fire front with a 30km flank,
into a 30km fire front.
Brigade Captain Steve Bullard
said the Brigade was very fortu-
nate to only attend around 20 fires
and incidents per year.
Much appreciation goes to the
hard work of the long standing
Rowsley Fire Brigade members for
their commitment and dedication
that has got the Brigade to where it
is today, he said.
However, the Brigade desperate-
ly needs new volunteers who can
undertake the training to become
firefighters to assist with the Bri-
gades response and to support the
brigade into the future.
Mr Bullard said most current
members held full-time day jobs
and easily fit their volunteering
into the routine of a busy life and
family.
Its the old saying many hands
make light work. We dont expect
members to be available for all of
the work, all of the time, but we do
need the right people to give us one
to two hours a week.

The draft Moorabool Municipal Public Health and Wellbeing Plan 2017-2021 is out for public
comment.
The four-year plan is designed to enhance the health and wellbeing of residents and outline
the health and wellbeing priorities for the community.
The draft plan builds upon the strengths of the Moorabool 2013-2017 plan and details
strategies within the action plan that will be promoted and delivered to maximise the health
and wellbeing of the communities of Moorabool, read a report tabled at the November
council meeting.
Many local health, community and Council services have contributed their experience,
knowledge and expertise to the development of the draft plan.
At the heart of this process is empowerment of the community increasing peoples
ownership and control of their own health and wellbeing and their personal development.
Providing information and education for health and enhancing life skills enables people to
exercise greater control over factors influencing their health and wellbeing.
The plan includes three themes of healthy eating and active living, improving resilience and
community safety, and improving education and employment opportunities.
The plan is now available for viewing through Moorabool Shire Council.

PLAN AND ASSOCIATED MOWING SERVICE REVIEW
Council has developed a maintenance management plan for Parks & Gardens and undertaken
a review of its grass mowing services. Residents are being given an opportunity to make a
submission to the draft Open Space Maintenance Management Plan and associated Mowing
Service Review, after Councillors resolved recently to exhibit the draft documents for public
consultation.
The review of mowing services recommends the removal of 384 roadsides that currently
receive a bi-annual or annual mow. To offset this, an increase in amenity mowing across
small towns is also recommended, that will see frequencies increased and various township
entrances receive a regular amenity mowing service.
The Draft Open Space Maintenance Management Plan and associated Mowing Service Review
will be out for public consultation for 6 weeks. The documents are available on our website:

Connecting farmers with community

The taste and aromas of Moorabools famous produce was brought to life
for another year as crowds of people flocked to the annual Strawberries
and Cherries Festival.
Local and out-of-town visitors enjoyed over 150 market stalls, food vans,
displays and an array of carnival rides.
The market, which ran from Young Street right through to the Gisborne
Road/Grant Street roundabout in Bacchus Marsh, was filled with homemade
goodies, novelties and gifts from local and surrounding businesses.
A stall hard to miss was Farming Moorabools, which included a
225-horsepower tractor sitting in the middle of the Main Street, outside the
Royal Hotel.
Balliang East farmer, Chris Sharkey provided the stall with the vehicle
following its popularity in 2016.
Children sat inside and took photos with the modern-day workhorse,
while also speaking to farmers directly about how they produce the food
we eat.
Farming Moorabool, a regional food producers networking group, also
teamed up with The Royal Hotel to help highlight regional produce
through a festival menu.
Fernleigh Park Lamb from Ballan and Peelman Fresh Produce from
Bacchus Marsh featured on the menu, which received rave reviews from

The group also held a raffle and sold locally grown strawberries donated
by Naturipe Fruits.
All proceeds were donated back to the voluntary group to help further
develop educational initiatives.
President of Farming Moorabool, Scott Young said the festival helps bring
greater awareness of the importance of locally grown produce and the
farmers that make it happen.
Recent research conducted by the National Farmers Federation found 83
per cent of Australians felt their connection with farming was distant or
non-existent, he said.
This shows that proactive groups like Farming Moorabool have a vital
role to play in reconnecting consumers with the people who produce it for
them.
Police estimated approximately 30,000 people attended the Strawberries
and Cherries Festival, which celebrates the start of a plentiful fruit season
in Moorabool.
Fresh local produce will be available throughout the summer, with

The issue went before a Council Development Assessment
Committee meeting when farmer Kevin Riddells lodged
a planning permit application to build a shearing shed on
his Bullarook property, seeking an exemption from the
requirement that it be more than 100-metres away from the
nearby river.
But as council officers found, only when they visited the
property, the permit application failed to include stockyards,
that he had built six years prior, and to date still do not have
a permit.
After the applicant applied for a shearing shed permit, a site
inspection found stock yards had been constructed. Stock
yards do not normally require a permit but in this case they
were within 100 metres of a waterway and a neighbouring
property, explained Rob Fillisch, councils Manager of
Statutory Planning and Community Safety.
On three occasions, Council requested the applicant
amend the application for the shearing shed to include the
stock yards, but the applicant refused, so Council made an
application to VCAT for an enforcement order to have the
stock yards removed.
The matter is still before VCAT, although the application for

It was at that meeting in October, Tim Scanlon, who owns
the house neighbouring the Riddells property, outlined his
living nightmare.

riwarrh Health Services has
been reappointed until 2020.
Doctor John Ballard was
initially appointed to over-
see the Bacchus Marsh Hos-
pital in 2015, after Victorias

deaths.
Subsequent reviews of
the hospital revealed there
were 11 cases of potentially
avoidable newborn and
stillborn deaths between a
13-year period.
Dr Ballards contract was
renewed at the 2017 Annual
General Meeting on Monday
October 30.
Djerriwarrh Health Ser-
vice will continue to im-
prove both services and the
settings for care over the
next three years, he said.
The Victorian government
has emphasised its com-
mitment to the long-term
future of Djerriwarrh Health
Services by providing more
than $10 million in capi-
tal investment to Bacchus
Marsh and Melton regional
hospital for the provision of
a $9 million theatre redevel-
opment and the $1.6 million
completion of stage two of
the Maternity Department
refurbishment.

industrial waste, including
aerosol cans and car batter-
ies, has been fined close to
$8,000.

seen coming from the area.
Upon inspecting the
Gillespies Lane site, EPA
officers observed a pile
of waste approximately
eight-metres long by five-
metres wide, which had
partially burnt and was still
smouldering.

maternity redevelopment
project was well on its way
to completion in early 2018.
These infrastructure pro-
jects are a firm vote of confi-
dence in Djerriwarrh Health
Services and its future, he
said.

Health and Human Services
to continuously upgrade
our systems and services to
equip the hospital to meet
the immediate and medium-
term care needs of the di-
verse and growing popula-
tion it serves.

blaze once EPA officers ar-
rived, and has given an
undertaking to EPA that
they will dispose of waste
in future by either recycling
or removing to a permitted
landfill.

A novel approach to fund-
raising has paid off for Coi-
madai Primary School.
More than $1,000 was raised
during a unique event that
saw students, parents and
friends stand around a pad-
dock waiting for a horse to
do its business.

Councillors approved the
Elaine Town Improvement
Plan (TIP) at the November
council meeting, confirm-
ing a range of minor projects
that will improve the amen-
ity of the town at a low to
moderate cost to council.
Visible amenity will be pro-
vided by removing car parks
and replacing them with
seating and plantings at the
cost of less than $5000, with
additional works including
planting along the embank-
ment between the highway
and the service road.
A public toilet is proposed
at the cost of about $175,000,
and signage could be built

The world according to golf

This week I would like to
offer some points on the so
called gas crisis, if you were
not already aware, other
points on the Adani Crime
(as I would call it), and fi-
nally a point on golf, from
an alternative, dare I say it,
controversial take.
In the Australia Institutes
most recent research it has
been shown that Australia
has enough cheap easy-to-
extract gas in Australia to
last 100 years. Theres just
one problem: private corpo-
rations are selling it all over-
seas. The export gas rush in
Australia is one of the larg-
est and fastest expansions
of a gas industry ever seen,
anywhere in the world. We
are awash with gas. The
problem is we are allowing
almost all of the cheap and
easy-to-get-at gas to be
sent overseas. Richard Den-
niss recently in the Fairfax
media actually likened the
current gas price crisis to
the Irish potato famine: Just
as the Irish exported huge
quantities of food during
the famine that cost nearly
one million lives, Australia
is exporting record amounts
of gas in the middle of an al-
leged energy crisis.
And now the federal gov-
ernment is threatening to
hold back GST from those
states that ban the develop-
ment of fracking and this
in the face of, as reported in
The Guardian Australia, re-
search showing that twice as
many Australians support a
moratorium on fracking in
their respective states than
oppose.
Then there is the fiasco of
the Northern Australia In-
frastructure Facility (NAIF)
and its financial support, to
the tune of nearly 1 billion
dollars, of the Adani Mine
in Queensland. It seems
this hastily-created Govern-
ment body is stacked with
mining industry executives
and operates without a glim-
mer of transparency. Five of
the seven board members
of NAIF have ties to the
mining industry. Also, ap-
parently literally thousands
of Freedom-of-Information
requests about NAIF have
been denied.
Then, according to an inde-
pendent business analysis,
a $1 billion concessional
loan to this mine project in
Queenslands Galilee Basin
could expose taxpayers to
a high risk of losing their
money. The economic assess-
ment of this projects outlook
found the collapsing coal
price, the uncertain global
picture for thermal coal, and
the $21.7 billion projects
heavy reliance on external
financing contributed to a
high risk for taxpayers.
This assessment was done
by the business consulting
firm, ACIL Allen, and com-
missioned by the Australian
Conservation Foundation.
The study was fully inde-
pendent of both the ACF
and Adani, and forms the
basis of a submission from
the environmental group to
a Senate Economics Refer-
ences Committee currently
examining the Governance
and Operation of the North-
ern Australia Infrastructure
Facility. It is worth quoting
from this study: The task
of securing debt and equity
finance for a $21.7 billion
project comprising thermal
coal mines and supporting
infrastructure, including a
new 388 kilometre standard
gauge rail link and a new
coal export terminal, would
be very demanding at any
time. It would be particu-
larly difficult in the context
of the current widespread
perception of a negative
thermal coal market out-
look. A properly designed
and accountable Northern
Australia Infrastructure Fa-
cility could be investing in
clean energy, higher educa-
tion, telecommunications
and loads of other critical
infrastructure, rather than
this white elephant.
And a final comment on
golf. This quotation from
Jay Griffiths might seem
extreme, but then again.
According to Jay, author of
Wild An Elemental Journey:
Golf epitomises the tame
world. On a golf course na-
ture is neutered. The grass
is clean, a lawn laundry that
wipes away the mud, the in-
sect, the bramble, nettle and
thistle, and Ezzy-wipe lawn
where nothing of life, dirty
and glorious, remains. Golf
turns outdoors into indoors,
a prefab mat of stultified
grass, processed, pesticided,
herbicided, the pseudo-
green of formica sterility.
Here, the grass is not sing-
ing. The wind cannot blow
through it. Dumb of expres-
sion, greenery made stupid,
it hums a bland monotone
in the key of mono-minded.
No word is emptier than a
golf tee. No roots, it has no
known etymology, it is ver-
bal nail polish. World-wide,
golf is an arch of enclosure,
a commons fenced and sub-
dued for the wealthy, tram-
pling serf and seedling. The
enemy of wildness, it is a
demonstration of the abso-
lute domination of man over
wild nature.

We recently attended the Strawberry and Cherries Festival
which was fantastic, but the only problem was that there was
no parking or space for everyone that attended. Not only
people from Bacchus Marsh go to this event, the town was

It was also a very hot day why not have the public pool open
so that people could go and have a picnic?

I have been reading the Growth Areas Framework Plan
Background Investigations and on Table 12 page 85 it states
the outside pool facility is approaching end of useful life.
So why is an indoor aquatic centre so low on the councils
priority? Yet the council will spend up to $20M on the
Bacchus Marsh Racecourse and Rec Reserve for what seems
to me fringe activities.
So, I suppose we will just get a splash park to replace the
outdoor pool instead of what the community really wants.

For a town that cherishes its Avenue of Honour, dedicated
to those who served in WWI, how disappointing on
Remembrance Day in Bacchus Marsh that the 11am minutes
silence was hampered by the sound of local traffic thundering
past non-stop, just metres from the ceremony.
Would it be so difficult to divert the unheeding up Young
Street for just ten minutes to show a modicum of respect
to those young Australians who died and to those who do
remember the fallen?
At the same time the Flinders Street/ Swanston Street
intersection came to a respectful stop.
Do Bacchus Marsh residents not care about those whose
plaques line the Avenue?

The Centre held a twilight meet last Friday evening due to the Western
Darley Cricket Club
Metro Region Relay Championships being held on Saturday. 23 teams
represented the Bacchus Marsh Centre at the Championships held at
John Landy Athletics Field, Geelong.
The Boys Under 9 team claimed 3 silver medals, placing 2nd in the
4x100m, 4x200m and Medley relays. Meanwhile, the Under 15 Girls won
a silver medal in the 4x200m and bronze in the 4x100m while the Under
15 4x200m Mixed Sex team also claimed a bronze medal. The Under
12 Girls finished 3rd in the 4x200m while their Mixed Sex team won bronze medals in the
4x100m and 4x200m. The Under 10 girls also won a bronze medal in their 4x100m final.

Introducing John Orchard..
John lives in Dales Creek and has worked in the
Victorian automotive industry his whole working life; he
is also a retired motor-mechanic. His sporting history is
predominantly motorcycle related and has been a member
of various car clubs and managed a number of automobile
servicing and repair shops.
He was a journalist and assistant editor for an Australian
National, off-road motorcycle magazine (Trail & Track
Magazine) for a number of years back in the early 1980s, until
the company was sold to the The Age Group of companies
and moved interstate.
He has strong automotive interests and always enjoyed
reading the motoring sections of the local papers where ever
he lived. Not seeing motoring articles in The Moorabool
Newsprompted John to contact us.
His sporting background has seen him racing motorcycles
in World and Australian National Championships. He has
travelled the world many times, including competing at
the World famous Isle of Man TT races and on the banked
circuit Daytona in Florida USA.
John is planning to contribute various automotive articles
ranging as follows:

New Suzuki Motocross bikes for 2018

The call came through from my friend at Suzuki
Australia: Hey John, were testing the new, for 2018,
Suzuki RMZ250 & RMZ450 motocross bikes, do
you want to come? Well I do ride an older version
of the RMZ450 so I said casually sure (although I
was very excited to try them). I thought it would be
very interesting to experience the latest model, see
how it is improved, plus Id like to see how the latest
250s have improved power-wise since I last rode a
quarter litre machine many years ago.
The day was a hot (well, 33 degrees is hot for riding
motocross) and dusty day at the State Motorcycle
Sports Complex at Broadford (70 kms north of
Melbourne). First up in the morning were the
Victorian Suzuki dealers aboard the new machines,
then in the arvo when normal (?) people got to ride
them. Suzuki had six 450cc machines for riders to try;
the 450 being all new for 2018 meant that everyone
was keen to try one out. There were two examples of
the 250 machine; it basically is the same as last years
model, just BNG (Bold New Graphics).
The boys from the television show MXTV were also
covering the day at Broadford; keep an eye out for the
show in a future episode.
First I tested the 250; wow! Much less tiring than a
more powerful 450, when it got out of shape, it was
much easier to get it back in line. These standard
bikes tend to feel a little restricted; I think they would
benefit from an aftermarket exhaust to un-cork a
little performance? Super easy to start, started first
kick hot or cold, which is good as it does not have an
electric start like a couple of other 250s currently on
the market.
The 250 was very comfortable to sit on, though the
ride seemed a little harsh; as the bikes were brand
new, the suspension was very tight; a couple of
days riding would see it become more supple. After
riding the 250 I realised that, in my now older years,
stepping down from my 450 to the 250 could be better
for my health.
Next up the 450, lucky Id saved some energy so
that I could do it justice. By this time in the day
the track had got very rutted and dusty; I didnt
want to hand back a bent bike to the Suzuki guys,
so I took it carefully. Again, just as the 250, the 450
started first kick; I think for racing situations, there
is valuable time to be saved having an electric-start
machine; quicker to get going again after a spill, but
for recreation or practise riding its nothing to give a
quick stab at the kickstart lever.
Although the 450 is virtually brand new from the
ground up, the major change, and not just a change
from the older Suzuki model but a major change
from other brands in the class, is the design of the
rear suspension unit; it is now modelled as per a
design initiated by top-class Swedish suspension
manufacturer Ohlins, where the oil valving control is
carried in the shock absorber body, not reciprocating
up and down on the shock shaft; less oil aeration
(more constant bounce control) and less weight
moving up and down allowing quicker response.
I have to admit, the rear suspension is better than
my old girl, which has been greatly improved over
its original. Every other aspect of the new 450 was
very similar to my own machine but with less wear,
so it goes, while the motocross bikes of today arent
improving in leaps and bounds, they are refining
them. Sure if you compared a brand new older
model to a brand new current model, you might not
feel much difference, but, a brand new current model
is much improved over a worn-out older model.
